1.0 INTRODUCTION
The intent of this specification is to establish acceptable durability and quality levels for the finish on

Navistar products and to define requirements and physical properties of the various materials used in
the painting operation.
2.0 SCOPE
The requirements described in this section are used in conjunction with the Property Requirements
indicated for each specific grade. MPAPS (CEMS) G-5 is divided into multiple parts as follows:
Paint Finishing Requirements - Outlines classes of finish for Navistar. It defines requirements and
describes physical properties, which govern durability, corrosion protection, and overall appearance
quality. It also outlines the procedure for specifying paint materials.
Topcoats - This part of the specification covers the requirements for topcoats used by the Company as
finish coatings on its products, as well as topcoats that are packaged and sold by the company for
service. The General Requirements described in this section are used in conjunction with the Property
Requirements indicated for each specific grade of topcoat to describe the complete requirements for
each grade. Film requirements for interior paints are detailed in MPAPS G-9009 Class IIIA. Refer to
the tables at the end of this specification for exterior property requirements and panel preparation:

Grade – 19HS Hi Solids TSA
Chassis and Miscellaneous Paints - This part of the specification covers the requirements for engine,
chassis, and miscellaneous paints. Heat resistant grades used as a finish coating on exhaust system
components are covered by MPAPS G-9009. Components purchased already painted are also covered
by MPAPS G-9009. Refer to the tables at the end of this specification for property requirements and
panel preparation:

Casting Sealers - This covers the requirements for paints/sealers used to seal steel, malleable, nodular,
and gray iron castings. This specification no longer covers materials for this purpose. Please see
MPAPS G-9009 for requirements.
Primers - This part of the specification covers the requirements for primers used with various topcoats.
Primed parts that are received as a finished part are covered by MPAPS G-9009. See the following
tables for property requirements and panel preparation:
Grade -54 Repair Primer
Grade -56 E-Coat Primer
Paints for Repair and Service - This part of the specification covers the requirements for materials
used in repair or refinishing. These materials are also for sale under the Navistar trademark. All paints
formulated to this part of the specification must be manufactured with compounds that are lead and
chrome free. Refer to the tables at the end of this specification for property requirements and panel
preparation:
Grade -61 Repair Paint, Pressurized Containers
Grade -62 Air Dry Paint for Refinishing, Repair
Engine Paints - This part of the specification covers the General Requirements for paints used by the
Company as a finish coating on engines and engine products. Refer to the tables at the end of this
specification for property requirements and panel preparation:
Grade –81W Waterborne Engine Paint
Pre-Treatment Systems – This covers the requirements for chemicals used to pre-treat metals and other
materials prior to priming or painting for production, service or repair.
Grade -100 Zinc Phosphate System
2.1 Restricted Chemical Substances
Effective January 1, 2007, all product supplied to the requirements of this specification must comply
with the requirements of the MPAPS B-50 specification. All paints formulated to this specification
must be manufactured with compounds that are lead and chrome free.

4.0 REQUIREMENTS
Requirements for materials purchased under this specification are detailed in the attached tables. The
latest test specification shall be used unless specifically otherwise specified.
4.1 Finish Requirements
Paint grades are classified by chemical composition, durability and application. The Class of finish for
specific products will be established by appropriate design engineering personnel in conjunction with
the Industrial Design and Materials Engineering Groups. This specification will form the basis for
uniform inspection standards for both manufactured and purchased parts. All materials utilized must
conform to the requirements for the appropriate Class and Grade for the finish specified. All deviations
from this specification must be approved by Materials Engineering.
This specification is not intended to limit or specify the metal pretreatment or painting process but note
that iron phosphate is not recommended for zinc- or aluminum-coated substrates. When a chemical
surface pretreatment is required, any process, such as zinc- or iron-phosphate, acid wash prime, or
conversion coating applied by spray, immersion, or steam cleaning, which results in finished parts
meeting the requirements of this specification, will be approved. However, all systems from new
vendors or deviations to this specification or changes in currently approved systems must be approved
by Materials Engineering.
All parts, whether painted by Navistar or purchased, will be finished with paints which meet all dry film
requirements of the MPAPS G-5 grade specified unless otherwise designated on the part drawing or
purchase order. The resultant coating must match the appropriate Navistar color standard as well as meet
all of the requirements for the appropriate finish classification as shown in MPAPS G-9009. See
MPAPS G-5 Appendix for conversion of old G-5 classes to MPAPS G-9009 classes.
4.2 Color, Gloss and Paint Classification
See MPAPS G-5 APPX for a detailed description of Paint classification with regard to color, gloss
and other paint features.
5.0 QUALITY
5.1 Finish Quality
All painted surfaces will be free from sags, runs, dirt, seediness, orange peel, dry spray, dents,
scratches, pits, gouges, and weld spatter when viewed with the unaided eye. The supplier should be
capable of providing statistical evidence that products supplied to the requirements of this
specification have been produced using manufacturing processes which are in statistical control and
are competent to meet the requirements of this specification. The purchaser may request results of the
supplier’s quality control tests on each shipment. See MPAPS G-9009 for finished part quality and
TMS-9557 for inspection requirements.
5.2 Paint Quality
All paints furnished under this specification will be formulated and manufactured with good paint practice to
comply with all applicable OSHA, FDA, and EPA regulations in addition to all details of the specification.
They will be free from foreign matter and relatively toxic materials unless details of such hazardous
materials are furnished in advance of qualification. Primers will not contain chlorinated hydrocarbon solvents
or possess an odor which is objectionable. Primers sprayed under normal conditions will atomize (break-up)
properly and build without “orange peel.” Grades -54, -55, and -56 primers will be compatible with zinc
coated steel.

6.0 QUALIFICATION
6.1 Paint and Finished Product Qualification
Production material can be furnished under this specification only after formal Engineering Qualification.
The Purchasing department will request Navistar Materials Engineering to issue an Engineering
Qualification to the supplier. Material submitted for qualification will be accompanied by a sample part,
detailed test information, and also certification that the material meets all requirements of this specification.
After the material has been tested by the approved facility, manufacturing plant trials will be conducted to
assure that the proposed material is compatible with production processes. On completion of these tests, all
departments involved will be notified that the material has been either qualified or rejected. Prior to regular
purchase, samples must be submitted for Manufacturing approval.
Material subsequently supplied to this specification will have the same formulation as the qualification
samples. No change in composition or method of manufacture will be permitted without approval of
Materials Engineering.
Note: Where there is no specific grade designation for a waterborne, powder coat, or other non-classified
paint, it may be qualified to the specification of the solvent system it replaces based on dry film
properties.
Production material received by the Plant will be examined for conformance to as much of the specification
as is practical. Properties most suitable for acceptance testing have been designated in the appropriate grade
sheets under “Property Requirements.” Failure to meet any requirement of this specification will be cause for
rejection.
6.1.1 Test Reporting
Material and processes submitted for approval to this specification shall include the following:
6.1.1.1 A detailed, signed test report documenting testing to this specification per MPAPS P-9543.
6.1.1.2 Test coupons or photographs showing failure modes for each destructive test that cannot be
adequately described or as requested.
6.1.1.3 The complete procedure used for preparing and curing materials for test, especially surface
preparation and condition of the test coupons.
6.1.1.4 Paint, substrate and any chemicals used for preparation.
6.2 Quality Control Plan
A Quality Control Plan for products supplied to the requirements of this specification will be
established by mutual agreement between NAVISTAR and the supplier. Unless specific exception is
noted, the following characteristics, where applicable*, shall be included in the plan as features for
management by statistical process control.** For finished film KCC requirements, see MPAPS
G-9009.

7.0 SOURCE APPROVAL AND QUALITY CONTROL
7.1 Supplier Requirements
All suppliers to NAVISTAR are required to be registered to ISO 9001 Quality System Requirements.
NAVISTAR will also accept TS-16949 registration as long as the supplier can also fulfill all AIAG
PPAP (Production Part Approval Process) documentation and approval requirements. Suppliers must

maintain their certification with an accredited registrar and must furnish copies of registration
certificates to their Corporate Buyer upon request.
7.2 Approval
Parts supplied against contracts or purchase orders citing this specification shall be equivalent in all
respects to those samples which were approved by the purchaser. No changes in formulation or
processing practices are permitted without approval. In the event that changes in material, properties,
processing practices, construction, color, or labeling of the product are required, the supplier shall
notify NAVISTAR Materials Engineering and Purchasing and Supplier Development of the proposed
change(s). Test data indicating conformance to all requirements of this specification, test samples,
and new or amended or updated Material Safety Data Sheet(s) (MSDS), in accordance with CFR Title
29, Part 1910 shall be submitted with the request for change.
7.3 Process Control
The supplier shall either perform and report results of tests on specific lots of parts produced using
ISO 9001 or TS-16949 guidelines, or provide statistical evidence of the lot having been produced in a
state of statistical control and with a process capable of providing all required properties. The part
supplier and the quality control manager of the using NAVISTAR plant may determine testing and
reporting requirements on specific products.
8.0 SHIPPING AND HANDLING

Shipping and identification shall be in accordance with NAVISTAR Manufacturing Standard MS-D-
13. Parts shall be packaged so as to avoid any damage in shipment detrimental to the appearance of
the part.
8.1 Shipping of Paint
Paints furnished for production to this specification except those in pressurized containers will be supplied in
208 liter (55 gallon) drums, unless otherwise specified. All materials furnished should comply with the
packing and identification procedures outlined in NAVISTAR Manufacturing Standard MS-D-13.
8.1.1 Each container, regardless of size, will be clearly marked with the following information:
Gross, Tare, and Net Weight Date of Manufacture Name of Supplier Paint Identification Number and
Color Name Destination (Navistar Plant) Purchase Order Number Batch Number Formulation Number
8.1.2 Production paints furnished in pressurized containers will contain a minimum of 340 g (12 ounces)
unless otherwise specified. Each container will be clearly marked with the following information:
Net Weight Date of Manufacture Navistar Part Number Paint Identification Number and Color Name
Propellant Type - Hydrocarbon Formulation Number or Code
8.1.3 Suppliers will qualify their products, containers, and packages for use in all states in addition to
meeting Interstate Commerce Commission regulations.
9.0 DESIGNATION ON DRAWINGS
On engineering drawings, Engineering generally specifies only the class of finish (ex: MPAPS G-9009 or
TMS-9009, Class II). The finish classification describes the durability, corrosion resistance, and appearance
requirements of the part or assembly. The customer or Sales/Marketing generally specifies the paint type and
color. It is the responsibility of the supplier or manufacturing to insure that the paint type selected is adequate
to meet the requirements of the finish classification.
Purchase Orders should include the NAVISTAR paint number which identifies color and grade of paint. The
desired viscosity range for engine and chassis paints should also be specified on the purchase order.

Top Coat Grade 17HS


1.0 APPLICATION
This specification covers a two-component, HAPS (hazardous air pollutants) compliant isocyanate activated acrylic urethane topcoat. This
is a high solids coating formulated to meet a 3.5 lb/gal maximum VOC when averaged across production usage of these enamels. It has a
nominal 250°F bake temperature.
2.0 SCOPE
This specification covers the as-received liquid properties (without activator) and the as-applied dry film property requirements of the
paint.

1.0 APPLICATION
This specification covers a base coat/urethane clear coat (BC/CC) system consisting of a one component, thermosetting acrylic base coat and a
two component, isocyanate activated, urethane clear coat. The clear coat is a high solids coating to meet a 3.5 lb/gal. maximum VOC. This
system is to be supplied at a ready-to-spray viscosity. This is a wet-on-wet system with a minimum 30 minute bake at a 200ºF part temperature.
2.0 SCOPE
This specification covers the as-received liquid and the as-applied dry film property requirements of the paint.

1.0 APPLICATION
This specification covers a one-component, thermosetting acrylic topcoat. This is a high solids coating to meet a 3.5 lb/gal. maximum VOC
when averaged across production usage of these topcoats. This topcoat is to be supplied at a ready-to-spray viscosity. It has a nominal 30-
minute, 250°F, bake temperature. All paints formulated to this specification must be made with compounds that are lead and chrome free.

Pre-Treat Grades 100


1.0 APPLICATION
This specification covers a zinc phosphate pretreat system used to prepare metal for priming and painting
by removing oils, soils and other contaminants from the surface; activate the metal surface to facilitate
dense crystal formation; convert the metal surface to a stable, non-metallic polycrystalline surface; and
seal areas of coating porosity to gain in corrosion inhibition under the paint film.
2.0 SCOPE
This specification covers the as-received material and the as-applied coating property requirements of the
chemicals.
3.0 PROPERTY REQUIREMENTS †
Grade 101 - Cleaner - Water based alkaline cleaner and surfactant that remove oils, soils, and other
contaminants; operated within the process parameters established by the material supplier.
Grade 103 - Conditioner – Water based conditioning rinse which promotes the formation of a fine,
dense, uniform zinc phosphate coating; operated within the process parameters established by the
material supplier.
Grade 105 - Zinc Phosphate – Water based zinc phosphate which converts the metal surface to a stable,
non-metallic polycrystalline surface; operated within the process parameters established by the material
supplier.
Grade 107 - Post Treatment – Chrome free water based post treatment which seals areas of coating
porosity and provide a slightly acidic surface; operated within the process parameters established by the
material supplier.
3.1 Liquid Property Requirements
Liquid property requirements are under development.
3.2 Dry Film Property Requirements †

APPENDIX - GENERAL INFORMATION

1.0 PAINT CLASSIFICATION


Paints are classified by use of designations for both appearance and grade, separated by a dash. Color
and gloss are specified in the appearance designation† with gloss being 83 min unless otherwise
indicated by a letter. Paint properties and special requirements are specified in the grade designation. A
typical paint identification number is shown by the following example below.

NOTE: when the first digit is zero and the second is a number other than zero, the second
digit will designate the color family. Example: 0311 Orange.
1.1 Color Requirement
This consists of one digit indicating the basic color and either three digits or a letter and two digits
indicating the serial number of the particular shade of the basic color.
1.2 Gloss Requirement
Minimum gloss requirements are indicated by suffix letters to the color number in the appearance
designation. No suffix will be used when full gloss is required or when specifying primers and casting
sealers.
1.3 Texture Requirement
When texturing is desired, the suffix “T” is added after the gloss indicator in the appearance
designation. Texturing always requires a gloss designation.
1.4 Grade Designation
The grade designation consists of two digits. A suffix is also occasionally used to indicate a special
requirement. For example: “-29T.” The “2” represents Part II, the “9” quality requirements of the paint,
and the “T” a special requirement (higher baking temperature).
When referring to a specific paint, such as on a purchase order, the complete appearance and grade
designation will be specified along with the color name. This will help avoid confusion.
