A Continuous Improvement Project

Key process: Improvement of Distributed Leadership thru Officer of the Day System

Project Background:

A famous American writer Tom Peters reiterated that leaders do not create followers, they
create more leaders. Such principle is very much related with the theory of distrubuted cognition
of an anthropologist Edwin Hutchins where the principle of distributed leadership is also based.

Distributed leadership is an important component of and contributor to, improved


organisational outcomesThe term is used as a recipe for effective leadership in schools (Leithwood
& Mascall, 2008) as cited by (Alma, 2014). The same is true in many schools which have been
utilizing the same concepts in the Philippines evidenced by researches and journals.

It can also be anticipated the simplicity of the theory as simple delegation of task by the
higher authority in order to lessen the burden he is carrying but behind that is the fact that the
concern is not on the duties and responsiblities but with the practice of leadership (ibid).

Distributed leadership has been proposed and one approach to the distribution of leadership
in schools is teacher leadership (Oracion, 2014). Meaning, a lot schools must have done better in
carrying out this system. This mechanism in schools ensure that every one is given the chance not
just in leadership in the absence of head but to also participate in organizing and maintaining the
school in its entirety.

Our school, Cesar E. Vergara Memorial High School has been utilizing such mechanism
of leadership referred to as the “Office of the Day System” which has been in effect since 2014.
This may be associated with lack of school department heads and master teachers that the
Principal’s function is very much centralized. Indeed, this is actually a tool of allowing shared
leadership and collaboration among teachers and employees in school. This could really help both
the principal (as he is lessen with the burden of too much work loads) and the teachers who are
also given chance to lead in order to gain experience.

With the current perception of this program’s strengths and weaknesses thrown by teachers
and the school head involved in the process, we find it necessary to look for its further
improvement. It is for this reason that the project OOTD (Officer Of The Day) is developed by
Cesar E. Vergara Memorial High School as a Continuous Improvement Project (CIP).

Objectives
1. To craft powers, duties and responsibilities of the OOTD.
2. To define limitation of powers, duties and responsibilities of the OD.
3. To enumerate benefits of being an OOTD.
4. To enumerate advantages of OOTD system.
5. To lessen the number of teachers raising issues of being an OOTD to 0%.
