Barangay Police Attendance and Payroll System

Abstract
Barangay Police Attendance and Payroll System project is based on problems faced by
the barangay police personnel in many barangays in Bansud, Oriental Mindoro Philippines
especially in Barangay Salcedo. The barangay police personnel faces problems such as: how
many personnel showed up to work on a specific day of their duty. Who come on time and who
are late? Who are those personnel that are absent during their duty. Which barangay police
personnel is completed their duties hour?
A Barangay Police Attendance and Payroll System will be the best solution for the
problem. In order for these problems to be solved, all barangay police personnel will be
registered on database their information. It will provide easy online access to the barangay
police personnel that are currently at member of Barangay Salcedo- Police Station. The system
will provide quick and reliable access to the barangay police personnel information, their
attendance and their payroll also. The methodology used during the design and development of
the study was the System Development Life Cycle (SDLC).
The results of the development of the web-based system were attained after the
development method has been done. Evaluation form was used as an instrument in conducting
the system testing; the evaluation instrument contains questions that correspond to how the
system functions; the results in the evaluation of the system are high. The developed system
was evaluated functional, reliable, usable, and portable.

It was recommended that the system will be introduced to the Barangay Salcedo- Police
officers to have easy online access to their information, attendance and payroll.

Introduction

People have different personalities and work ethics .So in order to manage their
work efficiently and fairly, there has to be a system in place. Currently a manual system is used
in the Barangay Salcedo- Barangay Police Attendance and Payroll that will provide most of the
requirements for this project. The system used in Barangay Salcedo is based on trust the
Barangay Salcedo officers trusts the Barangay Police personnel. Although noble the Barangay
Salcedo officers has little it control over his Barangay Police personnel. In a manual system
data is stored in a cabinet. Files are thus often misplaced or lost. And at times is difficult to find
relevant files. Records for Barangay Police information are also not always filed correctly and
thus information is not organized and not easily accessible.
Barangay Police Attendance and Payroll System is created with the following
characteristics: it will be accessible on different computer platforms, enable adding or deleting,
editing, and searching through the data. System provides easy access to the barangay police
personnel and to their position who are currently member of Barangay Salcedo- Police Station
and to their monthly payroll. The system will provide quick and reliable access to barangay
police personnel information and their attendance if they are come on time or not. The system is
flexible for the reason that the admin can access barangay police personnel’ details wherever
he/she is by using this system. The system is secured in such a way that administrator is the
only one who has privileged to use all the functionality of the application and barangay police
personnel can only check her attendance either timing in or out.
The system improves the process and flow of the old system. The barangay police
personnel’s information are directly stored on the system database.

Objectives:

The general objective of this Barangay Police Attendance and Payroll System is to
makes the access of the administrators and other barangay police leaders to the attendance,
payroll and information of their personnel in an easy, efficient and accurate way.
Specifically, the objectives of this system is to implement it to the Barangay Salcedo-
Police Station to keep the records of the entire barangay police personnel who are currently
working and other important information and become a useful tool not only for the administrators
and other barangay police leaders in Barangay Salcedo.

Methodology
The study applied the development method of research which is the common
science research method. This includes development stage. Developmental research is a
systematic study of designing, developing, and evaluating instructional programs, processes,
and products that must meet criteria of internal consistency and effectiveness (Richey, 1994).

System Development Life Cycle


The development stage concerned the System Development Life Cycle(SDLC)
composed of planning, analysis, design, and implementation. SDLC is a process of gradual
refinement. The deliverables produced in the analysis phase provide a general idea what the
new system will do. These deliverables are used as input to the design phase, which then
refines them to produce a set of deliverables that describes in much more detailed terms exactly
how the system should be built. These deliverables in turn are used in the implementation
phase to guide the creation of the actual system. Each phase refines and elaborates on the
work done previously (Dennis, Wixom, and Roth-2012).

Planning. A preliminary investigation is done to evaluate an IT related problem in


Barangay Salcedo- Police Station.

Analysis. This phase involved fact-finding techniques such as verbal interview


and observation at Barangay Police Station. The secretary of the barangay has been
interviewed about keeping the records of the barangay police personnel, checking their
attendance and generating there payroll and pay slip. In addition, the secretary has been asked
about the existing problem in the process of keeping the records of the barangay police
personnel.
Design. A Web-based Barangay Police Attendance and Payroll System were
conceptualized by creating the logical and physical design of the system. A user interface was
designed including the identification of necessary outputs, input and processes to guarantee
functionality, reliability, security and usability resulting to a deliverable system design
specification.
Implementation. Barangay Police Attendance and Payroll System were
developed with the following procedures such as coding, testing, and documenting to achieve a
well-functioned system. Furthermore, this phase also includes a system assessment by the
respondents to evaluate, give comments and suggestions for the improvement of the system.

Statistical Tools

Statistics is used to organize and describe the result of the study. An average
weighted means was used as the statistical tool to measure the response of the
respondents, whether they are agreeing with a given statement or not. Likewise, a Likert
scale was used to interpret items in the evaluation sheet. The range and interpretation
of the five-point scale are shown in the table below.

The above table contains the four criteria such as functionality, reliability,
portability and usability with the Likert Scale of 5 – strongly agree, 4 – agree, 3 –
moderate agree, 2 – disagree, 1 – strongly disagree. Furthermore, the convenience
sampling technique was used because of its proximity to the respondents.

Sources of Data

The respondents were from PUP Bansud Campus composed of five (5) faculty
members and fifty (50) students. The first year and third year students were chosen as
the respondents of the web-based barangay police attendance and payroll system.
They were chosen because they have knowledge and enough understanding in
analyzing one system and its characteristics. As they also required creating, develop,
and submit simple application system and test its emergent properties after the end of
the class and served as a guide in doing so.
The procedures on how to use the system were discussed to the respondents
and gave an evaluation sheet for them to rate. The table below is the list of the
respondents of the study.

The study was conducted at Barangay Salcedo- Barangay Police Station, Salcedo,
Bansud, Oriental Mindoro.

Results and Discussion

Present system is manual. The Secretary of barangay has to write all the details of
attendance of all the Barangay Police personnel, there attendance and, payroll. The
organization keeps the document, source code and updates the information about barangay
police member’s details manually. There are few limitations of the manual system such as: it is
time consuming, it leads to error prone results, it lacks of data security, retrieval of data takes lot
of time and reports take time to produce.

Hence computerization of the existing system is proposed. The new system completely
removes all manual burdens and provide efficient on the entire system.

Design and Development of Barangay Police Attendance and Payroll System

User Interface: Barangay Police Attendance and Payroll is created using PHP
programming language (Hypertext Pre-processor). PHP programming language is belonging to
the .Net Framework family that is commonly used in developing any kind of the software
application.The system is develop using PHP,MySQL and Xampp enable to become a web
based system.
The system starts with logging into the system. The admin enters his or her username
and password. The input is authenticated by the system and when it’s been successfully
authenticated then the privileges are checked. The privileges are checked to ensure that the
right main page is shown for each user. This is because the administrator and the barangay
police personnel have different privileges to the application system. There will be two kinds of
users. They are barangay police personnel and administrators. Once barangay police personnel
are logged in, they are only able to view a message or notifications that they are already timed
in on the system. The only thing that barangay police personnel can do is to time in and time
out.

The index page will contain the time in and time out page for the Barangay Police
member of Barangay Salcedo who is already been added in the system. The users will select
either they will going to time in or time out and they will going to put also their id enable for the
system to recognize who is timing in and after the users click the sign in button the system will
notify them that they are already time in.

This is the log in page of the admin contains username and password only the admin
know the username and password of the admin account for the security purpose.

After the admin was log he/she will going to access the homepage the homepage contains
the menu bar for attendance that will link to attendance page, Barangay Police under this is the
list of the name of the Barangay police member and their schedule, deductions that will link to
the deductions page, positions which link to the positions page and payroll of the Barangay
police personnel in Barangay Salcedo-Barangay Police Station. It also includes dashboard for
the total number of personnel, summary percentage of late and on time, and daily records of
late and on time personnel according to their time schedule of duty. All of this link only the
admin can be able to add, edit, and delete data.

This is the attendance record of all the Barangay Police personnel’s where admin can
identify who personnel’s come on time and who are late. Admin can also edit and delete the
attendance records of the personnel’s.

This page contains the entire list of Barangay Police personnel’s where admin can edit and
delete the information of the personnel’s. Admin can also add new member including their
personal information.

it includes the time for time and time out.

This is the deductions page where the admin can be able to add, edit and delete different
deductions to the salary of the barangay police personnel.

print by the admin.

Database. The database used in Barangay Police Attendance and Payroll System is
MySQL. XAMPP (Apache, MySQL, PHP, and PERL) enable for the system to run locally.
Summary of Results

Below is the result of the evaluation conducted.

Based on the evaluation, the respondents agreed on the functionality with the average
mean of 4.70303, reliability with the average mean of 4.569697 and portability with the average
mean of 4.575758. The system is functional as it adds, edit, and view information of the
barangay police personnel. Moreover, respondents agreed on the usability of the system as it
run efficiently with the average mean of 4.69697, as a result, it promotes convenience and less
effort to the administrator in getting the information of the barangay police personnel.
After thorough analysis of the results of the system development, Barangay Police
Attendance and Payroll System it is found feasible to develop using the minimum software and
hardware requirements.

Conclusions

In traditional way keeping the personal’s information of the Barangay Police, there
attendance and payroll records is done manually. So, this system will be helpful tool in
Barangay Salcedo-Barangay Police Station for them to have a new easy way of checking
attendance, generating payroll, and keeping all the members personal information and all other
different activities within the organization.

Recommendations

Based on the findings, the system is recommended to be use by the Barangay Salcedo-
Barangay Police Station to further improve keeping the personal’s information of the Barangay
Police, there attendance and payroll records.
