Innovative Barangay approach in solving Traffic Congestion

through Highway Renovation, and Solid Waste Management

Chapter I

Introduction of the Study

Travel Lane are a nexus of neighborhood life, with high

pedestrian volumes, frequent parking turn over, traffic signals,

key transit routes, dumb location and bicyclist for all

implementing limited space.

Travel lanes design should limit traffic speeds and create a

narrower profile with frequent high quality pedestrian

crossings, In recent years, many main streets have been

significantly improved through road diets and the conversation

from 3 to 4 lanes of travel with bike lanes and a center turning

lane or median.

Historical Background

BARANGAY LUCIANO, is one of the Barangays of Trece Martires City has been named in

honor of Victoriano, one of the martyrs sentenced to death by the Council of War during the

Spanish Regime on September 11, 1896 and were executed the following day. Barangay

Luciano was given its name upon the approval of Republic Act 981 on May 24, 1954.

History of Victoriano Luciano

Little known by the Filipino’s is the fact that one of the Thirteen (13) Martyrs of Cavite

was a promising scientist. His name VICTORIANO LUCIANO, 33, a pharmacist. He was one of

the Thirteen (13) residents of Cavite who were rounded up by order of Governor Fernando

Pargas, given a summary trial, and shot by a firing squad on September 12, 1896.

Luciano was no ordinary pharmacist. On March 1889, at the age of 26, he was graduated

with honors from the University of Santo Tomas with the degree of Licentiate in Pharmacy.

Owner of the Botica Luciano on Real Street in Cavite, he had perfected his formula for rare

perfumes and lotions, and was awarded a certificate of merit by the Scientific Society of

Brussels in Belgium. In recognition of his pioneering activities in the field of Colegio de Farma

ceuticos de Manila, a distinction few pharmacists achieved in his time.

Like many sincere and honest intellectuals in countries reeling under foreign domination,

Luciano became sensitive to abuses by the alien rulers of the land. He was outspoken in his

attitude toward the Spaniards, especially the friars. Consequently, he became one of the

cabecillas (little leaders) of the planned uprising in Cavite. A Freemason and a Katipunero, he

allowed his drugstore to be the secret connection with the revolutionists in the Bicol region,

especially with leader Domingo Abella, one of three Abellas among the Fifteen Martyrs of

Bicolandia. Luciano supplied them with medicine and arms.

Statement of the Problem

1. 2-lane configurations have been shown to increase rear-end

and sideswipe vehicle crashes and pose a higher pedestrian crash

risk.

2. Road diets are not appropriate on all 2 lane cross sections,

streets carrying up to 5,940 vehicles function effectively with

2 lanes, depending on the traffic volumes of nearby adjacent

streets.

3. Health problem, pneumonia is still the leading cause of

deaths for children under 5 years old in year 2010 with 39

classified deaths mostly those disadvantaged children from the

rural barangays.

4. No designated location for dumb collection.

Research Goal/ Objectives

1. The application of a road diet may be carried out in two phases, the first consisting solely of

striping and a center turn lane, and the second, of medians and plantings to complement the

center lane.

2. Traffic Signal timing that provides insufficient time for someone to cross the street, for

instance, is likely to create an unpleasant experience and may discourage walking entirely.

3. To restore trees or plant trees, considering how many years it will take to fully grown tree.

4. Smoke of cigarette is one of the main cause of pneumonia, to provide far location of

smoking ares.

5. Provide location for trash/dump collection to lessen the population that cause to

pneumonia and give cleanliness in sight.

6. Provides vertical garden/ landscape barriers to pathways.

Significance of Study

The travel lanes are striped to define the intended path of travel for vehicles along a

corridor. Historically, wider travel lanes (11- 13 feet's) have been favored to create a more

forgiving buffer to drivers, especially in high-speed environments where narrow lanes may feel

uncomportable or increase for side-swipe collision.

Definition of Terms

1. Pedestrian Volumes - People crave activity and street level to contribute toward an active

and economically vibrant community.

2. Frequent Parking Turnover - Design controls, from peak- hour traffic demand to level of

service, should always be driven by the intended outcome of a design.

3. Traffic Signal - Space and time, in combination, govern how to streets operate and how well

they provide mobility, safety and public space.

4. Key Transit Routes - The overall level of access and scope of a transit network should be

aligned to actual demand, meeting services needs without sacrificing service quality.

5. Bicyclist - Benefit from feeling safe and protected from moving traffic.

6. Buffer Zone - The space immediately next to the sidewalk that may consist of a variety of

different elements.

Ground Form

The city has an elevation of 100 feet above sea level. Except for some portions of

the city that has hilly terrains, the greater part of the whole city is generally plain. The

seat of the city government lies in the most elevated portion dominating the

surrounding countryside including Manila Bay. Slope ranges from 0-3% to 3-8% are

those areas with rolling the hilly terrain.

Soil Geology

Guadalupe Soil is under laid by volcanic tuffacious materials of various degrees of

disintegration and weathering. The surface soil is dark brown to nearly black, sticky

and plastic clay. The subsoil is lighter in color than the surface soil.

Magallanes Series is brown, pale brown to light reddish-brown or yellowish brown,

friable and coarse granular surface soil and yellowish brown tuffacious sub-soil. The

soil in this series is devoted to diversified farming.

Water resources come from the different rivers and springs which are in existence

in the Poblacion and in the rural barangays. The well-known rivers are Pulonan River,

Cañas River, Kay Alamang River and Pansaysayan River.
