1 GENERAL

The Work under this Contract: Supply of Pipes and Fittings, includes the
supply and delivery of HDPE, uPVC and DCI, Steel or equivalent ferrous
materials for water supply pressure transmission, gravity transmission and
distribution lines pipes, valves, pressure reducing valves, and fittings in
accordance with the specifications. The materials shall be delivered to a
site(s) in Addis Ababa as specified in the Schedule of Requirements.

When references to the following capitalized abbreviations are made, they


refer to specifications, standards, or methods of the respective associations.
Abbreviations listed herein but not mentioned in the specifications shall be

3. STANDARDS
All pipes, fittings, valves, stops, hydrants and miscellaneous waterworks
materials supplied under this contract shall conform to only one set of similar
standards (such as AWWA\ANSI\ASTM\CSA, or ISI\DIN, etc.) throughout the
project. The materials shall be compatible and interchangeable with each other
without the use of special adapters. The Supplier has to be responsible for
compatibility of different standards and different pipes and fittings materials.

4. SUBMITTALS

4.1MANUFACTURER'S DATA MANUALS

Ten (10) copies of manuals, or as listed in other sections of these


specifications shall be submitted to the Engineer, a minimum of three (3)
weeks prior to completion of the Work.

The manual shall consist of a ring binder with hard cover. The covers shall
have a durable plastic finish with the title printed on the front and on the
spine of the binder. The size, color, style and content shall be submitted for
the approval of the Engineer.

Each manual shall contain a complete set of information pertaining to each


item supplied under this Contract including the following:
(a) The manufacturer's name, address and other contact details, plus the
manufacturer's drawings, specifications and performance data with
all amendments made during the duration of the Contract.
(b) Spare parts list, part or catalogue numbers of all components and any
other special identification.
(c) Operating Instructions
(d) Maintenance Instructions both for corrective and preventive
maintenance for each item of equipment supplied.
(e) Place and procedure for ordering replacement parts, including
complete postal address, telex and telephone numbers.
(f) Any other information required by the Engineer and requested prior to
submission of the manual.

5 QUALITY CONTROL

5.1 INSPECTION AND REJECTION

The manufacture of the pipes, specials, fittings and accessories shall be


open to inspection at the place of manufacture by the Employer or his
representative in accordance with the Special Conditions of Contract (SCC).

Where required, the work shall be inspected by the representative of the


Employer at the place of manufacture, or at any other place that the
Employer may direct or approve, and if found defective or inferior in quality
to, or differing in form or material from the requirements of the specification,
may be rejected. Where the specification so provides, the whole of any
consignment may be rejected if either a specified proportion, percentage or
sample of the supplies or material comprised therein, or samples taken
indiscriminately from the bulk, are found not to conform in every respect to
the requirements of the specification. The Supplier shall at his own expense
and within the time for delivery specified in the Contract, replace, or make
good, to the satisfaction of the Engineer, any supplies so rejected.

If any of the supplies, whether complete or in the course of production, are


rejected by the Engineer, they shall be marked or segregated by the Supplier
in such a manner satisfactory to the Engineer as to ensure their subsequent
identification as rejected supplies. Disposal of rejected supplies shall be done
by and at the Supplier's own expense.

When independent tests and analyses, in addition to those made according


to the standards and specifications at the place of manufacture, are
considered necessary, such tests or analyses shall be made by persons
appointed by the Engineer. The Supplier shall bear the cost of supply and
carriage of samples. The cost of such additional tests and analyses shall be
borne by the Employer if such tests or analyses show the material to be in

accordance with the specification; otherwise such costs shall be borne by the
Supplier.

The Supplier shall not send any of the supplies for shipment or dispatch
until the Engineer or his authorized representative shall have given his
consent and such consent shall not release the Supplier from any of his
liabilities to make good any such defect or to replace any part that may fail.

Any shortage on account of loss or damage to the supplies found at the site
of delivery shall be made good by the Supplier at his own expense within a
reasonable period so as not to delay the Installation Construction Program.

5.2 FACTORY TESTS

All shipment of materials shall be factory tested in accordance with the


applicable specifications. The Supplier shall submit with each shipment a
certificate to the effect that such materials have been tested by the
manufacturer and found to comply with the specifications.

All specified tests both compulsory and optional shall be carried out if
required by the engineer.

The Employer may appoint an Inspector to examine the pipes, fittings valves,
etc., at the manufacturers’ work place during the manufacturing and testing.

The Inspector must be given written notice of the time at which the
manufacturing shall commence.

The Inspector shall witness manufacturing, sampling, preparation and


testing of the test pieces, the checking of dimensions and masses, and the
hydraulic tests.

When a material fails to meet any required test a second, and if necessary a
third series of tests shall be conducted at the manufacturer's expense.

If the material fails the third series of tests, all materials of the size, class
and trademark shall be rejected and the Supplier shall substitute another
brand of materials that meet the requirement.

5.3 MATERIALS TESTING

Testing services by independent testing laboratories for manufactured goods


shall be appointed by the Owner and test specimens may be selected by the
Engineer either at the place of manufacture or at the delivery site and shall
be delivered to the testing laboratory by the Supplier. The number of pipes
and fittings specimens to be tested shall not normally exceed 0.5% of the
number of pieces to be supplied to the site. However, where initial testing
indicates inadequacies in the materials additional testing may be required.

5.4 CERTIFICATES

The Supplier shall, before dispatch of supplies, forward to the Engineer


certificates showing that the pipes, fittings and valves have been tested and
comply with the requirements of the specification. The furnishing of these
certificates shall be a precondition for taking over or acceptance of the
supplies by the Employer. These certificates are in addition to any
certificates given by the Employer's Inspector.

6 MATERIAL AND EQUIPMENT

All materials and equipment furnished under this Contract shall be first
class in every respect and shall be constructed and finished in a workman
like manner. Materials shall be suitable for the service intended and
selected and fabricated in accordance with the best engineering practice.
Equipment shall be modern in design and shall not have been in service at
any time prior to delivery except as required by tests. All safety devices shall
be furnished with the equipment.

7 PACKING, HANDLING AND STORAGE OF MATERIALS

All materials and equipment to be supplied shall be packed, handled and


stored in such a manner as to prevent warping, twisting, bending, breaking,
chipping, rusting, theft, or damage of any kind whatsoever to the material or
equipment during transport from the place of manufacture to the site.

Packed materials and equipment shall be stored and maintained in their


original containers with the manufacturer's seals and labels intact. Material
and equipment shall be stored in accordance with the supplier's
instructions.

Damaged factory-finished surfaces shall be touched up to the Engineer's


satisfaction. Primer or enamel to match the original coatings shall be used.
Nameplates shall not be painted over.

All components shall be packed, finished or otherwise prepared such that


they may safely be stored outdoors for an extended period of time in the
project environment. Prior to shipment all unpainted surfaces, including
bolts and nuts, machined surfaces, tapped holes and studs, and all other
exposed ferrous surfaces, shall be protected with heavy coat of suitable
grease or other easily-removed corrosion-protective materials which is non-
toxic. All rubber gaskets and glands, and other components, which are
subject to deterioration by ultraviolet light, shall be packed so as to prevent
exposure to sunlight.

Materials to be supplied under this contract shall be loaded and unloaded


without dropping, by hand or by using side boom tractors or other equipment
approved by the Engineer. The Supplier shall not roll or drop the pipe from
any conveyance used for hauling.

Pipes, fittings and specials shall be handled using only wide canvas, leather, or
rubber-padded slings. Use of bare cables, chains, hooks, pipe clamps, or other
similar equipment shall not be allowed. The width of belt slings shall be not
less than one-half (1/2) the diameter of the pipe being handled.

Any materials that, in the opinion of the Engineer, are delivered damaged or
damaged by the Supplier in the process of transporting to the delivery site
shall be promptly removed from the site. The Supplier shall receive no
payment for the damaged materials until it is either repaired to the
satisfaction of the Engineer or replaced.

Each crate, box and other packing shall be clearly labeled with weatherproof
marking in the English language identifying the quantity and exact nature of
the contents thereof, so that materials may be readily identified without
opening of the crates.

1 PIPES AND FITTINGS

1.1 SCOPE

This specification refers to Ductile Cast Iron (DCI) or Equivalent Ferrous


Material pipes and appurtenant fittings for water supply transmission and
distribution pipelines. Unless noted otherwise, these materials shall be
supplied & laid under Contract I: Supply of Pipes and Fittings.

1.2 DUCTILE CAST IRON (DCI) or Equivalent Ferrous Material Pipe

Ductile iron pipe (spheroidal graphite cast iron) shall conform to ISO 2531-
2009, BS 4772:1971, and the following supplementary data:
(a) Unless otherwise specified on the drawings, all pipes shall be suitable
for 1.6 MPa (PN16) working pressure and shall have the minimum wall
thickness including casting allowance as required by ISO 2531- 2009
(b) If requested by the Engineer, the supplier shall submit an affidavit of
compliance with the Standard specifications and supplementary data
as required for evaluation.
(c) Ductile cast iron pipe shall be cement-mortar lined and seal coated in
accordance with ISO 6600-1980 and shall have an outside asphalt
coating not less than 0.025 mm in thickness or metallic zinc coating
with finishing layer in accordance with ISO 8179-1. Other standards
shall meet ISO 4179 and first be approved by the Engineer.
(d) Cement-mortar lining shall be as specified in ISO 4179.
(e) Joints shall be a mechanical type or integral-type, bell and spigot,
push-on with preformed synthetic rubber gasket or as otherwise
approved by the Engineer.
(f) Joints shall be capable of taking a 4 degree minimum deflection per
joint.
(g) All pipes shall be of 6 mts. net laying length unless otherwise specified
or approved by the Engineer.
(h) Equivalent ferrous material pipes shall conform to the latest ISO, BS,
AWWA or DIN manufacture, grade, testing and lining standards.

1.3 CAST IRON FITTINGS AND SPECIALS

Cast iron fittings and specials shall be grey iron or ductile iron with a rated
working pressure of 1.6 MPa for all pipes.
Unless otherwise indicated in the Bill of Quantities or on the drawings, flexible
joints shall be of the “Tyton” spigot and socket type.
Mechanical seal joints on fittings to pipe shall be formed by a bell and
preformed rubber gasket suitable for the pipe to which the joint is made.
Flanged joints on fittings shall be flat faced conforming in dimension and
drilling to the standards specifications, and shall be supplied complete with all
necessary bolts, nuts, and gaskets. One Standard shall be used throughout
the contract.

Flanges shall be according to ISO 2084 and shall be for pressure greater or
equal to that of the pipe. One Standard shall be used throughout the
contract.

1.3.2 FLANGE GASKETS

Flange gaskets shall be manufactured from natural rubber and shall be 1.5
mm thick with a layer of cotton on both sides.

1.3.3 BOLTS AND NUTS

Flange bolts shall be machine bolts with square heads. Nuts shall be
hexagon. Studs may be used where necessary. Bolt length shall be such
that, after the joints are made up, bolts shall protrude through the nut, but
not more than 12 mm.
All bolts and nuts shall be stainless steel.
Dissimilar metals shall not be used in pipe joints.

1.3.4 FLEXIBLE COUPLINGS

Flexible couplings shall be with ductile iron center sleeve and end rings
finished with a corrosion resistant coating, rubber gaskets, and stainless steel
bolts and nuts.

The coupling shall be capable of joining plain-end pipes of the same outside
diameter, or the same nominal diameter but of varying actual outside
diameters, or of different nominal diameters as indicated.

Flanged adapter couplings shall be with ductile iron body and end rings
finished with a corrosion resistant coating, rubber gaskets, and stainless steel
bolts and nuts. The coupling shall be capable of joining plain-end pipe to
standard flanged fittings.

1.3.5 PIPE SADDLES FOR WATER SERVICE CONNECTIONS

Pipe saddles for use on ductile iron pipe shall be similar to the pipe material,
or as approved by the Engineer.

Saddles shall be sized properly for the type and outside diameter of the pipe on
which they are installed. Makes and models must be submitted for the prior
approval of the Engineer.

2 VALVES, STOPS, AND HYDRANTS

2.1 SCOPE

This specification refers to valves, pressure reducing valves, stops and


hydrants for water supply transmission and distribution pipelines. Unless
noted otherwise, these materials shall be supplied under the same contract.

2.2 GATE VALVES

Gate valves for pipelines shall be cast iron body, bronze mounted, conforming
to ISO 5996 -1984 and the following supplementary data, however, the sizes
and flanges shall conform to the ISO 2531 size used throughout the project.
(a) Valves shall be resilient sealed, with smooth straight lined and coated with
corrosion resistant finish or made from non-corrosive material.
(b) Ends shall be bell or mechanical at junctions with pipe. Joints shall be
formed with a mechanical seal, which is the equivalent of that used in
jointing the pipe.
(c) The position of the valve in line shall be vertical.
(d) Stem shall be O-ring or stuffing box type.
(e) Standard Square operating nut shall be provided for buried valves and
hand wheel shall be provided for surface or vault mounted valves.
(f) Valves shall open on counter clockwise rotation of the wrench nut or hand
wheel.
(g) Gears shall be provided on valves 400 mm in size and larger as required to
limit operating torque to not more than 70 KN.m.
(h) Gear cases shall be provided and shall be the totally enclosed type.
(i) Position indicators shall not be provided unless specified on the drawings.
(j) Bypasses shall be provided on valves 400 mm and larger only where shown
on the drawings. The size of the bypass shall be DN 75 mm for main valves
DN 400-500 mm.

2.3 PRESSURE REDUCING VALVES

Pressure reducing valves shall be of automatic control type whereby fluctuating


high inlet pressures are controlled by means of a pilot to lower preset outlet
pressures regardless of changes in flow rates.

Downstream control pressures are set locally by simple adjustment to the pilot
or relay device. An integrated manometer incorporated with the device allows
for ease in setting the desired pressure. The control accuracy shall be ± 2.5% of
set value.

The valves shall be designed with minimal maintenance and proven reliability
with the relay/ pilot device removable without breaking supply for checking,
maintenance or replacement of the component. This shall be by way of
isolating cocks or similar arrangement.

Shut-Off is drop tight by full face sealing.

The valve body shall be of high-grade cast iron or ductile iron with all other
components of appropriate non-corroding materials. The valve ends shall be
flanged.

Cover on valves of 200mm and larger should have two blind tapped holes for
lifting eyebolts or similar arrangement for ease in handling.

2.4 AIR VALVES

Air valves shall be double air valve consists of two chambers with flanged and
IOS 2531, pressure classes PN 10, 16 and 25, double orifice type to suit a
maximum working pressure of 1.6 MPa and a hydrostatic test pressure of 2.4
MPa. Valves shall have a cast iron body with two chambers, each housing a
ball, one chamber having a cast iron small orifice plate with bronze seat, the
other having a cast iron large orifice plate with rubber seat. The valves shall be
supplied with rubber gaskets and cast iron splash covers.

Double orifice valves shall incorporate the characteristics of both the small
orifice and the large orifice valves. The valves shall exhaust small pockets of air
when line is under pressure, fully open the large orifice when the valve
chamber is empty and fully close "drop-tight" when chamber is full of water.

Small orifice (air release) valves shall be float actuated and be open when valve
chamber is empty and closed "drop-tight" When the chambers is full of water.
Internal levers, pins, screws, etc., shall be stainless steel or bronze.

Large orifice (vacuum breaking) valves shall have a ball sealed orifice, fully
open when the valve chamber is empty and closed "drop-tight" when the
chamber is full of water.

Surface boxes for air valves shall be of cast iron and suitable for installation in
roads and of the following sizes:
(a) For 200 mm diameter air valves, 900 mm x 900 mm clear opening with two
pieces chained lid.
(b) For 150 mm diameter air valves, 900 x 900 mm clear opening with two
piece chained lid.
(c) For 100 mm diameter air valves, 700 mm x 400 mm clear opening with one
piece chained lid.

Similar double acting operating products shall be considered, such as the air
release and vacuum break valve of single chamber design with solid cylindrical
High Density Polyethylene control floats housed in a tubular stainless steel or
corrosion protected body with epoxy powder coated cast iron, or stainless steel
ends secured by means of stainless steel tie rod (e.g. Vent-O-Mat or equal).

2.5 FLAP VALVES

Flap valves shall have cast iron frames and doors with non-ferrous metal
facings. They are to be double hung with hinge pins and links of suitable non-
ferrous materials.

2.6 CHECK VALVES

Check valves 65 mm and smaller shall be bronze, swing check type, with
threaded inlet and outlet, Crane Model 37 or as approved by the Engineer.

Check valves 75 mm and larger shall be ductile iron body with stainless steel
trim, resilient seating (Buna-N), with stainless steel spring, globe type, with flat
face flanges compatible to ISO Standard 2531 or computable as approved by
the Engineer.

2.7 VALVE BOXES

Valve boxes shall be a sectional, telescoping construction, capable of


withstanding surface traffic and impact loading without transmitting such
loads to the valve. A top section or surface box shall be complete with a lid
which is secured in place and detectable with metal\magnetic-field locating
equipment. A middle section or sleeve pipe shall be suitable for inserting a
valve operating key, have a minimum inside diameter of 100 mm, and a length
suitable for the surface box and the required depth of bury of the valve plus an
adjustment of plus or minus 0.2 m.

Valve boxes shall be fabricated of corrosion resistant material or have corrosion


resistant coatings on surfaces in contact with the soil.

Internal extension spindles where required shall be suitable for use with the
valve box installed and consist of a bottom socket, rock shield and top-
operating nut, and galvanized steel extension rod to suit the length of the valve
box.

2.8 CORPORATION STOPS

Corporation stops shall be similar to Mueller H-15008 with inlet thread


compatible with the pipe saddles. Compression joints shall be complete with
stainless steel liners for inserting into plastic tubing.

2.9 FIRE HYDRANTS

Each hydrant shall be complete with one 90 degree flanged x spigot duck-foot
bend, one flange extension (if necessary) for 1 m trench depth, surface box, one
standpipe with instantaneous fire-hose couplings, and one operating key
which is ISO standard 2353 or compatible .

Hydrants shall be of the underground screw down type with a nominal


diameter of 80mm, and shall conform to an internationally accepted standard,
coated according to the manufacturer's recommendations.

2.10 SPARE PARTS

The Supplier shall submit in his Technical File detailed parts lists and
drawings for all valves and hydrants, including a list of recommended spare
parts and prices for each spare part. The Engineer on the basis of the
information submitted shall determine the exact type and quantity of spare
parts to be supplied.

1 STEEL PIPES

1.1 SCOPE

This specification refers to steel pipes and appurtenant fittings for water
supply transmission and distribution pipelines. Unless noted otherwise,
these materials shall be supplied under Contract – I Supply of Pipes and
Fittings.

1.2 Standard of Manufacture


Steel pipes shall be manufactured in accordance with AWWA C200 or DIN
2460. Steels used shall be ASTM A570. Pipes shall be manufactured with a
spiral weld seam or a longitudinal weld seam. Welding process shall be
either fully automatic submerged arc fusion welding or high frequency
induction welding. Where submerged arc process is used, welding shall take
place on both sides of the plate. Where high frequency induction welding is
used, the welds shall be seam annealed. The height of inner weld
reinforcement or upset metal shall not exceed 1 mm. The Supplier has to be
responsible for compatibility of different standards and different pipes and
fittings materials.

The Supplier shall, when called upon to do so, make available to the Engineer
the manufacturer’s certificates covering the chemical analysis and physical
properties of the steel used in the manufacture of pipes. The pipes shall be
hydraulically tested before leaving the factory to the test pressure specified in
the relevant standard. The tests shall be carried out at the expense of the
Supplier at the place of manufacture and the Supplier shall supply a signed
certificate on delivery of the goods concerned giving results of the tests and
certifying that the goods concerned have been manufactured with this
specification.

1.3 Working Pressures

Unless otherwise specified on the drawings, all steel pipes shall be suitable for
1.0MPa (PN10) working pressure.

1.4 Pipes Ends


Pipes shall be joined by either bolted sleeve couplings in accordance with
AWWA C219 or be manufactured with integrally formed push fit socket and
spigot joints, fulfilling the requirements of AWWA C200
Pipe with socket and spigot push fit joints shall have the socket hot or cold
expanded. A groove for fitting the rubber gasket shall be incorporated in
either the socket or the spigot. The rubber gasket shall conform to BS2494
Type W. The external weld on the spigot end shall be ground back 203 mm
from the pipe ends.
All steel flanged pipes and fittings shall be supplied complete with galvanized
bolts, nuts, and appropriate gaskets.

1.5 Lengths, Dimensional Tolerances and Visual Inspection


1.5.1 All steel pipes shall be delivered in 6 m length. Tolerance on length shall be 
51 mm (AWWA C200 4.12.4).
1.5.2 Circumferential Tolerances of Pipe Body shall not exceed  1.00% of the pipe
outside circumference but not exceeding a maximum of 19 mm (AWWA C200
4.12.2).
1.5.3 Wall thickness tolerances shall not exceed  7.5% of the specified wall
thickness
1.5.4 Maximum deviation from straightness shall not exceed 3.2 mm over a length
of 3000 mm (AWWA C200 4.12.3).
1.5.5 Radial offset of weld seams shall be 1.6 mm or 0.1875 wall thickness which
ever larger for thickness 9.5 mm or less and 3.2 mm or 0.1875 wall
thickness for thickness above 9.5 mm (AWWA C200 Sec 4.10.1)

1.6 Pipe Couplings

1.6.1 Plain ends of pipes and fittings shall be joined using bolted, sleeve-type
couplings and manufactured in accordance with AWWA C219 (Standard for
Bolted, Sleeve Type Couplings).
1.6.2 End rings and center sleeves shall be manufactured from specially shaped
hot rolled steel tee sections and hot rolled steel coil respectively. After rolling
into circular sections, ends shall undergo automatic flash welding and welds
shall be tested by internal radial expansion.
1.6.3 All couplings shall be coated internally and externally in fusion bonded
epoxy according to the requirements of AWWA C213 to a thickness of 300 –
400 microns.
1.6.4 All coatings shall be tested and checked for thickness
1.6.5 Rubber gaskets shall conform to BS 2494 Type W (Nitrile) and shall be
suitable for potable water
1.6.6 Bolts, nuts and washers shall be hot dipped galvanized conforming to BS
729 with minimum coating weight of 305 gms/m2.

2 Fittings, Flanges, and Flange Gaskets

2.1 All fittings shall be manufactured from pipes that have been previously
successfully tested. All new welds made during the fabrication of the fittings
shall be subjected to non-destructive testing using wither radiological,
ultrasonic or dye penetrants or a combination of these depending on the
geometry of the weld.
2.2 Steel pipe fittings shall comply with BS 534 or AWWA C208, and shall be
lined and coated to the same standard and in the same material as the
straight pipe.
2.3 Calculation of wall thickness of bends shall be carried-out in accordance
with AWWA C208. Reinforcement of Tees and washout tees shall be carried
out in accordance with AWWA M11 and AWWA C208 respectively.
2.4 Flanges shall be manufactured in accordance with the relevant table of BS
4504 for steel flanges.

2.5 Flange gaskets shall be manufactured with dimensions conforming to BS


4865 Part 1 and shall be of the inside bolt circle diameter type with material
to BS 2494 Type W for potable water.
2.6 Flange Bolts, nuts and washers shall manufactured to BS4190 and BS4320
respectively and hot dipped galvanized to BS729 with a minimum coating
weight of 305 gms/m2.

3 External Coatings of Pipes and Fittings


3.1 Prior to external coating, all pipes and Fittings shall be grit blasted in
conformation with ISO 8501-1 SA2.5 quality with a surface profile of 38-102
microns. All grit blasting machines shall be fitted with air-wash systems to
remove dust and fines from the surfaces during grit blasting. All surfaces
shall be cleaned of dust by compressed air prior to coating.
3.2 Pipes and fittings shall be coated externally in fusion bonded epoxy powder
to AWWA C213 to a thickness of 300-400 microns. Pipes shall be electro-
statically sprayed and fittings shall be coated using a combination of
electrostatic sprays and fluidised bed.
3.3 Prior to start up of coating, the following tests shall be done on epoxy powder
or on steel plate specimens coated with epoxy powder by the epoxy
manufacturer or the coating Supplier in accordance with AWWA C213
clause 5.3.2.

4 Internal Linings
4.1 Prior to internal lining, all pipes and fittings shall be grit blasted in
accordance with ISO 8501 –1 SA 2.5 quality with a surface profile of 38 –
102 microns. All grit blasting machines shall be fitted with air-wash systems
to remove dust and fines from the surfaces during girt blasting. All surfaces
shall be cleaned of dust by compressed air prior to coating or lining.
4.2 All pipes and fittings shall be lined internally using airless sprays with a
solvent free liquid epoxy in accordance with AWWA C210 to a dry film
thickness of 300 –400 microns.
4.3 Prior to start up of coating, the following tests shall be done on steel plate
specimens coated with liquid epoxy by the epoxy manufacturer or the lining
Supplier in accordance with AWWA C210. During production internal epoxy

linings shall be tested by the pipe coating Supplier according to AWWA C210
as follows:
 Electrical continuity, every pipe and fittings (Clause 3.3.8);
 Thickness, every pipe and fitting (Clause 5.5);
 Adhesion, every 10 pipes and fittings (Clause 5.4); and
 Cure, every 10 pipes and fittings (Clause 5.3).
4.4 The liquid epoxy shall have a potable water certificate issued by an
internationally recognized body.

1. uPVC pipe and rubber seal

1.1. uPVC Pipe

uPVC pipes and fittings shall comply with ISO 4422 unless otherwise stated
elsewhere, and the following supplementary data:
(a) Unless otherwise specified on the BoQ, pipe shall be suitable for
1.0 MPa (PN10) working pressure and shall have the minimum wall
thickness as required by ISO 4422.
(b) If requested by the Engineer, the supplier shall submit an affidavit of
compliance with the specification and supplementary data as required
for evaluation.
(c) Joints shall be slip-on sockets with pre-inserted lip ring seal and of
elastomeric ring type.
(d) Joints shall be capable of deflection of not less than 0.5 degrees for
pipes greater than OD280 (DN250), less than 1 degree for pipes less
than OD280 (DN250).
(e) All pipes shall preferably be of 6 metre net laying length unless
otherwise specified or approved by the Engineer.
1.2. Rubber Seals

Rubber seals with a rated working pressure of 1.0 MPa for pipe of pressure class
PN10, and with a related working pressure of 1.6 MPa for pipe of pressure class
PN 16 should be procured.
Elastomeric joints for fitting to pipes shall be formed by a bell and the procured
rubber gasket should be suitable for the pipe to which the joint is made.

2 MATERIAL

The High Density Polyethylene (HDPE) Pipe shall be made from base
polymer and shall conform to the requirements as specified in MS 1058
Part 1:2002.

The base polymer shall be a single grade of polyethylene, PE 80 with a


derived density greater than 0.93g/cm³ tested at 20° C.

No rework material is allowable for the manufacture of the pipes.

No additives that may contribute to toxic hazard, impair the fabrication of


properties and chemical and physical properties in particular to long term
mechanical and strength is allowed.

HDPE is generally used for high pressure applications ranging from 3.2 to 25
Bar, in conjunction with compression, buttweld or electrofusion fittings.

The rated working pressure of an HDPE pipe is determined at 20oC. Where the
operating temperature of the fluid in the pipe exceeds 20oC, the pressure rating of
the pipe has to be de-rated in order to maintain the designed safety factors of the
pipe.

2.2. COLOUR

The colour of the pipes shall be black with blue stripes. The material for stripes
shall be of the same type of resin as used in the compound for the pipe.

2.4. LENGTH

The required length of HDPE pipes in coil for nominal diameter 63 mm and below
will be100 meter.

The standard length of HDPE pipes for nominal diameter 125 mm and above shall
be 12m.

2.5. APPEARANCE

The internal and external surfaces of pipes must smooth, clean and free from
scoring, cavities and other surface defects which may affect pipe
performance.
The ends of pipe shall cut cleanly and square to the axis of the pipe. Appearance
shall be checked at the point of manufacture.

All pipes must have the following markings:


• Manufacturer’s name or trade mark
• Dimensions
• Material supplier and material class (PE 80)
• Pipe Class (PN)
• Year of manufacture (last two digits)
• Batch production number

4 PIPE FITTINGS

4.1. Jointing

I Compression fittings

Clean the pipe end; lightly lubricate both the interior of the fittings and the pipe end.
Slacken the nut and insert the pipe fully into the fitting. Tighten the nut -hand tight
and a quarter turn with a strap wrench or nut spanner. NOTE: Do not over tighten.
Over tightening may cause the assembly to leak.

ii Buttweld and Electrofusion fittings

Buttweld and electrofusion fittings have a separate set of jointing instructions. Ensure
that you obtain and follow the specific information when you purchase them.

Butt-fusion jointing is a thermofusion process which involves the simultaneous heating


of the ends of two
components which are to be joined until a melt state is attained on each contact
surface. The two surfaces
are then brought together under controlled pressure for a specific cooling time and
homogeneous fusion
is formed upon cooling. The resultant joint is resistant to end thrust and has
comparable performance under
pressure to the pipe.

This method of jointing requires an electrically heated plate to raise the temperature of
the pipe ends to the required fusion temperature and is used for PE 63, PE 80 and PE
100 grades of material for pipe of size 32 mm and above of the same Standard
Dimension Ratio (SDR). When joining pipes using butt-fusion techniques, the heater
plate temperatures are the same for PE 63, PE 80 and PE 100, 195 °C to 200 °C.

4.2. Types of pipe fittings

The following types fittings shall comply to MS 1058 or EN 12201 –3

a) Spigot fittings
b) Electro-fusion fittings and
c) Mechanical fittings and joints

4.3. Spigot Fittings

Spigot fittings fall under three classes as shown below.

The dimensions of spigots up to and including nominal size 63 shall conform to the
requirements of standards.

4.4. Electro-fusion Fittings

Electro-fusion fittings shall be injection moulded fittings made of PE but incorporating


integral heating element(s) to enable fusion jointing with PE pipes. All PE100
fittings shall be jointed by couplers only.

4.5. Mechanical Joints and Fittings


4.5.1. General

Metal and plastic fittings available for use with PE pipe are:
• Polymeric coated Flanged and other adaptors,
• Mechanical type couplers c/w restrainer,

The materials and constituent elements used in making the fitting (including
elastomers, greases and any metal parts) shall be as resistant to the external
and internal environments as the other elements of the piping system and
shall have a life expectancy under the following conditions as least eq as
least equal to that of the PE pipe conforming to MS 1058 or EN 12201-3 with
which they are intended to be used :

a) During storage;
b) Under the effect of the fluids being conveyed;
c) Taking account of the service environment and operating conditions.

The requirements for the level of material performance for non-polyethylene


parts shall be at least as stringent as that of the PE pipe systems.

All mechanical joints and fittings shall be of approved types designed specifically
for PE pipe system. They shall be supplied with all necessary coupling rings,
nuts, bolts, washers, rubber rings/sealing gaskets and
restrainers/stiffeners.

All mechanical joints, fittings and systems shall conform to the requirements
specified in MS 1058 or BS EN 12201-5 of Table below as applicable.
ii) Plastic Parts

All fittings/components shall conform to the relevant EN standards.


Alternative standards may be utilized in cases where suitable EN
standards do not exist provided a fitness for purpose can be
demonstrated.

iii) Metal Parts

All metal parts shall be made of ductile iron (BS 2789) of Grade 420/12) or
carbon steel (BS EN 10025 Grade S275, S355JR or BS 4360 43A) or
stainless steel (BS970 Part1). No gray cast iron shall be used.

All metal components (except parts made of stainless steel BS 970) of the
mechanical joints and fittings shall undergo the necessary surface
preparation for polyamide coating purposes. Bituminous coating is not
allowed. Either one of the following polymeric coating is acceptable:

• For coating using either fusion-bonded epoxy powder or polyamide 11


(RISLAN) Bonded Polyamide 11 or not less than 350 µm for
Fusion Bonded Epoxy as specified in AS/NZ 4158:1:1994.

• For coating using cold applied high solid liquid epoxy (solvent or
solventless) which meet the requirement of AWWA C210-84, the
coating thickness shall not be less than 356 µm.

The metal flanges shall be in accordance with PN 16 in BS 4504 or BS En 1092.

iv) Elastomers

The rubber wedge joint rings shall have a hardness range of 66-75 IRHD
and shall meet the requirements as detailed in MS 672-1999 or AS
1646 : 1992

Flange gaskets shall be of flat section minimum 5mm thick (medium grade)
(Hardness 60 ± 5 RHD) rubber reinforced with two-ply flexible fabric
and complying with BS 5292.

v) Bolts, Nuts and Washers

The bolts and nuts shall be hexagonal and shall be in accordance with BS
4190. The bolts, studs, nuts and washers used shall be made of stainless
steel or hot-dipped galvanized carbon steel coated with fusion bonded
epoxy powder or polyamide 11 to the finished thickness of coating between
75µm and 125µm according to WIS 4 – 52 –03 –1994. Cold applied high
solid epoxy shall be used to repair the damaged coatings on the bolts and
nuts after fastening.

vi) Effect on water quality

When used under condition for which they are designed, materials used for
fittings intended for the conveyance of water for human consumption
shall comply with BS 6920.

iv) Workmanship

a) All casting shall be homogenous, smooth and shall be free from


flaws, cracks, blowholes, cuts or other harmful defects. All
surfaces in close proximity to the pipe shall be smooth and free
from sharp edges.

b) All steel flanges cut from plate shall have their surfaces machine
finished and shall be free from surface defects.

5 Storage

5.1. Storage at wear house

All materials should be carefully inspected at the time of delivery and any defective
material set-aside before accepting the delivery into stores. The defective
materials should be return to the suppliers immediately.
Pipes and fittings should be used in the order of delivery to ensure the correct rotation
of stock.

All pipe stacks should be made on sufficiently firm, flat ground to support the weight
of the pipes and any necessary lifting equipment. Stacking heights should
generally be kept to a minimum and adequate space allocated for lifting
machinery to manoeuvre without causing accidental damage.

For safety and convenience of handling the stacking height of bundles should not be
more than 3m. To prevent possible deformation of the pipes, bundles must
be stored timber to timber.
For similar reasons, pipe coils should be stored flat and the number of coils per stack
should be limited to:

• 7 coils for 20mm pipe


• 6 coils for 25mm pipe
• 5 coils for 32mm pipe
• 4 coils for 50mm pipe
• 3 coils for 63mm pipe
• 2 coils for 90mm pipe
• 1 coils for 110, 125 and 180 pipes.

Where individual pipe lengths are stacked in pyramidal fashion, deformation may
occur in the lower layers. Such stacks should therefore be not greater than
1m high.

Electro-fusion and compression fittings should be stored under cover, preferably on


racking and in the manufacturer’s protective wrapping or cartons which

should be kept intact until the fitting is required for use except spigot
fittings.

At all times pipes and fittings should be stored away from exhaust outlets and all other
high temperature sources. Care should also be taken to avoid contact with
lubricating or hydraulic oils, gasoline, solvents and other aggressive
chemicals.

All special tool and equipment associated with the jointing of pipes and fittings should
be stored separately and securely until they are required for use.
6 Pre – Delivery Inspection And Evaluation

It is the responsibility of the supplier to inform Engineer for inspection purposes


during manufacturing and before delivery.

Engineer reserved the right to inspect and witness the testing of product offered. If
the product fails the mandatory test, the manufacturer will be notified
and a second cut section will be tested. If the second cut section fails, the
product will be rejected from use in the state.

At any time, when requested, the supplier is to provide Engineer a sample of the
product offered for evaluation purposes. All costs shall be borne by the
supplier.

If at any time the supplier fails to deliver the required sample, the product is
deemed to have failed to meet the specifications and the product will not
be further used in the project..

7 HANDLING, TRANSPORT AND STORAGE


7.1. General

Polyethylene pipes are characterized by being tough and resilient and are
relatively light. Though it is easy to handle, they are prone to damage by
scoring by sharp objects. Therefore, careful handling is always required and
the dragging of straight pipes and coils should be avoided whenever possible.

The maximum allowance depth of scoring of the external surface of the pipe is
5% of the wall thickness. Pipes and fittings showing obvious defects,
excessive scoring or sharp deep cut even if less than 5% of the wall
thickness should be withdrawn and returned to the suppliers.
Pipes up to 125mm are usually supplied and delivered loose or strapped into
convenient bundles or banded coils. Fittings are normally supplied in
separate bags or cartons/pallets.

7.2. Transport and Delivery

For transporting bulk loads the vehicles should be provided with a clean flat bed, free
from nails or other projections which may cause damage.

Care should be taken to avoid positioning pipes and fittings near or adjacent to
exhaust systems or other heat sources as after as possible, avoid
contamination from materials such as diesel oil.

Straight pipes should be fully supported or bound together.

Metal chains or slings should not be brought into direct contact with the pipe. Webbed
sling of polyethylene or nylon are recommended.

When transporting pipes of different sizes, pipes of higher-pressure class shall be


loaded underneath. If the pipes are transported one inside another, the
smaller pipes shall be removed first and piled separately.

Both vertical and horizontal deliveries of coiled pipes are permissible.


8 Off Loading
8.1. Bundled Pipes

When lifting by crane, non-metallic wide band slings or ropes should be used.
For pipe length greater than 6m, load spreading bars of a length at least
equivalent to one quarter of the length of the pipe or bundlepack should be
employed.

Chains or end hooks should not be used. Care should be taken to avoid damage
to pipes and pipe ends during lifting.

Some bending should be allowed for in the middle of the lift when loading and
unloading pipes. However to avoid excess bending, lifting points should
always be well and evenly spaced.

Six meters long bundlepacks may be handled by fork lift trucks but the positioning of
the forks shall cause minimum bending of the pipes.

Bundlepacks longer than 6m long should be handled either by side loader with a
minimum of four supporting forks, or by a crane using a spreader beam and
suitable slings. Off loading on site may be made easier by using skid timbers
and rope slings.

8.2. Coiled Pipes

Coils of pipes can be handled by fork lift truck. Where individual coils are too heavy for
manual lifting, a fork lift truck with suitable protected boom attachments
should be used. They should NOT be rolled off the edge of loading platforms
or trailers.

Complete coils are secured by outer and intermediate bands and individual layers are
also independently secures. Plastic tape at least 10mm wide should be used
for banding.
The bands should not be removed until the pipe is required for use. The bands securing
the outer end of the pipe should be removed first and the movement of the free
end carefully controlled. This should be followed by those securing successive
layers, and only those bands necessary to release the length of pipe immediately
required should be cut and removed.

When removed from the coil or drum, the pipe will be oval and curved. Although both
ovality and curvature will reduce with time, special tools are available a
facilitate handing and jointing.
8.3. Fittings

Hocks should not be used to lift fittings which are generally supplied with cardboard
boxes. Special care should be taken in the handing of “pup” fittings to
ensure that the weight of the fittings is not transferred to the fabricated
joint.

1 MATERIALS

1.1 Electromagnetic Water Meter

Electromagnetic water meters shall consist of self contained integrated


measuring instrument that determines and displays continuously the volume
of water flowing through it by measuring the velocity of water indirectly using
external electromagnetic sensors, and conform to BS 5792 - 1980 (1986) for
Electromagnetic Flow meters.
The unit shall be capable of withstanding pressure of PN 10 with a protection
class of IP67, while maintaining an accuracy of ± 0.5%. Empty pipe detection,
flow direction and self-diagnostic features shall be built in features with simple
commissioning and calibration.
The data outputs shall be by means of an LCD – indicator, current output and
pulse output, allowing for the reading of cumulative flows and real time
measurement with volumes indicated in cubic meter per hour. The device shall
also have a zero point adjustment.
The power source shall be from mains electricity with electrical protection
devices against current surges and spikes. A rechargeable battery pack shall
be included so that during power outage, flows can be continually measured
for a period of 24 hours. All necessary cabling and protection devices shall be
included.
The unit shall be made from non-corrosive material.
The electromagnetic flow meter shall be placed in accordance with the
manufacturers recommendations with flange end connections. In addition the
unit shall be placed in a water meter chamber with lockable lid.
Meters shall be designed for a lifetime of ten (10) years under normal operating
conditions. The Supply Supplier shall obtain and submit a separate written
guarantee from the Manufacturer of the meters against defects due to five (5)
years after the date of delivery. Meters that are found to be defective during
this period shall be repaired or replaced by the Supply Supplier at no
additional cost to the Owner.

1.2 PIPE HANGERS AND SUPPORTS

Pipe rollers and sockets shall be cast iron, fitted to a steel roll rod all with
galvanized finish. The roller shall have a concave profile to suit the outside
diameter of the pipe, which it supports.

Hanger-rods and coupling harness tie-bolts shall be continuous machine


threaded rods made of carbon steel with galvanized finish. Nuts and washers
shall be heavy duty, thread to suit rods with galvanized finish.

1.3 REPAIR CLAMPS

Repair clamps shall be fabricated from a single piece of flexible stainless steel,
which can be wrapped around the pipe to repair a leak. The surface of the
clamp in contract with the surface of the pipe shall have a resilient rubber
integrally constructed screw clamps.

1.4 METER BOXES

Water meter boxes shall consist of precast, concrete pipe sections with
concrete lid, locking chain and pad lock with key as shown on the drawings.

Prefabricated metal boxes may be considered as an alternative, subject to prior


approval of the Engineer.

1.5 GLOBE VALVES

Globe valves for meter chambers shall be straight pattern rated to 1.4 MPa for
cold water, all bronze with renewable composition disc and screwed
connections.

1.6 VALVE KEYS

For the operation of the underground gate valves, hydrants and manhole
covers tee keys shall be supplied. The keys shall be galvanized steel.

(a) For valves and hydrant universal key shall be supplied to the quantities
as the schedule.
(b) For the manhole covers also universal key shall be supplied number as
specified.

2. EQUIPMENT FOR TESTING OF PIEPLINES

A Special motor – driven plunger pump for testing of the pipelines with the
following characteristics.
Maximum pressure 30 bar
Delivery 15 l/min.
In addition the necessary suction hose (5m), strainer, pressure relief valve.
Discharge hose, pressure gauge, stop valves, blank flanges and fittings all as
specified in the price schedule.

3 SPARE PARTS

The Supplier shall submit in his Technical File detailed parts lists and
drawings for all tools and meters, including a list of recommended spare parts
and prices for each spare part. The exact type and quantity of spare parts to be
supplied shall be determined by the Engineer on the basis of the information
submitted.

PREAMBLE AND NOTES TO BILLS OF QUANTITIES

1. These Bills of Quantities form part of the Tender Documents and are to be read
in conjunction with the Instruction to Bidders, Conditions of Contract, and
Technical Specifications.

2. The quantities set forth in the Bills of Quantities represent the character of the
work to be carried out. There is no guarantee to the Supplier that he will be
required to carry out the quantities of work indicated under any one particular
item or group of items in the Bills of Quantities, though on the Contract as a
whole the quantities are intended to represent the overall value of the work to be
carried out. The Employer can increase or decrease the quantities of works
without any change in unit price or other terms and conditions pursuant to
ITB Clause 31.

3. The prices and rates inserted in the Bills of Quantities are to be the full inclusive
costs of the works described under the items, complete in accordance with the
Conditions of Contract and Technical Specifications.

4. The brief description of the items given in the Bills of Quantities are purely for
the purpose of identification and in no way modify or supersede the detailed
descriptions given in the Conditions of Contract or Technical Specifications.
When pricing items, reference is to be made to the Conditions of Contract and
Technical Specifications for the full directions and description of work and
materials.

5. A price or rate is to be inserted, in ink, against each item in the Bills of


Quantities, whether quantities are stated or not, and if the Bidder includes the
cost of a particular item elsewhere in his rates or prices, he shall insert the word
"nil" against both the rate and extension of that particular item. Should the
Bidder omit to price an item, then it will be assumed that he has included the
cost of the item elsewhere in his rates or prices.

6. No alteration shall be made to the Bills of Quantities and no extra item shall be
inserted. The Bidder shall satisfy himself that the Contract Sum arrived at by
pricing the quantities and items given is sufficient compensation for supplying
the whole goods in accordance with the Contract Documents.

7. All pipe diameters indicated in the Bills of Quantities are nominal. Fittings
dimensions to suit size/type of pipes supplied by the Bidder and Bidder’s rates
are deemed to allow for this. No additional cost adjustment shall be allowed.

10. Supply of pipes and fittings to include for cost of supply of all jointing materials
like bolts, nuts, washers, gaskets, packing, jointing glue, etc.

11. For goods delivered from abroad on DDU place of destination basis, the rates to
be indicated in the Bills of Quantity shall be excluding Ethiopian Government
duties and taxes.
