1.0 PRELIMINARY PROJECT SCHEDULE

A standard Level 1 Project Schedule covering the remaining project phases,


FEED, Detailed Engineering, Procurement, Construction, Commissioning and
Start-up and Performance Test is attached.

The schedule reflects an estimate of the second stage of the overall project and
therefore depicts the activities for modifying the plant with the capability to
operate Case 1, Case 2, or Case 3, and is developed based on the modifications
specified in this Basic Engineering Package.

Although FEED work has commenced in parallel with the enclosed BEP work,
Lummus has no information on the actual FEED scope or duration. Therefore,
the schedule includes the FEED work. Adjustment for the ongoing FEED work
must be incorporated into future revision of this schedule.

The duration is 41 months, an increase from that shown in BEP-1. This is


primarily the result of the longer compressor deliveries after placement of
purchase order, 28 months, used here.

The detailed engineering duration of 18 months allows for all the activities
starting from kick-off and full review of the BEP documents to final issue of
electrical and instrumentation detailed design drawings. This duration allows
proper review and consultation by the ABB Lummus, the Technology Licensor, to
Petroquímica Morelos and the Detailed Engineering Contractor (DEC) as
specified in the execution plan. The initial phases concentrate on preparations of
column drawings to support the early procurement requirements and immediate
initiation of long lead items’ procurement cycles. Completion is driven by
development of Approved for Construction P&IDs, (based on receipt of supplier
data) and the subsequent piping designs and isometric issues to support spool
fabrication and delivery.

The critical path of the schedule (compressor delivery and installation) calls for
procurement related work to start essentially as soon as possible. Requisitions
for critical long lead equipment particularly the new Charge Gas Compressor and
the new Tertiary Refrigeration Compressor should be issued within first month of
the project and be completed by Month 3.

Purchase orders are placed for the new Charge Gas Compressor and the TR
Compressors as soon as possible, with all other long lead items including
cracking heater components, the new Cold Box, and new columns ordered by
end of Month 4.

Compressor suppliers are presently quoting typical lengthy fabrication and test
schedules of 28 months based on the current elevated word-wide large
centrifugal compressor demand. The new heater components can be delivered
over a 5 month period and completed 13 months from purchase order. The
delivery of the new Cold Box is estimated to be 14 months form purchase order.

The construction duration shown is approximately 20 months from mobilization


for foundation work and underground pipe installation to mechanical completion
of the pre-turnaround work. Completion is governed by the CGC and TR
Compressor deliveries, estimated here to be Project Month 28 and subsequent
final hook-up and instrumentation/ electrical checkout.

It might possible for PEMEX to negotiate a shorter compressor delivery time.


Also, with further study and optimization the EPC contractor should find ways to
propose a reduction in the construction duration, perhaps by mobilizing later and
increasing site manpower.

The execution strategy reflected by the schedule shows as much work as


possible done before turnaround. The major turnaround activities based on the
BEP are the retraying of the existing Ethylene Fractionator, and existing
Propylene Fractionator columns. Tight planning and organization should permit a
turnaround time of 2 months. This allows restart of the plant at end of Month 39.
Start-up and commissioning are allowed a 2-month duration, covering dry-out of
new cold systems, compressor run-ins, oil in, start-up, ramp up and achievement
of beneficial production. Again, depending on more detailed construction and
turnover planning, this should be considered conservative with a possible
reduction of 2 weeks maximum.

Preparations and completion of the unit performance tests is shown during


project month 41.
