Certification of Smoke and heat control systems

General scope, limitations and aim of this guidance for notified bodies
This position paper contains guidance for notified bodies (NBs) involved in the attestation of
conformity of smoke and heat control systems according to the EN 12101 series of standards. The
purpose is to help NBs work equivalently and come to common judgments. This guidance contains
informative material (which NBs should or may follow) and/or normative guidance (which NBs shall
follow or at least work equivalently to as circumstances demand).

The primary document for NBs is the edition of the relevant harmonized standard that is currently
cited in the Official Journal of the EU to which the manufacturer works. This guidance is thought
necessary to provide clarity and completeness for NBs so that they can work equivalently. It
supplements and makes practical for NBs the EN 12101 series of harmonized standards,
approved Advisory Group guidance, and Standing Committee guidance in the form of GPs, which
also apply - unless otherwise explicitly stated in this guidance. This position paper should not
contradict nor extend the scope of the work and role of a NB, nor impose additional burdens on the
manufacturer, beyond those laid down in the CPD and the EN 12101 series of standards.

This guidance should be considered valid until the relevant standards are amended to include the
guidance (as thought fit by the CEN/TC); or until guidance from Commission, SCC or AG has
changed on relevant matters. Whereupon, the paper should be considered for withdrawal/revision
and be replaced by new guidance as necessary.

This position paper was considered approved in its original form by SG07 on 03 September 2008
and by Advisory Group on 24 January 2009, and in its revised form by SG07 on 13 July 2011 and
by Advisory Group on 22 January 2012.

This position paper was revised to add an additional question regarding EN 12101-2:2003.

1.1 Question 1

Is it acceptable to declare Aa (Aerodynamic area) as NPD (No Performance Declared)?

1.1.1 Answer to Question 1

Aa shall always be declared. NPD is not acceptable.

1.2 Question 2

How shall the two cases


• tested with and without side wind; or
• tested without side wind only i.e. for use in walls only

be made clear in the certificate and on the product (or accompanying documents)?

1.2.1 Answer to Question 2

The two cases


• Case 1: roof mounted ventilator, tested with and without side wind; and
• Case 2: wall mounted ventilator, tested without side wind only

have to be made clear in the certificate and on the product (or in the accompanying documents).

On the certificate (front page or following page; not in a document that is referenced only) the
following wording (or equivalent) shall appear:
• Case 1: “for roof mounting”;
• Case 2: “for wall mounting”.

and/or
• Case 1: “tested with and without side wind”;
• Case 2: “tested without side wind only i.e. for use in walls only”.

Similar information shall be provided on the product or in the accompanying documents.

2.1 Question 1

EN 12101-3 paragraph 4.1, requires that the manufacturer classifies the product as:
• Insulated or uninsulated
• Smoke reservoir or non smoke reservoir

The manufacturer's classification has influence on the testing (paragraph 6.3 and Annex C) and on
the use.

Shall all NBs give the information on these classifications on the certificate or is it only referenced in
the ITT?

2.1.1 Answer to Question 1

All NBs shall state all application classes (see EN 12101-3, clause 4.1) in the certificate.

2.2 Question 2

Are ventilators used in tunnels covered by EN 12101-3?

2.2.1 Answer to Question 2

Yes, the revision of EN 12101-3 will make that clear.

2.3 Question 3

Shall checks of the minimum clearance between the impeller and the casing be addressed in the
FPC?

2.3.1 Answer to Question 3

Yes. The measurement of the minimum clearance between the impeller and the casing shall be in
accordance with the information provided by the testing/notified laboratory in the test report to insure
that the ventilator works at high temperature.

3.1 Question

Can conformity assessment procedures for pressure differential systems as defined in EN 12101-6
be undertaken?

3.1.1 Answer

In paper CONSTRUCT 07/802, tabled at the 66th Standing Committee on Construction,


Commission Services recognized that the standard is written around the testing and assessment of
installed systems, and does not provide for CE marking of the kit as such. It is expected that its
citation as a harmonized standard will be withdrawn. It is recommended that NBs should advised
any potential clients of this situation.
