1. INTRODUCTION 1

Background
1.1 The London Borough of Lewisham (LBL) is preparing a draft Gypsy and Traveller Site(s)
Local Plan. The Plan will focus on identifying a potential site or sites to meet the
anticipated future needs of the gypsy and traveller community in Lewisham for
permanent pitches.
1.2 The Council has consulted on Search Parameters and Site Selection Criteria and has
used these to identify potential sites. The current Site Selection Criteria, revised to take
account of comments made during consultation, are attached as Appendix A.

Commission Brief
1.4 Project Centre Ltd have been commissioned by LBL to carry out an independent
investigation of the proposed access arrangements for all sites. This is to address Criteria
3 and 4 within the Site Selection Criteria as follows:
Swept path analysis for access and egress of the site for:
a) touring caravans;
b) static caravans;
c) fire engine;
d) refuse truck;
Any necessary mitigation measures that would be necessary to ensure safe and
reasonably convenient access.
Agreement with the LPA for one vehicular access for each site for testing.
2.1 Three documents are relevant in the consideration of appropriate travellers sites and are
used for this assessment:
Designing Gypsy and Traveller Sites: Good Practice Guide (2008) – withdrawn in
September 2015. Use of this guidance document is agreed with LBL.
2.2 These regulations specify the maximum permitted size of road vehicles. It is an offence
to tow a trailer which exceeds the relevant width or length as applied below to specified
vehicle types. An online version of the regulation, Standard Instrument No.964 2010, can

2.3 This document set out the Government’s planning policy for traveller sites. The
government’s overarching aim is to ensure fair and equal treatment for travellers in a
way that facilitates the traditional and nomadic way of life of travellers while respecting
the interests of the settled community.

2.5 The Department of Communities and Local Government also published ‘Designing
Gypsy and Traveller Sites: Good Practice Guide in May 2008. This was withdrawn in
September 2015, following the publication of the Government’s national Planning Policy
for Travellers Sites. However, the 2008 document provides specific design detail that will
be referenced in this report and this approach is agreed by LBL.

2.7 The sites will be assessed against use by the following vehicles as stated in the brief:
touring caravans, static caravans, fire engines and refuse collection vehicles.
2.8 Touring caravans may typically need to arrive and depart a site infrequently throughout
the year, while larger static caravans typically remain in-situ for several years at a time.
Touring Caravans
2.9 Members of the gypsy and traveller community will generally use both a touring
caravan, towed onto a pitch by another vehicle and a larger mobile home (static
caravan) as their main residence.
2.10 According to the ‘Road Vehicles (Construction and Use) Regulations 2010’ the maximum
size of a trailer towed by a vehicle is 2.55m wide by 12m long.
2.11 After checking current brochures from five caravan manufacturers (Elddis, Swift, Hobby,
Bailey and Coachman), the widest model available was found to be 2.50m wide.
Static Caravans
2.12 According to the Communities and Local Government ‘Design Gypsy and Traveller Sites
– Good Practice Guidance’ adopted in May 2008, access roads and site design should
be capable of providing sufficient space for manoeuvrability of average size trailers of
up to 15 metres in length. Where feasible, accessibility should be considered for larger
mobile homes if land permits this; however, a survey of major manufacturers indicates
that the largest mobile homes available are approximately 15m long. As such, the sites
included in this report have been tested with an 18.5m articulated vehicle, the largest
theoretically permitted on British roads, which is capable of transporting a 15m caravan.
Fire Engines
2.13 The Fire Safety Guidance Note (GN29) ‘Access for Fire Appliances’ produced by the
London Fire Brigade, covers the access arrangements needed for fire appliances to get
close enough to a building to fight a fire.
2.14 It details such requirements as minimum widths, turning circles, road humps and
projections from buildings. It is primarily aimed at developers and architects for planning

2.15 GN29 provides a summary of the recommended vehicle access specifications as given
in the table below:
2.16 The above recommended dimensions are also comparable with the DCLG document
‘Designing Gypsy and Travellers Sites’ which states ‘vehicular access and gateways must
be at least 3.1m wide and have a minimum clearance of 3.7m. This is common with
both Building Regulations 2000 B5 and paragraph 6.7.2 of Manual for Streets (MfS) 2007.
2.17 However, paragraph 6.7.3 of MfS states “Simply to reach a fire, the access route could
be reduced to 2.75m over short distances”. This information was provided specifically by
The Association of Chief Fire Officers.
2.18 The document titled ‘Standards for the Design and Construction of Roads in the London
Borough of Lewisham, December 2015’ specifies the minimum dimensions of turning
facilities on page 19. Vehicle swept paths for 11.2m length refuse vehicles should be
demonstrated.

2.20 The guidance also advises the maximum haul for bins is 10m from the collection point
to the kerb line and that reversing should be minimised where possible. MfS advises a
reversing distance of no more than 12m.

2.21 If a caravan or trailer is wider than the towing vehicle, suitable towing mirrors are
required.

2.24 According to ‘Road Vehicles (Construction and Use) Regulations’ and ‘ECE Regulation
46’ paragraph 15.2.2.6 states the maximum distance any mirror below a height of 2m
can protrude beyond the width of the towing vehicle or trailer is 20cm. This means a
vehicle towing a 2.55m wide touring caravan could legally have a maximum overall
width including mirrors of 2.95m in total, while a vehicle towing a 3.40m static caravan
unit could legally have a maximum overall width (including mirrors) of 3.80m in total.
2.25 It should be noted, that on a road with a low usable width, either the nearside or offside
mirror (depending on vehicle direction) could therefore in practice overhang the
kerb/footway by 250mm.
3.1 As this report is a feasibility study designed to assess the suitability of sites, swept path
analysis focuses on the ability of vehicles to enter, exit and turn within the site. No site
internal designs are currently available in order to judge the ability of vehicles to
navigate the site internally without conflicting with site users and features.
3.2 Furthermore, it is assumed that if an 18.5 articulated vehicle, transporting a 15m static
caravan, can access and turn within a site, both refuse and emergency vehicles will
also be able to do so. Attempting to consider more specific elements, such as the
ability of refuse vehicles to manoeuvre within a certain distance of waste storage areas
is not currently useful given the lack of site designs.
3.3 Lastly, all swept path analysis included in this report is based on Ordinance Survey (OS)
mapping, which is accurate to approximately 0.5m.
Existing Situation
4.1 The site is a local park on the west side of Westbourne. It is bounded by St George’s
Primary School, which is accessible from Perry Vale, immediately to the north and west.
There are also two-storey houses fronting Perry Vale which border the site’s southwest. To
the east, the site is bounded directly by Westbourne Street, and by four and five-story
blocks of flats to the southeast and south.
4.2 A plan of the site demonstrating the highway boundary in green is shown in Figure 5.1.
4.3 Westbourne Drive is a public highway with a 20mph speed limit and a series of speed
cushions.
4.4 The carriageway (kerb to kerb) is approximately 10.5m wide with footways on both sides
being approximately 2.8m.
4.5 Major findings relating to this site, with the exception of those shown by the swept path
analysis, are shown Table 5.2.

4.6 A preferred location for the site’s vehicle access is shown in Appendix A as part of the
swept path analysis carried out on this site.
4.7 A number of trees lining the site boundary and highway were noted and are shown in
Appendix A. The site access should not require the removal of any of these features,
although tree canopies may require some maintenance to ensure adequate height
clearance.
4.8 Pedestrian guard railing was noted in the footway at each northern and southern
pedestrian access. The guard railing at the northern access point would require removal
to provide the vehicle access.
4.9 At the time of the site visit (Tuesday 26th July 11:00am), Westbourne Drive was observed
to experience a high level of on-street car parking. Parking will need to be restricted
across the site’s entrance leading to a reduction in on-street capacity. Given the site’s
development, a daytime and overnight parking survey should be considered to
demonstrate that a reduction in parking capacity can be met elsewhere in the close
vicinity.
4.10 Visibility from this access exceeds the minimum 25m stopping site distance outlined
within Manual for Streets (MfS) 2007 for a highway with a 20mph speed limit.
4.11 Table 5.3 provides a summary of the swept path analysis, detailing the ability of each
type of vehicle’s ability to access the site, potential obstructions and possible mitigation
measures for conflicts. Relevant tracking diagrams can be found in Appendix A.

4.12 Overall, this indicates that vehicles up to an 18.5m articulated vehicles transporting a 15m static caravan should be able to access the site,
following the restriction of parking opposite the site on Westbourne Drive and across the site access. Parking spaces would be lost as a result of
this development, making the need for parking beat surveys important in ensuring overspill can be locally accommodated.
Existing Situation
5.1 The site comprises grassed amenity space that forms part of the Honor Oak Housing
Estate. It is located directly to the rear (east) of Spalding House, a four storey block of 44
flats that fronts Turnham Road.
5.2 The land comprises a grassed mound that rises up by approximately 3 to 4m to form an
embankment for the railway line along its eastern edge. The southern boundary is
formed by a Multi Use Games Area (MUGA) and beyond that the Honor Oak Adventure
Playground. Its northern boundary is formed by an access road off Turnham Rioad (a
pedestrian/cycle bridge which crosses the railway to link with Dalrymple Road) and the
Honor Oak Health Centre.
5.3 A plan of the site demonstrating the highway boundary in green is shown in Figure 6.1.
5.4 Major findings relating to this site, with the exception of those shown by the swept path
analysis, are shown Table 6.2.
5.5 In the vicinity of the proposed site access, the carriageway (kerb to kerb) is
approximately 4.8m wide.
5.6 A preferred location for the site’s vehicle access is shown in Appendix B as part of the
swept path analysis carried out on this site. Visibly, the proposed site access point is
suggested to be served off the access road to the rear of Spalding House. This access
road is noted as not being publicly maintained highway.
5.7 Turnham Road is a public highway with a series of speed tables. At the time of the site
visit (Tuesday 26th July 11:30am), there were plenty of parking opportunities in the
immediate vicinity of the site. Cars were parked directly across and opposite the
proposed entrance while a review of Google StreetView images indicates that parking
occurs along the length of the existing access road.
5.8 The development of this site may mean the restriction of parking along this road. Parking
surveys should be considered to demonstrate that any reduction in parking capacity
caused by this development can be met in alternative capacity nearby.
5.9 Two trees adjacent to the site’s proposed access were noted and are shown in
Appendix B; however, their removal should not be necessary to ensure vehicular access.
Maintenance of tree canopies would be necessary in order to ensure necessary height
clearance for vehicles visiting this site.
5.10 Visibility from this access should not pose an issue given the layout of the surrounding
area.
5.11 Table 6.3 provides a summary of the swept path analysis for this site, detailing the ability
of each type of vehicle’s ability to access and turn within it, potential obstructions and
possible mitigation measures to resolve conflicts. Relevant tracking diagrams can be
found in Appendix B.

5.12 Overall, this indicates that cars and touring caravans up to 12m long, refuse vehicles and fire engines are able to access this site and complete
a turning manoeuvre without significant conflicts. However, an articulated vehicle transporting a 15m caravan will be unable to access the site.
Parking spaces would be lost as a result of this development, making the need for parking beat surveys important in ensuring overspill can be
locally accommodated.
Existing Situation
6.1 The site is currently used as a community hall for events at the western half and a Multi
Use Games Area (MUGA) at the eastern half.
6.2 On the west side of the community hall, there is a car park for approximately 25 cars
and a vehicle access onto Hornshay Street.
6.3 The London Overground line, between Surrey Quays and Clapham Junction runs along
the southern border of the site. A pedestrian underpass provides a link between
Hornshay Street and John Willis Close to the east.
6.4 The South London railway line crosses Hornshay Street on a bridge immediately to the
west of the existing access and forms the western border of the site (See Figure 7.1). To
the west of this bridge are a number of open yard motor-trade and builder related
businesses.

6.6 In the vicinity of the proposed site access, the carriageway (kerb to kerb) is
approximately 7.8m wide. Footways are approximately 2m wide.
6.7 Hornshay Street is a public highway and has a 20mph speed limit restriction. The site
access point is proposed on Hornshay Street at the centre of the site’s northern
boundary.
6.8 Visibility from this access exceeds the minimum 25m stopping site distance outlined
within Manual for Streets (MfS) 2007 for a highway with a 20mph speed limit.
6.9 Car parking in Hornshay Street is generally uncontrolled, apart from junction protection
and some double yellow restrictions at the road’s eastern end. At the time of the site visit
(Tuesday 26th July 12:00pm), on-street parking occupancy was estimated at
approximately 80%, indicating the potential for parking stress at peak times. Parked
vehicles were observed on both sides, effectively narrowing carriageway width to
approximately 3.8m, which should be sufficient for emergency access. Parking is

point; as such, the creation of this access will reduce the total number of spaces
available and displace vehicles already parking here. In order to ensure this does not
present a significant problem, an analysis of local parking stress based on occupancy
surveys would be advised.
6.11 Table 7.4 provides a summary of the swept path analysis for this site, detailing the ability
of each type of vehicle to access and turn within it, potential obstructions and possible

Existing Situation
7.1 The site is a strip of grassed amenity space on the southern edge of the Baizdon Road
Estate to the rear of 46 to 116 Baizdon Road. It is also bordered by housing to the south
and a small access road to the west, providing access to compound garages on
private property owned by LBL.
7.2 A plan of the site demonstrating the highway boundary in green is shown in Figure 8.1.
7.3 Major findings related to this site and relevant to this investigation, with the exception of
those shown by the subsequent swept path analysis, are shown Table 8.2.
7.4 In the vicinity of the proposed site access, the carriageway (kerb to kerb) is
approximately 5.3m wide. Footways are present on both sides and are approximately
1.8m wide.
7.5 Baizdon Road is a public highway in a residential area with occasional full width speed
tables. The street is also within a controlled parking zone (CPZ).
7.6 Access to the site is proposed from its north-eastern corner. This will require the removal
of three parking bays, associated features including bollards and several trees in close
proximity within the site’s boundaries in order to permit vehicle access. The access is
shown below in Figure 8.3.

7.7 Double yellow lines prevent parking in close proximity to the site; as such, this should not
pose an obstruction to vehicles entering the site.
7.8 Table 8.4 provides a summary of the swept path analysis for this site, detailing the ability

7.9 Overall, this indicates that vehicles larger/less manoeuvrable than the car and touring caravan will be unable to access this site, indicating that it
is largely inaccessible and unsuitable for development.
Existing Situation
8.1 The site is on open land at the rear of Pool Court residential development and an
adjoining scaffolding yard. It has a vehicular access on Fordmill Road, which allows the
access of larger, industrial vehicles. The site is bound by Pool Court road and a railway
line to the west; Fordmill Road to the south; a second elevated railway line to the east;
and Ravensbourne River to the north.
8.2 A plan of the site demonstrating the highway boundary in green is shown in Figure 9.1.
8.3 Major findings related to this site and relevant to this investigation, with the exception of
those shown by the subsequent swept path analysis, are shown Table 9.2.
8.4 As previously stated, there is an existing site access onto Fordmill Road which is designed
to service the Scaffolding Yard. This access could also be used to service a future
traveller site and is shown in Figure 9.3.
8.5 Fordsmill Road is a public highway in a residential area with occasional full width speed
tables. It is marked with cycle symbols and has part footway, part carriageway parking
bays on both sides of the street in the vicinity of the existing access.
8.6 A second access is also proposed in a turning head provided on at the northern end of
Pool Court’s eastern section; this turning head is shown in Figure 9.4 below.
8.8 The location of each of these accesses is shown in the tracking diagrams in Appendix E.
As part of this investigation, three scenarios have been considered, including:
1. Using the existing entrance to the Scaffolding site for all vehicle access;
2. Closing the existing access to the Scaffolding site and creating a new access on
the Pool Court turning head for all vehicle access; and
3. Creating a new access on the Pool Court turning head and allowing vehicles to
manoeuvre through the site between the two accesses.
8.9 At the time of the site visit (Tuesday 26th July 1:00pm), Fordmill Road was observed to
experience a high level of on-street car parking; however, it is unlikely that vehicle
movements would significantly impact this capacity as this is an existing entrance
already facilitates the movements of large vehicles. Pool Court is on an area of double
yellow lines; therefore the impact of the access is not likely to lead to any reduction in
on-street parking capacity in this area.
8.10 Table 9.5 provides a summary of the swept path analysis for this site, detailing the ability
of each type of vehicle to access and turn within it, potential obstructions and possible
mitigation measures to resolve conflicts. Relevant tracking diagrams can be found in
Appendices E and F.

8.12 However, it is clear that if retained, the access onto Fordmill Road will need to be
widened in order to allow the largest vehicles expected to access the site. Furthermore,
18.5m articulated vehicles are predicted to overrun the kerb on Fordmill Road when
turning onto Pool Court and when exiting the site from the existing entrance, indicating
the need for kerb re-alignment in each location.
8.13 In scenarios 1 and 3, where the Fordmill Road / Scaffold Site entrance is used, large
areas of the site will be required for the movement of vehicles within the site due to the
narrowness of the site’s eastern section.
Existing Situation
9.1 Site F is on an area of open land 5.3ha in size previously used as part of the Hither Green
railway sidings and currently housing a horse riding stables, named the ‘Willow tree Riding
Establishment’, which covers approximately 2ha. It is privately owned by Oceanwave
Estates Ltd.
9.2 Bordering the site is a series of 17 council-owned allotments that cover approximately
1.73ha to the north, and two-storey houses fronting onto Rayford Avenue and Ronver
Road to the east. More open land previously used as railroad sidings are located to the
south while active sidings line the eastern boundary.

9.5 The site currently has two access points, each of which might be used to service the
new development.
9.6 Firstly, vehicles can reach the site from Rayford Avenue via an access road which runs
along the rear of houses fronting onto South Circular Road and services the allotments
running along the site’s northern boundary. This is a very narrow access road, measuring
only 3.2m when measured on the site visit (Tuesday 26th July 2:00pm).
9.7 Secondly, vehicles can reach the site from Ronver Road via the vehicular access to the
‘Willow tree Riding Establishment’. This wider entrance, measuring 7.2m on the site visit,
represents the more suitable candidate for a development of this nature and is shown in
Figure 10.3.
9.9 At the time of the site visit, there was parking in close proximity to both accesses, with
some of this located on footways. Although this parking would not have likely caused an
obstruction to the accesses, it is predicted that parking restrictions immediately adjacent
and opposite to the accesses, particularly on Rayford Avenue, will need to be
reconsidered to prevent conflicts.
9.10 Table 10.4 provides a summary of the swept path analysis for this site, detailing the
ability of each type of vehicle’s ability to access and turn within it, potential obstructions
and possible mitigation measures to resolve conflicts. Relevant tracking diagrams can
be found in Appendix G.

9.11 Overall, this analysis confirms that the Ronver Road access is suitable to service this nature of development and should not require any major
alterations in order to be fit for purpose, with the exception of reviewing the parking restrictions in close proximity on Ronver Road.
