Jimenez said any Filipino citizen who is at least 18 years old and a resident of the Philippines for at least

one year, and in the place where he proposes to vote, for at least six months on or before the day of the
election; may register to vote.

Deactivated voters may also apply for reactivation of their registration records during the period
prescribed, he said.

Filing of applications for registration shall be done personally at the Office of the Election Officer.

Applicants will be required to present valid identification cards such as employee's ID; postal ID;
Students ID; Senior Citizen's ID; Drivers License; NBI/PNP clearance; Passport; SSS/GSIS ID; IBP ID,

here are some pointers you should remember if you happen to find out that you or a person you know
are a double or multiple registrant:
When the Election Officer (EO) alerts you that your previous registration record in another
city/municipality is still active, you should immediately apply for a transfer of your registration record.
By doing so, your previous registration will be cancelled.
If you think that your previous registration is still active, consult with your EO. If you find out that you
have a double registration, execute an affidavit at the EO’s office where you are previously registered
stating your desire to cancel your registration there.

“We wish to inform the public that the last day of voters’ registration for this year is on December 19.
People can still register from 8:00 to 5:00 PM on that day,” Jimenez said.
Meanwhile, for those who are interested in knowing about the status of their voter’s identification (ID)
cards, Jimenez said they only need to email their FULL NAME (first, middle, last), DATE OF BIRTH
and ADDRESS to voters_id@comelec.gov.ph. ###

A qualified applicant need only to appear personally at the local COMELEC office.
The applicant's identity and residence will be verified. (Bring a valid ID with photograph and signature.)

The applicant's status of registration will also be verified.


After a successful verification, the applicant shall be given an application form to fill up (in 3 copies).
The applicant's biometrics will then be digitally captured.
An Acknowledgment Receipt will be given to the applicant afterwards.

Sec. 25. Voter's Identification Card. - The voters identification card issued to the registered voter shall
serve as a document for his identification. In case of loss or destruction, no copy thereof may be issued
except to the registered voter himself and only upon the authority of the Commission.

Only registrants whose biometrics (i.e. photograph, fingerprints and signature) have been digitally
captured by the COMELEC's Data Capture Machine (DCM) during application will be issued a voter's
ID card.

Registered voters before 2003 cannot be issued a Voter's ID because the old registration system did not
have biometrics capability.

Registered voters who applied for the validation of their registration records by having their biometrics
captured in 2003, but still have not received their voter's ID up to now, most probably had a data
mismatch error during the comparison of their old and new registration data. These data errors are
supposed to be verified and corrected by your local COMELEC office.

These voters are advised to check with their local COMELEC office, or send an e-mail to the
COMELEC main office (NOTE: Please read below for further Instructions), regarding the availability of
their Voter's ID.

Should the biometrics be not available in the registration record or should there have been data
mismatch errors, the Voter's ID cannot be printed. Therefore, the concerned voters are advised to wait
for the resumption of validation procedures to be announced by the COMELEC. The resumption of the
system of continuing registration on December 2, 2008 does not include validation procedures.

The status of printing of the voter's ID may also be verified by sending an e-mail to
voters_id@comelec.gov.ph with the following information: =
full voter's name (first name, middle name, last name)
date of birth
address

If you use the Precinct Finder facility in this website, and find that your registration record has
biometrics, then expect to receive a Voter's ID.

If not, no voter's ID can be issued and you would still have to wait for COMELEC to allow the
validation of existing registration records with biometrics capture.
