RNC Object
The logical object of the Radio Network Controller
It can have up to 512 WBTS objects (requires RAS51 RNC)
In the RNC object the following interfaces are defined: Iu-PS, Iu-CS and Iur
The logical object are hierarchically related to each other, therefore it is not possible to
create any other object before RNC creation.
WBTS Object

The logical object of the WCDMA Base Station (Node B). A WBTS can have up
to 24 WCDMA cells and one COCO object.
WCEL object

The logical object of the WCDMA Cell is created to define the configuration of
the WCDMA Node B site. In one RNC database there can be 1152 WCELs.
Handover Path
HOPx

The Handover Path object stores mainly cell reselection and Intra frequency HHO
parameters. One HOPx can be related to several Adjacency objects.
The maximum number of HOPx objects within one category is 100.

 RtHopsIdentifier - real time
 NrtHopsIdentifier - non-real time
 HSDPAHopsIdentifier - HSDPA

Each HOPS object is identified by a unique HOPSid (HOPS) in the RNC - on to which the

particular neighbor cell

Separate Handover Parameter Set (HOPG) identifiers for real time (RT) & non-real time (NRT) traffic
 RtHopgIdentifier - real time
 NrtHopgIdentifier - non-real time

Each HOPG object is identified by a unique HOPGid (HOPG) in the RNC - on to which the
xxHopgIdentifier parameters are mapped to identify the appropriate HOPG parameter set for that
particular 2G neighbor cell
HOPS Object

 EcNoAveragingWindow
defines the number of event triggered or periodic intra-frequency measurement reports used by RNC to
calculate averaged CPICH EC/IO (default = 8 Measurements)
 AdjsQqualMin
defines minimum required CPICH Ec/No level which must be exceeded by the measurement result of the
neighbouring cell before the cell re-selection becomes possible.
 AdjsQrxlevMin
determines the minimum required CPICH RSCP level which must be exceeded by the measurement result of
the neighbouring cell before the cell re-selection becomes possible.
HOPG Object

 AdjgQrxlevMin
Determines the minimum required RSSI level which the measurement result of the GSM neighbour cell must
exceed before the cell re-selection becomes possible.

 AdjgRxLevMinHO
Determines the minimum required GSM RSSI level which the averaged RSSI value of the GSM neighbour cell
must exceed before the coverage (or quality) reason handover to GSM is possible.
FMCS Object

AdditionTime: When a monitored cell enters the reporting range (addition window), the cell must continuously stay within the
reporting range for a given period of time before the UE can send a Measurement Report to the RNC in order to add
the cell into the active set (event 1A).
AdditionWindow: determines the relative threshold used by the UE to calculate the reporting range of event 1A.
DropTime: When an active set cell leaves the reporting range (drop window), the cell must continuously stay outside the reporting
range for a given period of time before the UE can send a Measurement Report to the RNC in order to remove the cell
from the active set (event 1B).
DropWindow: Drop Window determines the relative threshold which is used by the UE to calculate the reporting range of event 1B
ReplacementTime: When the number of cells in the active set has reached the maximum, , and a monitored cell enters the eporting
range (replacement window), the monitored cell must continuously stay within the reporting range for a given period of time before
the UE can send a Measurement Report to the RNC in order to replace an active set cell with the monitored cell (event 1C)
ReplacementWindow: determines the margin by which the CPICH Ec/No measurement result of the monitored cell must exceed
the CPICH Ec/No measurement result of the an active set cell before the UE can send the event 1C triggered Measurement Report
to the RNC:
EcNoFilterCoefficient: defines the filtering period for intra-frequency CPICH EC/IO measurements used by UE
FMCG Object

GSMcauseTxPwrUL
This parameter indicates whether a handover to GSM caused by high UE TX power level is
enabled.etermines
GsmUETxPwrThrAMR
This parameter determines the UE TX power threshold for a CS voice connection. If the
handover to GSM caused by high UE TX power level is enabled, the RNC starts inter-RAT
(GSM) measurements in compressed mode when the UE TX power reaches this threshold. The
UE TX power threshold is relative to the maximum TX power level an UE can use on the DPCH
in the cell (or the maximum RF output power capability of the UE, whichever is lower)

Measurement Report Updating
Measurement reporting criteria are cell specific
Neighbouring cells (ADJS and HOPS parameters) are defined on a controlling cell (cell from
which the call has been started or best cell in case the original cell has been deleted from the
active set)
During SHO the measurement reporting criteria are taken from the cell where the UE has
started the connection
The measurement reporting criteria are updated only when the original cell leaves the Active Set
(NSN Implementation), according to the strongest cell in the Active Set, by sending the
MEASUREMENT CONTROL message, transmitted on the downlink DCCH. Standard would
allow to update reporting criteria, according the current best server.

When the UE receives a MEASUREMENT CONTROL message, the UE shall stop

monitoring and measurement reporting and shall replace the measurement reporting
criteria with the new information received in the MEASUREMENT CONTROL message.
