Construction Products Directive


The Directive of the Council of the European Community of 21 December 1988 (89/106/EEC)
on the approximation of laws, regulations and administrative provisions of the Member States
relating to construction products, in short Construction Products Directive, changed by Council
Directive 93/68/EEC of 22 July 1993, regulates the placing on the market and the free trade of
construction products. The purpose of this directive is to abolish trade barriers for construction
products on the European market and to create a uniform market for these products. In order to
guarantee this , the Construction Products Directive is based on the following four elements:

- A system of harmonized technical specifications,


- A harmonized system of conformity certification for the various products,
- Requirement specifications and tasks of notified certification bodies,
- CE marking of construction products.

EN 10025 (2004)
The basis for carrying out a CE conformity proof is, as described above, a harmonized Euro-
pean product specification. In the field of hot rolled structural steels for steelwork applications
this requirement is fulfilled by EN 10025 (2004).
EN 10025 (2004) consists of 6 parts:

- EN 10025-1: Hot rolled products of structural steels - Part 1: General technical delivery condi-
tions
- EN 10025-2: Hot rolled products of structural steels - Part 2: Technical delivery conditions for
unalloyed structural steels
- EN 10025-3: Hot rolled products of structural steels - Part 3: Technical delivery conditions for
normalized/normalized rolled weldable fine grain structural steels
- EN 10025-4: Hot rolled products of structural steels - Part 4: Technical delivery conditions for
thermomechanical rolled weldable fine grain structural steels
- EN 10025-5: Hot rolled products of structural steels - Part 5: Technical delivery conditions for
structural steels with improved atmospheric corrosion resistance
- EN 10025-6: Hot rolled products of structural steels - Part 6: Technical delivery conditions for
flat products of high yield strength structural steels in the quenched and tem-
pered condition

Evaluation of conformity and CE marking


For the steel grades mentioned in EN 10025 (2004) an evaluation of conformity and a CE mark-
ing can be carried according to the European Construction Products Directive. The steel grades
S185, E295, E335 and E360 according to EN 10025-2, however, are explicitly excluded from
such a proof of conformity.

On the part of the manufacturer of such steel products the following measures have to be taken
within the context of the declaration of conformity:

- Establishment of a factory production control by the manufacturer in order to monitor parame-
ters necessary for all the specified properties,
- Initial type testing of the construction product’s properties,
- Testing of samples taken by the manufacturer,
- Initial inspection of factory and factory product control under the responsibility of a notified
certification body,
- Continuous surveillance, assessment and approval of factory product control under the re-
sponsibility of a notified certification body

For steel products according to EN 10025 (2004), CE marking is possible after EN 10025 has
been published in the Official Journal of the European Union. Until 31 August 2006 existing
national regulations contradictory to the standard will have to be withdrawn and CE
marking for these products has to be implemented in every European country. Using con-
struction products which were produced and placed on the market prior to 31 August 2006 ac-
cording to former regulations , may still be possible for an extended period, depending on the
national regulations.

Steel grades that can be marked with CE


Dillinger Hütte GTS with its two factories Dillinger Hütte (Germany) and GTS Industries in Dun-
kirk (France) fulfils the above mentioned pre-requisites for marking steel grades according to
EN 10025 (2004) with a CE sign. This is summarised in the following table:

Marking in inspection certificates


Dillinger Hütte confirms the CE marking in the inspection certificates with the information neces-
sary according to Annex ZA of EN 10025-1. An example for this CE marking is given in the an-
nex.

Specifications when ordering


Dillinger Hütte can mark the above mentioned steel grades with a CE sign.

However products are only marked with a CE sign if this has explicitly been ordered.

Order examples:
S355J2+N according to EN 10025-2 (2004) + CE mark
S460ML according to EN 10025-4 (2004) + CE mark

Concerning steel products to be marked by the CE sign it has to be taken into consideration,
when choosing an inspection document, that, according to EN 10025-1, Annex B.3., all steel
grades with determined impact properties proven at a temperature below 0°C, or a determined
minimum yield strength higher than 355 MPa have at least to be documented with an inspection
certificate 3.1 according to EN 10204. This applies to all steel grades according to EN 10025-3,
EN 10025-4 and EN 10025-6 as well as the steel grades with the designation J2, K2, J2W and
K2W according to EN 10025-2 and EN 10025-5.

Example:
According to EN 10025-1 no test report 2.2 can be ordered for the steel grade S355J2+N ac-
cording to EN 10025-2 in the case of CE marking. In this case at least an inspection certificate
3.1 has to be specified.

National structural steelwork regulations


We do not exclude that specific national regulations may exist which can affect the application
of steel grades according to EN 10025 (2004) and the CE marking. Therefore, as far as the us-
ability of steel grades according to EN 10025 (2004) is concerned, national applicable rules also
have to be taken into consideration.
