WinCC flexible 2008 SP2

I have a HMI device with WinCC2008 SP1 Runtime. This is a PC with windows XP
service pack 2.
Advanced Member I want to upgrade the version to WinCC2008 SP2 Runtime.
When i insert the cd with the full install of WinCC2008 SP2, the installer says i first
Joined: 2/22/2007 need to upgrade to windows service pack 3. If i insert only the runtime cd the
installation is completed and i am able to upgrade to WinCC2008 SP2.
Last visit: 2/16/2018
Does WinCC runtime 2008 SP2 need windows to be XP service pack 3? or is that
