Basic Elements of a Project Proposal
A Project Proposal is a request for assistance in implementing a project. It
outlines the plan of the implementing body by outlining what it wants to achieve, how
they go about in achieving it, and how much resources they need to implement it. It has
the following basic parts:

 Abstract
 Goals/Objectives
 Project Plan
 Evaluation
 Key Personnel
 Equipment and Facilities
 Budget
 Appendices
Each of the basic parts will be discussed more in detail.
Abstract
The abstract contains a summary of the whole project plan. This is usually no
more than one page, and provides a concise description of the project, emphasizing the
objectives, the significance or need, plan of execution, outcomes and dissemination. It
may be considered as the most important part of the proposal since it is the portion that
can either entice a reviewer to read on or put the proposal aside. In practice, the
abstract can make or break a proposal since it is the very first portion to be read. Most
proposals never get read past the abstract, that’s the reason why it must be able to
provide an overview of the whole project.
Goals/Objectives
The goals/objectives part provides a reader with a concise statement of what the
project will accomplish. It should be able to identify expected outcomes, and relate them
to short-term and long-term objectives. Each goal should be a general statement of
what will be achieved. Specific, measurable, objectives can then be tied to each goal.
Project Plan
The project plan lists the activities to be executed in the project. It must provide
when the certain activity is to be done and its duration. Key person must be identified for
each activity.
Evaluation
The evaluation explains how the success of the project will be measured. It also
details the data that must be gathered, as well as how it will be documented and
analyzed. Data regarding the success of the project is important since it will determine
whether the funding agency will still allow the proponents to make another project.
Dissemination
This part explains how the results of the project will be presented to others. This
part, along with the evaluation, is important in letting the funding agencies know whether
the project was a success or not. It is both a courteous and responsible practice to
disseminate to funding agencies the success, or at the very least, the status of a project
that they funded.
Key Personnel
This part lists the key persons involved in the project. Qualifications and
responsibilities of each key person must be explained briefly. The curriculum vitae of
key persons may be provided in the Appendix. In practice, a project proposal is given to
not only funding agencies, but also to resource persons and leaders of communities
where the project will be implemented. It is important that each recipient of a project
proposal must be able to know what will be their duties and responsibilities in the
project.
Equipment and Facilities
This part lists down all the resources that are needed in implementing the project.
In practice, this part is important for funding agencies since this will determine whether
the budget being requested by the proponent is reasonable enough. For communities,
this is important since they may already have the facilities or equipment in hand. The list
may be modified as to the availability of the resources needed. The budget
Budget
This part takes into account all the resources required in the implementation of
the project and ascribes a monetary value to them. All other factors such as labor,
transportation, and logistics must also be taken into account. Proponents must be
careful in crafting this part. A budget that is too little would constrain the project. A
budget that is too big when taking into account all costs would scare funding agencies,
leading to loss of opportunities for future projects. A table of costs is the best way of
presenting this part.
Appendices
This part provides necessary copies of the documents that are needed to
implement the project. It may include: 1) Curriculum Vitae of key personnel, 2)
Document or permits showing that the proponent procured all the necessary
permissions to implement the project, 3) Authenticity of the proponent’s organization.
