MEMORANDUM OF AGREEMENT

SISTERHOOD ARRANGEMENT

KNOW ALL MEN BY THESE PRESENTS:

This Memorandum of Agreement (MOA) entered into this 20th day of March, 2019 in
the Municipality of Bagac, Bataan by and between:

REGIONAL PEACE AND ORDER COUNCIL-NATIONAL CAPITAL REGION,

represented herein by its Chairperson, HON. HERBERT CONSTANTINE M.
BAUTISTA, MNSA, who is duly authorized and hereinafter referred to as the
“RPOC-NCR”

-and-

REGIONAL PEACE AND ORDER COUNCIL-REGION 3, represented herein by

its Chairperson, HON. ALBERT S. GARCIA, who is duly authorized and
hereinafter referred to as the “RPOC-REGION 3”

WITNESSETH:

WHEREAS, one of the functions of the Regional Peace and Order Council (RPOC) is to
formulate plans and recommend such measures which will improve or enhance peace and order
and public safety in their respective areas of responsibility;

WHEREAS, the RPOC shall provide a forum for dialogue and deliberation of major issues
and concerns affecting peace, order and public safety nationwide;

WHEREAS, the RPOC shall formulate and adopt an effective mechanism for the
coordination, cooperation, and consultation involving the local executives, citizenry and law
enforcement agencies;

WHEREAS, there is a need to establish a sisterhood arrangement to foster

interoperability and develop understanding and friendship that will certainly redound for the
benefit and welfare of the two RPOCs;

NOW THEREFORE, for and in consideration of the foregoing premises, both parties to
this undertaking have agreed to the following:

1. To share information and best practices relative to the promotion of peace and order.

2. To assist one another in the pursuit of a peaceful community.

3. This Memorandum of Agreement shall take effect immediately upon approval by the
parties.
 IN WITNESS WHEREOF, the parties hereunto set their hands on the date and place
above written.
