2 Overview

2.1 Feature Introduction

Single Radio Voice Call Continuity (SR-VCC) provides the capability to transit a voice call
from the VoIP/IMS packet domain to the legacy circuit domain. A voice call is allowed to
be provided to a user only when IMS network elements are deployed in the E-UTRAN
network. When a user is on a voice call and the E-UTRAN coverage becomes worse, the
user is transited to the UMTS network through SR-VCC and the voice call is carried by
the circuit domain in core network.

When a user has established the CS+PS service in the E-UTRAN network, SR-VCC can
also be used to transit the user from the E-UTRAN network to the UMTS network. After

the user accesses the UMTS network, the voice call is provided by the circuit domain
core network, and the packet data service is provided by the packet domain core
network.

3 Technical Description
A ZTE RNC supports SR-VCC from an E-UTRAN to a UTRAN. SR-VCC includes two
types: CS only and CS + PS. CS only SR-VCC means the handover of only the voice

service from the E-UTRAN to the UMTS network. CS+PS SR-VCC means the handover
of both voice and data services from the E-UTRAN to the UMTS network.

The function is controlled by ULogicalRn.rncSrvccSw.

To support CS+PS SR-VCC, the ULogicalRnc.rncPsHoL2UtraSw switch must be turned


on for the RNC.

To support SR-VCC accompanied by SIP, the ULogicalRnc.psSigForImsInd switch must


be turned on.

The signaling flow for SR-VCC is shown in the figure below:

Handover execution

1. A UE accesses the E-UTRAN and establishs an IMS voice service, and may also
establish a PS data service.

The UE sends a measurement report to the E-UTRAN.

2. The E-UTRAN determines to trigger an SR-VCC handover based on the


measurement report.

3. The E-UTRAN sends a PS-CS Handover Required message to the CN.

4. The CN sends a Relocation Request message for the CS service to the UTRAN.

5. If it is a CS+PS SR-VCC procedure, the CN sends a Relocation Request message


for the PS service to the UTRAN.

6. The UTRAN sends the result of the CS service handover to the CN. If it is a CS+PS
SR-VCC procedure, the UTRAN also sends the result of the PS service handover to
the CN.

The CN transmits the result from the UTRAN to the E-UTRAN.

7. The E-UTRAN sends a command to the UE for a handover from the EUTRAN to the
UTRAN.

3PGG protocol imports a CR:RP-52 Correction for SR-VCC Parameter Setting. This CR
enables even traditional RNC (the RNC supporting 3GPP version before R8) supporting
the SR-VCC from LTE to UTRAN.

3GPP protocol has optimized the SR-VCC from LTE to UTRAN (CR: RP-110829 4581
Correction for SR-VCC Parameter Setting): Delete the IE added before, make even
traditional RNC can support the SR-VCC from LTE to UTRAN. The changes are follows:

Iu interface: deleted the PS RAB To Be Replaced IE in RELCOATION REQUEST.

Uu interface: deleted RAB info to replace IE in HANDOVER TO UTRAN COMMAND.

Emergency Call in SR-VCC Process is processed specially. The function is controlled by


URncFunction.sRVCCEmgCalSwch. When the function switch is open and SRVCC
function is open, RNC processes as follow:

Identify emergency call. If the priority level of AllocationOrRetentionPriority of relocation


request of CS service of SRVCC is equal with URncInfo.sRVCCEmgCalARP,then the
SR-VCC is identified as emergency call.

After SR-VCC emergency call is identified, RNC treats CS service as emergency. If


SRVCC is CS+PS, the PS service is try to be accessed, RNC treats the PS service
according with “ 3.1.2.4 Concurrent Service Channel Allocation” of ZTE UMTS
Dynamic Radio Bearer Control Feature Guide.

If the emergency call accesses fail, RNC deals it according with “ 3.4 ZWF21-05-001
Emergency Call” of ZTE UMTS Congestion Control Feature Guide .

6 Engineering Guide

6.1 Application Scenario

In the UMTS/E-UTRAN overlapping domain, if the UMTS doesn’t support VoIP, SR-VCC
can help a UE keep the continuity of voice when the UE moves from the E-UTRAN to the
UMTS network, and can improve the user's voice service experience.

6.2 Feature Activation Procedure

The purpose of this chapter is just to guide the reader how to find the GUI location of the
parameters which are related to the deployment of this feature. The values indicated by
the captures possibly are not the real value to configure. Please refer to the last column
of table in chapter 4 for the practical configuration value.

In the configuration resource tree window, open the [Modify Area->Managed Element
->UMTS Logical Function Configuration->PLMN Relating Configuration->Logic RNC
Configuration] interface and set the parameter “RNC SRVCC Switch”, as shown in
Figure 6-1.

In the configuration resource tree window, open the [Modify Area->Managed Element
->UMTS Logical Function Configuration->PLMN Relating Configuration->Logic RNC
Configuration] interface and set the parameter “PS Signalling RAB for IMS Support
Indicator”, “PS Conversational RAB for VoIP Support Indicator”, as shown in Figure 6-2.

In the configuration resource tree window, open the [Modify Area->Managed Element
->UMTS Logical Function Configuration->PLMN Relating Configuration->Logic RNC
Configuration] interface and set the parameter “RNC Switch for PS Handover from LTE

In the configuration resource tree window, open the [Modify Area->Managed Element
->UMTS Logical Function Configuration] interface and set the parameter “The Switch of
Emergency Call Identification and Admission in Priority in SRVCC Process”, as shown in
Figure 6-2.

In the configuration resource tree window, open the [Modify Area->Managed Element
->UMTS Logical Function Configuration->Extended info of RNC] interface and set the
parameter “ARP Priority Level to Identify Emergency Call in SRVCC Process”, as shown
in Figure 6-2.

6.3 Feature Validation Procedure

6.3.1 SR-VCC from E-UTRAN to UTRAN

6.5 Network Impact


This function can increase the traffic of the UMTS network. After SR-VCC is enabled, the
E-UTRAN network will hand over the voice service, which may be accompanied by the
PS service, to the UMTS network, increasing the traffic of the UMTS network.
