CHAPTER I

PROJECT DEFINITION AND DESCRIPTION

Coverage of this chapter is the discussions on the overview of the project and

the factors that are considered in selecting the specific project design title which is the

“Proposed Site Development Plan of San Jose Historical and Tourism Park at Brgy.

Taysan, San Jose, Batangas”. In elaborating and defining the scope of the proposed

project, presented in this chapter are the background, location and objectives of the

study.

A. Project Background

The province of Batangas has a total of 31 municipalities, three (3) key cities

and is divided into six congressional districts. The municipality of San Jose belongs to

the fourth congressional district, which is designated as the agribusiness area of the

province. Established on April 26, 1765 as the old San Jose de Malaquing Tubig, the

soil of San Jose is good for planting crops such as coconut, sugar cane, coffee, mango,

banana, lanzones, black pepper and so on. San Jose has reached a level of development

from the past years and became one of the municipalities of the province of Batangas.

Currently, the Municipality of San Jose is known mainly for its healthy livestock,

poultry and egg industry. As a matter of fact, the municipality is dubbed as the Egg

Basket of the Philippines, generating an estimated five (5) million eggs daily (Office of

Municipal Agriculturist, San Jose 2012). By means of commercial and trade, livestock

and poultry industry has the highest number of employment and revenue generated per

Community-Based Monitoring System Survey (CBMSS) of 2009 based on the

development plan (2013-2022) of San Jose. According to Arch. Edson M. Robles,

Project Development Officer III, the municipality of San Jose being known as the Egg

Basket of the Philippines remained as undeveloped and has no recognized commercial

buildings.

At present, the municipality strives for cityhood. But there are certain categories

need to be considered first to be recognized as a city. According to the Project

Development Officer III, one of the requirements for converting the town to a city is to

have at least 150,000 population. According to the latest census conducted last 2015 by

Philippine Statistics Authority, the municipality has 76,971 inhabitants which is

halfway the required population. Therefore, they are planning to gain more people by

the help of the economic and tourism subsector. Table 1 shows the population status of

the municipality based on the conducted census on year 1903 to 2015.

As shown in Table 1, year 1903 is the based year of the town to calculate the

increase/decrease of the population in the town. It can be seen that the highest increase

of population has been recorded in year 2000 to 2007. The seven-year gap added 12,751

residents for the year 2007. While on year 2011 to 2015, it can be observed that after four

years there were 6,234 increased in population, so that from being 70,737 it became

76,971 residents. Therefore, it can be observed in the Table 1 that there is an observable

growth in the population of San Jose. And it can also be presumed from Table 1 that an

increase in population for the current year 2018 can be predicted based on the growth rate

2.20 % from 2011 to 2015. This supports the need for the municipality to constantly

propose projects that will promote the development of the municipality along with its

population. San Jose Historical and Tourism Park will be a great vision to keep up with

this developing condition since great benefits can be gained from this project.

According to the comprehensive development plan of the municipality of San

Jose (2013-2022), they want to improve their economy through tourism. Tourism has

become an important sector that has an impact on the development of the economy of the

country. The main benefits of tourism are income creation and generation of jobs. In

developing the tourism in San Jose, aside from job opportunities for the residents, there

will be a chance to gain population in the municipality. Since, tourism is an activity of

people traveling to and staying in places outside their usual environment for leisure,

business or other purposes.

Table 2 shows the latest recorded visitors in San Jose, Batangas based on the data

given by the Batangas Provincial Tourism and Cultural Affairs Office.

As shown in Table 2, San Jose has a total of 28,542 tourists who visited the

existing tourist spots in the town such as resorts like Matienzo Farm Resort, Tabing Ilog

Resort, Banay-Banay Hill Resort, Avecilla Farm Resort, Valentino Resort and Spa, and

Aya Grande Resort; natural lagoons and springs like Mahabang Layon in Barangay Aya,

Nagputok at Salaban, Lapo-lapo, Uluhan Watershed; feed mills; farms like Green

Organic Farm, Orchard/Fruit Trees Farm and Semi and Automated Poultry Farms; Kay

Sota Cave and Bioy Cave; and St. Joseph Parish Church.

The proposed historical and tourism park will serve as the attraction to the

tourist and residents of the town. The tourism park is an area for assembly, recreation

and enjoyment which compose of an open field, paintball park, pavilion and koi fish

pond. There will be an allotted area for team building activities for organizations that

need to improve individual ability to build effective groups. The proponents also

include a three-storey hotel with restaurant for the accommodations of the transients

and tourists.

The proponents proposed a two-storey municipal museum to preserve and

promote the history and achievements of the municipality. The proposal project also

includes two-storey commercial building, MRF, water tank, road network, parking area,

perimeter fence, and drainage system. Further, the development of this proposed project

will help advertise the growing tourism industry of the municipality which may end up

to a huge return on the municipality’s economy. Besides, it will offer job opportunities

to the locals starting from the construction until its full operation.

B. Location of Project

The Municipality of San Jose has a total land area of 5,954.3 hectares. It is

situated geographically at 13 degrees 53’ longitude and 121 degrees 6’ latitude. Shown in

Figure 1 is the Map of Batangas Province. Included with a black enclosure is the locality

of San Jose. It is about 85 km away from Metro Manila, 15.8 km from away from Lipa

City, Batangas and about 13 km away from the Port of Batangas. It is served by the

existing STAR Toll way with Exit/Entry points at the City of Lipa and Municipality of

Based on Figure 1, Batangas Province composed of thirty-one (31) municipalities

and three (3) cities. The Municipality of San Jose is included in District IV and it is

bounded on the north by Lipa City, on the south by Batangas City, on the east by the

Municipality of Ibaan, on the west by Cuenca and on the southwest by San Pascual. As

observed, it can be assumed that the Municipality of San Jose can also be a tourist

destination for man-made tourism park since it is located between two (2) cities and these

cities are one of the highest number of tourists based on the recorded data of Batangas

Provincial Tourism and Cultural Affairs Office (BPTPAO) having more than 100,000

domestic and foreign tourists annually.

/ Shown in Figure 2 is the Base Map of San Jose, Batangas. It will show you the

road type within the town and roads that are connected to the nearby cities and

municipalities. It also shows the thirty-three (33) barangays within the town.

Figure 2 shows that the municipality is politically subdivided into 33 barangays.

And these barangays are namely Poblacion Barangay I, II, III, & IV, Taysan, Aguila,

Anus, Aya, Bagong-Pook, Balagtasin I, Balagtasin, Proper, Banay-Banay I & II, Bigain I

& II, Bigain South, Calansayan, Dagatan, Don Luis, Galamay-Amo, Lalayat, Lapo-Lapo

I & II, Lepote, Lumil. Natunuan, Palanca, Pinagtung-Ulan, Sabang, Sto. Cristo, Mojon-

Tampoy and Tugtug.

On the other hand, it can be observed that there is a national road passing the

town which represented by a red line which connects the cities of Batangas and Lipa and

the Municipality of Cuenca. Barangay roads are denoted by thicker black lines which

clearly show the accessibility of each barangay to the Central Business District of the

town. Also, provincial roads are indicated in Figure 2 which denoted by thinner black

lines. These provincial roads are connected in the Municipality of Cuenca, San Pascual

aand Ibaan as well. An arterial road or the CALABARZON Expressway (Star Toll road)

are also presented on Figure 2 that connects the Metro Manila to the provinces of

CALABARZON. It passes the Brgy. Lapo-Lapo 2.0, San Jose, Batangas as shown in

Figure 2.

Barangay Taysan, San Jose, Batangas is the Central Business District (CBD) of

the town based on the given Comprehensive Development Plan of San Jose. The CBD is

defined as the downtown or center of commercial activity in a city or municipality.

Barangay Taysan owned that title since majority of the establishments such as Public

Market, Multi-purpose Hall, Hall of Justice, commercial businesses and offices can be

seen in this area. Therefore, the Proposed Site Development Plan of San Jose Historical

and Tourism Park is to be located in the CBD of the town for being viable location in

commercial and tourism purposes. According to Arch. Robles, the purpose in establishing

tourist spot in CBD is that there is a plenty of people travelling, shopping, working and/or

business matters in the area. It is a great opportunity to attract these domestic tourists,

foreign visitors and local residents without having a long drive.

The boundaries of Brgy. Taysan that is enclosed in a red line has been presented in

Figure 3. On the other hand, the proposed site location is also presented to clearly show

the location of the project.

Based on the Comprehensive Land Use of San Jose, Brgy. Taysan is a general

commercial zone. Though the proposed project is a tourism park, it is still feasible to

build a tourism project since it provides commercial buildings, restaurants, and other

facilities that may contribute to the status of commercial business of the municipality. On

Figure 3, it can be noticed that the boundaries of Barangay Taysan was enclosed on a red

line with 85.91-hectare land. As of now, CBD is located on the southeast of Taysan and

has an area that is still undeveloped. Therefore, this undeveloped land in the southeast of

Taysan is proposed to be developed as San Jose Historical and Tourism Park of the town.

It is a 2.6-hectare land and/or has an exact area of 26,390 square meters. Based on Figure

3, the project site is bounded on the north and west by Makalintal Avenue, east of

Malaking Tubig River, and southeast by Padre lmo Luna Memorial Elementary School.

It can be observed in Figure 3 that the project site is surrounded by natural

resources such as trees and plants. Commercial businesses and stalls can also be found on

the surroundings. The location of this project is accessible to the government offices. It is

nearby to the most visited tourist spot in the town which is the Saint Joseph Parish

Church, and it provides an easy access to resorts, hospitals, police station, fire station,

schools and national road.

C. Objectives of the Study

The general objective of the study is to develop a comprehensive detailed

engineering design and site development plan of San Jose Historical and Tourism Park.

The specific objectives are as follows:

1. To develop a perspective design, architectural plans, structural layout, electrical

layout, and plumbing layout for the following structures based on different codes and

standards in the practice of Civil Engineering such as National Building Code of the

Philippines, Design Guidelines, Criteria & Standards Vol 3, Plumbing Code of the

Philippines, Department of Public Works and Highways’ Design Guidelines, Criteria and

Standards and other design manuals:

2. To present the complete analysis and design computation for structural components

and other part of the project such as the road and drainage system as required by the

National Building Code of the Philippines (NBCP), National Structural Code of the

Philippines 2015 (NSCP) and other design manuals with consideration to the structural

analysis.

3. To produce the construction management of the project which includes:

a. Project Cost Estimate

b. PERT Construction Management Plan
