1.0 SCOPE
This Technical Specification covers the general requirements for the design, materials,
fabrication, inspection, testing, packaging, personnel training, pre-operational testing and
commissioning of a new Desalination Plant for the Bayóvar Project available for sea
water treatment, with the capacity and characteristics indicated on the data sheets.
Work shall include the design of the complete package according to, but is not limited to,
the following items:
• Desalination unit.
• Pre-treatment system.
• Post treatment system.
• Main feed tank.
• Additives tanks
• Required pumps with electric motors
• Chemical dosing system
• All interconnection piping
• Control panels
• All instruments and control system for an automatic operation
• All safety devices
• Spare parts for 2 year operation.
The units shall be complete and ready for mounting and operation except for items listed
as exclusions in paragraph 1.2 of this specification.
The design and function of this equipments, components and accessories are Vendor’s
responsibility and design shall be for a minimum of 20 year life.
All construction material for this equipments, components and accessories shall be new,
of high quality, free of defects and shall be approved as standard for the intended service
and operating conditions and meet the requirements of both codes and standard
referenced in this specification, under paragraph 2.0.
Supplier’s Quality Assurance Program for the construction of the Desalination Plant shall
comply as a minimum with the requirements of chapter 6 of this specification (Inspection
and Testing).
• Structural foundation
• Electrical wiring and conduit external to the equipment.
• Walkways, platforms, stairways, and railings.
• External piping.
Design and construction shall conform to all codes, specification or standards referenced
in this document, its attachments, and procurement documents to the extent noted, the
Peruvians laws and norms shall be considered.
Applicable requirements of OSHA and MSHA shall apply unless otherwise noted.
The applicable sections of the latest issues of the following codes and standards form a
part of this specification:
In the event of differences between codes and/or standard, the most stringent code or
standard shall apply. Standards from other countries may be accepted subjected to
Purchaser approval. Vendor shall state this situation, together with his exception lists.
Any conflict between the documents and the Purchase Order document shall be referred
to the Purchaser for clarification before proceeding with the manufacturing of the affected
parts. Nevertheless, Vendor shall remain responsible for the supply and correct
operation of the Desalination Plant, under conditions stated herein.
The desalination plants will include all devices required to produce desalinated water,
including a chlorinating system for to produce drinkable water of a portion of desalinated
water.
Equipment capacity and operating data are indicated on the attached Data Sheets.
Vendor shall assume full coordination responsibility for the entire Desalination Plant with
your sub-suppliers.
The drinkable water quality shall be complying with “Ley General de Aguas del Peru DL
17752” for quality water for human consumption.
The equipment, frame, motor and anchors shall withstand seismic conditions specified in
Data Sheets of this technical specification.
Vibration level of the equipment shall be the minimum as possible. Vendor shall inform
about normal and critical vibration levels and supply drawings of suggested foundation or
slab.
Vendor shall deliver sufficient information for the design and calculations of the
foundations such as gravity centre position, static and dynamic vertical and horizontal
forces and moment etc.

The sea water characteristics and product water are showed in Append 1
The plant will be installed outdoor at 35 km to the sea coast. The sea water supply to
the plant will be from the reservoir tank PD-3000-01 and will be pumped to the tank inlet
plant. If same components of plant must be indoor, these components shall be located
in adapted container (by vendor).
The plant will included the needed related component such as pre treatment system,
chlorination and salinization system and any another components required for a properly
operation.
The desalination plant will be pre-assembled, skid mounted and on site will be mounted
on simple concrete foundations (by others) and served by common systems for seawater
feed, pretreatment system, electric power supply, product removal and brine disposal by
piping back to the dispose point.
The main vessels shall made of mild steel properly stiffened to withstand vacuum
conditions and painted with epoxy resin paint on both sides to ensure effective corrosion
resistance.
Pipes will be of material immune to corrosion, including seawater feed and brine.
Pump materials and characteristics are so selected as to ensure steady trouble free
operation and high efficiency performance.
All special tools required for assembly and disassembly of the plant shall be included in
the scope of supply.
4.4 Noise Level
Purchaser shall supply all distribution, motor starters, and power and control cables. The
Manufacturer shall indicate all requirements of control elements, interlocking, and others.
All electrical components shall be wired up to terminal strips located in junction boxes
with NEMA 4X type enclosure.
Vendor shall apply Instruments Requirements for Mechanical Equipment according with
Technical Specification Nº 2109-ET-0000-J-302.
Systems requiring protection shall be provided with suitable sensing devices to initiate
alarm and, when necessary, to provide automatic shut down to protect the equipment.
Controls furnished shall operate smoothly in both loaded and unloaded condition.
Vendor shall supply a local control panel with all status, alarms and all indication that
allow the operator and maintenance personnel to operate the plant. The Desalination
Plant must have the capacities of being operated and supervised remotely from a
centralized control room.
The supplier shall perform a seismic analysis of the Desalination Plant components.
The results of the calculations, including loads on the foundations, shall be submitted to
the Purchaser for information.
Equipment shall be completely shop assembled, tested and operated under no load
conditions at rated speed to ensure proper alignment and adequacy of all functional
parts.
All components shall be properly match marked. Items requiring precision alignment and
location shall be provided with a minimum of two (2) dowel pins or fitted bolts to ensure
proper alignment in the field.
The Purchaser or designated inspector reserves the right to witness all testing
procedures in the Vendor’s shop.
Vendor shall ensure that the required properties of the materials utilized in fabrication of
the plant are obtained.
Vendor’s purchase orders for materials shall include the requirements for certification of
all chemical and mechanical properties including through thickness tensile test results for
special steels, as specified. Purchaser shall have the right to review test reports.
Coupons of appropriate size of all castings, plates, etc., shall be kept for inspection by
the Purchaser or its representative.
Before delivery, the following inspection reports shall be indexed, bound and made
available for Purchaser’s.
All rotating elements and ancillary equipments shall be dimensionally checked upon
completion. All critical dimensions shall be checked including, as a minimum, overall
length, outside diameter, concentricity and squaring of all rotating elements.
Purchaser shall be notified of all dimensional differences from Vendor’s drawing that
could affect Buyer’s foundation or external connection designs.
Any major repairs performed after final thermal stress relief shall require thermal stress
relief at Vendor’s cost. Depths of repair exceeding 10 percent of section thickness or 10
mm shall be considered major repairs.
Test and quality controls mentioned above shall conform to a strict Quality Assurance
Program.
Elaboration of this program is Vendor responsibility and shall be included in the bid for
Purchaser’s evaluation.
6.4 Specifications and Data Requirements
The following specifications and data shall be reviewed and approved by the Purchaser
prior to fabrication:
Bidder shall supply all drawings and data listed in Bidders Drawing & Data Commitments
including P&ID’s, basic arrangement, loads on foundations, electrical and hydraulic
diagrams, operation and maintenance Manual in Spanish.
8.0 SHIPMENT
8.1 Each item shall be identified with a securely attached non-corrosive metal tag impression
stamped with the equipment No. and description with purchase order number.
8.2 All components that must be disassembled for shipment shall be properly matched
marked. Items requiring precision alignment and location shall be provided with a min. of
2 dowel pins of fitted bolts to assure proper alignment in the field.
8.3 Bidder shall adequately prepare all components for export shipment, recognizing the
requirements for inland transport, stevedore handling, and marine transport (if required).
Subassemblies shall be as large as transportation facilities will permit.
Vendor will train the technicians and mechanics designated by the Client in proper
operating and maintenance procedures, during the erection and commissioning period.
This program will enable them to become thoroughly familiar with the plant's inner works,
the function and design of each individual subsystem and with proven trouble-shooting
procedures.
Supplier shall guarantee that the equipments will operate in accordance with
requirements stated in this specification.
When the plant is operating at design conditions, and at a time agreeable to both
Supplier and Buyer, the Performance Guarantee test run shall be carried out for the
equipment. Duration of the test run for performance guarantee shall be a 48 hours
operation. The test shall be performed by qualified personnel.
Operating personnel and supporting materials, utilities, etc to assist in the performance
of the test work will be provided by buyer. All other costs for the test work, such as
contract cost of an approved testing laboratory, shall not be included in the Supplier’s
scope of supply.
In the event that the guaranteed figures are not met due to failure of the equipment,
Supplier shall be responsible for any corrective action necessary to bring the equipment
into compliance, and will be responsible for all Supplier’s costs for correction and all
vendor cost for correction and subsequent performance guarantee test runs until
compliance is achieved.

considered and/or filled out and returned with Vendor’s bid:
