Name of work: Valuation of Structures / bore-well/well and any other apprentice
attached be the said land including trees etc falling under the proposed additional land
acquisition for Six lanned section of Surat-Dahisar from Km 263.000 to Km 502.000 of NH-
48 (old NH-8) in the state of Gujarat and Maharashtra on BOT (Toll) basis on DBFO basis
under NHDP Phase –V falling in Surat, Navsari & Valsad districts.
1. Sealed Quotations / Bids are hereby invited from Government approved
experienced firms/ organizations/ individuals for the work of valuation of
structures! bore-wells /well and any other apprentice attached be the said land
including trees etc. falling within proposed acquisition of additional land for Six
laning of Surat-Dahisar from Km 263.000 to Km 502.000 of NH-48 (old NH-8) in the
state of Gujarat and Maharashtra on BOT (Toll) basis on DBFO basis under NHDP
Phase –V falling in Surat, Navsari & Valsad districts.
2. The detailed BOQ and terms & conditions are available on NHAI website
www.nhai.gov.in downloadable form w.e.f. 01.01.2019. Intending bidders
/agencies can either obtain quotation document from below mentioned office
address during office hours from 01.01.2019 to 15.01.2019 on payment of Rs.
1,000/- (non refundable) in the form of demand draft in the name of NHAI-PIU
Surat Expressway, payable at Surat (issued by any nationalized /Schedule
Commercial Bank of RBI) as Tender document cost or may be downloaded the same
from NHAI, Website. Any corrigendum / addendum shall be available on NHAI
Website only.
The duly filled Quotation/Bid can be submitted in the office of the undersigned up to
15:00 hrs. on date 16.01.2019 and quotation will be opened on 16.01.2019 at 16.00
hrs. by evaluation committee constituted for this purpose in the presence of intending
bidders, if they make it convenient to remain present.

Invitation of Quotation for Valuation of Structures/bore-wells/ well and any other

apprentice attached be the said land including trees etc falling under the proposed

263.000 to Km 502.000 of NH-48 (old NH-8) in the state of Gujarat and Maharashtra on
BOT (Toll) basis on DBFO basis under NHDP Phase –V falling in Surat, Navsari & Valsad
districts through Non e-tendering mode – 2nd Call

1. Sealed Quotations are hereby invited from Government approved experienced firms/
organizations/ individuals for the work of valuation of structures/ bore-wells/well and
any other apprentice attached be the said land including trees etc. falling within
proposed acquisition of additional land for Six laning of Surat-Dahisar section from Km
263.000 to Km 502.000 of NH-48 (old NH-8) in the state of Gujarat and Maharashtra on
BOT (Toll) basis on DBFO basis under NHDP Phase –V falling in Surat, Navsari & Valsad
districts.
2. The scope of work includes preparation of AutoCAD drawing of the structures coming
under the additional land acquisition along with its technical specifications, details of
Measurement and abstract of cost along with at least one colour photograph of size 5"X
7". The valuation of Structures and any other apprentice attached has to be duly
countersigned by the respective Executive Engineer, R&B Division/PWD of the
concerned District. The value of trees is to be authenticated by Horticulture / Forest
Department. All Documents, records shall be the property of NHAI. The data shall also
be provided in soft copy as directed by Project Director.
3. Line Diagram plan of Property with Existing Right of Way (EROW) and Proposed Right of
Way (PROW) with reference to existing Centre line of the National Highway.
4. The valuation shall be based on Scheduled rates applicable as on the date of
publication of 3(A) Notification in the Gazette of India for the said acquisition of land.
5. Liaison with PWD/R&B/ Irrigation/Agriculture/Horticulture/ Forest Department for
Authentication of valuation done.
6. Any other services complimentary to accomplishment of task to the satisfaction of
NHAI /Competent Authority.
7. The work is to be completed within One & half months (1.5 months) from the date of
work order.
8. The last date of submission of quotation is 16.01.2019 up to 15.00 hrs at NHAI, PIU
Surat (Expressway) Office at the address given.
9. The rates be quoted against each category per structure as per the enclosed statement.
The rates should be quoted inclusive of all taxes. The quoting of rates for undertaking
valuation work to be in terms percentage of Assets value (structures/ bore-wells /well
and any other apprentice attached be the said land including trees etc) as to be
evaluated value restricting to 0.1% (Maximum up to l%)of the said Asset value
(structures/ bore-wells/well etc) for each category. Sheds and Structures which have
roof other than RCC will be considered as semi pucca structures.

10. The selected bidder will have to submit a Security Deposit of amounting to Rs.
20,000/-(Rs. Twenty Thousand Only) in favour of NHAI in the form of Demand Draft
payable at Surat which shall be released within two months after acceptance of
award of Competent Authority of Land Acquisition by the Competent Authority,
NHAI.

11. The complete Bid document may be obtained either from the office of the Project
Director, NHAI, PIU Surat (Expressway), Surat from 01.01.2019 to 15.01.2019 during
any working day, (up to 17:00 Hrs) on payment of Rs. 1,000/- (Rupees One
Thousand only) (Non-refundable fee) in the form of Demand Draft favouring
"National Highways Authority of India" payable at "Surat" towards cost of
Bid/Quotation document or may be downloaded from NHAI website and document
cost has to be paid in the form of Demand Draft favouring "National Highways
Authority of India" payable at "Surat" towards cost of Bid/ Quotation document at
the time of submission of quotation/bid.

12. The cover containing the quotation should be titled "Quotation for Valuation of
Structures & other related Structures / Trees."

13. A certified copy of the Government Order approving the valuer shall be attached
with the quotation.

14. NHAI reserves the right to a) Amend the scope/ Quantum of work b) Reject or
accept any bid, and c) cancel the bidding process and reject all bids without
assigning any reason thereof.

15. Terms of payment: Monthly payment as per completed work in actual nos. of
structures category wise valued for this work. Necessary deductions shall be made
for statutory dues as applicable.

16. The quotation will be opened on 16.01.2019 in NHAI, PIU Surat (Expressway) office
at 16.00 hrs at the address given below in the presence of bidders or their
representative who choose to be present.

17. The bids shall be valid for 30 days from the date of opening of bids.

18. For any details / clarifications in respect of work, the interested parties may

 The quoting of rates for undertaking valuation work to be in terms percentage of
Assets value (Structures/ bore-wells/well etc) as to be evaluated value restricting
to 0.1% (Maximum up to 1 %) of the said Asset value (structures/ bore-wells/well
etc) for each above category.
 The valuation of trees etc as to be done through Horticulture / Forest department
shall be incidental to above quote.

 Appendix-II

FORM OF AGREEMENT
This agreement made the ________________ day of _________ _ 2018 ____________
between the National Highways Authority of India, New Delhi (hereinafter called "the
Employer" of the part and (here in after called "the Valuer") of the other part.

AND WHEREAS

THE Employer invited bids from Government approved valuer of the execution of certain
works, viz. "Valuation of Structures I bore-well/well and any other apprentice attached be
the said land including trees etc falling under the proposed additional land acquisition for
for Six laning of Surat-Dahisar section from Km 263.000 to Km 502.000 of NH-48 (old NH-8)
in the state of Gujarat and Maharashtra on BOT (Toll) basis on DBFO basis under NHDP
Phase –V falling in Surat, Navsari & Valsad districts."

AND WHEREAS pursuant to the Quotation submitted by the Valuer, vide (hereinafter
referred to as the "BID" or "OFFER") for the execution of works, the Employer by his letter
of acceptance dated _________________ accepted the offer submitted by the Valuer for
the execution and completion of such works and the remedying of any defects thereon, on
terms and conditions in accordance with the documents listed in para 2 below.

AND WHEREAS the Valuer by a deed of undertaking dated _____________ has agreed to
abide by all the terms of the bid, including but not limited to the amount quoted for the
execution of Contract, as stated in the bid, and also to comply with such terms and
conditions as may be required from time to time.

AND WHEREAS pursuant to the quotation/bid submitted by the Valuer vide _______
(hereinafter referred to as the "the Offer"), the employer has by his letter of acceptance
no. ___________________ dated ______________________ accepted the offer submitted
by the Valuer for the execution and completion of such works and the remedying of any
defects therein, on terms and conditions in accordance in the conditions of particular
application and condition included hereinafter;

AND WHEREAS the Valuer has agreed to undertake such works and has furnished a
Performance security pursuant to clause 8 of the instructions to bidders.

NOW THIS AGREEMENT WITNESSETH as follows:

1. In this agreement works and expressions shall have the same meanings as are
respectively assigned to them in the conditions of contract hereinafter referred to;

2. The following documents shall be deemed to form and be read and constructed as part
of this agreement viz;
a) The Contract Agreement,
b) Letter of Acceptance,
c) Valuer's Bid,
3. The foregoing documents shall be construed as complementary and mutually
explanatory one with another. Should any ambiguities or discrepancy be noted then
the order of precedence of these documents shall subject to the condition of
particular applications be as listed above.

4. In consideration of the payment to be made by the Employer to the Valuer as
hereinafter mentioned, the Valuer hereby covenants with the Employer to execute and
complete the works and remedy any defects therein in conformity in all respect with
the provisions of the contract.

5. The Employer hereby covenants to pay the Valuer in consideration of the execution
and completion of the works and the remedying of defects therein the contract price
or such other sum as may become payable under the provisions of the contract at the
times and in the manner prescribed by the contract.

IN WITNESS WHEREOF the parties here to have caused this agreement to be executed the
day and year first before written.
