ARTICLE 1 - PREAMBLE
This Call for TENDER is for the Engineering, Procurement, Construction and Commissioning activities of the
IKIKE Tie-In and Integration Works. The scope of work for the services is detailed in the TENDER
DOCUMENTS.
The intention is to appoint a single CONTRACTOR and the TENDER must be based on this requirement.
Partial TENDER will not be considered.
The remuneration will be on the basis of a lump sum price and Rates as defined in the TENDER
DOCUMENTS EXHIBITS hereafter
The present Instruction To TENDERERS (ITT) and the attached CONTRACT DOCUMENTS are written to fit
to the different supplies which can be proposed by the TENDERERS. TENDERER shall not leave any
questions and/or requested information without respond. TENDERER shall answer “not relevant” to the
questions which are not relevant to his proposal.
Submitted TENDERER's Information as requested in the TENDER DOCUMENTS shall be an essential part
of each TENDERER's Proposal. It will be evaluated, clarified and, in the case of the successful TENDERER,
will be incorporated as appropriate in the CONTRACT at COMPANY discretion.
ARTICLE 2 - DEFINITIONS
For all purposes of the TENDER DOCUMENTS, the terms defined in this Paragraph shall have the
meanings assigned to them hereafter.
2.1 TENDER shall mean the TENDERER's offer to perform the WORK, and any subsequent revised
offer in response to COMPANY's request.
2.2 TENDERER(S) shall mean the company(ies), partnership(s) or other person(s) to whom the
Invitation to Tender is addressed.
2.3 TENDER DOCUMENTS shall mean the documents remitted by COMPANY as listed below together
with any addenda that may be issued by COMPANY until TENDER closing date:
Part 1: Instructions To TENDERER.
Part 2: Form of the proposed AGREEMENT for the Construction, integration and
Commissioning of the PLANT including its Annexes 1 to 11 and the EXHIBITS A to
M.
The above TENDER DOCUMENTS are provided in the “PORTUM” web site. All the documents on
the website are available for downloading. At TENDERER request, all the COMPANY General
Specifications shall be sent on a CD ROM.
2.4 COMPANY shall mean ELF PETROLEUM NIGERIA LIMITED, operator of the Nigerian National
Petroleum Corporation and TOTAL Joint Venture.
2.5 NIGERIAN CONTENT is defined as the quantum of composite value added to, or created in, the
Nigerian economy through a deliberate utilization of Nigerian human and material resources and
services in the upstream sector of the Nigerian Petroleum Industry which included all activities
connected with the exploration, development, exploitation, transportation and sale of Nigerian crude
oil and gas resources, without compromising quality, health, safety and environmental standards.
Further words and/or expressions may be defined in those Instructions to TENDERER’s and shall then be
written in capital letters. In the contrary, other terms in capital letters used in the Instructions To
TENDERERS are defined in the AGREEMENT.
2.6 Abbreviation:
ARTICLE 3 - ACKNOWLEDGEMENT
No later than one week from the date of receipt of the Invitation to Tender and access to the Call for Tender
Documents on NipeX Portal website:
- if TENDERER wishes to tender for the performance of the WORK, he shall use the functionality
“Intend to quote” on the NipeX Portal website: TENDERER shall also sign and return the Form of
Acknowledgement and Confidentiality Undertaking (APPENDIX 1) attached to the INSTRUCTIONS
TO TENDERERS not later than one week from the date of receipt of the Invitation to Tender.
TENDERER shall confirm his agreement on the closing date for submitting the TENDER and specify
the name and phone number of the person to be possibly contacted. TENDERER shall also use the
“Send Message” function on “NIPEX” website.
- If TENDERER does not wish to participate to this Call for TENDERS, he shall use the functionality
“Do not Quote” on the “NIPEX” website. In case any hard copy TENDER DOCUMENT has been
circulated without using the “NIPEX” website, TENDERER who does not wish, or is unable to tender
shall return all TENDER DOCUMENTS to COMPANY without delay. The TENDER DOCUMENTS
(to be marked “NO BID”) shall be returned to the following address:

As applicable, TENDERER shall confirm his agreement to the closing date for submitting the TENDER and
specify the name, e-mail address and telephone number of the person to be contacted using the format
included under Appendix 1 to this Instruction to TENDERERS and using the “Send Message” function on
“PORTUM” website.
Failure to comply with the above may invalidate the TENDER.
The Construction, Integration and Commissioning (CIC) Contract for IKIKE field development
contracts will be awarded to a Nigerian TENDERERS following competitive open tendering process.
The tendering shall be through the NipeX portal, respecting the NAPIMS & NCDMB procedures.
TENDERERS shall be responsible for compliance fully with the Federal Government Directives on
Nigerian Content. The directives are:
a) Develop a Nigerian Content Execution Plan (NCEP), which shall explain the methodology of how
TENDERERS intends to comply with the requirements of The Act, The Nigerian Content Plan
approved for this tender and how to achieve the set target(s) in the Schedule of Nigerian Oil & Gas
Industry Content Development Act and any targets set by The Board. How it intends to give first
consideration to services provided from within Nigeria, first consideration to goods manufactured in
Nigeria and first considerations for employment and training of Nigerians in work programme.
TENDERER’S detailed plan to achieve/sustain the minimum percentage Nigerian Content level as
prescribed by the applicable measurement metrics in the Schedule of the Nigerian Content Act 2010.
c) Demonstrate In line with the NOGICD Act and its principles of first considerations to employment of
Nigerians, that the project shall domicile 100% project management man-hrs in Nigeria through the
utilization of resources of Nigerian origin
d) TENDERER shall execute MOA with Nigerian indigenous companies having the practicing licence of
COREN to domicile a minimum of 80% engineering man-hrs in Nigeria
e) Human Capital Development: - Provide a project-specific training plan and strategy for Human
capacity development training at the back of this tender which shall comply with; 12% of project
man-hours as HCD training hours or 3% of total contract value whichever is greater. The number of
trainees shall be determined in accordance with NCDMB HCD training guidelines. Bidders are also
requested to execute an enforceable MOA with OGTAN registered Local Training Service Provider
for the provision of the training services in specific technical disciplines involved in the project for
Nigerians to acquire competence and/or certification as professionals. Proposed training plan for
Nigerians on the project including a brief training outline for OEM products, engineering, software &
hardware, project management, procurement, construction, installation, start-up & commissioning,
maintenance, testing and operations.
f) In line with the provision of the NOGICD Act, TENDERER shall execute MOA with local fabrication
yards to fabricate the under-listed in-country:
g) TENDERER shall describe in its plan for the procurement of following project materials, equipment
packages and consumables for the associated works. The Plan should include details of how
TENDERER will give first consideration to Nigerian manufacturing and assemblage companies for
this WORK. Procurement of but not limited to the following materials from Nigerian manufacturers
and assemblage companies is mandatory:
a) Line Pipe procurement only through NCDMB approved acceptable vendors list (SCC,
Youlong steel Pipe Company Ltd and Brentex Petroleum Services Ltd) that have
made in-country investment in line pipe mills in-country
Line pipe coating (thermal and anti-corrosion) shall be performed at a coating yard in
Nigeria.

g) Pipe Fitting
h) Flanges
i) Cast Iron Products
j) Gaskets
k) Welding Electrodes
l) Consumable Gas
m) Insulation
n) Pig receiver
o) LV cables, HV cables (including subsea cables for umbilical)
h) TENDERER shall describe his plans for the provision of various logistics and third party services to
support fabrication / construction activities in Nigeria, through Nigerian based companies.
TENDERER'S plan shall describe Name and Address of Nigerian based entity or Subcontractor (s)
Scope of services to be provided. The plan shall describe the following activities:
j) TENDERER shall demonstrate how the in compliance with the Provision of the NOGICD Act, will
perform 100% integration, Tie in, hook up and commissioning work in-country.
k) For all Installation works, first consideration shall be given to Nigerian owned ROVs to be supplied by
Nigerian indigenous companies.
All Installation vessels, first consideration shall be given to Nigerian owned and flagged installation
vessels in line with NCDMB categorization.
All accommodation vessels/ FLOTEL shall be hired through category A/AA vendors on the NOGIC
JQS categorization report who have demonstrated ownership of accommodation barges, vessels or
Flotel as categorized on the NCDMB marine vessel vendor categorization.
4.2 TENDER shall be prepared and submitted at TENDERER’s sole costs and expenses in strict
accordance with the Instruction To TENDERERS. No TENDER shall be accepted by COMPANY in
any other form.
TENDERER shall provide the consistence information within TENDER which is reflecting the actual
condition of his experiences, resources and capabilities. TENDERER shall provide an enforced
document at place when a typical document is requested
TENDERERS shall be responsible for compliance with and be fully aware of all applicable
governmental and local laws regulations, practices, codes and requirements which might affect them
when bidding, executing the CONTRACT and performing the WORK.
Except as provided herein, TENDERERS are not permitted to contact any member of the
COMPANY’s staff (nor any of the TENDERERS engaged by the COMPANY) on any matter relating
to this TENDER. In the event of any such communication by the TENDERER, any information,
conclusion or inference thereby shall not be considered binding on the COMPANY. Only information
given by COMPANY representative in charge of the TENDER shall be deemed valid. .
All matters pertaining to the TENDER must be treated in the strictest confidence. The TENDERER
shall ensure that its employees or agents do not disclose any documents, information, technical data
or specifications, addresses, conversations or the like to any third party unless for the express
purpose of compiling an offer for the works, and such TENDERER or subcontractors shall maintain
confidentiality.
TENDERERS shall review the COMPANY provided TENDER DOCUMENTS, prior to TENDER
submission.
TENDER submittal means, except if duly clarified, approval of the TENDER DOCUMENTS.
By submission of a TENDER, the TENDERER warrants that:
The prices have been arrived at independently without any collusion with any other
TENDERERS or Third Party.
The prices quoted have not been disclosed directly or indirectly to any other TENDERER nor will
they be disclosed.
No canvassing has taken place.
4.3 COMPANY shall not be bound to accept the lowest or any TENDER, and may reject any and all
TENDER(S) for, not but limited to, the following reasons:
Non compliance with Call For TENDERS instructions,
Resources and equipment not adequate for the purpose,
Insufficient demonstrations of knowledge and past experience in relation to the WORK.
Insufficient technical explanations for solutions envisaged by TENDERER in case of deviation
from COMPANY specifications.
Insufficient NIGERIAN CONTENT
The choice made by COMPANY shall be final and shall not be contested or opposed by
TENDERER.
Moreover, the present Call for TENDERS shall in no circumstance engage COMPANY responsibility
should the latter decide not to proceed with all or part of the project, and hence, no claim for
compensation of any kind regarding the preparation of the offer shall be receivable.
TENDERERS shall be responsible to comply with and be fully aware of all applicable governmental
and local laws, regulations, practices, codes and requirements which might affect them when
bidding, executing the CONTRACT and performing the SERVICE.
4.4.1 It is the responsibility of TENDERER, prior submitting his TENDER, to ensure that he has in his
possession all the TENDER DOCUMENTS.
COMPANY reserves the right to modify or amend any part of the TENDER DOCUMENTS prior to
the acceptance of any TENDER; such modifications or amendments shall be notified to all
TENDERERS who shall, if they wish, be given the opportunity to modify or amend any part of the
TENDER should it have been submitted prior to such modification or amendment notification.
Any modifications and/or additional instructions issued by COMPANY during the Tender period
shall be issued as Addenda to the TENDER DOCUMENTS, and shall be notified to all
TENDERERS prior to the Stage 2.
4.4.2 TENDERER shall peruse the TENDER DOCUMENTS and obtain all information as he may
require, in order to enable him to submit his TENDER.
4.4.3 Should TENDERER find any discrepancies in, or omissions from, the TENDER DOCUMENTS, or
have any enquiries regarding the TENDER DOCUMENTS, he should immediately notify
COMPANY in writing via NipeX and using the functional e-mail address ep-ng.ikike-cont-
brownfield-modification@total.comof such discrepancies, omissions or enquiries and clarifications
will be advised by COMPANY
4.4.4 Any queries / correspondence in connection with the TENDER should be submitted not less than
seven (7) days prior to the closing date given for submission of Stage 1 TENDER on line via
“NipeX” website using the “Send Message” function with attached electronic files as applicable.
Responses will be sent in the same manner. All requests for clarification or interpretation not
submitted in this manner will not be entertained.
4.4.5 TENDERERS shall be deemed to have a full working knowledge of the sites at which the WORK
is to be performed including, where applicable, the prevailing climatic and sea conditions and,
generally, be familiar with and have obtained all necessary information as to the data and
contingencies and all other circumstances affecting the performance of the WORK and to have
taken the same into account.
TENDERER shall make himself familiar with sites conditions, the term and condition of
employment of labour prevailing in the places of works, with all matters affecting his TENDER.
4.4.6 TENDERER shall be deemed to have satisfied himself as to the correctness and sufficiency of
his TENDER. No claims whatsoever will be entertained arising out of TENDERER's failure to
study the TENDER DOCUMENTS
4.5.1 The TENDER DOCUMENTS are confidential, contain proprietary information belonging to
COMPANY and may only be reproduced or disclosed by TENDERER for the purpose of submitting
its TENDER, subject however to prior written permission of COMPANY first being obtained by
TENDERER and to same prior undertaking of confidentiality by the recipient.
4.5.2 The TENDER DOCUMENTS shall remain the property of COMPANY.
4.6 No TENDER will be conditional upon the availability of labour, equipment, material or any other
resources to be provided by TENDERER for the performance of the WORK. Availability of same
shall be fully evidenced by TENDERER’s supporting documents satisfactory to COMPANY.
4.9 TENDERER's legal status, country of incorporation and country of residence for tax purposes (if
different from country of incorporation) must be disclosed.
4.10 The TENDER and all attachments, information, notes, catalogues, and any other written material
shall be in the English language.
4.11 COMPANY reserves the right to audit, visit, inspect and satisfy itself regarding the premises, facilities
and other resources of TENDERER and/or any of its proposed subcontractors and vendors and to
carry out related technical and commercial appraisals prior to entering into any Contract.
4.12 The TENDER shall remain valid and open for acceptance for a period one (1) year from the closing
date of the Stage 2 stated in the invitation to participate in Stage 2 TENDER.
4.13 No TENDERER may consider itself successful unless and until he receives written notice to this
effect from COMPANY.
In the event of written acceptance by COMPANY of the TENDER or modified TENDER, as the case
may be, the sending by COMPANY of a letter or telex of acceptance to the successful TENDERER
shall constitute a binding agreement between COMPANY and such successful TENDERER in the
precise terms of such correspondence together with the TENDER DOCUMENTS read with the
successful TENDER pending formal completion and exchange of the Contract.
Such acceptance may be expressed to be subject to such clarifications or variations as COMPANY
shall specify; if such acceptance were conditional, then although there shall be no binding Contract
until resolution of the points of clarification or variation stipulated by COMPANY the successful
TENDERER shall nonetheless be bound to adhere to its schedule of Rates and Prices for the period
stipulated in paragraph 4.12 above.
4.15 TENDERERS shall be prepared to discuss, in COMPANY offices in Nigeria (Port Harcourt and
Lagos), at TENDERER's cost, any aspect of his TENDER at any time between TENDER submittal
and contract award.
4.16 TENDERER shall submit together with his TENDER a certificate issued by a First Class Bank (AAA
Standard & Poor’s) in which said bank commits itself, in case of award of the contract, to furnish the
necessary Bank Guarantee as defined in the AGREEMENT and complying with the model attached
(see Annex 1 to AGREEMENT). Such bank statement shall be in the format of the form set out in
Appendix 5A of this ITT hereto duly signed and witnessed by bank authorised official.
The certificate shall be provided by a bank acceptable to COMPANY. If it is found not acceptable,
COMPANY shall advise so to TENDERER, and TENDERER shall submit another certificate
acceptable to COMPANY.
4.17 Unsuccessful TENDERERS shall return to COMPANY all documents transmitted to them in
conjunction with the invitation to TENDER on receipt of the notification of the non-acceptance of their
TENDER.
4.18 The TENDER form is supplied. No TENDER will be accepted unless in the form supplied.
4.19 If the TENDER does not comply with the Instructions to TENDERERS, is incomplete or vague or is
submitted after the prescribed date and time of TENDER’s closing date, it will not be considered.
4.20 COMPANY reference numbers must be clearly indicated on TENDERER's Proposal and/or all
letters, communications and other documents related thereto.
4.21 TENDERER's Information as requested in the TENDER DOCUMENTS shall be an essential part of
each TENDERER's Proposal and will, in the case of the successful TENDERER, be incorporated as
appropriate in the Contract.
The original Bid Bond shall be enclosed with the original Stage 2 TENDER and copies shall be
attached to the copies of the TENDER.
4.23 TENDERER shall submit his proposition for all requested subcontractors and vendors. The list shall
refer to the potential subcontractors included in the TENDER DOCUMENTS in EXHIBIT J.
TENDERER shall submit all necessary information concerning any proposed subcontractors and
vendors not included in the COMPANY list. In all cases, any subcontract shall be subject to prior
approval by COMPANY.
a) Cover Letter
The cover letter on TENDERER’s letterhead duly signed and witnessed by TENDERER fully
authorized officer.
Copy of this cover letter shall be provided in the Volume II – Section 1.
b) Form of Stage 1 TENDER
TENDERER shall include in this section his original Form of Stage1 TENDER, under
TENDERER’s letterhead, in the format set out in Appendix 2, duly signed and witnessed by
TENDERER fully authorized officer.
TENDERER shall provide the listed information in accordance with the status of TENDERER
(i.e. single company or joint venture). The same information shall be provided for each
partner(s) of Joint Venture.
TENDERER shall complete the relevant tables Appendix 7 included in this
Instruction to TENDERERS :
Table 1A , TENDERER details – Single Company.
Table 1B – TENDERER details – Joint Venture/Consortium (including
split of responsibilities).
Table 2A – Corporate Structure – Single Company.
Table 2B – Corporate Structure – Joint Venture/Consortium
List of TENDERER’s Company Board of Managements / Directors.
An outline organisation chart of TENDERER’s Company, showing the relationship
between its various holding and subsidiaries, if any.
Copy of TENDERER’s Company Registration certificate.
d) Copies of Tax Clearance Certificates for the last three (3) years 2014, 2015, 2016. The same
information shall be provided for each partner(s) of Joint Venture.
e) Copy of TENDERER’s last three (3) fiscal years audited accounts. In the event that
TENDERER’s last fiscal year accounts are in the process of being audited, TENDERER
shall provided a copy of said account together with statement letter from the auditor to the
effect that the audit is in progress. TENDERER shall provide yearly average conversion rate
in US Dollars since the past three years until today when other currencies are used in the
audited account. The same information shall be provided for each partner of Joint Venture

Qualifications/Exceptions shall be grouped with a single reference, i.e. AGREEMENT and its
Annexes and EXHIBIT B.
TENDERER shall include only on this section his Qualifications/Exceptions on the Contractual
and Commercial Parts. The Technical Part shall be included in the Volume II – Technical
Proposal.
Important : A summary of the main technical Qualifications/Exceptions shall be presented in
this section with all relevant information regarding a possible Contractual and
Commercial impact.
TENDERER shall also provide the electronic files corresponding to such forms (in a CD-ROM,
Ms-Excel version 2007 upward) .
A n y provision o n draft contract not c om m e n t ed shall be d e e m e d to b e ac cepted b y
TENDERER.
The information or documents submitted by TENDERER shall be formatted in such a way so as to allow their
incorporation into relevant EXHIBITS, such formats are identified in the following sections as a reference to
an EXHIBIT or its Annex/Attachment. The relevant EXHIBIT is indicated in each section. If TENDERER did
not provide information and documents in the requested format the offer shall not be valid and will be
REJECTED.
The COMPANY reserves the right to request for any additional technical or commercial information deemed
necessary during the CFT process and after opening of the tenders including but not limited to the
breakdown of any pricing, rates, percentages as well as negotiation and clarification thereof etc.
TENDERERS shall bear all costs, expenses and any other costs associated with preparation and
submission of the tender
5.2.1 Volume II - Section 1 – Copy of Cover Letter
A colour printed of the Workload sheets - formatted in A3 paper size and native file shall be
inserted in this section.
Every requested man hour shall be defined as a productive direct man hour or non productive
hour as per following definition:
a) TENDERER shall duly submit completed EXHIBIT C and provide his preliminary colour Work
time Schedule Level 0 and a realistic schedule Level 1 in accordance with the requirement of
EXHIBIT G and milestones set-up in EXHIBIT C. COMPANY wishes to emphasis that
compliance with the provisions of EXHIBIT C is of prime importance.
The WORKTIME Schedule shall be provided with critical paths, key dates and milestones of
each activities including interfacing matters. TENDERER shall provide a written summary of
the most critical areas of the schedule and, based upon his experience, the most likely critical
activities for the successful completion of the WORK.
b) TENDERER shall also submit Manpower histogram (by Manpower and kilo Manhours) in
line with his WORKTIME Schedule showing:
Construction Engineering (further split by discipline)
Procurement and Supply activities
Fabrication, Construction (further split by discipline)
Onshore Pre-Commissioning (further split by Systems and Sub-systems)
Load out and Sea fastening
Offshore works : preparation WORKS
Hook-Up (further split by discipline)
Offshore commissioning (further split by Systems and Sub-Systems)
TENDERER shall duly complete EXHIBIT K and table 18 inclusive of CVs of proposed personnel
All relevant documentation shall be provided in Acrobat version 6 format (*. pdf ) with exception of
requested schedules that shall also be provided in native Primavera format (*.xer).
b) TENDERER shall provide in Table 8 the number of Project Controls personnel for each
position and each location. CVs shall be provided for the following key positions
following position:
Project Controls Manager / Lead
Head of Planning / Lead planning engineer
Head of Administration
In the following chapter here listed, TENDERER shall provide his preliminary procedures (Management of
Change procedure, procurement plan including tender evaluation and selection procedure, Nigerian
Content Compliance Procedure and Planning and progress measurement/reporting procedure) and plans
based on requirements set up in EXHIBIT G with regards to the Project Management Plan (PMP) and the
Contract Coordination Manual (CCM).
The level of detail of such procedure shall be sufficient to enable COMPANY to determine TENDERER’s
capability in respect of sequencing, methodology and constraints for the performance of the WORK.
The quality of the documentation required as part of the TENDER will form a significant part of the
evaluation.
TENDERER shall describe exhaustively the scope of work and split of responsibilities
splitting between himself, Partners and Main SUBCONTRACTORS involved in the
performance of the WORK.
A tabulated summary shall be provided in Table 8A and Table 8B. For activities that
TENDERER intends to perform mainly with his own work force and equipment, the mention
“not sub-contracted” shall be included.
In line with Project needs regarding the selection of the Commissioning subcontractor (refer
EXHIBIT A) it will be done by COMPANY based on the TENDERER options (one option per
sub-contractor), this in order to guarantee the continuity of the execution of the WORK within
CONTRACTOR and OTHER CONTRACTOR scope of work
TENDERER shall provide a preliminary Master Document Register (MDR), using Table 10,
for the critical engineering documents listed below :

the interfacing engineering documentation with OTHER CONTRACTOR
The MDR shall be accompanied with brief description on the intended content on each listed
document
TENDERER shall provide his preliminary Project Control Plan which shall address as a
minimum the hereunder listed plans and procedures:
a) Project planning procedure
b) Progress measurement procedure explaining the method to measure, evaluate, analyze
and control the progress, weight factors application for each task and performance
control (Productivity factor...) .
The Progress measurement procedure shall allow the assessment of the physical
progress as described in EXHIBIT G, for detailed activities and tasks.
TENDERER shall provide his preliminary identification of risks including the severity rate and
the associated mitigation plan .details (Please provide name of specific software used, if
any).
TENDERER shall provide his Risk Management Plan as a supporting document from the
above risks list.
Email system and his capabilities for electronic document transfer by filling Table 11 –
Network requirements

a) TENDERER shall provide in Table 13 the number of procurement personnel for each position
and each location, and the CVs shall be provided for following positions :

b) TENDERER shall provide a Mobilisation Plan of the proposed organisation chart detailed in
EXHIBIT K.
c) TENDERER shall provide his preliminary Procurement Plan including:
i) The location and details of the Procurement Offices facilities (to be used in the
EXHIBIT F), including split function of each office if any.
ii) Detail of the forwarding agent, if any.
a) TENDERER shall provide a firm and definitive statement for the location and description
of PROJECT OFFICE. Locations and description shall include the detailed general
layout drawing, facilities available, working means (telecommunication, computer
networking, transport access, etc.) (to be used in EXHIBIT F).
a. His preliminary Construction and Hook-up Engineering Plan with a full and detailed
statement with respect to TENDERER proposed sequencing and methodology of engineering. The
plan shall address all aspects of the engineering process and the detail of interface between the
separate functions, including for Construction Engineering , Hook up Works and Commissioning.
b. Detailed content of following specific procedures to be used for the detail engineering of the
contract. TENDERER shall also submit validated procedures for the :
TENDERER shall provide his preliminary Pre-Commissioning / Commissioning Plan providing a full
statement with regards to TENDERER’s proposed sequencing, methods and control of Pre-
Commissioning/Commissioning activities associated with the execution of the CONTRACT
TENDERER shall detail the following Pre-commissioning Status index document and Commissioning
Technical data base document specific to the WORK.
In addition, TENDERER shall submit typical examples for:
d. TENDERER shall provide his detailed methods to be used for loading, grillage and sea
fastening. The method shall start from selection of fabrication base frame/support up to requirements
of loading, cargo barge requirement for grillage and sea fastening. Sketches shall be provided for
supporting the methodology and taking into account yard actual condition.
o TENDERER shall provide in Table 21, the number of fabrication and construction
personnel for each position and each location, and the CVs shall be provided for
following positions :
Head of QC
Construction Manager
Hook-up Manager
o TENDERER shall complete Table 22 with Main SUBCONTRACTOR he intends to
use for Construction engineering.
o TENDERER shall complete Table 25 – with the Man-hours per Facilities (AMD2,
AMD3, AMP2, AMP1, IKD-1) he intends to consider for the Construction activities
Yard layout with different schematic locations to show flow for piping and
structural prefabrication, erection/assembling, skidding to the quay and load
out preparation.
Sequencing assembly with plans for prefabricated spools and structures
complete with schematics.
Weighing program and equipment to be used
For the above plan, TENDERER shall detail the content of following procedures to
be used for the Fabrication/Construction required by the contract. TENDERER shall
submit enforced procedures at WORKSITE
TENDERER shall provide a copy of typical Welding Procedure Specification (WPS) for
CuNi piping, Duplex piping and Pipeline (refer GS PLR 501 & 502),
TENDERER shall propose paint systems for each category of item in line with the GS COR 350
and COR 351.For each paint system proposed, the product data sheet shall be provided.
TENDERER shall provide his surface preparation and painting procedures for each paint
system
g) GRP piping
TENDERER shall provide his procedure for the assembly and testing of GRP piping.
TENDERER shall propose at least two SUBCONTRACTORS names specialist in GRP
assembly and confirm their references in other projects.
h) TENDERER shall provide his procedure for Post Weld Heat Treatment (PWHT) with a
brief description of the equipment used.
5.2.7.5.1 WORKSITE(S)
TENDERER shall provide, in accordance with the DESIGN DOSSIER, for load out
operation and sea fastening:
a) Complete drawing(s) (plan/section views and technical data) of quay side, Skid
ways (or Skid beams), Loading quay and available link beams (i.e. beams
between quay and barge) compatible with the WORK.
b) Bathymetric information for area covered or crossed by the barge during load-
out, post-load-out and sail way.
c) Preliminary Load-out and Sea Fastening plan and procedure, including :
The method used to bring equipment/prefabricated items from
fabrication/assembly location to the quay side.
Load-out method,
The mooring system for the cargo barge.
Load-out monitoring system.
Anticipated loads applied to the vessel structure.
ballasting and jacking equipment list available at WORKSITE
c) SIMOPS Experience
TENDERER shall provide complete reference of SIMOPS operations already performed on a
live offshore platform, the minimum following information shall be reported:
Name of Client and Project
Type of facilities the works were performed on (production, drilling, water injection,
gas injection, etc platform)
Type of equipments installed (their size & respective weights)
Type of personnel used and the number for each discipline/trade
Type of lifting equipments used with their capacities
Type of CONTRACTOR vessel accommodation used (PAX, crane capacity, deck
capacity, etc)
TENDERER shall provide Services and Facilities to COMPANY in accordance with EXHIBIT A
and its and attachment A9 requirements. TENDERER shall provide on the requested locations:
o Facilities layout
o The exhaustive list and description of facilities he intends to provide to COMPANY
In the case TENDERER intends to subcontract a significant part of the WORK to affiliates or to
subcontractors or in case a joint venture is proposed, same information requested in this section
shall be supplied by each affiliate, proposed major subcontractor or proposed partner involved in
the WORK.
CONTRACTOR shall in addition of the here below requested information fill the Table 25
related to the HSE aspect of the WORK
5.2.10.1 Documentation:
5.2.10.1.1 Certification
TENDERER is required to provide copies of all his valid certificates regarding HSE
(ISO 14001, OSHAS 18001 and the like) from any authorised certifying authority
such as BV, DNV or equivalent.
5.2.10.1.2 Respect of laws and regulations (article 2 of EXHIBIT L):
TENDERER shall provide formal confirmation:
a) That all necessary Government authorisations have been obtained or will be
obtained in due time. The list of necessary authorisations shall be provided in the
tender.
b) That COMPANY HSE general and specific regulations, project specific HSE
requirements, Industry standards and Oil and Gas Producers (OGP) rules mentioned
in EXHIBIT L will be applied.
5.2.10.1.3 Responsibilities (article 3 of EXHIBIT L):
When existing, TENDERER shall supply his HSE Management System (HSE-MS)
manual including HSE policy and objectives.
In addition TENDERER shall provide his preliminary HSE Management Plan,
including the list of specific documents he intends to issue and develop as part of his
project HSE Plan to comply with EXHIBIT L, COMPANY’s general specifications and
COMPANY HSE requirements.
TENDERER shall also provide:
a) His specific objectives in HSE matters for this project;
b) His HSE organisation documents showing his organisation, responsibilities
and authorities in HSE matters (organisation charts, job descriptions and the like);
c) His daily, weekly, monthly and yearly normal working time and rest time for
the different types of employees and for PROJECT OFFICE, WORKSITE,
WORKSHOP and SITE.
d) Any HSE procedures which may exist outside the HSE-MS Manual;
e) His existing HSE Manual for each WORKSITE and WORKSHOP. In case
such manual does not exist, TENDERER is allowed to provide as an example the
HSE manual dedicated to his another worksite with similar activities.
f) An example of HSE induction course for similar activities.
COMPANY wishes to emphasis that the main focus points to be addressed on of the perennial
Quality Manual:
- the relevance of the Quality Policy of TENDERER with regards to COMPANY’s own
Quality Policy,
- the level of commitment of TENDERER’s Top Management to quality,
- the practicality of the QMS described for WORK activities,
- the quality planning process for human and methodological resources
- the relevance of the supporting documents listed in COMPANY General Specifications
- the effectiveness of the continuous Quality Improvement process, based upon
quantified indicators.
5.2.11.2 A preliminary Quality Plan describing the Quality Management System relevant to the
Work, covering main subjects as per EXHIBIT H.
5.2.11.3 Internal Audits
TENDERER shall complete Table 34 for his internal audit frequency and last performed
audits for following activities:
Engineering
Construction
Procurement
Warehousing
Offshore Platform Revamping Hotworks
Copy of audit report shall be attached as evidence on the last audit performed.
5.2.11.4 Quality Inspectors
TENDERER shall complete Table 35 for his Quality Inspectors and provide one resume
per inspector for following each type of controls:

5.2.11.5 Inspection Test Plan
a) TENDERER shall provide, refer to requirement on EXHIBIT H, his preliminary criticality
rating for material and equipments specific to the contract.
b) TENDERER shall provide Inspection and Test Plan for material and equipments further
to the specified Criticality Rating.
Qualifications/Exceptions may only be made in relation to items within the TENDER DOCUMENTS, which
the TENDERER feels unable to comply with under any circumstances or at any price. Any
Qualifications/Exceptions shall be done by listing the full details of each Qualifications/Exceptions, stating
the reason for each Qualifications/Exceptions.
Qualifications/Exceptions shall be grouped per discipline, i.e. structure, mechanical, architecture, etc.
TENDERER shall also provide the electronic files corresponding to such forms (in a CD-ROM, Ms-Excel
version 2007) and marked-up documents (in a CD-ROM, Ms-Word version 2007).
CONTRACTOR shall in addition of the here below requested information fill the Table 19 Appendix 7
related to the QA/QC aspect of the WORK.
Perennial Quality Manual TENDERER shall submit evidence of perennial quality manual

After Stage 1 and clarifications, COMPANY is to issue a short list of technically acceptable TENDERERS.
If and when requested the short-listed TENDERERS shall submit Stage 2 TENDER according to format and
contents defined by COMPANY in the letter of invitation to Stage 2 TENDER.
Stage 1: The first submission will relate to Unpriced TENDER consisting of a Volume I - Unpriced
Commercial Proposal and a Volume II - Technical Proposal prepared by TENDERER
according to the conditions set forth in the TENDER DOCUMENTS.
NO PRICES ARE TO BE INCLUDED AT THIS STAGE. Inclusion of prices shall lead to the
disqualification of the TENDERER.
Bid shall enclose all documents numbered submitted with the same numbering as instruction to
tender mentioned below.
Stage 2: The second submission which will be the Commercial proposal will be formally requested from
TENDERER, who had passed the first stage and it will be submitted in accordance with the
conditions set forth here below.
As a back-up only to the submission on NipeX, the Technical Proposal (two (2) electronic copies on CD-
ROMs and/or flash drive) shall be put in an envelope and shall be carefully packed and wax-sealed to avoid
inadvertent opening through damage in transit or otherwise. Opening should be impossible without
destroying the envelope or package.
All envelopes shall be identified with the name of the TENDERER, referred to the call for bid and the nature
of the TENDER, and marked “STAGE 1 - TECHNICAL PROPOSAL”
