The County Board of Jackson County, Minnesota met in regular session, in the Jackson County
Courthouse Board Room, 405 Fourth Street, City of Jackson, Minnesota, on January 8, 2019. The
following members of the Jackson County Board of Commissioners were present: Don Wachal,
Catherine Hohenstein, James Eigenberg, Scott McClure and Philip Nasby. County Coordinator Steven
Duncan and Trish Schulz, Human Resources Technician, were also in attendance.
CALL TO ORDER
County Coordinator Steve Duncan called the first meeting of 2019 to order at approximately 9:00 a.m.
and led the Pledge of Allegiance.
County Coordinator Duncan called for nominations to serve as Chair of the Jackson County Board of
Commissioners. Motion was made by Commissioner McClure and seconded by Commissioner
Eigenberg to have Commissioner Catherine Hohenstein serve as Chair for calendar year 2019. Motion
carried unanimously.
Chair Hohenstein assumed the position of Board Chair and called for nominations for Vice-Chair.
Motion was made by Commissioner Hohenstein and seconded by Commissioner Wachal to name
Commissioner McClure as Vice-Chair for calendar year 2019. Motion carried unanimously.
Motion was made by Commissioner McClure and seconded by Commissioner Eigenberg to adopt
the agenda with the following change: Move agenda item 5.2 (Appointment of Commissioner to the
Plum Creek Library System Governing Board) to agenda item 6.3. Motion carried unanimously.
CONSENT AGENDA
Motion was made by Commissioner Wachal and seconded by Commissioner Nasby to approve the
Consent Agenda. The motion carried unanimously.
Board Action 19-001: Approve the December 18, 2018 Board of Commissioners regular meeting
minutes.
Board Action 19-002: Approve all Commissioner disbursements in accordance with Minnesota Statutes
130.01, subd. 4(b), recorded on warrants numbered 87102 through 87269 in the amount of
$2,438,439.12. For the following funds: Revenue, $233,221.54; Road & Bridge, $106,341.12;
Insurance Trust 37, $864,788.75; Insurance Trust 36, $458,757.50; Ditch Fund, $557,540.11; Insurance
Trust 72, $207,794.00; Library, $9,967.84 and Tax & Penalty, $28.26. A detailed list of claims paid is
available at the Auditor/Treasurer’s office upon request.
Board Action 19-003: Approve the adoption of Roberts Rules of Order as the official parliamentary
authority governing rules of procedure for Jackson County Board of Commissioners meetings for 2019.

Board Action 19-004: Approve releasing first installment (50%) of the Jackson County Fair
Association appropriation for 2019 in the amount of $20,000.00
Board Action 19-005: Approve the revised 2019 Summary Budget for Jackson County.

This summary is published in accordance with Minnesota Statute 375.169. The detail of the
County budget is on file in the County Auditor's Office at the Courthouse in the City of

Board Action 19-008: Approve personnel request authorizing County Coordinator’s office to fill Public
Works Heavy Equipment Operator position (full-time).
Justin Lessman, Jackson County Editorial Group, presented proposals for the publication of all Board
proceedings, the annual financial statement and the list of delinquent real estate taxes for the year 2019.
Proposals are on file in the office of the County Coordinator.

PUBLICATION AGREEMENT
Financial statement/delinquent taxes/monthly proceedings
THIS AGREEMENT, made and entered into this 8th day of January 2019 by and between Justin R.
Lessman, publisher of the Jackson County Pilot and Lakefield Standard, and on behalf of Gerald
Johnson, publisher of the Tri-County News, as parties of the first part, and the Jackson County Board of
Commissioners, party of the second part.
WITNESSETH, that the parties of the first part agree to print and publish in each and all of the
newspapers above mentioned, printed and published in said County, all of the proceedings of the said
County Board for the year 2019, the annual financial statement to be published during the year 2019
and the notice and list of real estate taxes remaining delinquent on the first Monday of January 2019,
for the said County, all for the legal rate as specified by law. The composition and billing procedures of
the financial statement, delinquent tax list, and monthly proceedings are provided on attached copy.
Other necessary publications are contracted to be printed and published in the official newspaper.

Legal charges are determined by type size and column inch. The charges of the respective type sizes
are:
• 9 pt. $9.72/column inch
• 8 pt. $11.62/column inch
• 7 pt. $13.47/column inch
• 6 pt. $15.31/column inch
Payment for publication of said proceedings, financial statement, and list of real estate taxes remaining
delinquent is to be made as follows:
Said proceedings of the Jackson County Board are to be published in each of the three newspapers
within fifteen (15) days after copy has been furnished to the official newspaper by the county
coordinator.

of the second party has caused this contract to be signed by its Chairman and the Coordinator, and
attested by its corporate seal.

Motion was made by Commissioner McClure and seconded by Nasby to adopt Resolution 19-003:
Approe the designation of 2019 official newspaper and the county website as the official location for
publication of transportation project request for proposals. Motion carried unanimously.

WHEREAS, according to Minnesota Statute §331A.12, the County Board may designate the
County’s Web site as the official manner of publication for transportation project request for proposals
(RFP’s); and
WHEREAS, Jackson County has a “Web site” as defined in Minnesota Statute §331A.12 with
an addressable location of www.co.jackson.mn.us.
BE IF FURTHER RESOLVED, that the County Board hereby designates the Jackson County
Web site, with an addressable location of www.co.jackson.mn.us, as the official publication site for
transportation project RFP’s.
Passed and adopted by the Board of Commissioners of the County of Jackson, Minnesota this
8th day of January 2019.

PUBLIC WORKS
Motion was made by Commissioner Wachal and seconded by Commissioner Eigenberg to adopt
Board Action 19-009: Approve purchase of one (1), 2020 Freightliner (114SD) tandem axle chassis
from I-State Center of Inver Grove Heights, Minnesota for a total price of $76,118.28 and per State
contract #124644. Motion carried unanimously.
Motion was made by Commissioner Eigenberg and seconded by Commissioner Nasby to adopt
Board Action 19-010: Approve purchase of truck equipment (box, hoist, wing, hydraulics, etc.) from
Truck Bodies & Equipment International, Inc., of Lake Crystal, Minnesota for a total purchase price of
$107,498.00 and per State contract #144738. Motion carried unanimously.
Public Works Director Tim Stahl passed out information regarding CSAH 8 and 29 detour cost values.

COUNTY COORDINATOR
Motion was made by Commissioner Eigenberg and seconded by Commissioner Wachal to adopt
Board Action 19-012: Approve new performance appraisal format for supervisory and non-supervisory
employees. Motion carried unanimously.
Motion was made by Commissioner Wachal and seconded by Commissioner McClure to adopt
Board Action 19-013: Approving the regular meeting schedule of the Jackson County Board of
Commissioners for the year 2019. Motion carried unanimously.

Motion was made by Commissioner Eigenberg and seconded by Commissioner Nasby to adopt
Board Action 19-014: Approve authorizing a per diem rate of $50.00 and mileage rate at the IRS rate,
which is 58.0 cents/mile, effective January 1, 2019, for lay persons serving on the following Boards,
Commissions and Committees: Planning & Zoning Commission; Board of Adjustment; Extension
Committee; Housing & Redevelopment (HRA) Authority; Comprehensive Water Management
Advisory Committee; Revolving Loan Fund Advisory Board; ; Southwest Mental Health Center
Governing Board; Regional Trails Committee; Library Board; Radio Board; Law Enforcement Liaison
Committee and any Board, Commission or Committee approved and appointed by the County Board.
Motion carried unanimously.
Motion was made by Commissioner Hohenstein and seconded by Commissioner McClure to adopt
Board Action 19-015: Approve acceptance of letter of resignation from Commissioner Phil Nasby to
the Board of Adjustment. Motion carried with four “ayes”, no “nays” and one “recuse” (Nasby).
Motion was made by Commissioner Nasby and seconded by Commissioner Wachal to adopt Board
Action 19-016: Approve appointment of Michael Haefner to the Board of Adjustment to fill the
remainder of a 5 year term to expire 10/5/2023 and due to a vacancy being created by Phil Nasby being
elected commissioner. Motion carried unanimously.
Motion was made by Commissioner Eigenberg and seconded by Commissioner McClure to adopt
Board Action 19-018: Approve at-large appointments of Alan Schulz and Jessica Mulder to the
Jackson County Extension Committee for 3 year terms, expiring the first Tuesday after the first
Monday in January 2022. Motion carried unanimously.

Chair Hohenstein appointed the following to the Association of Minnesota Counties (AMC) policy
committees for 2019:
Commissioner Nasby to the AMC Health and Human Services Policy Committee;
Commissioner Hohenstein to the AMC General Government Policy Committee;
Commissioner Eigenberg to the AMC Environment and Natural Resources Policy Committee;
Commissioner Wachal to the AMC Transportation and Infrastructure Policy Committee; and
Commissioner McClure to the AMC Public Safety Policy Committee.
