Senate Bill 22 Bans Taxpayer Dollars from Going to Abortion Providers

AUSTIN – State Senator Donna Campbell filed Senate Bill 22 to prohibit any taxpayer dollars at
the state and local level from going to Planned Parenthood and other abortion providers. The
legislation received a low bill number designating it as a priority of the Lieutenant Governor.

"Knowing that taxpayer dollars can be collected and used to support the abortion industry in
Texas is unjust. As a state, we must take a stand for what is right," said Senator Campbell.
"Texans are creating a culture of life and we will continue to fight for these values."

In 2011, the Legislature took action to remove a large portion of state funding from Planned
Parenthood and other abortion providers, but that decision did not impact funding at the local
level. This bill seeks to correct that by prohibiting taxpayer dollars at both the state and local
level from being used to fund abortion providers and affiliates.

“Texans overwhelmingly believe that the practice of abortion is morally wrong, and it is a
violation of Texans' rights to force them to subsidize the abortion industry. When you have 20
authors out of 31 senate members on a bill like this, we are making it clear that Texans value
life," said Senator Campbell.

Besides banning these taxpayer transactions, Senate Bill 22 gives the Attorney General authority
to issue an injunction on transactions between non-compliant governmental entities and abortion
providers or affiliates and recover reasonable attorneys fees.
