Subject: EXPLANATION ON THE LATE SUBMISSION OF POLLING RESULTS

Sir,

Regarding your query on the subject, it is duly submitted that I have tried my level best to perform
my duties as per the official requirement, yet incurred delay in the submission of the polling results
was totally unintentional and uncontrollable for the following reasons:

i. Even though polling started on the official time, there was huge disturbance around my
polling station crated by the mob of rival political workers, who were trying to sabotage
/ influence the polling process. Locally deputed forces tried to keep the polling
procession intact as long as they could, yet polling process was dallied and at one stage
I had to stop the polling and had to call the special branch to control the situation for
further proceedings. Upon intervene of the special branch polling was restored after the
loss of Many time.

ii. As stated in para (i) that delay also contributed in the prolonged polling as there were
hundreds of voters waiting to cast their votes inside the allowed premises of polling
station even after the regular timings, hence the polling continued till 7pm,
accumulating further delay in the compilation of the results.

iii. Upon completion of polling all the results were compiled within minimum time, but
RTS system was not working properly, I repeatedly tried for nearly 1–1/2 hours to
upload the results but in vain.

iv. Being a rural area mobile networks were almost unavailable, as those could be used for
transmitting the results via alternate channels.
v. Form-45 was the only option in the given scenario for the manual submission of the
results, but unfortunately there were insufficient forms available at my polling station.
These forms were required to the polling agents, so they were also demanding for same.

vi. No photocopying facility was available at/nearby the polling station, which could have
helped the situation.

vii. I had to travel to the RO office to get the Form-45 and then back to the polling station
for compilation and manual submission of the results to RO Office, this iterating
itinerant also costed in wastage of 2 hours of time.

In presence of above mentioned events it’s not possible for anyone to punctually carryout one’s
obligations, hence I was unable to complete the polling, compilation and submission of the results
before 12am.
