DEFINITION OF TERMS

 Non-government organizations or NGOs shall refer to the duly registered non-stock,


non-profit organizations focusing on the upliftment of the basic or disadvantaged
sectors of society by providing advocacy, training, community organizing, research,
access to resources, and other similar activities.1

 Civil Society Organizations or CSOs shall refer to non-state and non-profit associations
which include non-government organizations, civic organization, cooperative, social
movement, professional group and business group.2 Examples are parents, teachers
and community associations (PTCAs), youth groups, Boy and Girl Scouts of the
Philippines, senior citizens, homeowners’ association, neighborhood associations,
puroks and tricycle operators and drivers associations (TODAs), among others.3

 Faith-based or religious organizations shall refer to any organization in the barangay


whose values, initiatives, projects and programs are motivated by religious or spiritual
beliefs which intend to improve the general well-being of the people. Examples of
these organizations are Ugnayan ng Barangay at Simbahan (UBAS), Youth for Christ,
Christian Brotherhood International, prayer circles, discipleship groups, etc.

 Stakeholders shall refer to organizations/groups and individuals who can affect or is


affected by the implementation and performance of the BDCP and the BADACs.

 Consolidated Information Report shall refer to all information gathered from all
sources such as cluster leaders, auxiliary team, and concerned citizens, on any illegal
drug activities occurring within the barangay. Thus, the CIR shall contain detailed
information of drug pushers/users, protectors, financiers, marijuana cultivation sites,
clandestine laboratory operations and other drug-related data.4

 School-based IEC campaign activities shall refer to activities conducted in any formal,
non-formal, informal and indigenous learning centers located within or nearby the
barangay, in which participants are mainly the children and the youth in schools.

 Community-based IEC campaign activities shall refer to activities conducted in public


places within the barangay. Public place shall include any road, street, park, plaza,
square, and/or any open space of public ownership where the people are allowed
access.5 Thus, these activities shall intend to engage the general public.

INTRODUCTION

As efforts to fight illegal drugs in the country abound, the National Barangay Operations
Office (NBOO) is charged with two primary tasks.

The first task is to monitor the implementation of the Barangay Drug Clearing Program
(BDCP). This finds basis in Section 12 of the DBB Board Regulation No. 3 Series of 2017, which
mandates the DILG to designate a secretariat who will collate reports and maintain periodic
statistics on barangay drug clearing operations.

The second task is to monitor the functionality levels of the Barangay Anti-Drug Abuse
Councils (BADACs). This is in accordance with the DILG-DDB JMC No. 2018-01, which
mandates the NBOO to develop and conduct BADAC monitoring guidelines and activities.

A concrete way of complying with these tasks is by developing and implementing an enhanced
monitoring and evaluation (M&E) / functionality audit system.

Through an enhanced M&E and functionality audit system, all barangays, regardless of their
drug affectation status, are ensured of taking informed actions as to what activities must be
conducted, what indicators must be monitored and what key learnings and practices must be
evaluated vis-à-vis the BDCP implementation and the BADAC operationalization.

TARGET USERS

This manual is specifically aimed at punong barangays, city/municipal local government


operations officers, city directors, and provincial and regional focal persons. For the punong
barangays, this manual provides the basic information, methods and approaches as to
ensuring effective implementation of and compliance with the BDCP and the BADAC
functionality standards.

For the city/municipal local government operations officers, city directors, and provincial and
regional focal persons, this manual clarifies their roles and functions as well as the processes
and standards in data gathering, submission, consolidation, encoding and review. As such,
this manual is meant to assist in addressing issues and concerns regarding the BDCP and
BADAC monitoring.

CONTENT OF THE MANUAL

This manual is divided into four main sections:

 Section I discusses the composition of the BDCP and BADAC Monitoring and Evaluation
(M&E) and Functionality Audit System;

 Section II presents the general Theory of Change (TOC) that serves as the basis of all
M&E activities of the BDCP, including the functionality audit of the BADACs;

 Section III provides the standards, processes, structures and compositions in


complying with all the M&E and functionality audit activities of the BDCP and the
BADACs; and

 Section IV focuses on the evaluation activities meant for documenting and processing
the experiences and lessons learned from the implementation and operationalization
of the BDCP and the BADACs.

As supplement to this manual, a compendium of recommended tools and forms, and other
pertinent documents shall be provided. It is, therefore, imperative for all users of this manual
to refer to these annexes.

THE PARADIGM SHIFT

On a final note, this manual aims to carve a paradigm shift that cuts across all concerned
agencies and organizations, hence, forging better policies and interventions. By shifting our
paradigm in doing M&E and functionality audit activities, we elicit favorable response and
support from various organizations and communities.

For this reason, this manual aims to:

 Strengthen citizens’ participation by encouraging the people to participate mainly in


the data gathering, processing and analysis, which in turn will entail community
awareness and actions;

 Increase effectiveness and efficiency by – (1) decentralizing the task of data encoding,
processing and review to C/M LGOOs and CDs; (2) simplifying the processes and forms,
so much so that M&E and functionality audit activities become empowering activities
rather than a burden to the LGUs and communities; and (3) developing alternative
modes of data encoding and data transmission, considering the limited resources and
geographic context of the barangays which may hinder the use of latest technologies;
and

 Improve data convergence, transparency and reliability so as to – (1) strengthen


inter-agency data monitoring and sharing mechanism; (2) improve program
implementation and intervention prioritization; (3) ensure check-and-balance
mechanisms of the BDCP and the BADACs; and (4) secure reliable and dependable
data.

SECTION I –THE M&E AND FUNCTIONALITY AUDIT SYSTEM

The diagram below shows the composition of the BDCP M&E and BADAC Functionality Audit
System.
The first component pertains to the conduct of policy and documents review. Through this,
all M&E and functionality audit activities presented in this manual are assured of having legal
foundations.

The second component focuses on the development of a Theory of Change (TOC). The goal of
developing a TOC is to facilitate the identification of a realistic set of key performance and
functionality indicators (KPIs) relevant to BDCP and BADACs.

The third component lays down the actual processes and standards involved in monitoring
the progress of the BDCP and the functionality of the BADACs.

SECTION II –THE BDCP AND BADAC THEORY OF CHANGE

In essence, the BDCP M&E and the BADAC functionality audit activities are two different
things. The former is about determining the success of the drug clearing activities conducted
at the barangay level while the latter pertains to the process of determining the levels of
organizational functionality of the barangay anti-drug abuse councils.

Such differences can be harmonized by developing a Theory of Change (TOC). Specifically, the
TOC presented in this manual provides thematic and clear-cut indicators capturing the
expected outcomes of implementing the BDCP and operationalizing the BADACs.

Referring to the National Anti-Drug Plan of Action (2015-2020) and the Philippine Anti-Illegal
Drugs Strategy (PADS), the implementation of the BDCP and the operationalization of the
BADACs shall aim for:

To deliver these breakthroughs, all activities and interventions must be in line with a specific
set of quality standards which the barangay drug clearing program and the barangay anti-
drug abuse councils should strive to achieve. Below summarizes the quality benchmarks of
the BDCP and the BADACs:

These quality benchmarks shall also serve as KPIs in monitoring the intermediate outcomes
presented in the BDCP and BADAC TOC (refer to Figure 2). The quality benchmarks as well as
the intermediate outcomes are both emanating from various cross-cutting activities of the
BDCP and the BADACs and these shall be referred to as the “foundational activities”.

These foundational activities are grouped into components similar to that of the quality
benchmarks and are likewise measured in terms of KPIs. The KPIs of both the quality
benchmarks and foundational activities, which are expressed in percentage, were derived
from the 2017 baseline data of the NBOO.

Presented below are the consolidated foundational activities with their corresponding KPIs:

The KPIs of the foundational activities of the BDCP, as enumerated in five components, have
respective numerical equivalents which are referred to as the “BADAC Functionality Points”.
These BADAC Functionality Points are numerical values used to determine the level of the
organizational functionality of the BADACs. Users of this manual are directed to Table 1 (Data
Gathering and Points Distribution Matrix) to know the BADAC Functionality Indicators.

Provided that these KPIs were properly monitored, we would be able to generate analysis on
two matters:

(1) The progress of the Barangay Drug Clearing Program implementation; and
(2) The level of organizational functionality of the Barangay Anti-Drug Abuse Councils.

Finally, it is also presented in the TOC the guiding principles of the BDCP and the BADACs.
These guiding principles are the following:

(1) Human Rights and Dignity – all human beings, including people who use illicit drugs,
are born free and equal in rights and dignity;
(2) Empowerment – enabling the barangays and communities to combat drug crisis
through organizational and capacity development interventions;
(3) Community Participation – maximizing the potentials of the people in combating drug
crisis through their active participation in BADAC Auxiliary Teams and House Clusters;
(4) Gender Responsive – being cognizant of the impacts of BDCP and BADAC interventions
and functions on the lives of women and girls in the communities;

(5) Child Protection – all activities of the BDCP and BADAC should not pose threat to
children’s lives. Barangays need to address the drug crisis, but not at the expense of
children’s rights;
(6) Community Resiliency – addressing the vulnerability of the barangays to drug abuse
by prioritizing effective rehabilitation and reintegration referral system; and
(7) Program Sustainability – ensuring that BDCP and BADAC operations are based on
effective plans and efficient fund utilization.

SECTION III – PROGRESS AND FUNCTIONALITY MONITORING

Having been acquainted with the core components and activities of the BDCP and the
BADACs, this section shall thoroughly discuss the processes and standards in monitoring the
progress of the BDCP and the functionality of the BADACs.

The discussion on these processes and standards is divided into three sub-parts:

 The first sub-part gives details on the compliance standards or measures that
barangays must comply with to ensure proper and effective implementation and
performance of the BDCP and the BADACs.
 The second sub-part provides the data management protocols and reporting systems
that are essential for tracking the progress of the BDCP and the functionality level of
the BADACs.
 The third sub-part provides the time frame and other practical considerations in
conducting progress and functionality monitoring.

A. COMPLIANCE STANDARDS

In brief, the intention of establishing compliance standards is to ensure and maximize the
awareness and efforts of all barangays in complying with laws, regulations and other
issuances anent the BDCP and the BADACs.

Notice that the items in the compliance standards, as enumerated below, are organized in a
manner that is consistent with the clustering of the foundational activities of the BDCP and
the BADACs.

Component 1: Organizational Development

1. The BADAC shall be organized with mandatory membership composed of ten (10)
members.8 The Punong Barangay shall be the BADAC Chairperson, while the Peace
and Order Committee Chair of the Sangguniang Barangay shall be the BADAC Vice-
Chairperson. The regular members of the BADAC shall be the:

a. Women and Family Committee Chair of the Sangguniang Barangay;


b. Barangay SK Chair;
c. Principal of any public elementary or secondary school in the barangay, or
his/her representative;
d. Barangay Chief Tanod;
e. At least two (2) representatives of NGOs or CSOs in the barangay;
f. Representative of a faith-based organization in the barangay; and
g. City/Municipal Chief of Police, or his/her representative, as the adviser.

2. As adviser, the City/Municipal Chief of Police, or his/her representative, shall actively
participate in the decision-making process and in all activities of the BADACs, ensuring
that they are compliant with the provisions of RA 9165 and other laws.

3. For the purpose of assessing the 2017 functionality of the BADACs, the BADACs shall
be composed of at least seven (7) of its mandatory members as provided in the earlier
Department Advisory issued on June 20, 2018 re: BADAC Assessment of Functionality.

4. The BADAC Committee on Operations shall be chaired by the Peace and Order
Committee Chairperson of the Sangguniang Barangay and its members shall be the
Barangay Chief Tanod and the BADAC Auxiliary Team (BAT).9 For barangays with more
than 2,000 population, the BAT must be composed of at least 25 members. However,
for barangays with below 2,000 population, the ratio will be one (1) BAT member per
80 residents.

5. The BADAC Committee on Advocacy shall be chaired by the Women and Family
Committee Chairperson of the Sangguniang Barangay. The other four (4) members
shall be the Barangay SK Chairperson, the school principal of a public elementary or
secondary school, or his/her representative, and the representatives of the NGO/CSO
and faith-based organization in the barangay.10

6. For the purpose of assessing the 2017 functionality of the BADACs, the Chair of Task
Force Youth Development (TFYD) may serve as regular member of the BADAC and the
BADAC Committee on Advocacy until such time that the Barangay SK Chairperson shall
have been duly elected and sworn into office.

7. Barangays without public schools in their territorial jurisdiction shall make a formal
request to the principal of a nearby public elementary or secondary school to serve as
regular member of their BADAC and BADAC Committee on Advocacy.

8. The Punong Barangays shall be required to attend at least one (1) capability
enhancement activity on strengthening BADACs and/or other relevant trainings. The
LGUs, through the CADAC/MADAC, are mandated to conduct capability enhancement
activities for its stakeholders, including of course the BADACs.11 Aside from the
CADAC/MADAC, other mandated agencies such as the PNP, DSWD, and DepEd are also
tasked to provide capability enhancement for the BADACs.12

9. The BADAC is also mandated to conduct consultative meetings with the stakeholders
at least once a month.13 By doing so, stakeholders of the barangay are assured of
getting heard and involved in the BDCP implementation and BADAC operations.

10. BADAC Consultative Meetings may be held at the same time as Barangay Assembly
Day and other barangay activities, as long as stakeholders are well-represented and
consulted.

11. Identification cards (IDs) may be issued to all BADAC members in compliance,
including the BADAC Auxiliary Team and Barangay House Clusters.14

Component 2: Citizens’ Participation and Capacity Development

1. The BADAC shall organize BADAC Auxiliary Teams (BATs) and orient them of their roles
and functions.15 The BATs shall serve as the support arm of the BADACs, with four (4)
primary functions: 16

a. To identify and report to the BADAC all the illegal drug activities in their
barangay;
b. To assist the BADAC in conducting advocacy and information campaigns;
c. To help the BADAC in the preparation and distribution of advocacy and
information materials; and
d. To take initiative in conducting neighborhood or community-based advocacy
and information campaigns.

2. Any person may volunteer for or get appointed by the BADAC as member of the BAT
provided that he/she:

a. Is a Filipino citizen and of legal age;


b. Is an actual resident for at least six (6) months of the barangay where he/she
is appointed;
c. Has good physical and mental health;
d. Is a person of good repute for probity and integrity; and
e. Has not been involved in any illegal drug activities and other crimes involving
moral turpitude.

3. For barangays with below 2,000 population, BAT shall be composed of one (1) member
in every 80 residents, whereas for barangays with more than 2,000 population, BAT
shall be composed of 25 members in every 2,000 residents.

4. BATs whose membership exceed five (5) members may opt to elect their team
coordinator, assistant coordinator and other officers to make their team more
functional and effective.

5. The BADAC must provide a roster of updated BADAC Auxiliary Team members,
attached to executive order or other similar issuances signed by the Punong Barangay.
This document shall be submitted to CADAC/MADAC copy furnished DILG
City/Municipal LGOOs or City Directors.

6. The BADAC is mandated to conduct orientation session or any capability enhancement


activity for its BAT members.17 This is to ensure that BAT members are equipped with
knowledge and skills necessary in performing their roles and functions.

7. Local PNP unit is also tasked to assist in the activation and strengthening of the BATs.
As such, they can also initiate orientation session or any capability enhancement
activity for the BAT members.18

8. The BADAC, in coordination with the local PNP unit, shall also take the lead in
organizing house clusters with designated cluster leaders.19 House Clusters refer to
the group or organization of houses located in a particular enclave within the territory
of the barangay, e.g. purok/sitio, block/phase, street, zone, subdivision, and
condominium.20 These examples are by no means exhaustive; the BADACs have the
prerogative to identify other enclaves within their barangays which may serve as the
unit of their house clusters. Therefore, number of house clusters in a barangay may
vary.

9. The Punong Barangay shall designate a cluster leader in every house cluster through
an executive order or other similar issuances.21

10. The Punong Barangay may also designate a person who volunteers to be a cluster
leader provided that he/she:

a. Is a Filipino citizen and of legal age;


b. Is an actual resident for at least six (6) months of the barangay where he/she
is appointed;
c. Has good physical and mental health;
d. Is a person of good repute for probity and integrity; and
e. Has not been involved in any illegal drug activities and other crimes involving
moral turpitude.

11. It is the primary duty of the cluster leaders to report to the BADAC Chairperson all
essential facts about any illegal drug activities occurring within their respective
clusters.22

12. Also, cluster leaders shall attend BADAC meetings, maintain or prepare list of
individuals or residents in every household within the assigned cluster, and perform
other functions as may be assigned by the BADAC Chairperson.23

13. The BADAC, in coordination with the local PNP unit, is mandated to give orientation
or any relevant training to all cluster leaders of the barangay, specifically on gathering
and reporting information about illegal drug activities occurring within their clusters.24

Component 3: Rehabilitation and Reintegration Referral System

Sub-component 3.1: Designation of Barangay Duty Officer and Establishment of Barangay


Rehabilitation Referral Desk

1. The BADAC, through the support of city/municipal health and social welfare and
development officers, shall ensure the establishment of Barangay Rehabilitation
Referral Desk.25

2. All Barangay Rehabilitation Referral Desks shall have Barangay Duty Officers,
preferably Barangay Health Workers.26

3. Other appointive desk/duty officers of the barangays, such as Violence against


Women (VAW) and Child Protection Desk Officers, may as well be designated as Duty
Officers for the Barangay Rehabilitation Referral Desks.

4. The Punong Barangay shall issue an executive order containing the names of
designated duty officers, and such shall be forwarded to DDB and DILG, through the
concerned C/M LGOO or CD, for records purposes.27

5. A Barangay Duty Officer is tasked to:

a. Properly document the whole process of voluntary surrender entered into by


any purported drug dependents residing in the barangay;28
b. Conduct an interview to solicit personal information from the surrenderer,
such as the name, address, contact number, religious affiliation and sex, and
such shall be recorded in the record book;29
c. Immediately inform the Punong Barangay in case the surrenderer is included
in the target list, wanted list and watch list personalities of law enforcement
agencies, such as but not limited to PDEA, PNP and NBI or if the surrenderer
has any other pending criminal case/s;30

d. Refer or endorse surrenderers to the CADAC/MADAC for proper screening and
assessment;31
e. Log and maintain a record book containing all personal information of
surrenderers;32
f. Ensure confidentiality of all information of surrenderers;33
g. Monitor the activities and progress of surrenders; and34
h. Perform other duties and functions as may be deemed necessary.35

6. Considering the arduous responsibilities of a duty officer, the Punong Barangay shall
designate at least two (2) Barangay Duty Officers and one must be a female duty
officer to comply with the generally accepted security and ethical standards.

7. The Barangays, with financial and technical support from higher ADACs and
competent authorities, may further enhance and clarify the duties, functions, and
matters concerning the compensation and other privileges of Barangay Duty Officers.

8. To ensure the effective performance of the Barangay Duty Officers, it is necessary for
them to attend at least one (1) relevant training organized by higher ADACs and/or
agencies such as the local health and social welfare and development offices.

9. All barangays shall have an actual desk or a table positioned within the barangay hall
premises, labelled as the Barangay Rehabilitation Referral Desk. Other existing desks
in the barangay such as the VAW and Child Protection Desk may also be designated
and utilized as the Barangay Rehabilitation Referral Desk as long as it has a visible,
clear labelling and confidentiality of records and data is maintained at all times.

Sub-component 3.2: Strengthening Rehabilitation Referral Activities

1. To ensure the proper and effective referral and monitoring of status of surrenderers,
the following activities shall be undertaken by the BADACs:

a. Submit updated number of surrenderers who surrendered through the


Barangay Duty Officers or other mandated agencies;36
b. Submit updated number of surrenderers who were referred to higher ADACs
and law enforcement agencies for assessment and verification;37
c. Submit updated number and status of surrenderers who were assessed and
enrolled in any community or center-based wellness and recovery intervention
program;38 and

d. Submit updated number of surrenderers who have completed prescribed
wellness and recovery interventions.39

2. Wellness and Recovery Intervention Program refers to general interventions,


community-based, health facility-based, and inpatient treatment and rehabilitation.40

3. A monitoring report on surrenderers, which is in a tabular form, shall be used to record


and consolidate the required data mentioned above and it shall be submitted to the
concerned C/M LGOO or CD by the Punong Barangay quarterly.

4. Drug-unaffected barangays shall likewise submit the monitoring report to the


concerned C/M LGOO or CD quarterly, indicating that there are no surrenderers or
drug dependents in their barangay.

Sub-component 3.3: Strengthening Support, Aftercare and Reintegration Activities

1. After the surrenderers/drug dependents have successfully completed prescribed


wellness and recovery interventions, they shall be enrolled to Community Support,
Aftercare and Reintegration (CSAR) Program or equivalent reintegration program. The
CSAR or its equivalent program shall focus on relapse reduction and reintegration of
the surrenderers/drug dependents into the community, and shall consists of medical
or dental, psychological and social services.41

2. All BADACs, regardless of the drug affectation status of their barangays, are mandated
to adopt a CSAR or any equivalent reintegration program in their BADPA. These
reintegration activities, e.g. sports, religious and social activities, livelihood projects,
counselling activities, and regular lectures, shall be implemented using the approved
general funds of the barangay.42

3. Higher ADACs are mandated to guide the BADACs in formulating barangay-level CSAR
Program or its equivalent.43 Thus, all Punong Barangays in a particular
city/municipality are enjoined to participate in any consultation or planning workshop
on reintegration program organized by the CADAC/MADACs.

4. In terms of monitoring the implementation of CSAR or any equivalent reintegration


program, all BADACs shall:

a. Submit its CSAR plan, or its equivalent, to CADAC/MADAC;


b. Submit updated number and status of surrenderers/drug dependents enrolled
in CSAR or any reintegration program; and

c. Submit updated number of surrenderers/drug dependents who have
completed the prescribed CSAR or any reintegration program interventions.

5. A monitoring report on CSAR or any equivalent reintegration program, which is in a


tabular form, shall be used to record and consolidate the required data mentioned
above and it shall be submitted to the concerned C/M LGOO or CD by the Punong
Barangay quarterly.

6. Drug-unaffected barangays shall likewise be obliged to submit the monitoring report


on CSAR or any equivalent reintegration program to the concerned C/M LGOO or CD
quarterly, indicating that there are no reported drug dependents in their barangay.

Sub-component 3.4: Strengthening Barangay Reporting Mechanisms

1. Over and above the referral and monitoring of status of drug surrenderers, it is the
duty of the BADACs to gather and update illegal drug-related activities in the
barangay.44 This function of the BADAC can be done by submitting updated
Consolidated Information Report (CIR) to CADAC/MADAC and local PNP unit
concerned.45

2. Consolidated Information Report shall refer to all information gathered from all
sources such as cluster leaders, barangay auxiliary team, and concerned citizens, on
any illegal drug activities occurring within the barangay. Thus, the CIR shall contain
detailed information of drug pushers/users, protectors, financiers, marijuana
cultivation sites, clandestine laboratory operations and other drug-related data.46

3. The CIR is subject to validation by the local PNP unit concerned, or other mandated
law enforcement agencies, and once validated shall be used as a basis for formulating
a watch list of drug personalities in every barangay.47

4. A summarized report of the CIR, in other words a report containing only numerical
figures of reported drug-related activities in the barangay, shall also be forwarded by
the Punong Barangay/BADAC Chairperson to the concerned C/M LGOO or CD, and the
latter shall forward the said report to the NBOO.

5. Drug-unaffected barangays shall also submit updated CIR, stating in the report that
there is absence of illegal drug-related activities in the barangay.

Component 4: Education and Advocacy

1. The BADACs, in coordination and collaboration with local institutions / organizations,


are mandated to plan, strategize, implement and evaluate programs and projects on
drug abuse prevention and reduction.48 These programs and projects shall include
information, education and communication (IEC) campaigns.49

2. IEC campaigns shall refer to broad range of activities that aim to capture the interest
and facilitate the awareness of residents on specific topics such as:

a. The adverse effects of the abuse and misuse of dangerous drugs on the person,
the family, the school and the community;50
b. The preventive measures against drug abuse;51
c. The health, socio-cultural, psychological, legal and economic dimensions and
implications of the drug problem;52
d. The interventions and services available for the treatment and rehabilitation
of drug dependents; and53
e. The misconceptions about the use of dangerous drugs.54

3. To effectively comply with this requirement, the BADACs shall be required to:

a. Organize or co-organize at least two (2) community-based IEC campaign


activities; and
b. Organize or co-organize at least one (1) school-based IEC campaign activity.

An “organizer” is an organization that solely plans and executes an activity, whereas a


“co-organizer” pertains to an organization that is in partnership with other
organizations or individuals in planning and executing an activity.

4. School-based IEC campaign activities shall refer to activities conducted in any formal,
non-formal, informal and indigenous learning centers located within or nearby the
barangay, in which participants are mainly the children and the youth in schools.

5. Community-based IEC campaign activities shall refer to activities conducted in public


places within the barangay. Public place shall include any road, street, park, plaza,
square, and/or any open space of public ownership where the people are allowed
access.55 Thus, these activities shall intend to engage the general public.

6. The BADACs are also tasked to ensure the active participation of the youth in
conducting IEC campaigns in the form of regular lectures, programs or fora on anti-
drug abuse.56 To this end, the BADACs shall encourage the Barangay SK or any youth
organization in their barangay to conduct IEC campaign activities.

7. As provided in Section 20 (c) of RA 10742 or the SK Reform Act of 2015, SK funds shall
prioritize youth development and empowerment programs and projects, and these
shall include drug abuse prevention and reduction.

8. Likewise, the BADACs shall encourage CSOs, e.g. non-government, faith-based and
people’s organizations, to conduct IEC campaign activities centered on drug abuse
prevention and reduction.

9. By virtue of Presidential Proclamation No. 264 dated June 1, 1998, the 26th day of June
of ever year has been declared as International Day against Drug Abuse and Illicit
Trafficking (IDADAIT). In observance of the IDADAIT, all LGUs are encouraged to
conduct relevant activities within their localities.

10. Pursuant to Presidential Proclamation No. 124 dated November 26, 2001, the third
week of November of every year has been declared as Drug Abuse Prevention and
Control (DAPC) Week. All LGUs are enjoined to initiate and participate in activities in
observance of DAPC Week.

11. The BADACs may opt to conduct school and/or community-based IEC campaign
activities during the IDADAIT and DAPC Week.

Component 5: Program Sustainability

1. The DILG, through the LGUs, shall ensure the sustainability of the implementation of
Barangay Drug Clearing Program.57

2. To ensure this, all barangays shall be required to submit the following documents
within ten (10) days from the approval of their annual budget of the following calendar
year:58

a. Approved and updated BADAC Plan of Action or BADPA;


b. Updated composition of their BADAC, including names of BADAC members;
and
c. The amount of budget allocated for their BADPA and other campaigns against
illegal drugs.

4. All BADACs are mandated to formulate their BADAC Plan of Action or BADPA. This shall
be adopted by the BADAC members and shall form part of the three-year and term-
based Barangay Peace and Order and Public Safety (BPOPS) Plan.59

5. The BADPA and BPOPS Plan may as well be formulated jointly by the members of the
BADAC and Barangay Peace and Order Council (BPOC). In effect, the integrated
BPOPS-BADPA plan shall be adopted by the BADAC and BPOC members through a joint
resolution.60

6. At least every semester, the BADPA and the BPOPS Plan may be subjected to review,
update and/or adjustment by the BADAC, BPOC and Sangguniang Barangay Members,
depending on the drug affectation status and overall peace and order situation of their
barangay.61

7. All Sangguniang Barangays are mandated to allocate and utilize funds from their
annual budget for the operationalization of their BADPA and other campaigns against
illegal drugs and drug abuse.62 The substantiality of such fund allocated by the
Sangguniang Barangay shall be determined by the concerned C/M LGOO or CD, in
consultation with the City/Municipal Chief of Police and local PDEA representative,
based on the “perceived needs” of their barangay.

8. “Perceived needs” may cover factors such as, but not limited to, the following:63

a. Considerable increase in the number of drug dependents in the area;


b. The rise in drug-related crime incidents as certified by the local PNP and/or
PDEA unit; and
c. The need for preventive and advocacy initiatives.

9. The BADACs shall submit their monthly accomplishment reports to CADAC/MADAC


not later than the 5th day of every month, copy furnished the concerned C/M LGOO or
CD.

10. They too shall consolidate their monthly accomplishment reports into an Annual
BADAC Accomplishment and Fund Utilization Report. This shall be submitted to
CADAC/MADAC on or before the 20th day of January in the ensuing year, copy
furnished the concerned C/M LGOO or CD.64

11. To closely monitor the implementation of their BADPA and other campaigns, all
BADACs shall conduct regular meetings at least once a month.65 These regular
meetings shall be referred to as the BADAC Monthly Meetings.

12. Aside from the BADAC Monthly Meetings, special meetings may also be called at any
time, either by the BADAC Chairperson on his/her own initiative, or by the BADAC
members and other concerned authorities at their request.66

13. Copies of their minutes of meeting shall be attached to their monthly accomplishment
reports, to be submitted to CADAC/MADAC not later than the 5th day of every month,
copy furnished the concerned C/M LGOO or CD.

Other Functions of BADAC

1. All BADACs are mandated to extend assistance to law enforcement agencies during
the conduct of anti-drug operations. Specifically, the Punong Barangay or any elected
barangay officials shall sign the inventory of seized illegal drugs and paraphernalia as
witness.67 If and when deemed necessary, they too shall appear before any court to
act as prosecution witness until the disposition of the case.

2. Also, every BADAC shall identify and designate its representative in the “Tokhang
Team” organized by their respective local PNP unit.68 BADACs should consult their
adviser to clarify and discuss the functions, activities and safeguards of the “Tokhang
Team”.

3. All BADACs shall ensure the safety and security of all residents during the conduct of
such operations.69

4. In aid of local legislation, the BADACs may recommend relevant local policy
interventions and legislative measures to the Sangguniang Barangay.70

5. File complaints for abatement of public nuisance with the City/Municipal


Administrative Boards against places or premises in their barangay used as sites of
unlawful activities as per RA 9165.71

B. DATA MANAGEMENT AND REPORTING PROTOCOLS

In monitoring the progress of the BDCP as well as the compliance and performance of the
BADACs, it is expected that large volume of data and information will be needed from the
barangays. Thus, it is important to establish data management and reporting protocols for us
to achieve the right kind, quality and quantity of data and information needed.

Provided that the management and reporting protocols were established, it is guaranteed
that all data and information adhere to the following standards:

 Accuracy – data and information are accurate if they provide the value, whether text
or numerical, being required for every key performance or functionality indicator.
 Completeness – data and information are complete if they contain the whole set of
elements or attributes being required.
 Timeliness – data and information are timely if they were submitted within the
required time frame of data submission.
 Integrity – data and information have integrity if they are consistently accurate and
complete through time, without being subjected to unauthorized access, deletion,
production, reproduction, modification and alteration.
 Verifiability – data and information are verifiable if they originate from authorized or
official sources who can provide firsthand knowledge or experience of the BADAC
activities.
 Effectiveness and efficiency – data and information are effective and efficient if they
possess integrity to generate analysis and results at a given time.

1. Data Gathering and Submission for Assessment

All data gathering activities are done deliberately at the community or barangay level. As
shown in Table 1 (Data Gathering and Points Distribution Matrix), every indicator
requires specific data which are mostly in the form of textual data. For instance, to
determine the compliance of BADAC with the required membership composition, they
need to submit the names, position, and relevant personal information of their members.

All these data can be captured by using the standard paper-based data capture forms or
DCFs. Through these forms, they not only ease the data recording process but also ensure
the accuracy, completeness and timeliness of the data. Below is the summarized
description of the purpose and usage of every DCF:

 BADAC Data Capture Form 1 – captures the names, position / designation, and
relevant personal information of the BADAC members, BADAC Auxiliary Team
members, House Cluster Leaders, and Barangay Duty Officers.

 BADAC Data Capture Form 2 – this shall be used to determine the frequency and
important details of any trainings, attended by and conducted for the Punong
Barangays, cluster leaders, BAT members and Barangay Duty Officers, all meant
for the enhancement of their knowledge and skills.

 BADAC Data Capture Form 3 – a two-page form used for capturing the regularity
and extent of various activities conducted by the BADACs, aimed at raising the
participation and awareness of the residents. These include the conduct of
Information, Education and Communication (IEC) campaign activities, consultative
meetings with stakeholders, and activities in observance of the IDADAIT and DAPC
Week.

 BADAC Data Capture Form 4 – this intends to determine the number of


surrenderers per semester (January-June and July-December), and to monitor the
number of those who have been referred, assessed, and have completed
prescribed Wellness and Recovery Program interventions, all within the 6-month
time frame. Counting shall restart at the onset of the new semester; meaning, the
data on those who surrendered in the previous semester shall no longer be
accounted in the next, regardless of whether they have been referred or assessed
in the following semester.

 BADAC Data Capture Form 5 – the purpose of this form is to monitor the number
of surrenderers who have been enrolled in and have completed the CSAR or any
equivalent reintegration program on a semestral basis. Similar to BADAC Data
Capture Form 4, data entry in this form restarts every semester so that data in the
preceding semester shall no longer be accounted in the ensuing semester.

 BADAC Data Capture Form 6 – this form is used on a quarterly basis and has dual
purpose. The first is to cross-check the drug affectation status of the barangays
and second is to monitor the regularity of their submission of consolidated
information report to CADAC / MADAC and law enforcement agencies.

These data capture forms shall be attached to what is called the “BADAC Self-Assessment
and Audit Form”.

This form, as its name suggests, is a tool where functionality indicators being assessed are
phrased into questions which are all answerable by yes or no. Except for negative or “no”
responses, each affirmative or “yes” response of the BADAC must be supported by
prescribed documents to be used as modes of verification (MOVs). Otherwise, responses
will be invalidated.

The BADAC Chairperson, or his/her duly authorized representative, shall submit the
accomplished and duly signed forms to the concerned City/Municipal LGOO or City
Director, arranged in the following order:

(1) Cover letter from the BADAC (template of this is provided in the Annexes);
(2) BADAC Self-Assessment and Audit Form;
(3) BADAC Data Capture Forms 1-6; and
(4) Duly signed documents as MOVs.

2. Data Validation and Points Distribution for Audit

Data validation activities are concentrated at the city/municipal level. In this phase, the
C/M LGOO or CD shall review and validate all the documents and data entries upon receipt
of the BADAC Assessment and Audit Form, DCFs and MOVs.

Should there be any issues, like missing documents, incorrect data entry, and the likes,
the C/M LGOO or CD shall immediately inform the concerned BADAC through a formal
communication. The BADAC, upon receipt of the communication, shall be given ten (10)
working days to respond or to comply with what is being requested. Otherwise, forms
with incomplete or incorrect documents or data shall be labelled as invalid.

Conversely, once all the forms, data entries and documents have been validated, the C/M
LGOO or CD shall allocate numerical points for each indicator. There is a specific column
in the BADAC Self-Assessment and Audit Form where numerical points earned by the
BADACs can be logged. To ensure precision, C/M LGOOs and CDs should refer to Table 1
(Data Gathering and Points Distribution Matrix) to determine how much numerical
points can be allocated for every indicator.

As soon as all indicators have been scored, the C/M LGOO or CD shall find the sum and
thereafter, indicate the corresponding BADAC Adjectival Rating based on the following
score ranges:

The C/M LGOO or CD shall write a formal communication to the BADACs, informing them
of the audit results. Upon receipt of the communication, the BADACs shall be given ten
(10) working days to review the result and raise contestations. If there will be no
contestations within the allotted ten working day period, data entries in all forms
including the results of the BADAC Functionality Audit shall now be consolidated.

3. Data Consolidation

To consolidate the BADAC Functionality Audit results manually, the C/M LGOOs and CDs
shall use the BADAC Consolidated Report Form. This form shall contain names of the
barangays with their corresponding total numerical points or scores and their BADAC
Adjectival Rating.

Once the form has been accomplished, and if there have been no contestations regarding
the results, the C/M LGOO or CD shall submit the CRF to their respective DILG BADAC
Provincial Focal Person, with the subject heading: [REGION Name/Number] <space>
[PROVINCE name] <space> [CITY/MUNICIPALITY name]”.

Upon the receipt of all CRFs from the cities/municipalities, the DILG BADAC Provincial
Focal Person shall consolidate all the results using the same form and this shall be
submitted to their respective DILG BADAC Regional Focal Person.

4. Data Encoding

The bulk of data encoding activities remains at the city/municipal level. Its purpose is to
effectively store all the required BADAC data in a database where data analysis and results
monitoring shall commence.

There shall be two ways of encoding the data: first is through the use of online Google
Spreadsheet, and second is through the BADAC Online Monitoring Portal, which will soon
be linked to the Integrated Drug Monitoring Reporting Information System (IDMRIS).

The online Google Spreadsheet shall be used only during the initial rollout of the BADAC
Functionality Audit, meaning only for this Year 2018. The NBOO shall email the online link
of the spreadsheet to all DILG provincial offices, or to the regional offices for HUCs, and
their focal persons shall forward the online link to the C/M LGOOs or CDs of their
component cities/municipalities.

The BADAC-BDCP Online Monitoring Portal, on the other hand, shall be launched and
rolled out in Year 2019. It is designed to efficiently store, process and consolidate BADAC
and BDCP-related data in such a way that it can automatically generate data analysis and
results, particularly on:

(1) The progress of the Barangay Drug Clearing Program implementation; and

(2) The level of organizational functionality of the Barangay Anti-Drug Abuse
Councils.

5. Data Analysis and Results Reporting

On top of NBOO’s task of submitting report on the results of BADAC and BDCP monitoring
activities is the data analysis. Briefly stated, data analysis shall focus on the following:

(1) Identification of the actual accomplishments of the BADACs vis-à-vis their


functions and the compliance standards;
(2) Determination of the attainment of BDCP and BADAC quality benchmarks and
KPIs;
(3) Identification of red flags in the course of BDCP implementation and BADAC
functionality;
(4) Enhancement and/or formulation of appropriate policy interventions and
measures;
(5) Complementation of funds allocated and utilized with the actual
accomplishments of the BADACs; and
(6) Harmonization of inter-agency strategic goals and interventions vis-à-vis the
strengthening of BDCP implementation and BADAC functionality.

As per DILG-DDB Joint Memorandum Circular No. 2018-01, all reports on the findings and
data analysis of the NBOO shall be directly forwarded to the Office of the Secretary of the
Interior and Local Government.

SECTION IV – THE BDCP AND BADAC EVALUATION


Monitoring activities are done to track whether BDCP activities and BADAC functions are
occurring and being performed as planned, while evaluation activities are undertaken
periodically to process the outcomes of and lessons learned from implementing such activities
and functions.

In the context of BDCP and BADAC, evaluation activities shall give weight to the Intermediate
Outcomes and Broader Goals outlined in the Theory of Change, and shall investigate five
general questions:

(1) Do functional BADACs contribute to the reduction of drug affectation?


(2) How effective were the referral system and awareness campaign activities in the
barangays?
(3) What were the good practices of the barangays that contributed to the success of their
BDCP and BADAC?
(4) What were the kinds of problems encountered in implementing the BDCP and the
BADACs?
(5) Was there adequate support from the National Government to the barangays?

Other evaluation questions can be raised since evaluation activities are conducted externally
and internally, qualitatively and quantitatively, and based on the time, technical knowledge,
resources and mandate that individuals or organizations might have.

Considering the context of what is being evaluated, it shall be instilled that evaluation
activities are both “knowledge-generating” and “capability-building”. Therefore, all BADACs
and the DILG should strive to constantly document all the lessons that are learned from the
actual experiences. These lessons learned might be associated with any of the following:

 Cross-cutting themes such as BDCP and local development, BADAC and good
governance, role of gender and culture in drug abuse, poverty and the drug problem,

drug rehabilitation and social inclusion, promotion of human rights amid drug clearing
operations, etc.;

 Technical knowledge on making grassroots advocacy and partnership more effective


and inclusive;

 Technical skills in conducting monitoring and evaluation activities more engaging and
participatory; and

 Lessons about sustainable community-based program planning and implementation.

These and other lessons learned may be presented and discussed through learning
workshops, group discussions, public dialogues and hearings, conferences, seminars,
trainings, policy discussions and lobbying, fora and symposia, among others. Thus, it is
important to always engage and collaborate with local citizens, local government officials,
organized local groups, researchers and the academe, and CSOs.

CONSTITUTION OF THE BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC) OF


BARANGAY SAN GAVINO, VICTORIA, TARLAC

Pursuant to DILG Memorandum Circulars Nos. 98-227, 99-226, 2001-90, 2003-131,


2004-07, 2012-094, 2015-63, DILG-DDB Joint Memorandum Circular No. 2018-01, and DDB
Board Regulation No. 3, series of 2017 all pertaining to the creation, reorganization,
strengthening and revitalization of local anti-drug abuse councils in all levels of the
government, the Barangay Anti-Drug Abuse Council (BADAC) of Barangay San Gavino,
Victoria, Tarlac, is hereby constituted as follows:

Section 1. Composition of the BADAC – The Barangay Anti-Drug Abuse Council


(BADAC) shall be composed of the following:

Section 2. Powers and Functions of the BADAC – The BADAC shall have the authority and
responsibility to perform the following:

1. Plan, strategize, implement and evaluate programs on drug abuse prevention in the
barangay;
2. Organize the BADAC Auxiliary Team and orient them of their roles and functions in
formulating a plan of action to address the drug problem;
3. Equip Barangay Tanods and BADAC Auxiliary Team on their roles and functions in the
campaign against street level illegal drug trade thru seminars or trainings;

4. Coordinate and collaborate with other institutions implementing programs and projects
on drug abuse prevention at the barangay level;
5. Conduct information, education and communication campaign activities on illegal drug
demand reduction;
6. Conduct regular and consultative meetings at least once a month and call for special
meetings with organizations in the barangay;
7. Strengthen the family in the barangay by promoting family affairs and conduct values
formation on parental care and guidance in coordination with other peoples’ organization
and concerned agencies;
8. Determine and maintain a record of the names and other personal information of actual
residents of the barangay, likewise, gather and update all drug related incidents and its
effects on the peace and order situation in the barangay including listings of suspected
drug users/dependents and pushers;
9. Identify drug affected house clusters, work places, streets, puroks and sitios where there
are violations of RA 9165 and immediately report the same to PNP or PDEA;
10. Conduct an inventory of drug personalities who were identified to be involved in illegal
drug activities and identify who were brought to both government and/or private
facility/center and community-based rehabilitation centers;
11. Refer suspected drug users and dependents who voluntarily surrendered to the barangay
duty officer to CADAC/MADAC for proper assessment
12. Conduct periodic monitoring of those undertaking facility/center and community-based
rehabilitation program;
13. Empower and encourage the community in reporting drug-related cases through an
award/commendation system;
14. Extend assistance to law enforcement agencies during the conduct of drug clearing
operations at the barangay level;
15. Enact local ordinances, policies and other legislative measures to support the barangay
drug clearing program;
16. Set quarterly targets to reduce level of drug affectation and ultimately, to achieve and
maintain drug-cleared status;
17. Submit monthly report to the CADAC/MADAC copy furnished DILG city/municipal field
office on the progress of the barangay drug clearing program;
18. Monitor the progress and disposition of drug-related cases filed with courts;
19. Ensure the safety of the community and extend such other necessary assistance to the
operating units during the conduct of anti-drug operations; and
20. Perform other related functions.

Section 3. Composition of the BADAC Auxiliary Team – The following shall be designated as

Section 4. Functions of BADAC Auxiliary Team – members of the BADAC Auxiliary Team shall
perform the following duties and responsibilities:

1. Identify and report to the BADAC suspected drug dependents, pushers, illegal drug
laboratories, and other illegal drug-related activities in their areas;
2. Assist in the conduct of information, education and communication campaign activities;
3. Help facilitate in the preparation and distribution information, education and
communication materials in collaboration with schools, neighborhood associations, etc.;
and
4. Initiate the conduct of neighborhood activities to prevent drug abuse in their area of
operation especially among children and youth.

Section 5. Organization of Barangay House Clusters – The organization of Barangay House


Cluster shall be based on the number of streets in the Barangay and the following shall be designated
as cluster leaders:

cluster;
3. Immediately inform or report to the BADAC any illegal drug-related activities or cases
occurring within the assigned cluster; and
4. Perform other duties as may be assigned by the Punong Barangay.

Section 7. Effectivity – this Order shall take effect immediately.
