I. INSTRUCTION TO BIDDERS
1. Scope of Bid
1.1 Madhya Pradesh State Agricultural Marketing Board (MP Mandi Board) has
decided to create a Post Harvest Banana Ripening facility at Burhanpur.
MPSAMB therefore shall float a tender on turnkey contract for providing
the facility.
1.2 The turnkey contract shall include Civil, Structural, Electrical, Refrigeration
etc. as specified in the Technical specification and BOQ of this tender
specification
MPSAMB shall provide a green field land for the contractor to provide
facility on turnkey basis.
The facility shall be equipped with standard but latest technology; the
technical specification in this regard shall not have any deviation which
shall be a cause for rejection.
2. INVITATION TO BIDDERS
2.2 The Bids shall be evaluated on the basis of the evaluation criteria set out in
this Tender document in order to identify the successful Bidder for the Post
Harvest Banana Ripening facility (hereinafter referred to as “Successful Bidder”).
The successful Bidder shall then have to enter into a Contractual Agreement with
MPSAMB and perform the obligations as stipulated therein, in respect of the Post
Harvest Banana Ripening facility.
2.3 Interested eligible bidders may obtain further information from MPSAMB
2.6 The MPSAMB shall not take the responsibility for any delay in receipt of the
bidding document if it is sent by post.
2.7 The bids shall be opened in the presence of those bidders or their authorized
representative who choose to attend at the office of the MPSAMB on the
specified date and time.
2.8 The MPSAMB at its sole discretion and without assigning any reason there of
reserves the right to accept and/or reject any or all bids. MPSAMB also does not
bind to accept the lowest bid.
3. ELIGIBLE BIDDERS
3.1 The eligibility criteria spelt out below is mandatory and the participating
bidders shall be a single Company / Firm meeting this requirement.
3.2 Any Company / Firm, which has earlier been barred by MPSAMB from
participating in any tender being undertaken by MPSAMB, shall not be eligible to
submit a Bid, if such bar subsists as on the Bid Due Date.
3.3 The Bidder should have manufacturing capability, project execution capability
for the Post Harvest Banana Ripening facility.
3.4 The Bidder shall have suitable qualified and experienced Personnel for the
successful completion of the contract. List of key officials with their qualifications
shall be submitted alongwith the bid.
3.5 Wherever required, the bidder shall have Registration / Licence for
undertaking electrical contracts. All other relevant registrations for statutory
purpose shall be held by the bidder.
3.6 The Bidder in past shall not have abandoned any work of Govt. of India or
Govt. of Madhypradesh / its Departments during the last 5 years.
The Bidder shall be fulfilling the following minimum eligibility criteria and shall
also submit documentary evidence in support of fulfillment of these criteria while
submitting the technical bids. Claim without documentary evidence shall not be
considered. Consortium / Joint Venture etc. in any form is not acceptable for

more than two members. The bidders shall meet the eligibility criteria by
themselves and the performance of Parent company / associate company shall
not be considered for this purpose. The eligibility criteria and documentary
evidence required are as follows:

3.10 The bidder shall submit all the supporting documents to substantiate the
Eligibility Criteria.
4. NUMBER OF BIDS
Each Bidder shall submit one (1) Bid only, in response to this Tender. Any Bidder
who submits more than one Bid, either individually or as a part of another
bidder, for the Post Harvest Banana Ripening facility shall be disqualified.
Multiple bids for the operation of the facility on lease basis shall also stand
disqualified.
5. VALIDITY OF BID
The Bid shall remain valid for a period of 90 days or such other extensions
agreed to by bidder till singing of contractual agreement. MPSAMB reserves the
right to reject any Bid, which does not meet this requirement.
7.1 Each Bid shall be accompanied by EMD of the value mentioned in the NIT.
7.2 The form of EMD shall be as mentioned in the NIT. In case of Bank
Guarantee, the format shall be as per Appendix
7.3 a. The EMD of every unsuccessful Bidder shall be returned within a period of
forty Five (45) days from the date of announcement of the Successful Bidder.
b. The EMD submitted by the Successful Bidder shall be released upon furnishing
of the Performance Security, amounting to 10% (Ten percent) of contract value
by way of an irrevocable Bank Guarantee, issued by a scheduled bank located in
India in favour of MPSAMB for due and punctual performance of the obligations
relating to the Post Harvest Banana Ripening facility.
a. If the Bidder withdraws its Bid during the interval between the Bid Due Date
and till the date of finalization of successful bidder (or the validity of the bid
whichever is earlier)
8.1 The Bid and all related correspondence and documents shall be in the English
language. For the purpose of interpretation and evaluation of the Bid, the English
language translation shall prevail.
8.2 The currency for the purpose of the Bid shall be the Indian Rupee (INR).
Any other form of currency shall be a cause for rejection of the Bid.
8.3 The Bidder shall provide all the information as per this Tender. MPSAMB
shall evaluate only those Bids that are received in the required format and are
complete in all respects. Each Bid shall comprise the following:
c. Annual Report with Audited Balance Sheet for the last three financial years
ending March 31st, 2011.
d. Proof of Eligibility in the format set out under “Eligibility Criteria” in the tender
with necessary documents as specified.
h. List of team members (experts) with their bio data & role to be played in the
project.
8.5.1 The Financial offer for the entire scope of work in the format as set out in
this tender shall be furnished.
The bidder shall submit Part I & Part II of their Bid in a separate sealed
envelope duly marked as Part I (Technical Bid) and Part II (Financial
Bid)
9. BID DUE DATE
9.1 Bids shall be submitted before Bid Due Date, in the manner and form as
detailed in this Tender. Bids submitted in any other form, shall not be accepted.
9.2 MSAMB may, in exceptional circumstances, and at its sole discretion, extend
the above Bid Due Date by issuing an Addendum.
9.3 If the bidder desires visiting the Post Harvest Banana Ripening facility Site for
ascertaining the location, surroundings, or any other matter considered relevant,
it shall be facilitated.
9.4 It shall be deemed that by submitting the Bid the Bidder has:
9.5 MPSAMB shall not be liable for any mistake or error on the part of the Bidder
in respect of the above.
9.6 At any time prior to the Bid Due Date, MPSAMB may, for any reason,
whether at its own initiative or in response to clarifications requested by any
Bidder, modify the Tender document by the issuance of Addenda.
10.2 MPSAMB reserves the right to reject any Bid not submitted in time and
which does not contain the information/documents as set out in this Tender
document.
10.3 To facilitate evaluation of Bids, MPSAMB may, at its sole discretion, seek
clarifications in writing from any Bidder regarding its Bid. The request for such
clarification or substantiation and the response shall be in writing or by facsimile.

No material change in the substance of the Bid shall be permitted by way of such
clarification/ substantiation.
10.5 Any conditional Bid shall be regarded as non-responsive and shall be liable
for rejection.
10.6 Bidder shall seek clarification, if required, in writing through email at least
ten days before the scheduled opening of the technical bid.
11. EVALUATION
11.1 The evaluation and comparison of the bid shall be done for the eligibility
criteria and for the technical aspects of the offer. The eligible bidders after the
evaluation shall be considered for the opening of the Financial Bid.
11.2 Technical Bid – PART I
11.2.1 The Part I Submission of the Bid shall first be checked for meeting Pre
Qualification eligibility such as eligibility conditions and completeness of tender
with reference to EMD, timeliness of submission etc. of the bidder.
a. which affects in any substantial way, the scope, quality, or performance of the
individual equipment of Post Harvest Banana Ripening facility, or its other
services OR
b. which limits in any substantial way, inconsistent with the Tender, MPSAMB’s
rights or the Bidder’s obligations under the Scope of Work, OR
c. which shall affect unfairly the competitive position of other Bidders presenting
substantially responsive Bids
11.2.2 Those meeting the Part-I eligibility and other tender requirements shall be
treated as eligible bidders for Part-II Financial Bid evaluation.
11.3 Financial Bid Evaluation: Part II Submission
11.3.1 Part II Submission of all the Bidders who’s Part I submission meets the
requirements and qualifies under the technical evaluation of the Tender shall be
taken up for Financial Bid evaluation. The Bidders shall be required to submit the
Financial Quote as per the Financial offer format as set out in this tender
document.
11.3.2 The total cost of the project including taxes, duties, any other expenses
quoted by the bidder shall be considered for Financial Bid evaluation.
12.1 WARRANTY
12.1.1 All goods or material shall be strictly in accordance with the specifications.
No deviation from such specifications of these conditions shall be made without
MPSAMB’S agreement in writing which must be obtained before any work against
the order is commenced. All materials furnished by the successful tenderer
pursuant to the order (irrespective of whether engineering/design or other
information has been furnished, reviewed or approved by MPSAMB) are
guaranteed to be of the best quality of their respective kinds (unless otherwise
specifically authorized in writing by MPSAMB) and shall be free from faulty
design. The goods/material used by the successful tenderer and its workmanship
should be of proven quality so as to fulfill in all respects the operating conditions
and other requirements specified in the order.
12.2 If any trouble or defect originating with the design, material, workmanship
etc. of any material arise within a time prior to 12 months from the date of
completion of work, the tenderer at his own expense shall make repairs /
replacement at site as may be necessary to permit the satisfactory functioning of
the system.
12.3 MPSAMB may at its option remove such defective material at the tenderers
expenses, if the tenderer does not act after being informed. The tenderer shall
make good the replacement in kind or cash.
12.4 In the event that the materials supplied do not meet the specifications
and/or are not in accordance with the drawings, data sheets and rectification is
required at site. MPSAMB shall inform the tenderer giving full details of
deficiencies so as to meet specifications.
13. TIME OF COMPLETION
13.1 – Total Completion period shall be 6 months form the date of release of
advance from MPSAMB. However bidder needs to submit the required documents
to enter in to agreement in minimum possible time.
13.2 - Please note that the TIME IS ESSENCE OF THE CONTRACT. In case of
delay in completion, maximum penalty shall be levied @ 0.25 % per week or
part thereof subject to maximum of 5% of the contract value at the discretion of
MPSAMB depending upon the gravity and magnitude of delay and reasons
thereof.
The terms of payment shall be as per the details given below. The payment shall
be released after verification & certification by the authorized representative of
MPSAMB/consultant.
16.1 Successful tenderer shall protect and fully indemnify MPSAMB from any
claims for infringement of patents, copy right, trade mark or the like.
16.2 Successful tenderer shall also protect and fully indemnify MPSAMB from any
claims from successful tenderer’s workmen/employees, their heirs, dependants,
representatives etc. or from any other persons(s) or bodies/companies etc. for
any act of commission or omission while executing the order.
18.1 MPSAMB may grant an extension of time limit set for the completion of the
work in case the timely completion of the work is delayed by force majeure
conditions i.e. beyond the contractor’s control, subject to what is stated in the
following sub-paragraphs and to the procedures detailed there in being followed.
Force majeure is defined as an event of effect that cannot reasonably be
anticipated, such as acts of God (like earthquakes, floods, storms etc.) and acts
of Govt., the direct and indirect consequences of wars (declared or undeclared),
hostilities, national emergencies, civil commotion and strikes (only those which
exceed a duration of ten continuous days). The successful tenderer’s right to an
extension of the time limit for completion of the work in above mentioned cases
only is subject to the following procedures :-
18.2 That within 10 days after the occurrence of a case of force majeure but
before the expiry of the stipulated date of completion, the seller informs
MPSAMB in writing that the successful tenderer considers himself entitled to an
extension of the time limit.
18.3 That the successful tenderer produces evidence of the date of occurrence
and the duration of the force majeure in an adequate manner by means of
documents drawn up by responsible authorities.
18.4 That the successful tenderer proves that the said conditions have actually
interfered with the carrying out of the contract.
18.5 That the successful tenderer proves that the delay occurred is not due to
their action or lack of action.
18.6 Apart from the extension of the time limit, force majeure does not entitle
the successful tenderer to any relaxation or to any compensation of damage or
loss suffered.
19.1 Except where otherwise provided for in the contract, all questions and
disputes relating to the meeting of the specifications, designs, drawings and
instructions herein before mentioned and to the quality of workmanship or
materials used on the work or as to any other question, claim, right, matter or
thing whatsoever in anyway arising out of or relating to the contract, designs,
drawings, specifications, estimates, instructions, orders or these conditions or
otherwise concerning the works or the execution or failure to execute the same
whether arising during the progress of the work or after the cancellation,
termination, completion or abandonment thereof shall be dealt with as
mentioned hereinafter
19.1.1 If the contractor considers any work demanded of him to be outside the
requirements of the contract, or disputes any drawings, record or decision given
in writing by the Project Implementation Officer / consultant appointed by
MPSAMB, MPSAMB on any matter in connection with or arising out of the
contract or carrying out of the work, to be unacceptable, he shall promptly within
15 days request the Project Implementation Officer / CONSULTANT in writing for
written instruction or decision. Thereupon, the Project Implementation Officer /
CONSULTANT shall give his written instructions or decision within a period of one
month from the receipt of the contractor’s letter.
19.1.2 If the Project Implementation Officer fails to give his instructions or
decision in writing within the aforesaid period or if the contractor is dissatisfied
with the instructions or decision of the Project Implementation Officer, the
contractor may, within 15 days of the receipt of Project Implementation Officer’s
decision, appeal to the Managing Director, MPSAMB, Bhopal, who shall afford an
opportunity to the contractor to be heard, if the latter so desires, and within 30
days of receipt of contractor’s appeal.
19.1.3 The contractor shall not have any lien on the site on the work in process
for his dues. In case of dispute of any nature the contractor should handover the
site/work in progress, if so directed to the party irrespective of pending
settlement of his dues so as to enable the party to get the work completed from
some other contractor of his choice.
20. LAWS GOVERNING THE CONTRACT
20.1 All questions, disputes or differences arising under the out of, or in
connection with the contract shall be referred Arbitration & concellation act 1996
and Managing Director MPSAMB shall be sole Arbitrator & his decision shall be
final & binding to both parties. Venue of Arbitration Shall be Bhopal and the
language of Arbitration shall be English.
21.1 Within 10 days of completion of the work, the successful tenderer shall
send information in writing to MPSAMB. Within 10 days of receipt of information
MPSAMB or his representative, & Project Consultant shall inspect the work and if
found satisfactory without any defect, issue a completion certificate.
23. The successful bidder shall be responsible for training of the working
personnel of MPSAMB or their representative for the operation and maintenance
of the entire plant for at least 14 days or more for Hand Holding till intricacies
regarding operation and maintenance are resolved.
2. Tender Document will be issued and received at the office of the undersigned as
per schedule hereunder.
iv) If EMD found proper, then Envelope II of the Technical Bid shall be
opened on 08.08.2012 at 15:00 hrs in the presence of the tenderers who
may like to be present there.
v) The price bid (Envelope-III) of qualified tenders shall be opened on
09.08.2012 at 15.00 hrs.
vi) A pre-bid conference shall be held in the office of the undersigned on
03.08.2012 and only those bidders who have purchased the Tender Form (of
which a proof must be submitted) shall be able to attend the meeting.
3. Mandi Board Reserves the right to reject any or all the tenders without assigning
any reason.
4. Other terms & conditions shall be applicable as per the detailed Tender
Document.

Appendix A
We (bank’s name and address) do hereby undertake to pay the amounts due
and payable under this Guarantee without any demur, merely on a demand from
the Government stating that the amount claimed is due by way of breach of
terms of the said contractor(s). Any such demand made on the Bank shall be
conclusive as regards the amount due and payable by the bank under this
Guarantee. However, our liability under this Guarantee shall be restricted to an
amount not exceeding Rs._________. We undertake to pay to the Government
any money so demanded not with standing any dispute or disputes raised by the
Contractor(s)/Suppliers(s) in any suit or proceeding pending before any Court or
Tribunal relating thereto our liability under this Bond shall be valid discharge of
our liability for payment there under and the Contractor(s)/ Supplier(s) shall
have no claim against us for making such payment.
We (bank’s name and address) further agree that the Guarantee herein
contained shall remain in full force and effect during the period that would be
taken for the performance of the said Agreement and that it shall continue to be
enforceable till all the dues of the Government under the said tender have been
fully paid and its claim satisfied or discharged or till the Government certifies that
the terms and conditions of the said tender have been fully and properly carried
out by the contractor(s) accordingly discharges this guarantee. Unless demand
or claim under this guarantee is made on us in writing on or before ________ we
shall be discharged from all liability under guarantee thereafter.
We (bank’s name and address) further agree with the Government that the
Government shall have the fullest liberty without our consent and without
affecting in any manner our obligations hereunder to vary any of the terms and
conditions of the said tender and we shall not be relieved from our liability by
reasons of any such variation or for any forbearance, act or omission on the part
of the Government or any indulgence by the Government to the said
Contractor(s) or for any such matter or thing whatsoever which under the law
relating to sureties would but for this provision, have effect of relieving us.
This Guarantee will not be discharged due to the change in the constitution of
the Bank or the Contractor(s)/Supplier(s).
We (bank’s name and address) lastly undertake not to revoke this Guarantee
during its currency except with the previous consent of the Government in
writing.

Appendix B
Whereas it has been stipulated in the said Order that the contractor shall furnish
a Bank Guarantee from a scheduled Bank for a sum towards the advance
payment of Rs.___________ (Rs.__________ only) made to the Contractor as
per agreed terms and conditions.
THEREFORE we affirm that we are the Guarantors and responsible to pay that on
behalf of the Contractor, upto a total of Rs.________ (Rs. _______ Only) on
your written demand stating that the Contractor has failed to fulfill his obligations
under the Contract.
After the expiry date i.e. _______, your rights under this guarantee shall be
forfeited and we shall be relieved and discharged from all liabilities under this
guarantee.

writing, from MPSAMB, on or before _________ us of the CONTRACTOR’s failure
leading to our liability hereunder.
TECHNICAL SPECIFICATIONS:
Technical Specification
2 The materials, goods and workmanship shall be of the best quality of their
respective kinds and those for which there is Indian standard or code of
practice shall comply therewith unless otherwise started. The descriptions of
material, goods and workmanship given in any one section or trade shall apply
throughout the specification unless otherwise described.
3 The contractor shall carry out every thing necessary for the proper execution of
the work whether or not shown on the drawing or described in specification,
provided same may reasonably be inferred there from.
5 The contractor shall get approval for the prepared program and progress in
conjunction with MPSAMB's officials / Consultant for timely completion of the
work and shall record progress there on through out the execution of the works.
6 The contractor shall provide at all times during the execution of works and
the defect liability period proper means of access, with ladders, gangways,
railings etc. and necessary attendance to move and adapt same as directed for
inspection or measurement of works by the MPSAMB
7 The contractor shall deliver to the MPSAMB the works progress report in
quadruplicate outlining.
A) Progress during the previous weekend.
B) Progress for the ensuring weekend covering the status of the drawing
material procurement , civil work, erection etc.
8 The basic prices of some materials and goods on which tender is based should
be given by the tenderer for the following items:
Cement (per MT)

Pre quoted GI Sheets (per SQ. M.)
These prices shall be inclusive of delivery to the site and shall be net in each case
after deducting all trade discounts, rebates, allowances, and cash discounts. Fluctuation
in price will be not be allowed in respect of labors, materials and goods. No escalation

in the rates quoted by Tenderer shall be entertained during the contract period on any
other account and any other item or materials, labors due to any other reason.
The contractor shall procure the materials and goods after the approval of samples from
MPSAMB official / Consultant.
3. All expenses in connection with the unloading, storing and return of goods and
materials shall be allowed by the Contractor. The Contractor shall provide and install all
necessary hoists, ladders, scaffolding, staging, tools, vehicles, and other plants
(mechanical and otherwise) and allow for altering, adapting and maintaining them as
necessary and eventually removing and making good.
10. The Contractor shall provide and maintain all necessary protective and safety
clothing's and equipments for operative and site staff.
11. The Contractor shall take dimensions from the existing premises and verify
all dimensions given on the drawings. He shall set out and level the works
and shall provide all instruments and attendance required by the MPSAMB /
Consultant for checking the work.
12. The contractor will be responsible for all payments due from him under :
i) Insurance for the workmen under workmen's compensation Act.
ii) Third party insurance.
iii) Contractor's all risk insurance.
iv) Any other insurance as may be required by Owner/ Architect/
Consultant.
v) Liability under employees’ state insurance act of Govt. of Madhypradesh.
vi) Taxes under works contract act of Govt. of Madhypradesh.
13. The Contractor shall allow for costs incurred by guarantee time.
14. The contractor shall keep all persons, including those employed by sub-contractor,
under control and within the boundaries of the site or area allocated to him. He shall be
responsible for the care of the work and/or existing premises generally until their
completion, including all work executed and material goods and plants deposited on site,
together with all risks arising from the weather, carelessness of work, people damage or
loss by theft or any other cases and shall make good at his own cost all such damages
or loss. The Contractor shall insure all tools brought to and deposited on the site
against loss or damages by fire.
15. Contractor shall protect and maintain public and private carriage ways, roads,
footpaths, pipes, gutters, service mains, cables, etc. and keep approach to
the site clear and make good or pay for the reinstatement of any damage
caused due to execution of the work.
16. The Contractor shall allow for all necessary watching for the security & safety
of the works and protection of the public. He shall provide and maintain at his own
cost all lights, guards, fencing and watching whenever and wherever necessary
or as required by the MPSAMB.

20. The Contractor shall provide proper sheds for the storage and protection of
materials, goods tools etc. and for the execution of work which may be prepared on site.
He shall provide proper sheds for work-people, sanitary accommodation for staff
(deodorise the ground after (removal), site office, washing facility etc. He shall allow for
paying all rates other charges which may be made by local or other authorities in
connection with temporary building erected for purpose of the contract.
21. The Contractor shall allow for forming access to and on the site with
necessary temporary roads, tracks, crossings etc. and for the removal and
reinforcement of fences, gates etc.
22. The Contractor shall cover up and protect the works from the weather and
suspend all operations during weather conditions which in the MPSAMB's/
Consultant opinion, would be detrimental to the works.
23. The contractor shall take down and clear away all plant and temporary work,
including sheds, sanitary accommodations, offices etc unless otherwise described and
make good. The contractor shall remove all existing rubbish and debris and surplus
materials from site as they accumulated from time to time and at completion, and
clean all surfaces, including those of the affected portions of the existing premises,
internally & externally, remove stains and tough up paint work and polished work and
leave the works clean and to the satisfaction of the MPSAMB at completion.
The MPSAMB does not bind himself to accept the lowest or any tender without assigning
any reasons thereof.
The technical specifications for civil work shall be as per PWD's Hand Book and as
referred and described in the schedule - B.
The following are the basic requirements for Banana Pack House

11.0 TR.
A) INSULATED PANELS
General:
The cold room and other controlled temperature areas shall be made of CAM LOCK PUF
panels for Pre cooling chamber- prefabricated; pre-engineered sandwich polyurethane
foam (PUF) insulation panel sandwiched between minimum 0.4mm thick precoated GI
sheet steel with continuous serrations on both the side for walls and ceiling in the
required thickness generally as per the specification provided below. The scope include
accessories like, anodized aluminum extruded angles, flashing ceiling support hardware,
if required, silicon sealants, in-situ foaming at the required place so as to have
appearance like modern cold rooms complex.
The ceiling and wall panels shall be self supported type. The complete cold room, as a
self supported module, shall be able to with stand wind velocity of minimum 125 km/hr.
The cold room shall be designed with suitable impact protection arrangement
considering the usage of pallet trucks/fork lift for material handling. The design of wall
panels shall be suitable for mounting the sliding up or side slide type motorized
insulated doors, air curtains and lighting fixtures. Although it is proposed to support the
service pipes, forced draft air coolers and cable trays for power cabling from the
structural members, partial support may at times be necessary for these items from the
walls/ ceiling and hence these may be designed accordingly. The Ripening room / Cold
storage PUF panels shall be of tight joint for no leakage. Panels shall be joined together
with heavy duty action panel fasteners sealed perfectly with suitable sealant and then
the joint shall be perfectly sealed with silicon sealant. This joining arrangement is
applicable for packing hall PUF panels also. The wall panels shall not buckle under the
operating weight of the same. Similarly, the ceiling panels should not sag under self-
weight as well as the weight of light fitting, etc. which are to be suspended from the
ceiling panels. Hygiene and Aesthetics of insulation is to be considered.

2. The quantities of insulated panels shall be worked out based on the site conditions
and the final joint measurement after completion of job shall be considered for
payment. The dimensions of the cold store doors/windows/cutouts shall be
deducted from the final measurements.
3. The bidder shall arrange for all the necessary tools and tackles for installation of
these insulated panels.
4. The bidder shall depute a qualified and experienced person with adequate skilled
and unskilled labours for carrying out the installation.
5. The bidder shall prepare a detailed and comprehensive supply and erection
schedule and submit for approval from the owner/consultant for the same.
6. The owner/consultant from time to time may issue written instructions, directions
and clarifications for the work in progress at site.
7. The bidder shall depute their senior person to attend the site meeting every week
and take necessary steps immediately for the decisions taken.
8. The bidder shall have to arrange on his own accommodation for his working team
at site.
9. The bidder shall have to abide by the statutory rules and regulations like labour
laws, factory acts, workmanship compensation act etc.
10. The owner or their representative shall visit the site for inspection of your work
any time during installation with or without prior intimation.
11. During installation, the bidder shall provide for usual safety precautions and shall
take out of comprehensive insurance policy for his workman against accidents.
12. The rate shall be quoted including supply, erection, commissioning and all
applicable taxes etc.
TECHNICAL SPECIFICATIONS OF FLOOR INSULATION FOR EACH CHAMBER:
The surface shall be cleaned thoroughly and applied one coat of salicot. Then with hot
bitumen one layer of bitumen sheet (tar felt) of thickness 3 mm thick or 200 micron PVC
Sheet shall be pasted with 200 mm overlapping on all the four walls.
Then install 60/80 mm, as the case may be, thick insulation of polyurethane of density
40 kg/m3 in two layers of 30/40 mm thick each with bitumen in two equal layers. Then
again put 3 mm thick bitumen sheet on the top with 100 mm overlapping on all sides.
TECHNICAL SPECIFICATIONS OF INSULATED DOORS:
Constructional Features:
The door shall be sliding type with imported compact hinges / sliding arrangement. It
shall be made of 60/80 mm, as the case may be, PUF insulation material with 40 kg per
cu. m. density cladded on both sides with 0.55 mm thick pre coated GI imported or
equivalent sheets. The hinges shall be sturdy and made of stainless steel of AISI 304
quality. The door shall have a heavy duty, compact and lockable latch made from AISI
304 quality stainless steel. It should have the radium indication and the facility to open
from inside. The shutter shall have dual gaskets with good quality material. The frame
shall be sturdy and suitable for installation with the insulated panels.
B) REFRIGERATION SYSTEM
The refrigeration system comprising compressor/condensing unit, air handler/air cooling
unit, receiver, and other accessories, piping, valves and fittings shall be used in the
chambers i.e. pre cooling, ripening and cold store for the respective functional
requirements basically for bananas and other vegetables.

The general technical specifications for the refrigeration systems and air
conditioning systems are given below:-
The refrigeration system for each chamber shall basically comprise the Following
a) Compressor:
- The compressor shall be imported reciprocating / Scroll, hermetically sealed,
suitable for R 134a/ R 404a/ other CFC Free and the capacity shall be as
per above the refrigeration system requirements.
- The motor shall be induction type air/gas cooled suitable for operation on 415
Volts, 3 phase, 50 Hz, AC power supply. The compressor cylinder and head may
be gas cooled.
- The compressor shall be complete with cylinder liners, pistons, oil pump, crank
shaft, connecting rod, bearing, casing, safety valves and all other accessories
recommended by the manufacturer to run efficiently.
- All safety devices against high pressure, low pressure and low oil pressure shall
be provided with the compressor.
- The compressor shall be provided with oil charging port and oil drain plug.
- The compressor shall be provided with the following accessories –
i) Crank case heater
ii) Magnetic oil plug
iii) Suction gas strainer
iv) Mufflers
v) Suction and discharge shut off valves
- The following minimum controls and interlocks shall be provided with
the compressor.
i) ON/OFF delay timer
ii) Interlock with liquid line solenoid valves
iii) Interlock with crank case heater
iv) All other safety inter locks
- The bidder MUST submit the detailed technical bulletin including power
requirement of the compressor along with offer for the model quoted by them.
v. Cooling coil:
The cooling coil shall be suitable for the refrigeration load as specified in the schedule
for the room temperature to be maintained at 100C as design temperature and the
evaporation temperature of 7 0 C. The coil shall be fabricated from 5/8” o.d. seamless
copper tubes conforming to standard BS 2017 expanded into aluminum fins @ 6 fins
per inch. The length of the coil shall be worked out for the TD (Temperature difference
between return air and refrigerant) of 30C at coil. The total length of coil shall be
indicated in the offer. The casing shall be fabricated from 16 gauge GI sheet and shall
be easily removable type. Drain tray shall be fabricated from 16 gauges GI sheet and
shall be fully reversible type i.e. drain to be centrally located at one end of the tray and
can be positioned at either end. The tray slope shall be sufficient so that the water is
completely drained.
b) Fan Section:
The fans shall be axial flow type mounted on the top of the coil and having front air
discharge. The capacity of the fans shall be minimum suitable for the duties specified in
the technical specifications at external static pressure of 30 mm water column
Refrigerant Piping:
a) Refrigerant piping shall be either of seamless copper tube (IS-5493 or ANSI B 31,5
Type L) shall be of either forged brass or wrought copper.
b) Refrigerant piping shall consist of the following & shall be complete with all
Accessories specified herein.
- Condenser drains lines.
- Liquid lines.
- Suction gas lines.
c) The hot gas discharge line shall be designed to limit the pressure drop corresponding
to 2 deg. F change in saturated condensing temperature.
d) The suction gas line shall be designed to limit the pressure drop corresponding
to 2 deg. F change in saturated evaporating temperature. The velocity of gas in the
vertical & horizontal lengths of the suction gas lines, shall be high enough to ensure
oil return to the compressor. Vertical risers shall be sized for part load minimum
tonnage & minimum velocity shall be determined at this condition. The maximum
velocity occurring at full load shall be limited to prevent excessive noise and vibration.
e) Liquid lines and condenser drain line shall be sized to limit the pressure drop
corresponding to a total of 1-2 deg. F. change in saturation temperatures of the
refrigerant. The velocity should be kept low enough to prevent the possibility of liquid
hammer.
f) Instrument piping for gauges, switches etc, shall be copper only.
g) Spacing and location of hangers shall conform to preferred engineering practice.
h) All horizontal lines shall be pitched with a slope of 10 mm for every 3m in the
direction of refrigerant flow.
Refrigerant Service Valves:
a) All valves as may be applicable shall have forged brass (pack less) up to 25mm
and forged brass or steel above 25mm (packed and back seated) with flange
connection or seat connection for welding or brazing to pipe. For copper pipes size
5/8” and below, flare connection will be acceptable.
b) It is preferable to have the valve stems of rising stem inside screw type. The valve
body and bonnet connection shall have bolted or welded connections.
c) Gland packing for the valves shall be of Teflon material. The construction of the
discs of the valve shall be either globe or angle type. The valve seat shall have
white metal lining or any equivalent soft replaceable lining. Valves shall be supplied
with seal supplied with seal caps to protect the valve stems from air, water and
other corrosive factor.
d) Valves shall be of tested quality, leak tightness of the valves shall be tested at
minimum 1-5 times the design pressure for the system.
Liquid Line Solenoid Valves:
a) The liquid lines solenoid valve shall be direct acting two-way normally closed type.
The solenoid valve shall be provided with a manual lift arrangement to hold the
solenoid valve open during initial evacuation or pump down for service. The makes
of the valves shall be imported Danfoss / Sporlan / Alcov / or any equivalent make.
b) The valve should be of tested quality capable of withstanding an external leakage
test pressure of not less than 1.5 times the Safe working pressure with the valve in
open position and the outlet closed.
Refrigerant Filter cum Drier:
a) The refrigerant filter cum drier shall be partial flow, cartridge type drier. The
contactor shall select the drier with adequate water capacity to suit the system
requirement.
b) The refrigerant filter drier shall be provided with bypass and isolation valves to
facilitate removal of drier for cleaning, recharging and reinstalling without
interrupting the system operation.
c) In the cases of carbon steel refrigerant piping additionally a magnetic separator
shall be provided in the liquid line of the system.
Strainers:
a) A strainer shall be provided immediately ahead of the solenoid valve. The strainer
shall be an angle cartridge type. Strainer shall be of brass material complete with
bronze screen and permanent magnet.
b) Where the compressor supplied does not have a build-in suction strainer, a suction
strainer shall be installed immediately ahead of the compressor suction shut off
valve.
Thermostatic Expansion Valve:
a) Auto Thermostatic Expansion Valve (TEV) of suitable capacity shall be provided for
DX Coils of AHU. The TEV shall have an external Equalizer connection & be
provided with liquid charge external type remote bulb. The makes shall be
Imported of Danfoss / Sporlan / or equivalent.
b) The thermostatic expansion valve shall be of proven make as mentioned above &
be selected to match the DX coil and system pressure differential.
c) The TEV shall be adjustable over a superheat range of 0 to 250F and shall set at
site to the desired superheat.
d) The external remote bulb shall be properly clamped to the horizontal portion of
suction line near the evaporator outlet as per standard engineering practice, to
give a quick response at designed superheat conditions.
Sight Glass:
a) The sight glass shall be double port type with seal caps.
b) The sight glass shall be installed in the liquid line immediately ahead of the
thermostatic expansion valve to indicate condition of the liquid as it enters the
expansion valve.
Thermal Insulation:
a) The following length of refrigerant piping shall be insulated:

b) The refrigerant suction piping between the DX coil and compressor and between
the thermostatic expansion valve & DX coil shall be insulated with100 mm thick fire
resistant expanded polystyrene or equivalent flexible insulation material.
c) Moulded section shall be attached on piping & fittings with bitumen (85/25 or
85/40) or CPRX sticking compound or Shalimar Tar Products or approved
equivalent. Insulation clips shall be used as necessary.
d) Pipe work insulation shall be of the closed cell type suitable for an operating
temperature ranging from (-)40C to (+)1050C.
e) The thermal conductivity shall not exceed 0.0375 W/m2 0C at a mean temperature
of 210C. Average water absorption shall not exceed 1.7% by volume with 28 days
dimension and the density shall be approximately 90 kg/cu.m. The material shall
have vapour resistance throughout the wall thickness. The material shall be self-
extinguishing.
f) Extra insulation thickness shall be provided at pipe hangers and special care shall
be taken to seal the insulation and hanger member penetration and instruments
and accessories tapping.
g) Special care shall be taken to provide satisfactory insulation for valves, flange,
vessel connection etc. with proper facility for maintenance and inspection.
General Instructions For Piping Erection:
a) While erecting pipes, care shall be taken to check the accessibility of valves and
specialties and maintain minimum head room requirement and other necessary
clearance from the adjoining work areas.
b) Cleaning of pipes:
The copper pipes shall be properly cleaned prior to use in the system. The
following procedure is recommended.
i) A clean, lintels cloth should be drawn through the pipe to remove all coarse
particles of dirt and dust.
ii) A clean, limitless cloth saturated with trichloroethylene for copper tube and carbon
tetrachloride for steel tube, should be pulled through pipe until the saturated cloth
gets discoloured by dirt.
iii) A clean cloth saturated with compressor oil squeezed dry, is drawn throughout the
tubing to remove any dirt.
iv) The cleaning job is completed by pulling through a clean dry, lintless cloth.
c) Bracing/welding of Pipe
i) Copper piping
• Copper piping shall be brazed with sweat joints
• The tubing shall be cut to have ends perfectly square using pipe cutter &
reamed to remove burrs & finally until all dirt and oxide is removed.
• All joints shall be brazed as per standard brazing practice and complying with
ANSI B 31.5 code procedures.
d) When solenoid valve is installed, the coil should be removed to prevent the heat of
soldering/welding from ruining the insulation. When sight glasses are being installed, the
glass should be removed to prevent from cracking – No heat should be applied near
the bulb of the expansion valve or other places where an excessive temperature may
cause damage.
e) No thermal insulation/painting should be applied for the piping anchored until
testing is completed and all leaks have been properly eliminated.
C) OTHER MACHINERIES:
The ss table of size 1.2 m Long and 0.6 m wide with four legs for the
height of 1m from the ground floor made from S S of quality AISI 304.
1.11 Banana langer Stand: (Qty: 4 Nos)

The sickles shall be made from sharp metal and used to cut the banana
hands from the lungar in the field.

This conveyor belt shall be flat belt type covered with foam and resin on
top to carry banana to the treatment tank. The length of the conveyor
shall be 2.0 m. The banana hands shall be placed gently by this conveyor
in to the treatment tank.

The roller conveyors shall be made light weight Aluminium / PVC Rollers
of size OD 40 mm and 500 mm wide to transfer Banana handles into
shallow plastic crates from 2 nd tank up to packing tables for packing in
cartons. The roller shall be mounted on a galvanized tank of 1 m height
from the ground floor duly filled with ball bearing on both side for smooth
operation. The length of conveyor shall be 3 meters.

the boxes shall be finished properly. Similarly the contractor shall be responsible to open
the covers of fan boxes and paint with anti-corrosive paint. The hooks in fan boxes if
found to be titled shall be straightened. All the electrical materials to be used on the
work shall be first got approved from the concerned authorities. The materials of
first/standard quality from the following approved makes are to be used. In case it is
established that the brands specified below are not available in the market, contractor
shall submit alternative proposal for the approval of MPSAMB
6.2 TRANSFORMER, HT/LT CABLING, EARTHING AND SIMILAR ELECTRICAL
WORK
The scope of work comprises of design, supply, installation, testing and commissioning
of circuit breaker, transformer. HT/LT cabling and earthing etc., installation of new DG
sets including providing & installation etc. of AMF panel & acoustic enclosure as given in
the schedule of quantities, liasoning for approval of the installation from statutory
authorities as required under the rules on Turnkey basis. However, the tenderer is
instructed to further design and calculate the exact BOQ quantity before quoting the
rate as the variation in quantity with respect to BOQ quantity will not be paid. Further
the Contractor without any extra cost will also provide any item that is otherwise
required but not covered in the BOQ. The work shall comprise of entire labour including
supervision and all materials necessary to make a complete installation of such tests and
adjustments and commissioning as may be required to give a satisfactory working
installation to the entire satisfaction of the department. The term complete installation
shall mean, not only, major item of the plant and the equipment covered by these
specifications, but also, incidental sundry components necessary for complete execution
and satisfactory performance of installation with all labour charges whether or not, these
have been mentioned in detail in the tender document.
All fittings, unit assemblies, accessories, hardware foundation bolts, terminals block for
connections, cable glands and miscellaneous materials and accessories of items of work
which are useful and necessary for efficient assembly and working of the equipment
shall be deemed to have been included within the scope of the work in the tender and
within the overall details for complete item, whether they have been specifically
mentioned or not.
6.4 INDIAN ELECTRICITY ACT AND RULES:
All electrical works in connection with installation of electric sub-station shall be carried
out in accordance with the provisions of Indian Electricity Act, 1910 and the Indian
Electricity Rules 1956 amended upto date.
6.5 DATA, MANUALS AND DRAWINGS TO BE FURNISHED BY CONTRACTOR:
a) After Award of Work the contractor shall submit the following drawing for approval by
the department, before execution of the work :-
i) General arrangement or location drawing of the equipment complete with dimensions
and clearances.
ii) Details of foundation for equipments and weight of assembled equipment.
iii) General arrangement drawing of H.V. Panel, Transformers, M.V. panels, earthing,
cable routes etc.
iv) Control and protection schematics and wiring diagrams.

v) Bar chart indicating general programmes for supply installation, testing and
commissioning and handling over.
vi) Any other drawing or data that may be necessary for the job.
b) Before Commencement of Installation
The contractor shall also furnish 3 copies of detailed installation, operation and
maintenance manuals of manufacturers for all items of equipment together with all
relevant date sheet, spare parts catalogue, repairs assembly and adjustment procedure
etc. in triplicate.
Copies of all documents of routine and type test certificates of the equipment carried out
at the manufacturers premises shall be furnished to the department alongwith the
supply of the equipment.
6.8 PAINTING & PROTECTION
All equipment supplied, wherever feasible, shall be given final coat of paint over the
primer after necessary treatment at the works before despatch. All damages to painting
during transport and installation shall be set right or repainted to the satisfaction of the
department before handing over. All structural frame work of support of various items of
equipment shall be given the final coat of paint of approved shade at site after erection
is complete. Additional protection measures against corrosion shall be provided when
installed in special environment. Colour scheme for the equipment shall be as per
relevant Indian Standards.
Three sets of completion drawings comprising the following drawings shall be submitted
by the contractor while handing over the installation. Equipment installation drawings
giving complete details of the entire equipment.

capacities, switchgears ratings control components, control wiring etc. Schematic

When the installation is deemed by the contractor to be complete, he shall arrange with
the Department/ Inspector for inspection and testing of the installation. Test results
obtained shall be recorded and installation shall not be accepted until the department/
inspecting officer is satisfied about its compliance with the requirement of these
specifications. The scope of inspection and testing shall include necessary statutory
inspection by the Electrical inspector to Govt. as well as inspection and calibration
requirements of licensee or licensee's Engineers.
The contractor shall submit the required applications, drawings etc. to the Electrical
Inspector to Govt. and/ or any other statutory authorities and obtain their approval/
sanctions etc. The final completion certificate shall be obtained by the contractor from
all the statutory authorities to enable the client to commission the equipment for its
utiisation. The contractor shall also depart the required fees etc. to the authorities for
getting approvals etc. Fees paid by the contractor shall be reimbursed by the dept. on
production of receipts, but all other charges and Liasioning work expenses shall be
borne by the contractor.
TECHNICAL PARAMETERS
The 11000 volt circuit breakers shall be triple pole bulk oil or minimum oil type as
specified suitable for indoor mounting and shall comply with the requirements of the
relevant Indian Standards. The Circuit Breakers shall be suitable for operation at 11000
volts 3 phase 50 Hz supply system and shall have a certified symmetrical breaking
capacity of 350 MVA t 11000 Volts or as specified.
6.12.4 CIRCUIT BREAKER CONSTRUCTIONAL FEATURES
The 11000 Volt circuit breaker shall be flush front, metal clad, truck mounted oil
immersed, draw out type and fully interlocked. The truck that carries the Circuit Breaker
shall be of rigid fabricated construction. Each Circuit Breaker shall be housed in a
separate compartment enclosed on all sides. Each withdraw able truck shall have its
own Circuit Breaker with a raising and lowering mechanism.
All electrical connections on the truck shall be brought to secondary plugs which engage
similar sockets in the housing.
The Circuit Breakers shall be of the vertical isolation double break type housed in a
cylindrical tank. Interphase barriers and tank lining of insulating material shall be
provided.
The draw out mechanism shall be so designed and constructed as to permit smooth
withdrawal and insertion. The movement shall be free of jerks, easy to operate and
positive.
All current carrying parts in the Circuit Breaker shall be silver plated and suitable arcing
contacts shall be provided to protect the main contacts.
Isolating contacts of the spring loaded self aligning pattern shall be provided for the
Circuit Breaker. Suitable arc control devices shall be mounted around the fixed contacts.
Terminal insulators of synthetic resin bonded paper shall be provided suitable for the
specified short circuit level.
Sheet steel barriers shall be provided between Instrument Panel and Potential
Transformer Instrument Panel and Current Transformers
The Circuit Breaker shall be trip free and equipped with a hand charged spring operated
or motor power operated closing mechanism. The operating mechanism shall be such
that the Circuit Breaker is at all times free to open immediately the trip coil is energised.
Mechanical ON/ OFF position indication shall be provided on the front of the circuit
breaker.
The operating mechanism shall be mounted on the front panel of the truck.
The operating handle and the mechanical trip push button shall be at the front of and
integral with the Circuit Breaker.
The operating mechanism shall provide four distinct and separate positions of the Circuit
Breaker on the candle Service Test Isolated Maintenance
Each Circuit Breaker shall be provided with the following mechanical safety interlocks to
ensure protection to the equipment and the operator.
The Circuit Breaker cannot be raised and plugged into the busbar and feeder spouts
unless the tank is bolted to the top plate.
The Circuit Breaker cannot be raised or lowered unless the main contacts are open.
The Circuit Breaker cannot be withdrawn from or pushed into the housing unless it is in
the fully lowered position and the main contacts are open.
The Circuit Breaker cannot be put into service without making the secondary
connections between the truck and housing.
The cover of the draw out voltage transformer cannot be opened unless the transformer
is isolated.

The Circuit Breaker shall have a minimum of 4 N.O. and 4 N.C. auxiliary contacts rated
at 5 amps. These contacts shall close before the main contacts when the Circuit
Breaker is plugged in and vice versa when the Circuit Breaker is lowered.
The Circuit Breaker shall have over current, earth fault protection and auxiliary relay
devices as specified in the Schedule of Quantities. These relays shall be mounted flush
on a separate compartment with access from the rear for wiring and maintenance.
A draw out type oil filled voltage transformer shall be mounted in the panel and
connected to the bus bars. The tank shall be arranged for horizontal isolation. The
primary fuses and current limiting resistors may be mounted inside the tank but
cartridge type secondary fuses shall be mounted on the exterior of the tank.
The Circuit Breaker shall have the required current transformers as specified in the
Schedule of Quantities for metering and protection mounted outside the Circuit Breaker
Compartment but within the free standing cubicle. The transformers shall comply to the
relevant Indian Standards. All current transformers for metering shall be Accuracy Class
I and of capacity and ratio as required. Separate sets of current transformers shall be
provided for metering and protection.
6.12.10 INSTRUMENTATION
Instruments and indicating lamps as required in the Schedule of Quantities shall not be
mounted on the Circuit Breaker compartment door. A separate adequate compartment
shall be provided. The instruments and relays shall be accessible for testing and
maintenance without danger of accidental contact with live parts in the Switch gear
Panel.
Square pattern flush mounting meters and selector switches of the three way and OFF
pattern complying with the requirements of the relevant Indian Standards shall be used.
The current transformers for metering and protection shall be mounted on the solid
copper bus bars with proper supports.
Neon Type indicating lamps shall be provided for phase and other operational
indications.
All wiring for relays and metering shall be with PVC insulated copper conductor wires.
The wiring shall be coded and labeled with approved ferrules for identification. The
minimum size of copper conductor control wires shall be 1.5 sq.mm.All control circuits

shall be provided with protective H.R.C. fuses and Instrument test plugs for testing the
meters.
6.12.12 EARTHING
The frame of the Circuit Breaker shall be properly earthed when the Circuit Breaker is
racked into the cubicle.
6.12.13 TYPE TEST CERTIFICATES
The contractor shall submit type test certificates of the Circuit Breakers complying to the
relevant Indian Standards from a recognised Test House.
All sheet steel work shall after metal treatment be spray or powder painted with two
coats of shade 692 to IS 5 on the outside and white on the inside. Each coat of paint
shall be properly stoved and the paint thickness shall be not less than 50 microns.
The following Indian Standard Specifications and Codes of Practice will apply to the
equipment and the work covered by the scope of this contract. In addition the relevant
clauses of the Indian Electricity Act 1910 and Indian Electricity Rules 1956 as amended
upto date shall also apply. Wherever appropriate Indian Standards are not available,
relevant British and/ or IEC Standards shall be applicable.
BIS certified equipment shall be used as a part of the Contract in line with Government
regulations. Necessary test certificates in support of the certification shall be submitted
prior to supply of the equipment.
GENERAL
♦ All the Medium Voltage Switch Boards shall be suitable for operation at three phase/
three phase 4 wire, 440 volt, 50 Hz, neutral grounded at transformer system with a
short circuit level withstand of not less than 35 MVA at 415 volts and a short time rating
of not less than 35 MVA at 415 volts for 1 second.
♦ The Switch Boards shall comply with the latest edition with upto date amendments of
relevant Indian Standards and Indian Electricity Rules and Regulations.
6.13.3 SWITCH BOARD CONFIGURATION
The Switch Board shall be configured with Air Circuit Breakers, Fuse Switch Units,
MCCB's, and other equipment as called for in the Schedule of Quantities.
The Fuse Switch units and MCCB's shall be arranged in multi-tier formation whereas the
Air Circuit Breakers shall be arranged in Single or Double tier formation only to facilitate
operation and maintenance.
The Switch Boards shall be of adequate size with a provision of 25% spare space to
accommodate possible future additional switch gear.
All equipment used to configure the Switch Board shall comply to the relevant Standards
and Codes of the Bureau of Indian Standards and Codes of the Bureau of Indian
Standards and to the detailed technical Specifications as included in this tender
document.
The Switch Boards shall be metal enclosed, sheet steel cubicle pattern, extensible, dead
front, floor mounting type and suitable for indoor mounting.
The Switch Boards shall be totally enclosed, completely dust and vermin proof. Synthetic
rubber gaskets between all adjacent units and beneath all covers shall be provided to
render the joints dust and vermin proof to provide a degree of protection of IP 52. All
doors and covers shall also be fully gasketed with synthetic rubber and shall be lockable.

The Switch Board shall be fabricated with CRCA sheet steel of thickness not less than
2.0 mm and shall be folded and braced as necessary to provide a rigid support for all
components. The doors and covers shall be constructed from CRCA sheet steel of
thickness not less than 1.6 mm. Joints of any kind in sheet metal shall be seam welded
and all welding slag ground off and welding pits wiped smooth with plumber metal.
All panels and covers shall be properly fitted and square with the frame. The holes in
the panel shall be correctly positioned.
Fixing screws shall enter holes tapped into an adequate thickness of metal or provided
with hank nuts. Self threading screws shall not be used in the construction of the Switch
Boards.
A minimum of 200 mm blank space between the floor of switch board and bottom most
unit shall be provided.
The height of the operating handle, push buttons etc. shall be restricted between 300
mm and 2000 mm from finished floor level.
The Switch Board shall be divided into distinct separate compartments comprising.
A completely enclosed ventilated dust and vermin proof bus bar compartment for the
horizontal and vertical bus bars.
Each circuit breaker, switch fuse unit and MCCB shall be housed in separate
compartments enclosed on all sides.
Sheet steel hinged lockable doors for each separate compartment shall be provided and
duly interlocked with the breaker/ switch fuse unit in "on" and 'off' position.
For all Circuit Breakers separate and adequate compartments shall be provided for
accommodating instruments, indicating lamps, control contactors and control fuses etc.
These shall be accessible for testing and maintenance without any danger of accidental
contact with live parts of the circuit breaker, bus bars and connections.
A horizontal wire way with screwed cover shall be provided at the top to take
interconnecting control wiring between vertical sections.
Separate cable compartments running the heights of the switch board in the case of
front access
Cable compartments shall be of adequate size for easy termination of all incoming and
outgoing cables entering from bottom or top.
For unit ratings upto 100 amps PVC insulated copper conductor wires of adequate size
to carry full load current shall be used. The terminations of all such interconnections
shall be crimped.
6.13.10 DRAWOUT FEATURES
All Circuit Breakers and MCCB's shall be provided in fully drawout cubicles. These
cubicles shall be such that drawout is possible without disconnection of the wires and
cables. The power and control circuits shall have self aligning and self isolating contacts.
The fixed and moving contacts shall be easily accessible for operation and maintenance.
Mechanical interlocks shall be provided on the drawout cubicles to ensure safety and
compliance to relevant Standards.
Instruments and indicating lamps shall not be mounted on the Circuit Breaker
Compartment door for which a separate and adequate compartment shall be provided
and the instrumentation shall be accessible for testing and maintenance without danger
of accidental contact with live parts of the Switch Board.
For fuse switch units/ MCCB's instruments and indicating lamps can be provided on the
compartment doors.
The current transformers for metering and for protection shall be mounted on the solid
copper/ aluminium bus bars with proper supports.
6.13.12 WIRING
♦ All wiring for relays and meters shall be with PVC insulated copper conductor wires.
The wiring shall be coded and labeled with approved ferrules for identification. The
minimum size of copper conductor control wires shall be 1.5 sq. mm.
The cable terminations for the switch fuse units/ MCCB/ MCB's shall be brought out to
the rear in the case of rear access switchboards or in the cable compartment in the case
of front access Switch Boards.
The Switch Boards shall be complete with tinned brass cable sockets, tinned brass
compression glands, gland plates, supporting clamps and brackets etc. for termination of
1100 Volt grade aluminium conductor PVC/ PVCA cables.
6.13.14 EARTHING
A main earth bar of G.I./ copper as required shall be provided throughout the full length
of the Switch Board with a provision to make connections to the sub-station earths on
both sides.
Sheet Steel materials used in the construction of these units should have undergone a
rigorous rust proofing process comprising of alkaline degreasing, descaling in dilute
sulphuric acid and a recognised phosphating process. The steel work shall then receive
two costs of oxide filler primer before final painting. Castings shall be scrupulously
cleaned and fettled before receiving a similar oxide primer coat.
All sheet steel shall after metal treatment be spray or power painted with two coats of
shade 692 to IS 5 on the outside and white on the inside. Each coat of paint shall be
properly stoved and the paint thickness shall not be less than 50 microns.
Suitable engraved white on black name plates and indentification labels of metal for all
Switch Boards and Circuits shall be provided. These shall indicate the feeder number
and feeder designation.
6.13.17 INSTALLATION
The foundations prepared as per the manufacturers drawings shall be levelled, checked
for accuracy and the Switch Board installed. All bus bar connections shall be checked
with a feeler gauge after installation. The cable end boxes shall be sealed to prevent
entry of moisture. The main earth bar shall be connected to the sub-station earths.
After installation the Switch Board shall be tested as required prior to commissioning.
The material used in the manufacture of the transformer shall be of the best quality of
their respective kind available as per standard specifications.
The magnetic iron core shall be made of high grade alloy, low loss grain oriented cold
rolled steel stampings.
The high voltage and low voltage windings shall be of copper conductors arranged on
the vertical limbs in the steel tank.
The transformer shall be provided with an off load externally hand operated switch with
5 off load taps set for plus/ minus 2.5%, 5% and minus 7.5% on H.V. side so as to give
a constant voltage on L.V. side.
♦ The no load voltage ratio of the transformer shall be 11000/415 volts and the
percentage impedance shall not exceed 5%.
The transformer shall have cable boxes with suitable glands and cable sockets for
receiving 11,000 volt grade XLPE or PILCDSTA cables on the H.V. side as required.
On the L.T. side the transformer shall have suitable compression glands and cable
sockets for crimping of 1100 volt grade PVC & A cables or a suitable terminal
arrangement with extended busbars to receive 415 volt Bus Duct with copper/ aluminum
bus bars as specified.
Prior to acceptance and despatch of the transformer, the Client reserves the right to
witness the routine tests at manufacturers works.
The transformer shall be subjected to the following tests as per IS 2026 - 1962 at the
manufacturers Works. The test certificates shall be submitted to the clients for approval
prior to despatch.
The transformer foundations shall be cast as required. If any lifting is required, the same
shall be done by all the lifting lugs to avoid any imbalance.
The transformer cable end boxes shall be sealed to prevent entry of moisture.
The transformer neutral and body earthing shall be as per the requirements of IS 3043 -
1966 and the Local Inspecting Authorities.
Insulation resistance of the winding between phases and phase and earth on the H.T.
side.
Di-electric strength of oil shall be tested in accordance with IS 335- 1963. In case the
same is not satisfactory, the oil shall be filtered till a proper di-electric strength is
obtained.
Operation of Bucholz relay shall be tested in conjunction with H.T. Circuit Breaker to test
Bucholz alarm, trip and high temperature alarm.
The transformer breathers shall be cleaned and filled with transformer oil and silica gel.
Voltage ratio test shall be carried out by applying low voltage on H.T. side and
measuring the voltage between phases and phase and neutral on the L.T. side for every
tap setting.
If necessary the transformer shall be heated by applying low voltage on the H.T. side
and shorting the L.T. side. This shall be done for a period of 48 hours or till all the
moisture has been removed from the transformer.
SCOPE
This section covers the general requirements of the earthing system for sub-station
installation.
SYSTEMS
Earthing system shall comprise earth electrodes in accordance with clause 1.6.10.3. of
General Specifications for Elect. Works (Part I- Internal) 1972. For every additional

transformer 2 more separate and distinct earth electrodes shall be provided for neutral
earthing. The body earthing for transformers, HV & MV panels shall be done to a
common earth bus connected to two separate and distinct earth electrodes.
Note: For a single transformer sub-station, the total number of earth electrodes shall be
4 (2 for neutral and 2 for connection to a common earth bus for body earthing). For a
two transformer substation total number of earth electrodes shall be 6 (4 for neutral
earthing and 2 for connecting to a common earth bus for body earthing).
ELECTRODES:
The earth electrodes shall be as per CPWD General Specifications (Part I - internal) 1972
amended upto-date.
Normally an earth electrode shall not be situated less than 1.5 m from any building.
Care shall be taken that the excavation for earth electrode may not affect the column
footings or foundation of the building. In such cases electrodes may be farther away
from the building.
The location of the earth electrode will be such where the soil has reasonable chance of
remaining moist. As far as possible, entrances, pavements and road ways are to be
definitely avoided for locating the earth electrode.
WATERING ARRANGEMENT:
The recommended sizes of copper earth bus lead in case of sub-stations shall be in
accordance with cl. 1.6.7.2. of General Specifications for Electrical works (Part I -
Internal) 1972 amended upto-date. The minimum size of earth lead shall be 20 mm x 4
mm copper or equivalent GI strip.
INSTALLATION:
All joints shall be revetted and sweated. Joints in the earth bar shall be bolted and the
joints faces tinned. Where the diameter of the bolt for connecting earth bar to apparatus
exceeds one quarter of the width of the earth bar, the connection to the bolt shall be
made with a wider piece of flange of copper jointed to earth bar. These shall be tinned
at the point of connection to equipment and special care taken to ensure a permanent
low resistance contact to iron or steel All steel bolts, nuts, washers, etc. shall be
cadmium plated. Main earth-bars shall be spaced sufficiently away from the surface to
which they are fixed such as walls or the side of trenches to allow for ease of
connections. Copper earth bars shall not be fixed by ferrous fittings. The earthing shall
be suitably protected from mechanical injury by galvanised iron pipe wherever it passes
through wall and floor. The portion within ground shall be buried at least 60 cm deep.
The earthing lead shall be securely bolted and soldered to the plate or pipe as the case

may be . In the case of the plate, the lead shall be connected by means of a cable
socket with two bolts and nuts. All washers shall be of the same materials as the plate
or pipe. All iron bolts nuts, and washers shall be galvanize.
TESTING
After installation, the tests as specified in CPWD General Specifications for Electrical
Works (Part-I - Internal) 1972 shall be carried out and results recorded.

1) Contractor shall supply equipment / material of one of the above approved makes
only.
2) Any makes other than those specified above shall be mentioned in Tender as
Deviation and shall be subject to Owner’s/ Consultant prior approval.
3) Makes for items not covered above shall be subject to Owner’s/ Consultant prior
approval.
