I.

Essential qualifications for the post of PROFESSOR in Arts, Commerce, Humanities,


Law, Social Sciences, Sciences, Languages, Physical Education and Journalism &
Mass Communication.

A.
(i) An eminent scholar having a Ph.D degree in the concerned/allied/relevant discipline, and published
work of high quality, actively engaged in research with evidence of published work with, a minimum of
10 research publications in the peer-reviewed or UGC-listed journals and a total research score of 120
as per the criteria given in Appendix II, Table 2 of UGC Regulations, 2018. (Annexure-I)
(ii) A minimum of ten years of teaching experience in University/College as Assistant Professor/Associate
Professor/Professor, and /or research experience at equivalent level at the University/National Level
Institutions with evidence of having successfully guided doctoral candidate.
OR
B. An outstanding professional, having a Ph.D degree in the relevant/allied/applied disciplines, from any
academic institutions (not included in A above)/industry, who has made significant contribution to the
knowledge in the concerned/allied/relevant discipline, supported by documentary evidence provided
he/she has ten years’ experience.

II. Essential qualifications for the post of ASSOCIATE PROFESSOR in Arts,


Commerce, Humanities, Law, Social Sciences, Sciences, Languages, Physical
Education and Journalism & Mass Communication.

(i) A good academic record, with a Ph.D. Degree in the concerned/allied/relevant disciplines.
(ii) A Master’s Degree with at least 55% marks (or an equivalent grade in a point-scale, wherever the
grading system is followed).
(iii) A minimum of eight years of experience of teaching and /or research in an academic/research
position equivalent to that of Assistant Professor in a University, College or Accredited Research
Institution/industry with a minimum of seven publications in the peer-reviewed or UGC-listed
journals and a total research score of Seventy five (75) as per the criteria given in Appendix II, Table 2
of UGC Regulation, 2018. (Annexure-I)

A.
(i) A Master’s degree with 55% marks (or an equivalent grade in a point-scale wherever the grading
system is followed) in a concerned/relevant/allied subject from an Indian University, or an equivalent
degree from an accredited foreign University.
(ii) Beside fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test
(NET) conducted by the UGC or the CSIR, or a similar test accredited by the UGC, like SLET/SET
or who are or have been awarded a Ph.D. Degree in accordance with the University Grants
Commission (Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degree) Regulations,
2009 or 2016 and their amendments from time to time as the case may be exempted from
NET/SLET/SET:
Provided, the candidates registered for the Ph.D. Programme prior to July 11, 2009, shall be
governed by the provisions of the then existing Ordinances/Bye-laws/Regulations of the
Institution awarding the degree and such Ph.D. candidates shall be exempted from the requirement
of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent
positions in Universities/Colleges/Institutions subject to the fulfillment of the following
conditions:-
a) The Ph.D. degree of the candidate has been awarded in a regular mode;
b) The Ph.D. thesis has been evaluated by at least two external examiners;
c) An open Ph.D. viva voce of the candidate has been conducted;
d) The Candidate has published two research papers from his/her Ph.D. work, out of which at least
one is in a referred journal;
e) The candidate has presented at least two papers based on his/her Ph.D. work in
conferences/seminars sponsored/funded/supported by the UGC/ICSSR/CSIR or any similar
agency.
The fulfillment of these conditions is to be certified by the Registrar or the Dean(Academic Affairs) of the University concerned.
Note 1: NET/SLET/SET shall also not be required for such Masters Programmes in disciplines for
which NET/SLET/SET is not conducted by the UGC, CSIR or similar test accredited by the UGC,
like SLET/SET.
Note 2: The National Eligibility Test (NET) or an accredited test (State Level Eligibility Test
SLET/SET) shall remain the minimum eligibility for appointment of Assistant Professor and equivalent
positions wherever provided in UGC Regulations. Further, SLET/SET shall be valid as the minimum
eligibility for direct recruitment to Universities/Colleges/Institutions in the respective state only.
OR
B. The Ph.D. degree has been obtained from a foreign University/institution with a ranking among top
500 in the World University Ranking (at any time) by any one of the following:
(i) Quacquarelli Symonds (QS) (ii) the Times Higher Education (THE) or (iii) the Academic Ranking
of World Universities (ARWU) of the Shanghai Jiao Tong University (Shanghai).
Note: The Academic score as specified in Appendix II (Table 3A) of UGC Regulations, 2018 for
Universities shall be considered for short-listing of the candidates for interview only, and the
selections shall be based only on the performance in the interview. (Annexure-II)

V. NOTE
1 A relaxation of 5% shall be allowed at the Bachelor’s as well as at the Master’s level for the candidates belonging
to Scheduled Caste/Scheduled Tribe/Other Backward Classes (OBC)(Non-creamy Layer)/Differently abled ((a)
Blindness and low vision; (b) Deaf and Hard of hearing; (c) Locomotors disability including cerebral palsy,
leprosy cured, dwarfism, acid-attack victims and muscular dystrophy; (d) Autism, intellectual disability, specific
learning disability and mental illness; (e) Multiple disabilities from amongst persons under (a) to (d) including
deaf-blindness) for the purpose of eligibility and assessing good academic record for direct recruitment. The
eligibility marks of 55% marks (or an equivalent grade in a point scale wherever the grading system in followed)
and the relaxation of 5% to the categories mentioned above are permissible, based only on the qualifying marks
without including any grace mark procedure.
2 1. The applications form submitted through online mode is acceptable only.
2. It may be noted that separate applications and enclosures have to be submitted alongwith the
requisite online payment receipt for each Post Code.
3. Incomplete and Hand written application shall be rejected.
3 Allowances are admissible to the employees of the University as per the rules of the Government of India/UGC,
which may change from time to time.
4 (For Assistant Professor)
(a) Five non-compounded advance increments shall be admissible at the entry level of recruitment as Assistant
Professor to persons possessing the degrees of Ph.D. awarded in a relevant discipline by the University
following the process of admission, registration, course work and external evaluation as prescribed by the
UGC.
(b) M.Phil degree holders at the time of recruitment to the post of Assistant Professor shall be entitled to two
non-compounded advance increments.
(c) Those possessing Post-graduate degree in the professional course such as
LLM./M.Tech./M.Arch/M.E./M.V.Sc./M.D., etc. recognized by the relevant statutory body/ council, shall
also be entitled to two non-compounded advance increments at the entry level.
5 The qualifications and other conditions prescribed in the present advertisement are in accordance to the UGC
Regulations on Minimum Qualifications for Appointment of Teachers and other Academic Staff in
Universities and Colleges and Measures for the Maintenance of Standards in Higher Education 2018
(herein after referred to as UGC Regulations, 2018) issued in the year 2018 published in the Gazzette of India,
and are subject to any future regulations/norms, including amendments in the present regulations, stipulated by
the MHRD/UGC/AICTE applicable to such recruitments which may change from time to time. Accordingly,
for Faculty of Education, the norms/Regulations formulated in consultations with National Council of Teacher
Education shall apply. For Faculty of Pharmacy, the norms/ Regulations formulated in consultations with
Pharmacy Council of India shall apply.
6 PAYMENT OF APPLICATION FEE & SUBMISSION OF FILLED IN APPLICATIONS:
 Application Fee: Rs. 2,000/- for General, OBC, EWS category and Rs. 1,000/- for SC/ST/PWD
(Divyang)/Female candidates. Fee must be submitted through Online Mode i.e. SBI collect only.

After depositing the fee through SBI E-collect facility in the name of Central University of South Bihar take
3 (three) copies of print out and enclose them with the application form duly signed by the candidate. Please
remember to keep one copy for your record.
After submission of payment please mention the payment reference number and date to complete the form
submission.

7 Please write Name of the post with post code applied for with subject and specialization (if any), reserved post or
unreserved post, and applicant’s name with full postal address on the back of the online fee receipt without fail.
8 Candidates are required to upload the documents, Photograph, Signature etc. as per the size limit given
in online application form.
9 Attach a recent passport size colour photograph alongwith the hard copy of the printed application
form.
10 Enclose good quality self-attested (bearing full signature) photocopies of certificates / publications /pre-
prints/reprints etc., (please do not send any copy of the Book/s, however, the book/s should be produced at the
time of interview), with the application as proof of each information furnished there in. Please mention
'Annexure sl.no._____ ' (as mentioned/filled in the application) at the right top corner of each copy of the
certificate/document enclosed.
11 All papers/complete set of the application (including the enclosures) shall be tied with a strong thread at the left-
top portion properly.
12 Finally, send the Print Application in a good envelope [please write on the top-left side of the envelope the Post Code, Name
of the post with subject & specialization (if any), SC/ST/OBC/PWD/General/EWS etc.], so that it is received on or
before the last date given in the advertisement.
NOTE : In case the applicant is in service and delay is expected in forwarding of application through proper
channel, the applicant may submit Advance Copy of the application, with all enclosures along with, online fee
receipt. A Photostat copy of the online fee receipt must definitely be enclosed alongwith the original
application being sent through proper channel/employer. However, he must certainly produce
the ‘NOC’ before the test/interview.

VI. G E N E R A L INSTRUCTIONS:
1. Applicants are advised to submit separate applications against each post mentioning post code of the post
applied for, to the University well in advance, without waiting till last date, to avoid postal delay or any
other unforeseen problems. The University will not be responsible for any postal delay at any stage.
2. The University may offer lower post to a candidate, who may have applied for a higher post, in case the
Selection Committee recommends so.
3. Besides the appointment of faculty on regular basis, the advt. also includes invitation of proposal for
appointment on long term (up to 10 years as per attached letter of MHRD) on deputation basis and re-
employment of superannuated teacher on contract basis. Those especially eminent scholars serving or
retired who fulfil the requirements of specialization of a subject may also apply. The University also
reserves the right to identify such distinguished people for appointment on deputation/contract basis on
terms and conditions to be decided by the University as per norms. However, such appointment on long
term deputation/re-employment shall be only at the level of Professor and Associate Professor. The
provisions of long term is as per MHRD letter no. F.No.8-9/2008-TS.I, October 13, 2014.
4. It will be open to the University to consider, on its own, names of suitable candidates who might have not
applied. Candidate shall not claim it as a right.
5. The prescribed qualifications and experience are minimum and the mere fact that a candidate possesses the
same will not entitle him/her for being called for interview. The University reserves the right to restrict the
candidates to be called for interview to a reasonable number on the basis of academic score which may be
higher than the minimum prescribed as decided by duly constituted Screening Committee/s and approved by the Competent
Authority.
Call letters for attending interview will be sent only to the short-listed candidates by Speed Post/Registered
Post/Courier service/e-mail. No correspondence will be made with applicants who have not been short-
listed/not called for interview.
In case the University receives large number of applications for a particular post, the University in
such cases reserves the right to adopt stringent criteria for shortlisting candidates to be called for
interview either by conducting a written test or adopting a marking system as approved by
Competent Authority.
6. a) Reservations for SC, ST, OBC, EWS and Persons with Disabilities will be as per Government of India
norms as amended from time to time. Candidates applying for the Reserved Posts should clearly state to
which category they belong. They must also enclose a Certificate issued by Tahsildar/Mandal Revenue
Officer/ Equivalent authority as proof to this effect, without which the applications will not be
considered.
b) In case a candidate wants to claim benefits under the Persons with Disabilities category, the candidate’s
relevant disability should be not less than 40 per cent. Proof, to this effect, must be enclosed with the
application, without which the application will be treated as 'General (unreserved)'.
c) Candidate applying for the post(s) reserved for O.B.C., must submit an attested copy of caste certificate specifically
mentioning Creamy Layer-exclusion in the format prescribed by Govt. of India, issued by competent authority, vide
Column 3 of G.O.I. Deptt. of Personnel and Training O.M. No. 36012/22/93-Estt.(SCT) dated 8.9.1993 and
modified vide DOPT's O.M. No. 36033/3/2004-Estt.(Res) dated 9.3.2004, subsequently revised vide O.M.
No.36033/3/2004-Estt.(Res) dated 14.10.2008, without which applications will not be considered. The form of Caste
Certificate must be in the format as prescribed by the Govt. of India; otherwise the application will be summarily rejected
without further consideration.
d) Candidate applying for the post(s) reserved for E.W.S, must submit an attested copy of certificate in the format prescribed
by Govt. of India, issued by competent authority, vide Column 5 of G.O.I. Deptt. of Personnel and Training O.M. No.
36039/1/2019-Estt.(Res) dated 31.01.2019, without which applications will not be considered. The form of E.W.S
Certificate must be in the format as prescribed by the Govt. of India; otherwise the application will be summarily rejected
without further consideration.
e) Reservation guidelines of Govt. of India, if revised in future shall be applicable & implemented
accordingly.
7. The University reserves the right to relax any of the qualifications, experience, etc., in deserving cases in
respect of any post. Candidates shall not claim it as a right.

8. The number of vacancies of the posts indicated in this Employment Notification is tentative.
The University reserves the right to fill any consequential vacancies, and /or to increase/decrease the
number of posts and make appointments accordingly.
9. Selection will be made on the basis of candidates’ previous record and their performance in the interview.
The University may utilize seminar /colloquium/Lecture and/or any other mode as a supplementary
method in selection process.
10. Candidates already in service submitting Advance Copy of their application may kindly note that if the
original application through proper channel has not been received by the University by the last date
mentioned in the employment notification, the candidate/applicant will have to submit a
'NO OBJECTION CERTIFICATE' obtained from his/her employer to the University at the time of
interview, if he/she is called for test/interview.
11. Experience and qualifications will be reckoned as on the preceding-day to the last date of submission of
applications (not the date of publication of the employment notification). Good self-attested
photocopies of all certificates must be attached to the application:
12. Those who have joined / are joining the University service on or after 1st January, 2004 are covered under
new pension scheme introduced by the Government of India (Central Government).For those appointed
on deputation, the term of deputation shall be governed by GoI rules.
13. The University also reserves the right to select candidates with higher qualifications than what is specified
or to select candidates who have not applied for the posts or those with different specialization.
14. No application of probationer for employment in other institution shall be forwarded.
15. Canvassing or influencing in any form on behalf of the candidate will disqualify candidature. University
reserves the right to take appropriate action against uncalled for influence and threat.

16. Candidates should carefully read teaching/research requirements of the relevant discipline and apply only
if they have requisite qualifications and experience. However, those who do not meet the academic
standards and requirements should not apply for the sake of applying.
17. The candidates selected for appointment are expected to join within 30 days.
18. A candidate belonging to any reserved category who desires to be considered for any Unreserved
post also besides the posts under reserved category, will have to submit separate forms for
Unreserved posts and reserved posts.
19. In case of any inadvertent mistake in the process of selection which may be detected at any stage even
after the issuance of appointment letter, the University reserves right to modify/withdraw/cancel any
communication made to the candidate.
20. In case of any dispute/ambiguity that may occur in the process of selection, the decision of the University
shall be final.
21. The University shall have the right to withdraw the advertisement of a particular post(s) or complete
advertisement due to administrative reason(s).
22. In case of any dispute, any suit or legal proceedings against the University, the jurisdiction shall be
restricted to the High Court, Patna.
23. The printed copy of online filled application form, complete in all respects along with all enclosures and
fee receipt must reach The Assistant Registrar, Recruitment Cell, Central University of South Bihar,
SH – 7, Gaya Panchanpur Road, Village – Karhara, Post – Fatehpur, PS – Tekari, Gaya – 824 236
