A. Background
FEEO was existed since on 8th October 2008 in OE-CUSSE District (has cover four sub district in OE-
CUSSE) and others District In Timor Leste. It was existed from a reflection of Self Help Group was formed
since June 2005 with an achievements' of total 284 SHGs, but 164 SHGs had been dissolved and joint with
others NGO used different approaches so the rest are still need an enduring mentoring until creation group
federation or group association then cooperatives.
FEEO staff also has experienced working with International NGO and Agency and some organization on
how to organize community mobilization to improve the daily life through to savings and credit manner ties
for sustainable ways and promote community livelihood have commitment to help their house hold and
communities.
FEEO also existed s cause of that most the communities ‘target group are women they do daily
livelihoods are farmers, were still used traditional method, local varieties; depend on the chemical fertilizer
and pesticide that sell in the shops and expensive price. However, in OE-CUSSE District FEEO also found
that many women and children are most target of suffering from impact on climate change so there is need the
mitigation for climate change.
How ever FEEO still exist to linkage all groups (Vulnerability group in Violence against women & girls,
Child protection, diseases, etc) with all stakeholders at District an National level, among NGOs, INGOs,
Agencies and Government, trough to contribute for controlling the sustainable environment in promoting D-
light to decrease smoke and in specifics and fit on MDGs Program. Then also promote violence against
women and in justice for access to an economic. So this part of advocate for community getting access to all
rural development based on their needs covering geographic areas in the target area. And periodical, Assist
national sustainable environment to avoid women and children cannot suffer from any violence domestic,
diseases cause of habit of human been and environment pollution.
B. Program concentrate
a. General program review
So far FEEO has five programmers target area at:
1) Capacity building & Empowering
2) Economic and livelihood
3) Health care and sustainable environment
4) Gender mainstreaming and advocacy for violence against women and justice for accesses to
economy
5) Peace building creation (youths, elders and peace border)

E. Activity and Methods

Beneficiaries involved actively during program implementation with coordination by the focal points,
local authority (women groups, youths, Cefe aldeias, cefe do sucos, administrator of District and sub district
include others related stakeholders), community general participate and the component respective program
targeted.
Self resources improving project program this part of staff training and practical with the support from
NGO, partners before the program will implement, namely introduction and orientation program, objectives,
goals and sustainability.
In part of strengthening women small in business women entrepreneurs which promote women involve in
project infrastructure and local production trough to hand crafted, etc.
F. Sustainability and Commitment

Training, Advocacy, capacity building, women empowering, skills transfer and monitoring after the program
implementation was one part package of our commitment and sustainability program to avoid ignore project.
