CONSULTANCY FOR THE DEVELOPMENT OF A NATIONAL LOW CARBON CITIES MASTERPLAN AND
POLICY ROADMAP

INTRODUCTION

Malaysia is one of the most rapidly urbanising countries in Asia with more than 71% (as of 2010 census)
of the population living in urban areas. The multi-ethnic population of 28.6 million is growing at an annual
rate of more than 1.8% where urban growth is around 3.3% whereas rural populations are declining at
around 1.3%. The population of Malaysia is projected to grow to 41.5 million by 2040. It is predicted that
urbanisation will further outpace growth so that by 2030 about 82% of the population will live in urban
areas. This will lead to a population density shift of 71 persons/km² in 2000 to more than 107 persons/km²
by 2030. This burgeoning shift has been strongly linked to nearly continuous economic growth since
independence.

The Green Technology Applications for the Development of Low Carbon Cities (GTALCC) project was
initiated to generate direct GHG emission reductions from at least five Malaysian cities. The objective of
the project is to facilitate the implementation of low carbon initiatives and showcase a clear and
integrated approach to low carbon development.

Cities and States have struggled to translate the national GHG emission reduction agenda into local action.
The weak and inconsistent planning and development mechanisms in cities are due in part to the lack of
institutional and human capacity, weak coordination between levels, and lack of effective policy tools for
decision-making, inconsistent standards and guidelines, and limited low carbon finance options.

The Ministry of Energy, Green Technology and Water has launched the Green Technology Master Plan
(GTMP) during the International Green Exhibition and Conference in October 2017. GTMP is the master
document for green technology action plan in Malaysia addressing six key factors which are Energy,
Building, Manufacturing, Water, Waste and Transport. The National Low Carbon Cities Masterplan and
Policy Roadmap is expected to complement the GTMP.

This work is part of component 1 of the project which is policy support for the promotion of integrated
low carbon urban development, which will enable cities to implement and adopt integrated low carbon
urban development plans and programmes.

OBJECTIVES

The National Low Carbon Cities Masterplan and Policy Roadmap is a necessary policy tool to achieve the
following objectives:

i. To address the existing planning and development policies, standards and guidelines regarding
low carbon integrated urban development and local capacity to implement central government
policies.
ii. To evaluate the effectiveness of existing planning and development policies, standards and
guidelines on low carbon cities.
iii. To consolidate the existing national and sub-national policy and regulatory frameworks on low
carbon urban planning and development in Malaysia.
iv. To provide local authorities a standard policy tool to enable cities to implement and adopt
integrated low carbon urban development plans and programmes.

METHODOLOGY

The consultant will report to the National Project Manager and will work closely with the GTALCC project
team based at the Sustainable Energy Development Authority (SEDA). The methodology includes desk
research,data collection,active consultation, focus group discussions (FGDs), workshops and engagements
with KeTTHA, PLANMalaysia, KPKT, state governments and local authorities, industry associations,
consumer associations, professional associations, professional bodies and non-governmental
organisations (NGO).

EXPECTED DELIVERABLES

The Consultant is expected to perform the following tasks:

Task 1: Prepare a workplan which comprises of methodologies and project Gantt Chart.

Task 2:

i) As a baseline study, catalogue on-going activities, exisiting policies and plans related to, or
linked with relevant areas of low carbon cities development in Malaysia.
ii) Review of low carbon development related objectives defined in the national physical plan
(Rancangan Fizikal Negara), national urban policy (Dasar Perbandaran Negara) and the Green
Technology Masterplan.
iii) Review of national GHG inventory and projections.
iv) Facilitate one (1) focus group discussion with relevant stakeholders

Milestone 2: Submission of Inception Report comprising of Task 2

Task 3:

i) Review existing institutional setup, regulatory framework, legislation and financial


mechanisms and resource allocation to provide a favourable eco-system for low carbon cities
in Malaysia.
ii) Review of existing low carbon cities policy tools used by local authorities in Malaysia i.e Low
Carbon Cities Framework (LCCF) and Low Carbon Society (LCS).
iii) Assess the exisiting capacity and competency of local authorities in preparing and gazetting
low carbon development plans.
iv) Facilitate at least two (2) focus group discussions with relevant stakeholders.

Milestone 3: Submission of Progress Report no.1 comprising of Task 3

Task 4(a) : Develop a comprehensive National Low Carbon Cities Masterplan which comprises of 4 stages

Task 4(b) : Develop a comprehensive National Low Carbon Cities Policy Roadmap which comprises of the
following:

i. Implementation mechanism and proposed timeline for all local authorities in Malaysia.
ii. Status and readiness of local authorities with actions (short/medium/long term).
iii. Achievement targets based on the capacity and capability of local authorities. i.e no of local
authorities achieving low carbon city status on a annual basis.

Task 4 (c): Facilitate at least two (2) focus group discussions with relevant stakeholders

Milestone 4: Submission of Progress Report 2 comprising of Task 4(a), (b) and (c).

Task 5:

i. Consolidate the masterplan and policy roadmap into one document.


ii. Determine the GHG reduction benefits of the masterplan and policy roadmap.
iii. Facilitate one(1) final stakeholder workshop to obtain feedbacks on the draft document.

Milestone 5 : Submission of the draft National Low Carbon Cities Masterplan and Policy Roadmap
document

Task 6: Finalize the National Low Carbon Cities Masterplan and Policy Roadmap. The final document must
be published in both Bahasa Melayu and English.

Milestone 6: Submission of the final National Low Carbon Cities Masterplan and Policy Roadmap.

DELIVERABLES AND TIMELINE

The consultant will be responsible for the delivery, content, technical quality and accuracy of the reports.
All deliverables shall be submitted to the GTALCC project at SEDA Malaysia. The schedule of the
deliverables and the timeline as follows:

DUTIES AND RESPONSIBILITIES OF SEDA MALAYSIA

a. Appoint suitable consultant to deliver the above project objectives and deliverables.
b. Facilitate focus group discussion with key stakeholders.
c. Plan, organize, facilitate and as well as to provides minutes of meetings/notes of all workshops,
brainstorming and consultation events.
d. Provide quality assurance, review and technical analysis on all reports submitted by the
Consultant.
e. Present project progress to KeTTHA, Project Technical Committee and National Steering
Committee.
f. Process payment to consultant upon endorsement by KeTTHA.
g. Maintain financial records.

EXPERTISE AND EXPERIENCE REQUIRED


The consultant should ideally have the following expertise and experience:

Professional Experience
• Minimum of 10 years of mixed experience in the area of sustainable development especially in
low carbon development strategies, formulation of low carbon cities action plan/blueprints,
climate change mitigation actions or development.
• The above experience shall be at the national and regional level i.e. policy document or
equivalent.
• Excellent analytical skills and proven expertise in conducting GHG emissions or inventory related
calculations is a must.
• Strong network and having involved with the Malaysian stakeholders (public and private sectors)
in the field of low carbon cities is a must.
• Strong track record in conducting technical studies and assessments.
• Well acquainted with roles and functions of different stakeholders of government, civil society
and private sector.
• Experience in developing roadmaps and implementation strategies.

Education Requirement
• Master’s Degree in urban planning, engineering, science, environmental policy, climate change or
any other similar field.
• Bachelor’s Degree with similar field as above, with more than 10 years of working experience is
accepted in lieu of the Master’s degree.

Language Requirement
Proficient in English and Bahasa Melayu.

TERMS OF PAYMENT

The fee is payable upon satisfactory completion and acceptance of the deliverables by the GTALCC
project and KeTTHA. The payment to the consultant shall be made as per the following schedule unless
other arrangements agreed by both parties:

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSAL

Interested firms/individuals must submit the following documents/information to demonstrate their


qualifications:

i. Letter of Confirmation of Interest and Availability.


ii. Personal CV(s) indicating all past experience from similar projects as well as the contact details
of the candidate and at least (3) professional references.
iii. Methodology to be employed in developing the National Low Carbon Cities Master Plan and
Policy Roadmap.
iv. Financial proposal that indicates the all-inclusive professional fee for the contract period.

CONFIDENTIALITY

All information herein is regarded as confidential and shall not be disclosed to any third party without the
written permission from SEDA Malaysia. It would be expected of the Consultant to enter into a non-
disclosure agreement to be effective over the duration of the assignment and up to 2 years after
completion of works.

OTHER TERMS AND CONDITIONS

The selected Consultant shall be subjected to all existing guidelines that are being adopted by SEDA and
any other procedures and regulations pertaining to the procurement and conduct of consultancy services.

The above listed terms, conditions and criteria are subjected to SEDA Malaysia and GTALCC project
changes and revisions which shall be communicated to the relevant parties.
