complementary phase of donations of food and medicines that can be made by
foreign governments and multilateral organizations. Without comprehensive
programs, designed with technical, ethical and legal criteria internationally
approved, donations are diluted over time, she warns. The objective is to
contribute to the progressive restoration of the rights to life, health and nutrition,
for which it is key that the programs include educational actions so that the
beneficiaries of the aid develop capacities that allow them to get out of the
situation of emergency in which they are.

Brutal repression, Carnival and the


children's costume of the FAES

Amidst the deepening of police repression as an extreme resource of Nicolás


Maduro's regime to stay in power, the government decided to advance the
Carnival break. In a parade that took place in Caracas on February 27th 2019,
a child was seen disguised as a FAES officer. The image was disseminated on
social networks, the same medium that the Minister of the Interior, Justice and
Peace, Néstor Reverol, had used three weeks earlier to present the elite group
of the Bolivarian National Police as a model to be imitated by children and
adolescents. Proiuris has documented stories that indicate that, through raids
and massacres in Caracas neighborhoods, the FAES have committed at least
15 murders in the last five weeks. Experts on children's rights warn about the
seriousness of promoting the culture of death.

On February 18th 2019, the elite group of the Bolivarian National Police
executed police raids in seven neighborhoods of Caracas, but reported only
one procedure. Proiuris collected the testimonies of relatives of eight of the
murdered ones, who assured that some of the victims were taken from their
homes and tortured before committing the homicides with several bullet
wounds. It was verified that in all the cases a fatal shot and the same cause of
death were reported in a generic way, which begins to consolidate as a pattern
of alleged extrajudicial executions. "He was kneed and they started hitting him.
Then with each question they became more violent. First they shot him in the
leg and so they continued. All this in front of their children" said Walker Balsa,
brother-in-law of one of the victims.

With a massacre in Las Mayas, the FAES


destroyed 5 families
Proiuris documented the stories of Noelkis Carolina Ramírez Blanco, 21 years
old; Vicente Ramírez Urdaneta, 22 years old; the cousins José Arteaga and
David Arteaga, aged 18 and 21 respectively; and José Moisés Flores Espinoza,
19 years old. Officers of the FAES that violently broke into Las Mayas on
February 8th 2019, would have confused Noelkis, who left two children under
the age of two with a man. "They shouted at her and then they fired. When they
came to see her, they realized that she was a woman and not a man as they
thought" said an uncle. The data reaffirms another pattern: the FAES kill young
men, between 16 and 25 years of age.

old mother of a 3 and a 5-year-old girls received four bullet wounds in the back
and fell on Calle Oriental in the El Amparo neighborhood, in Catia, west of
Caracas. The other protesters helped her, but the girl died almost immediately.
Her mother Yusmary Natera and two of her brothers carried the body home. "I
remember that the first thing and officer of the Cicpc said was: 'Oh my God,
they were cruel with this girl', because she had four shots in the back," said the
woman. However, forensic records indicate that it was a single shot and in the
thorax.
