Pre-Planning phase
It assembles the people, information, and budgets needed for an effective evaluation of
the alternatives that will be developed in the Feasibility Study. (e.g., special studies,
customer agency plans, facility requirements, and community characteristics)

Feasibility Study phase


The project team and client consider alternatives and set a course of action for the
project. By the completion of this phase, client/consultant must recommend an
alternative to meet a customer’s need or a facility’s requirement.
The choice must establish a sound foundation for the design and execution of the
project. The Feasibility Study process has the single greatest influence on a project’s
development •Establish project goals.
• Assemble needed resources and guidelines.
• Identify team roles and responsibilities.
• Assess existing facility conditions.
• Assess the customer’s present and future needs.
• Create a customer/community Communications Plan.
• Identify the range of alternatives to meet needs and goals.
• Evaluate the program, cost, and project goal implications of each
alternative.
• Assess logistical considerations and risks.
• Recommend an alternative.
• Establish the project schedule.
• Reference to Acts / Legislation required.
• Create a Project Management Plan.
• Provide documentation to support the Site/Design Prospectus.
• Recommend a designer procurement process.

Commencement of work
Timely possession of the site is critical to keeping the
project on schedule.

The work can only commence when the contractor has


possession of the site and these arrangements are
usually detailed in the contract.

Taking possession of the site and commencing the


works triggers a number of potential liabilities and
important obligations on the part of the contractor,
particularly with regard to security of the site, general
safety considerations, liability as occupier and related
insurance matters.
Construction Site Set Up
May need to refer to standard in respect of the layout, set up and
appearance of construction sites and compounds set by the client or
local authority.

Reasons:
- manage and operate the construction works;
- maintain satisfactory levels of environmental protection and
- limit disturbance from construction activities.

Some Construction Site Set Up Requirements:


- Construction Phase Plan;
- Site Waste Management Plan;
- Fire Risk Assessment;
- Other management plans.
1) Access to Site (Refer to Conditions of Contract)

- means and availability of the Contractors approach to the Site as


defined in the Contract.
- Site Possession or Possession of the Site.

2) Site Possession
- right to enter the Site, occupy and use the Site and carry out the
specified Works.
Procedure to Site Possession

1) Establishment

i. Pre-entry survey – Site survey


ii. Advanced Warning – Notifications, Signages, Signs
iii. Protection to existing structures.
iv. Establish boundaries – safety and security
v. Remove preservable materials and items

vi. Establish all accommodation on site including:


• Office accommodation (Building Control (Temporary
Buildings) Regulations)
• Welfare facilities
• Storage for materials, tools, plant etc.
• First aid
- Planning process (assessment of site, hazards and
threats faced by construction stakeholders).

-Possible risks (accidental causes -eg. from gas


explosions, contamination of affected buildings
and/or the wider environment).

- Identify equipment needs, operators and suppliers.


Procedure to Site Possession

General Requirements
Site accesses, accesses to site offices/compounds and roads in the vicinity of site
access points will be maintained clean as required.
Good housekeeping’ policy and best practice.
Adequate car parking facilities.
Fire Safety
Fire Safety Risk Assessment.
For complex projects, require additional planning, management and implementation
in regards to fire prevention related matters, over and above what is expected for
basic for none complex maintenance projects.

Site Clearance Approach

• Construction plan setup: definition of grids/work sequence, based


on construction priorities,

• Implementation of BMPs (Best Management Practices) for


sediment control during site clearing activities,

• Official count/classification of trees (Environmental Department)


and concessionaire,

• Identification of timber logs dump zone (for commercial logs


temporary stockpile),

• Tree felling and cross cutting,

• Bush clearing and grubbing; vegetation mowing, etc.

4) Site Clearance
- Planning process must be underpinned by informed assessment
of site, hazards and threats faced by construction stakeholders.

-Possible risks - accidental causes (eg. from gas explosions,


contamination of affected buildings and/or the wider environment.

- Identify equipment needs, operators and suppliers.

Other requirements:
- Arrangements and responsibilities for site security after site possession.
- Permanent disposal or temporary storage sites.
- Arrangements and responsibilities for handling of hazardous/
contaminated materials.
- Transport of debris.
- Information and communication management.
