EXECUTIVE ORDER
No. 2019- 007, Series of 2019

“CREATION OF GENDER AND DEVELOPMENT MONITORING AND

EVALUATION TEAM (GAD M&E), IN THE MUNICIPALITY OF
SABLAYAN, OCCIDENTAL MINDORO”

WHEREAS, pursuant to Article II, Section 15 of the 1987 Constitution “the State
recognizes the role of women in nation building, and shall ensure the fundamental equality
before the law of women and men.” , Executive No. 348 Series of 1989, approving and
adopting the “ Philippine Development Plan for Women (PDPW) for 1989-1992 was
promulgated.

WHEREAS, Section 4.1A of JMC 2013-01 of the Philippine Commission on Women

(PCW), Department of the Interior and Local Government (DILG), Department of Budget and
Management (DBM), and National Economic and Development Authority (NEDA) mandates
all LGUs to prescribe policies and procedures in mainstreaming gender perspectives in local
planning programming and budgeting; local legislation; project development,
implementation, monitoring and evaluation pursuant to RA 9710 or the Magna Carta of
Women (MCW); and to establish and/or strengthened their GAD Focal Point System (GFPS)
or similar GAD mechanisms to accelerate gender mainstreaming within their localities. The
Local Chief Executive (LCEs) shall sign appropriate issuances to institutionalize the
establishment, reconstitution and/or strengthening of the GFPS in their respective LGUs;

WHEREAS, Section 5.0 of the same JMC, enjoins the creation of a gender responsive
monitoring and evaluation (M&E) team.

WHEREAS, there is a need to established a GAD Monitoring and Evaluation (M&E)

Team in the Municipality of Sablayan, Occidental Mindoro

NOW, THEREFORE, I, EDUARDO B. GADIANO, Municipal Mayor of Sablayan,

by virtue of powers vested in me by law, do hereby order the creation GAD Monitoring and
Evaluation (M&E) Team in the Municipality of Sablayan, Occidental Mindoro to be
constituted as follows:

Section 1. Composition- The GAD M&E shall be composed as follows:

Section 2. Functions- The GAD M&E shall have the following functions:

The GAD M&E Team shall evaluate the outcomes of the LGU GAD policies,
programs and projects and submit a GAD Evaluation Report to the DILG Regional Office at
the end of LCE’s three year term. The submission shall be done not later than June of the next
term.

Section 3. Budget- All GAD M&E activities shall be included in the annual GPB. (Sec. 5.8,
JMC 2013-01)

Section 4. Salaries and Benefits of GAD M&E Members- Since the functions of the
members are mere imposition of additional duties, they shall not be entitled to any salary or
honorarium.

Section 4. Meetings- The GAD M&E shall have their regular meeting once every quarter
and shall have special meetings when necessary.

Section 5.Effectivity- This Executive Order shall take effect immediately and a copy shall
be published at the municipality’s official website.
