ORDER:-

It has been brought to the notice of the Government that, Sri

S.Ramachandran, Assistant Registrar has issued a fraudulent letter to the
Judgment debtor in the name of Divisional Cooperative Officer, Chittoor
dismissing the E.P.No.20/2004-05 of Srirangampalle PACS, Gudipala Mandal
on 28.06.2008 even though the E.P. amount is pending. Further the District
Cooperative Officer has submitted draft article of charges against him and
accordingly charges were framed against him by the disciplinary authority in
the reference 1st cited. After Written Statement of Defence of Sri
S.Ramachandran, Assistant Registrar is received in the reference 2nd cited,
Inquiry Officer and presenting officer were appointed in the reference 3rd
cited, the Inquiry Officer has submitted his Inquiry Report in the reference
4th cited, stating that, the Charge framed against Sri S.Ramachandran,
Assistant Registrar was proved, as he had issued fraudulent letter in the
name of Smt. U.Vanaja, Divisional Coop. Officer, Chittoor to the Decree
holder i.e., Chief Executive Officer, Sreerangampalli PACS informing that due
to benefit of doubt to realize the EP amount (Principal), the EP bearing
No.20/2004-05 was dismissed. In the reference 5th cited, copy of the Inquiry
Report was forwarded to the charged officer for his further explanation and
charged officer has submitted his explanation in the reference 6th cited. The
Charged Officer was retired from the service on 31.07.2016.

2. Government, after careful examination of the explanation submitted

by the charged officer, have provisionally decided to impose a penalty of 5%
cut in pension permanently against Sri S.Ramachandran, Assistant Registrar
(Retd).

3. In the reference 8th cited, a Show Cause Notice has been issued to Sri
S.Ramachandran, Assistant Registrar (Retd.) directing him to show cause as
to why punishment of withholding of 5% cut in pension permanently should
not be imposed against him. In the reference 9th cited, the Charged Officer
has submitted his explanation.

4. Government after examination of the matter, have decided to confirm

the provisional decision to impose a penalty of 5% cut in pension
permanently against Sri S.Ramachandran, Assistant Registrar (Retd). O/o
the Sub-Divisional Cooperative Officer, Kuppam and sought for concurrence
of the Andhra Pradesh Public Service Commission vide reference 10th read
above. The Andhra Pradesh Public Service Commission in the reference 11th
read above, have agreed with the proposal of the Government.

5. Accordingly, Government, hereby order to impose a penalty of 5% cut

in pension permanently against Sri S.Ramachandran, Assistant Registrar
(Retd). O/o the Sub-Divisional Cooperative Officer, Kuppam (now Retired)
under Rule 9 of Andhra Pradesh Revised Pension Rules, 1980.

6. The Special Commissioner for Cooperation and Registrar of Cooperative

Societies, A.P., Guntur shall take necessary action accordingly.

7. The Service Register (three Bound Books) of Sri S.Ramachandran,

Assistant Registrar (Retd). O/o the Sub-Divisional Cooperative Officer,
Kuppam, is returned herewith to the Special Commissioner for Cooperation
and Registrar of Cooperative Societies, A.P., Guntur.
