CRITERIA
I. EFFICIENCY IN OPERATIONS
A). Observance of A.1.a) Recording of cases starts from the filing of the complaint. As soon as the complainant enters

The Lupon Secretary also maintains individual records of cases. Each folder contains file copies of
the complaint form, notices of hearings, summons wih officer’s return form, minutes of hearings
and others records while the case is in progress.

1.b) Sending of 1.b) As a matter of practice in the barangay, the complainant immediately received the Notice of

attributed to the skills and techniques of the mediator. This could also be attributed to the trust
and confidence of the people in the Barangay Justice System after the barangay is cleared from
the influence of the New Peoples’ Army in 2017.

The following are the practices and experiences of the Lupon Chairman;

1. Prior to the first confrontation of both parties in mediation proceedings, the Lupon Chairman
check the background of the complainant(s) and the respondent(s) and other information
and study the nature of the case. This technique helps the mediator in dealing with the
parties and in handling the case.
2. Some of the usual practices done during hearing/mediation;
- Prayer and brief introductory message of the Punong Barangay
- Reading of the complaint
- Presentation of the mediation/conciliation rules
- Both parties are given time to express their sentiments
- There were times that Ex-party dialogue or conference were considered best way to get
the bottom line of the problem

B.SYSTEMATIC The Lupon Secretary in her effort to keep a systematic maintenance of records established the following
MAINTENANCE practices and records management system in which records could be accessed in just two minutes.
OF RECORDS
1. Make sure that resources are available such as folders, Filling Cabinets and other Office Supplies
and Equipment.
2. Make sure that all KP Forms are property filled-up and signed.
3. Records of cases are filed in an individual folder numbered consecutively. Enclosed in these
folders are the complaint form, notices of hearing, summons, minutes of mediation/conciliation
proceedings and contact numbers of the complainant(s) and respondent(s), amicable settlement
agreements and other KP documents.
4. If cases were already disposed and recorded in the record book, the folders will be complied and
be kept in the cabinet and make sure that records be kept and preserved for 10 years.
5. Encoding of barangay cases in the computer (Computerized Records of Cases & Minutes)
6. For the year under review, the barangay has installed a software for the recording of cases

2. Minutes of the Lupon Meetings w/attendance sheets
3. Complete file of copies of reports submitted to the court and to the DILG.
All these records and files are kept in filling cabinets exclusively for KP use only.

II. EFFECTIVENESS IN SECURING THE SETTLEMENT OF INTERPERSONAL DISPUTE OBJECTIVE OF THE


KATARUNGANG PAMBARANGAY
A. Quantity of Settled For 2018, barangay Gubatan has a total of 25 cases filed before the Lupong Tagapamayapa.
Cases Against Filed In computing the percentage of settled cases wherein total number of cases settled over the
total number of cases filed, the Lupon Tagapamayapa of Gubatan got 100% cases settled. All
of the 25 cases filed before the Lupon were settled amicably during the first hearing in the
mediation proceedings.

This accomplishment is attributed to the skills and techniques of the Lupon Chairman in
mediating cases plus the innovative techniques practiced by the Lupon Tagapamayapa.

III.CREATIVITY AND RESOURCEFULNESS OF THE LUPONG TAGAPAMAYAPA


A. Settlement The following major techniques used by the Lupong Tagapamayapa of Barangay
Technique Gubatan are as follows:
1. Updated REGISTRY OF BARANGAY INHABITANTS
This helps in tracking location and checking backgrounds and status of the respondents
and complainants residing in the Barangay. The checking of background and status
helps the Lupong Tagapamayapa in dealing with the parties especially the manner of
approach during the confrontation thus make it easier to achieve the settlement
objectives. The system also helped in making follow-ups and in sending notices and
summons as well as compliance to amicable settlement agreements.
2. The Peace Advocates for Reforms (PARE)
This innovation was adopted by the Barangay which contributed much to the overall
success of the Lupong Tagapamayapa. The Sangguniang Barangay adopted this
program passing a Resolution recognizing the Peace
Advocates for Reforms (PARE). This group composed of individuals from different
sectors in the barangay did a great contribution in maintaining the peace and order and
in advocating the Barangay Justice System/Katarungang Pambarangay. This group has
the motto “Know, Believe and Practice”. They actively support all government programs
hence, bringing back the trust and confidence of the people to the government This
group also served as the balance equilibrium that the people opted to reject doctrines
against the government. People will now directly file cases in the Lupong Tagapamayapa
instead of bringing their disputes to the known “Kangaroo Court” thereby giving the
Barangay Justice System runs its wheels in this remote barangay. Consequently,
relationships among barangay folks are normally felt. Culture of fear has been
eradicated and their day to day dealings has been normalized. No more dislocations of
residents and progress is now taking place in the barangay with the presence and
support of the 71st Infantry Battalion PA and other law enforcement agencies.
