NEWYORK | Roosevelt Island srétion. | Operating Corporation ANDREW #8. CUOMO, Governor SUSAN G. ROSENTHAL, President CEO BOARD OF DIRECTORS. RuthAnne Vanauskas, Cr Commissioner of RYSHCR Rober. Mujia Jy Director of BUDGET ‘ld kraut Howard Paty Michael Shinoza February 20,2019 Jose M. Serrano Senator, 29" District 1916 Park Avenue, Suite 202 New York, NY 10037 Re: Roosevelt Island’s Playing Fields Dear Senator Serrano, ‘Thank you for reaching out to us with your concerns. We are very excited about the renovation of the Octagon Soccer Field which will include a new artificial turf, ADA access, new bleachers and a completely renovated comfort station. ‘The project is curently completing the bidding phase with the construction contract being brought to the Board at its next meeting. The project is scheduled to be conducted in two phases, allowing the field to be opened to the community for use upon completion while the remaining work continues on the perimeter, bleachers and comfort station, With the current suggested phasing plan, we are hopeful that the entire project is completed by early fall but we will have a better understanding of the field opening schedule once a contractor is on board. While this work is being done, the Roosevelt Island fields will be used differently to accommodate the needs of the community: © Firefighter's Field will now be primarily permitted for large field sports like soccer, flag, football, and ultimate Frisbee. Firefighter's will not be permitted to the public on Fridays and Saturdays and will be a first come, first serve open community play space during those times. * On Fridays and Saturdays, open play will be available fo the community through April 20" and again after Saturday, June 29th, On Saturdays beginning April 27", the R.A. Youth Center’s Spring soccer program will begin with clinies scheduled from 9 AM —5 PM. The program is free and open to children ages 5- 18. Times outside of this schedule are available to the community for free play. * Capobianco Field will temporarily be permitted for softball, kickball, and other bat and ball sports. No permits will be issued for Capobianco Field after school, before 6 PM, on weekdays, Reviewing our preliminary permit requests, we may be able to free up additional open time. «Pony Field will also continue to be permitted for softball, kickball, and other bat and ball sports. The Roosevelt Island based Beacon/RICCD programs will be the primary users of Pony Field for their Little League programming. As always, when the fields are not being permitted, they are open for fee use on a first come, first serve basis. In order to bring transparency with field usage, we have recently updated and launched a new online permitting portal, CivicPermits, where users can easily view the daily, vweekly and monthly schedules of our fields online and see, in real-time, permitted and free-time slots. Anticipating completion of the new Octagon Field, we will disseminate a community survey to solicit preferred open play times and other field usage concerns. In addition to our ball fields and playgrounds, the island offers a variety of un-permitted open green space for non-team or non-organized play, including; Southpoint Park, Lighthouse Park, the lawn south of Rivercross, and the Cornell Tech open campus. tis important to note that priority is given to community groups to reserve the fields prior to any outside geoup. With Octagon Field being offline, we understand that there is limited field space ‘on the island and will make every effort to accommodate island groups when we can, We hope that residents will understand that while this project brings an inconvenience, the end result will be a beautifully renovated and safe community space for all to enjoy. Feel free to reach out if you wish to discuss this further. Sincerely, | | | 1 | | | | | | | | |
