Responsible for:
 development and maintenance of
development and competence schemes Electrical CFDH Assets:
(EMPDS and OMPDS) for Electrical staff - 65 discipline staff
- Policies, CoPs and Corporate
standards
- development schemes, EMPDS/OMPDS
- discipline software, systems and tools

CFDH scope:
- discipline integrity and direction
- discipline knowledge/advice centre
- dissemination and co-ordination
- staff planning
- new technology & development
- technical and electrical safety
standards/procedures
- contractor/vendor approval
- benchmarking

 development, maintenance and integration of Electrical business processes


 Electrical staff succession planning for engineering and operations staff in
collaboration with the line
 definition, development and maintenance of technical Electrical standards and
operating philosophies
 development and maintenance of work categories and an approved list of vendors
and contractors for the provision of Electrical Engineering materials and services.
 approval of variances to Electrical standards and any changes to the list of approved
vendors and contractors for the provision of Electrical materials and services
 pursual and rapid dissemination of Electrical related technology as part of PDO's
technology programme
 maintaining external technical relationships in the area of Electrical power and
distribution
 identification of Electrical IT requirements, and optimum utilisation of IT tools by
electrical staff
 spreading lateral learning across assets and exchange of best practices
 identification and assessment of risks in the discipline and provision of advice to
involved Managers on the appropriate method of risk management.
 company wide directional advice and support in all electrical system matters
including system studies, key documentation, control, protection, optimisation
matters in terms of standardisation of systems and commonality of philosophies

Liaise with:
AMs or delegates  to facilitate optimum staff deployment and development
 to prepare functional staff development, resourcing and
succession plans
 dissemination of best practice in PDO
 to review Asset Development Plans and provide
technical (risk) advice upon invitation
 to advise appropriate methods for risk management
Electrical staff  to conduct functional meetings for lateral learning and
dissemination of best practices
 to provide discipline expertise and support
 to provide an Electrical competence development
scheme to ensure adequate, high calibre Electrical
resources are available to meet business objectives

The Functional Director  for risk advice on Electrical Engineering matters
 for advise on focus and direction for Electrical
Engineering discipline development
SIEP  for technical advice (RTS)
 supply of Group staff (EPS-HR)
Electrical discipline  identification and dissemination of best practices for
Heads in other Shell PDO specifically and the Shell Group of companies in
OUs general
 to conduct and participate in Shell Group meetings and
conferences
3rd parties  identification, development and engagement in studies,
R&D projects, etc with Universities, institutions,
consultants, etc.
The Technology AM  identification and development of new technology
 contribute to the PDO Technology Plan

Final Mandate
Accountable for:
$  studies, field-tests and pilots / operating costs and technology
development budget
 reduction in Capex through introduction of new standards,
contractors, equipment and others commensurate with overall
reduction in life-cycle cost
Growth  make a demonstrable contribution to growth through identification of
new opportunities and development of new / improved processes and
tools
Integrity  development and dissemination of fit-for-purpose codes of practice
and standards which reflect Group/Industry norms and which reflect
operations and maintenance feedback
 promote lateral learning and facilitate application of best-practice
 the development of the relevant business processes and systems for
demonstrating compliance with relevant standards in PDO and a
consistent approach by all parties.
 to ensure the required expertise is available for work on Electrical
discipline issues and that the necessary checks and balances are in
place and operative to maintain integrity
Technology  the implementation of new Electrical technology at the appropriate
time (technological risk versus economic considerations)
 cost-effective technology planning, development, innovation &
facilitating implementation in PDO
 awareness of both SIEP and third-party technologies, staying abreast
of Electrical technologies in the industry at large and in the Shell
Group, with the aim of selecting the best overall technology for field
testing and possible (subsequent) application in PDO
HSE  Health, Safety and Environment related to the Electrical discipline
including ESR's, ESOP's, authorisation of electrical staff.
 to initiate and lead Electrical Safety audits and to ensure compliance
with legislation, PDO policies, standards and guidelines
 ownership of the Corporate Electrical Safety Rules and Electrical
System Operating Procedures
People  fair and honest treatment of all PDO and contractor staff related to
the Electrical discipline compliant with legislation and PDO policies,
standards and guidelines
 develop, review, monitor and adjust an Electrical staff succession plan
 provide discipline expertise and support
 ensure that Asset team section heads monitor and develop Electrical
staff competencies using approved schemes
 manage Omanisation of Electrical Engineering discipline in line with
targets
Informatio  the integrity and safeguarding of all data and information resources
n pertaining to the Electrical Engineering.

$  champion and drive discipline benchmarking in order to


come to the lowest cost of ownership and /or 'best in
class' whilst safeguarding the product flow assets
integrity at an acceptable risk level
 promotion of the initiative to reduce Electrical
operational costs commensurate with maximising plant
reliability and lifetime.
Growth  demonstrate short, medium and long term electrical
demand growth from analysis of Asset project portfolios
and how this demand will be met.
Electrical discipline  conduct monthly Electrical meetings to present ongoing
development work, share best practices and promote new
technologies
 stimulate attendance & presentation of papers at
external conferences and in publications
 participate in technical visits / reviews and attend
conferences with SIEP and 3rd parties
Codes of Practice and  prepare list of key standards for 19992000 update by
Standards end of April
 update standards accordingly
 audit compliance with standards processes and
activities in Asset teams and PDO contractors
 develop clear processes for a consistent approach to
Electrical contractor and vendor registration
Technology  develop power system software models to optimise
system development and protection.
 develop processes leading to improved load monitoring
and load growth forecasting.
 pursue field-tests, pilots and studies of new
technologies as required for the power system
infrastructure and Production Asset Teams' business
 conduct and document an annual review of technology
benefits
People  implement and improve the EMPDS and OMPDS scheme
for the development of graduate Omani Electrical staff
 conduct an annual functional review with the Functional
Director and 6 monthly resourcing & succession reviews
with relevant Asset Managers or their delegate
 annual competence / development review with Electrical
staff and their AM (or delegate)
 agree objective and focus of 19992000 3600 feedback
exercise with the functional director by end-May.
