SECTION 1 INTRODUCTION TO DECK PMS (ROSB-PMS-P01)

This served as a controlled reference manual that supplements the Shipboard Operation Manual Document
No. ROSB-SOM-P35: Planned Maintenance System (PMS).
The Deck planned maintenance must be carried out in accordance to the Shipboard Operation Manual
Document No. ROSB-SOM-P34: Planned Maintenance System (PMS) and its attached PMS forms,
especially the Deck Servicing Plan (Form: DSP).
Any equipment and/or instructions written in this manual but NOT shown in the Deck Servicing Plan are NOT
applicable to the PMS.
In instances of any discrepancies between the Deck Servicing Plan and the contents of this manual, the
former shall prevail.
Thus the main function of this manual is only to allow the vessel’s Master or anyone who is carrying out the
Deck planned maintenance, to have easy access to a set of general task instructions.
It must however be stressed that the task instructions contained in this manual serve only as general
guidelines. The person carrying out the planned maintenance MUST refer to the manufacturers’ manuals or
brochures for detailed instructions.
When in doubt, please contact the Technical Manager for assistance.

2.1 The Sections 3 to 8 of this Manual are applicable to the Deck department
2.2 The numbers in the “Equipment No.” column and the descriptions in the “Task” column are identical
to the “Equipment No.” and the “Task Name” columns of the Deck Servicing Plan. Any equipment no.
and task shown under these columns but not shown in the Deck Servicing Plan are NOT applicable
to the plan maintenance system.
2.3 Maintenance instructions for each Equipment number are shown below the column

(1) To lubricate all linkages and gearings.
(2) To examine all hoses and connections for leaks and deterioration.
(3) To operate monitors and ensure their movement is not restricted.

External cleaning to carry out and check for corrosion.

A. CO2 EXTINGUISHER
(1) Safety pin check in place with attached chain/lanyard.
(2) Check that weight is correct.
(3) To lubricate trigger hinge.

B. PRESSURIZE WATER EXTINGUISHER


(1) To check safety cap is on with attached lanyard.
(2) Water to change and check inner catridge is not puntured.
(3) To check that release pressure holes are not blocked.

C. FOAM EXTINGUISHER
(1) To check cap in place with attached lanyard
(2) Open cover and check that inner cylinder seal is not broken, change if need to.
(3) Test mixture of the two liquids that foam can be formed with a few drop of each.
(4) Change mixture if necessary.

D. DRY POWDER EXTINGUISHER


(1) To check safety cap in place with attached lanyard.
(2) Lift extinguisher upside down and place ear on cylinder to hear the movement of the powder inside is
not in lump.
NOTES:-
All used-up Extinguishers to be filled at earliest opportunity.

EQUIPMENT NO.: 5510 - FIREMAN’S OUTFIT AND B.A SETS


A. FIREMAN'S OUTFIT
Check the following items for damage and deterioration
(1) Fireman Suit
(2) Safety Boots
(3) Safety Helmet
(4) Fireman gloves
(5) Safety Line
(6) Safety Belt
(7) Fireman Axe and holder

B. SAFETY LAMP
(1) Check lamp battery to ensure no leakages.
(2) Ensure battery are fully charge.
(3) Test lamp and observe luminous intensity.

C. B.A. SET
(1) Check face mask, air hose, air regulator for deterioration, leaks and damage.
(2) Test how air pressure alarm and ensure they are working.
(3) Check air bottles for corrosion and damage.

(4) Ensure air bottles are fully charged and all valves are free to operate. Emptied bottle to be marked and
re-charge at the earliest opportunity.
NOTES:-
All vessels above 500 GRT are to have minimum TWO complete sets of fireman’s outfit and
breathing apparatus.

EQUIPMENT NO.: 5515 - FIRE LINE, HOSES, NOZZLES, HYDRANTS AND INTERNATIONAL SHORE
CONNECTION
A. FIRE LINE
(1) Check all fire line for corrosion and leaks.
(2) Ensure all fire line are painted RED.

B. FIRE HOSE
(1) Check all hoses for deterioration.
(2) Ensure all couplings are not damage and rubber seals are in good condition.
(3) Check and ensure all fire boxes to have hose.

NOTES:-
All fire hoses to be flushed clean with fresh water and dry after each fire drill before storing.

C. NOZZLE
(1) Check all nozzles and ensure they are dual-purpose type (i.e. not jet and spray) incorporating a shut-
off.
(2) Ensure all nozzles are free to operate from jet to spray.

D. FIRE HYDRANTS
(1) Check all hydrants valves and ensure they are free to operate.
(2) Check and ensure all rubber seals and locking mechanism are in operational condition.

E. INTERNATIONAL SHORE CONNECTION


(1) Check International Shore Connection and ensure they have rubber gasket, bolts and nuts.
(2) Ensure they are stored properly.

NOTES:-
All vessels above 500 GRT are to have minimum ONE International Shore Connection.

EQUIPMENT NO.: 5520 - MEDICAL RESUSCITATOR


(1) Check cylinder pressure when pressure is less, re-filling should be done in the earliest opportunity.
(2) To check every screw, plugs of the mask for leaks and deterioration.
(3) To check hose is not bending.
(4) When testing, no raked light are allow.
(5) To check cover and inlet of cylinder is kept clean and free from dust.
(6) To check that it is stored in cool dry place.
(7) Do not use lacquer, thinner, benzene and gasoline for cleaning.
NOTES:-
After use, re-sterilisation to all metallic parts, mask and catheter and wiped dry before stowage.

1) Weekly Visual Inspection and Testing
i) Ensure no apparent signs of damages to external and internal hull.
ii) Check engine and gearbox oil and record fuel status. Lubricate all moving parts. Engine to test
run ahead and astern for at least 3 minutes. Ensure stern gland of shaft are lubricated.
iii) Operate tiller/rudder and ensure propeller are free from obstruction.
iv) Painter and lifeline to be in good condition and free from deterioration
v) Bottom plugs are near at location with string attached.
vi) Wire to check and maintain as follows:
a) Degree of corrosion, kinks, friction markings
b) Presence of broken strands.
c) Area adjacent to termination (sockets) and lifting hooks.

2) Monthly Routine Maintenance


Clean external and internal hull structure and check signs of damage and deterioration.
i) Check all buoyancy tanks/thwart to ensure no sign of damage.
ii) Ensure lifeboat equipment, medical kit and rations are in dry and satisfactory condition.
iii) Ensure all oars in good condition and crutches are free.
iv) Additional fresh water in portable containers to be changed when necessary.
v) Re-paint markings where necessary
vi) Lubricate all grease points, rollers, sheaves and ensure all moving parts are free. Defective
rollers, sheaves or pins to replace immediately.
vii) State of internal lubrication of wire and re-greasing where necessary
viii) Winches to check for lubrication, brake condition and moving parts are free.
ix) Check davit and lifting limit switches and ensure operational.

NOTES:-
Wire to turn end to end at an interval of not more than 30 months and to renew when necessary at
an interval of not more than 5 years.

EQUIPMENT NO.: 5530 - RESCUE BOAT AND DAVIT {page 8 of 17}

1) Weekly Inspection & Testing


Boat to be inflated at all times.
i) Check signs for damages on buoyancy tubes and bottom hull. To carry repair if necessary.
ii) To check fuel status, top up if necessary.
iii) To check all lifelines and ensure they are secured and not deteriorated.
iv) Outboard motor to test run ahead and astern for at least 3 minutes, repair if necessary. Ensure
sufficient engine cooling available during testing.

v) Check wire for any damages and lubricate where necessary. Ensure end termination and lifting
hook in satisfactory condition
vi) Winch is free to move in both directions.
vii) Ensure no obstructions in way of launching area.

2) Monthly Routine Maintenance


i) To check external and internal hull condition. To wash down and degrease if necessary.
ii) Floorboards to check for deterioration.
iii) To check boat equipment including the medical kit.
iv) Check and ensure all moving parts of davit are free. Lubricate all greasing points.
v) Ensure reflective tapes are intact and markings visible.
vi) Lower and test boat.
NOTES:-
i) To clean boat and flush outboard motor with fresh water before stowage.
ii) Wire to turn end to end at an interval of not more than 30 months and to renew when necessary
at an interval of not more than 5 years.

EQUIPMENT NO.: 5535 - LIFE RAFTS


1) Weekly Inspection
i) Examine casing and ensure no sign of damage or cracks.
ii) Check securing straps, attachments for signs of deterioration.
iii) Ensure hydrostatic release unit (HRU) and painter secured to strong point.
iv) Launching area free from obstructions.
v)
2) Monthly Routine Maintenance
i) De-rust cradles where necessary and ensure joints and arms are free to move.
ii) Check markings are visible.
iii) Greased turnbuckles, shackles and clips for securing straps.
iv) Ensure hydrostatic release units (HRU) are valid.

EQUIPMENT NO.: 5540 - LIFEBUOY AND HEAVING LINE


(1) Check lifebuoy security bracket for corrosion.
(2) Check buoys and hanging lines for deterioration and damage.
(3) Check lifebuoy are clearly marked with ship identification.
(4) Wash it with fresh water.

EQUIPMENT NO.: 5545 - SELF IGNITING LIGHT


(1) To check lights for deterioration and ensure they are working properly.
(2) To remove batteries to check for leakage.
(3) Renew battery and bulb necessary.

(1) To check casing for leaks and corrosion.
(2) To check for expiry date.
(3) To check securing brackets for corrosion.

(1) Check condition of line and ensure they are not deteriorated. Ensure all lines are not knotted or
kinks.
(2) Check validity date of projectiles.
(3) Store them in a dry and cool place.

EQUIPMENT NO.: 5560 - LIFE JACKET


(1) To check condition of lifejacket and all security straps.
(2) To check and ensure they are not deteriorated.
(3) To check and ensure all lifejackets have self-ignition light, whistle and reflective tapes.
(4) To check that all lifejackets are marked with ship's identification.

EQUIPMENT NO.: 5565 - IMMERSION SUIT AND TPA


(1) To examine condition and ensure they are not deteriorated.
(2) To check zip and ensure they are not seized up.
(3) Store them in a dry and cool place.

EQUIPMENT NO.: 5570 - PARAGUARD STRETCHER


(1) To check for deterioration.
(2) To Assemble and practice drill.
(3) To be kept in clearly marked location for easy access.

EQUIPMENT NO.: 5575 - POLLUTION PREVENTION LOCKER


Check the following items for damage, deterioration and hardening.

(3) Absorbent materials

EQUIPMENT NO.: 6500 - TOWING AND ANCHOR HANDLING WINCH


A. WINCH
(1) To lubricate all grease points.
(2) To check brake band for wear.
(3) To lubricate brake band tightening bar.
(4) To lubricate all expose gearing and check gears for wear.
(5) To check all spooling gears, ratchets and guide rollers and ensure they are free.
(6) To check foundations, securing bolts for cracks and damage.
(7) To operate winch and observe any abnormality.

B. WIRE
(1) As far as practicable, the wire to be examined for surface wear, broken strands, corrosion, kinks
and bird caging.
(2) Examine all sockets, socket fastener for cracks, deformation and mechanical damage.
(3) Lubricate wire if necessary.

C. CHAIN
(1) As far as practicable, the chain to be examined for wear, missing or loose studs and
deformation.
(2) Examine connecting link for slack or corroded taper locking pins.
(3) To check and ensure swivels are free.

It is recommended that the chain and connecting link be inspected for wear every time the

4) Pipes condition, if any pipes pass through tank or void space:-
a. general condition of the pipe, rust, leaks and bends especially where the pipe passes through
bulkheads or other members.
5) Tank Coating and Rust condition:-
a. condition of tank coating, including coating thickness and areas where coating is still intact.
b. condition of steel due to rust and scales
6) General Cleanliness:-
a. accumulation of dirt, mud, rust scales, etc.
b. clean up where necessary

There are various certificates carried on board the vessel and therefore it is important that the Master must
know how to interpret it and to advise and remind office of its expiry for renewal and annual servicing and
survey.

(AA) Certificates that are issued by the flag administration as follows:-

4. Crew's Article and Official Log Book

(BB) Certificates that are issued by the approved Classification Society as follows:-
1. International Load line Certificate (1966)
2. Cargo Ship Safety Construction Certificate

4. Cargo Ship Safety Radio Certificate
5. International Oil Pollution Prevention (IOPP) Certificate

(CC) Certificate that is issued by the Ministry of Environment as follows:-

SECTION (AA)
1. Ship's Registry
This document is issued by flag administration and indicate the particulars of Owners, vessel and
vessel's identification.
It does not have expiry date but it will cease to be valid once there is a change of ownership.

2. Minimum Manning Certificate


The flag administration set out the minimum requirement needed to safely manned the vessel as to
Merchant Shipping Act and it will consider to be not seaworthy if the manning is not met.

3. Exemption Certificate
As to case to case basis, flag administration may consider issuing Exemption Certificate for the
vessel. Exemption like;
1. Exempted from carrying immersion suit and TPA
2. Exempted from carrying a Class 5 Officer
3. Exempted from one trip voyage for reduced manning

4. Crew's Article and Official Log Book


Crew's article usually valid for six months and it served as a record for the crew who signed on on
board the vessel. Together with the Officer Log Book, it served to ensure the Master comply to the
Merchant Shipping Act for the "Master and Crew".

SECTION (BB)
1. International Load line Certificate (1966)
This certificate checks on the water tightness of all openings, the load and draft markings of the
vessel.
Validity is for 5 years from the date of initial survey and may extended up to 5 months after the
expiring date only for the purpose of allowing the vessel to complete its voyage.
Mandatory periodic survey is to be carried out annually and shall be held not before 3 months prior
to, nor later than 3 months after the annual date of the certificate.

2. Cargo Ship Safety Construction Certificate


This certificate checks on the conditions of the hull and machinery of the vessel.
Validity is of 5 years from the date of initial survey. No extension shall be permitted but may be
extended for a grace period of 1 month for very special case only.
Mandatory periodic survey is to be carried out annually and shall be held not before 3 months prior
to, nor later than 3 months after the annual date of the certificate.
Special Survey has to be carried out at every 5 years period known as the 1st Special, 2nd Special
and so forth.
Class Intermediate Survey is required. This is held not before 6 months prior to, nor later than 6
months after the half way date of the validity of the certificate to check the conditions of the tanks. It
can coincide with the annual survey.
Dry docking is also required at every 2.5 years for the vessel to check underwater conditions of the
hull. It must dock at the expiry of the certificate but underwater inspection in lieu of docking can be
allowed if it falls at the half way date of the certificate validity.

3. Cargo Ship Safety Equipment Certificate


The issuance of this certificate checks the life saving equipment and the fire fighting apparatus on
board with valid life raft servicing certificates and fire extinguishers service certificate.
It is valid for the period of 2 years and annually survey needs to be carried out for convention vessel
(i.e. vessel of more than 500 GRT).
Form E, record of the safety equipment, is to be attached to the certificate.

4. Cargo Ship Safety Radio Certificate


This certificate checks on all the communication and the navigation equipment of the vessel.
Form R, record of radio equipment, is to be attached to the certificate.
Validity of the certificate is for 1 year only and to be renewed together with
"Ship Station Licence" and "Radiotelephony Certificate of the Officer/s".

5. International Oil Pollution Prevention (IOPP) Certificate


This certificate is required for cargo vessel, other than tanker, of above 400 GRT with validity of 5
years from date of initial survey. Approved SOPEP must be produced and on board, and together
with the Oil Record Book for the issuance of this certificate.
It checks on the pollution control of the vessel and its contingency plan.
Mandatory periodic survey is be carried out annually and minimum 1 intermediate survey during the
validity of the certificate. This intermediate survey shall be held not before 6 months prior to, nor later
than 6 months after the half way date of the certificate's period of validity.

6. International Tonnage Certificate (1969)


This certificate is issued upon the final measurement of the vessel as according to the International
Tonnage Measurement 1969 giving the vessel with the new terms of GRT and NRT without any
units. It has no expiry date.

SECTION (CC)
1. Deratting Certificate or Deratting Exemption Certificate
This certificate is issued by the Ministry of Environment to check that the vessel is free from
infectious disease.
Deratting Exemption Certificate is issued when after inspection by Port Health Officer without
fumigation, a Deratting Certificate is issued instead.
This certificate is valid for a period of (6) six months from date of issue.

SECTION 10 INTRODUCTION TO ENGINE ROOM PMS (ROSB-PMS-P10)

This served as a controlled reference manual that supplement the Shipboard Operation Manual Document
No. ROSB-SOM-P35: Planned Maintenance System (PMS).

The Engine Room planned maintenance must be carried out in accordance to the Shipboard Operation
Manual Document No. ROSB-SOM-P35: Planned Maintenance System (PMS) and its attached PMS forms,
especially the Engine Room Servicing Plan (Form: ESP).

Any equipment and/or instructions written in this manual but NOT shown in the Engine Room Servicing Plan
are NOT applicable to the PMS.

In instances of any discrepancies between the Engine Room Servicing Plan and the contents of this manual,
the former shall prevail.

Thus the main function of this manual is only to allow the vessel’s Chief Engineer or anyone who is carrying
out the Engine Room planned maintenance, to have easy access to a set of general task instructions.

It must however be stressed that the task instructions contained in this manual serve only as general
guidelines. Whenever necessary for the benefits of better maintenance the person carrying out the task
MUST refer to the manufacturers’ manuals for detailed instructions.

When in doubt, please contact the Technical Superintendent (TS) for assistance.

11.1 Sections 9 to 19 are applicable to the Engine Room department.


11.2 The numbers in the “Equipment No.” column and the descriptions in the “Task” column are identical
to the “Equipment No.” and the “Task Name” columns of the Engine Room Servicing Plan. Any
equipment no. and task shown under these columns but not shown in the Engine Room Servicing
Plan are NOT applicable to the plan maintenance system.
11.3 For vessels with two main engines, Section 11, page 12-4 of 12-5 with equipment no. designated as
10XX and 11XX are applicable to the starboard main engine; and Section 11, page 12-5 of 12-9 with
equipment no. designated as 16XX and 17XX are applicable to the port main engine.
Section 11 page nos. 12-4 and 12-5 are NOT APPLICABLE for vessels with only two main engines.

The description in the “Period” serves only as a guideline for the maintenance interval. The user MUST carry

(5) Check sign of overheating, slackness or creeping in bearing housing.
(6) Check liner for scoring when piston at top dead centre.
(7) Run priming pump to ensure all oil passages are clear.

(1) Drain of oil if governor are independent sump type. Check for metallic or foreign material enstrained
in oil. Refill with clean oil.
(2) Check all fuel linkages for excessive backlash. Ensure they are properly connected and their
movement is not restricted.
(3) Lubricate all linkages.

(1) Hammer test all foundation bolts, tighten up as necessary.
(2) Check and ensure all lock nuts are in place.

(1) Remove end cover.
(2) Check gear backlash and gear tip to housing clearance.

(2) Visually inspect all wire terminal and to ensure tightness.
(3) Check terminals for corrosion and oxidation.
(4) Press manual load test switch to check all emergency lighting. Replace blow out bulb immediately.
(5) Functioning test of emergency generator and battery charger.
(6) Record testing in log book.

EQUIPMENT NO.: 4020 - DISTRIBUTION BOARD


(1) Check and maintain general cleanliness.
(2) Check for sign of decolouration and unusual smells which indicate overheating or loose
connection.
(3) Ensure all covers are tightly secured.

(3) Check bearing slackness and creeping in bearing housing.
(4) Check oil spray and ensure they are not choked.

(1) Check motor to pump coupling.
(2) Check and ensure wire terminal tightness.
(3) Check all wire entries for water tightness.

EQUIPMENT NO.: 5060 - CO² AND HALON SYSTEM


(1) Check the gas system cylinders for damages.
(2) Check all piping for corrosion.
(3) Check and record the gas storage pressure.
(4) Simulate test by open the cover of the releasing panel. The alarm and indicating light in the engine
room and emergency shut off should be activated. (Do not discharge gas)
(5) Put system back to normal.

WARNING
Advance warning to be given to the crew on board before commence testing.

EQUIPMENT NO.: 5070 - B.A. CHARGING COMPRESSOR


(1) Check condition of oil.
(2) Check condition of charcoal filter.
(3) Check and clean cooling fins or water cooling passage.
(4) Check condition of cooling pump impeller.
(5) Test run compressor to charge up one air bottle. Record timing.

EQUIPMENT NO.: 5080 - EMERGENCY SHUT DOWN SYSTEM


(1) Active emergency shut down button.
(2) Check and ensure shut down of air condition, fan blower, F.O. purifier and fuel oil pump.
(3) Record date of testing.

EQUIPMENT NO.: 5090 - EMERGENCY FIRE PUMP


(1) Check fuel oil and lube oil level of engine.
(2) Turn pump by hand before running.
(3) Clean all cooling fins.
(4) Test run pump and observe discharge pressure.
(5) After testing, clean pump and engine with fresh water.
(6) Lubricate all linkages and coat pump and engine casing with Anti-Rust.

EQUIPMENT NO.: 5100 - WATER CURTAIN SYSTEM


(1) Test water curtain ensure all nozzles are not choked.
(2) If situation do not permit testing, flush system with fresh water to ensure all nozzle are free. Remove
nozzle to clear choke if necessary.

EQUIPMENT NO.: 5110 - OIL DISPERSANT SYSTEM


(1) Examine spray boom or monitor for corrosion.

(3) Clean motor casing cooling fans.
(4) Check starter panel wiring terminals for tightness. Observe any sign of overheating or discoloration.
WARNING:-
Main breaker to the assigned equipment to be in "OFF" position. Tape breaker and display
signboard.

(1) Check lube oil condition, change oil if necessary.

(1) Open shark jaw casing inspection cover, check all hydraulic hoses, connection, cylinder rams for
corrosion and deterioration. Grease all rams. Clean and maintain hydraulic cylinder casing. Ensure
drainage is clear.
(2) Check hydraulic oil condition, clean or renew filter if necessary.
(3) Ensure all control valves are free.
(4) Check accumulator pressure. Charged up with nitrogen gas if necessary.
(5) Test quick and emergency release system.
(6) Check electrical starter wire terminals for loose connection and overheating.

EQUIPMENT NO.: 6070 - TOW PINS


(1) Check all hoses and pipes for deterioration and corrosion. Rectify all leaks.
(2) Clean oil condition, clean and change oil filter if necessary.
(3) Lubricate and ensure pins are free to rotate.
(4) Operate pins and observe for excessive clearance between pins and casings.
(5) Check sealing arrangement.
(6) Maintain cleanliness of pins.

Note:-
To freshwater wash and grease after every anchor handling job.

(1) Besides the routine checking of spares and updating of inventory, a thorough check must be carried
out to ensure that spares are properly secured and preserved.
(2) The Chief Engineer must be able to produce an up-to-date Inventory List indicating machinery, part
numbers, stock quantity and position of the stores upon request of the Shore Auditor.

EQUIPMENT NO.: 8010/8020/8030 - MACHINERY COMPARTMENT CLEANLINESS


(1) Besides daily cleaning and regular hose down of tank top, this operation must be carried out
thoroughly on the cleaning of bilges, bulkheads, machinery, pipes, etc.
Any foreign material in the bilges must be removed.

NOTE:-
Ensure that during hosing down or cleaning operation, no water is allowed to settle on
electrical machinery. The compartment should look clean and tidy after this operation.
This is one of the criteria that indicate the performance of the Chief Engineer and his
subordinates.
