6.1 GENERAL
Recloser control cubicle shall be applied in accordance with its designation and functionality as specified in the
present document.
The parameters specified in Technical Specification must not be exceeded under any circumstances.

6.2 WORKSHOP ACTIVITY

6.2.1 Inspection
Recloser control cubicle shall be subjected to inspection prior to installation.
If critical damage of the cubicle is found please contact manufacture.

6.2.2 Getting Start


1. Remove the lock from the rotary handle of the external door (see Fig. 6-1).
2. Turn the handle upwards (see Fig. 6-2).
3. Open the external door.
4. Fix external door in the open position with the aid of fixing rod (see Fig. 6-3)
5. Unscrew two captive screws fixing the internal door.
6. Open the internal door.

6.2.2.1 Installation of rechargeable battery


1. Loosen wing nuts as shown in Fig. 6-4 and move battery-holder upward as shown in Fig. 6-5.
2. Install the battery as shown in Fig. 6-6.
3. Move battery-holder downward and tighten wing nuts (Fig. 6-6).
4. Connect WA02 to the battery clamps as shown in Fig. 6-6 (also refer to section 6.4.2.9 for WA02
connection details).

6.2.2.2 Installation of RTU


1. Remove RTU mounting plate unscrewing 2xM4 captive screws (see Fig. 6-7).
2. Drill appropriate holes in the plate to fit particular RTU.
3. Install RTU on the plate.
4. Install the plate with RTU on its regular position fixing it by 2xM4 captive screws.
5. Connect harness between XS1 and RTU as shown in Fig. 6-8. Follow recommendations provided for
connection of wires to WAGO cage clamps in section “DESIGN - Small Wiring Terminations”. Tie the
harness to the holder at the bottom of the housing frame as shown in Fig. 6-8.
6. Remove plastic cap from the gland and insert RTU antenna in it (Fig. 6-10). Screw gland nut tightly to
provide reliable antenna fixing.

6.2.2.3 Installation of I/O module(s)


1. Install I/O module(s) on its regular position (Fig. 6-11) and fix by two M4 captive screws (
2. Fig. 6-12).
3. Remove temporary cable ties fixing the WA01 (Fig. 6-13).
4. Connect WA01 X7 (X8) connectors to the I/O module XP2 connector (see ).
5. Remove plastic cap from the I/O control cable entry gland (Fig. 6-15).
6. Conduct I/O control cable inside of the housing as shown in Fig. 6-14 and insert it through the gland
(Fig. 6-15).
7. Screw gland nut tightly to provide reliable cable fixing.
8. Install EMI cable shield on the cable as shown in Fig. 6-16. Refer to delivery set for details.
9. Connect I/O control cable to IOM XP1 connector(s) (see ). Follow recommendations for connection of
wires to WAGO cage clamps in section “DESIGN - Small Wiring Terminations”.

-high set trips are generally applicable only for feeder recloser
-for overcurrent element high set element provides protection against bolted faults, therefore single
trip to lockout presents a general option.
-in case of resistively earthed neutral high set earth fault trips are not generally applicable.
Tr1 Reclose time selection generally compromises between quality and reliability of supply. The longer it
is the higher is the probability of successful restoration of supply after reclosing. However long
reclose time destructs quality of supply for many customers in the line. Set equal to the duration of
outage that is not sensed by majority of customers. Note that reductions of reclose time below 0.2s
for 15.5kV network and below 0.3s for 27kV network substantially reduces probability of successful
reclosing.
Tr2 Second reclose time is generally set to be much longer than first reclose time to increase the
probability of successful reclosing.
Tr3 Third reclose time is generally set to be longer than second reclose time to increase the probability of
successful reclosing. At the same time it shall be shorter than specific duration considered as an
outage.
Tres Set above the longest tripping time applicable for OC/EF elements mapped for tripping (R or L).

Element Setting Recommendations


ZSC mode Normally is enabled. Can be disabled if fuse saving is not applied. Not necessary for the last
downstream recloser in the line.
AR SEF Reclosing map Use default settings adjusting number of trips to lockout if required.
This number is generally regulated by local safety rules: single trip to lockout is generally used in
residential area, two or three trips to lockout in scarcely populated areas, four trips to lockout can be
used in mountainous or densely forested areas.
Tr1-Tr3 The same rules as for AR OCEF are applicable. Additional input can be provided by local safety rules
limiting total duration of reclosing sequence.
Tres Set above the longest tripping time applicable for sensitive earth fault elements mapped for tripping
(R or L).
AR UV AR map UV1: It is not a common option for recloser types 1-4. Set “Trip to lockout (L)” if load sensitive to
balanced undervoltage conditions is involved (for example, heavy motors).
UV2: Used for protection against voltage disbalance caused for example by upstream broken wires.
It is not a common option for 1-4 reclosers. Set “Trip to lockout (L)” if unbalanced line-to-line
undervoltage protection is required.
UV3: Generally not applied for types 1, 2, 4 reclosers. “Trip to lockout (L)” mode shall be applied for
type 3 recloser to support loop sectionalizing algorithm.
Tr Set above minimum duration of supply voltage restoration that can be considered as stable.
ABR ABR mode Use settings of the default recloser
DE OC DE control map Use settings of the default recloser
At Set equal to the phase angle between positive sequence voltage and current for three phase short
circuit fault for a given line configuration

over this value is provided to avoid multiple reclosing.
UF UF mode Enable when underfrequency load shed protection is applicable.
Set up Alarm mode when underfrequency signaling is applicable.
Fp Set equal to the required underfrequency load shed level
TTA TTA mode Use settings of the default recloser
Tat Set equal to acceptable time grading step when nuisance tripping correction algorithm is applied.
For RC/TEL 0.1s time grade step is generally sufficient.
Keep default setting intact (Tat=0s) if abovementioned algorithm is not applicable.
CLP Trec Set equal to the duration of outage, which determines maximum growth of power consumption after
line reenergizing.
Tres Set equal to the duration of power consumption growth after line reenergizing.
CLM Set equal to the maximum relative growth of power consumption after line reenergizing.
IR Tir Set equal to the duration of inrush current after line reenergizing
IRM Set equal to the ratio of inrush current to steady state current after line reenergizing
OC1+ TCC type Standard TELUS library UD1 TCC`s provide the best coordination with K and T series fuses. Select
OC1- applicable TCC from TELUS library based on fuse type, required current and time grades (Refer to
section “OPERATION – Appendix 1” for selection details). Select other TCC`s when applicable.

OC3- required margin (10% is generally sufficient for RC/TEL).

Tres Use default settings when coordination with electronic devices is required. Increase reset time
accordingly when coordination with slow electromechanical devices is required.
EF1+ TCC type Standard TELUS library UD1 TCC provides the best coordination with K and T series fuses. Select
applicable TCC from TELUS library based on fuse type, required current and time grades (Refer to
section “Operation – Appendix 1” for selection details). Select other TCC when applicable. Note that
UD1 TCC is easily adjustable to any standard ANSI/IEC TCC.
EF1- I (1) For three wire system coordinate with pickup current of relevant SEF element.

OCLL Ip Set equal to steady state current adding minimum acceptable grading step

EFLL Ip Set above steady state zero sequence capacitive current for three-phase system, set above steady
state neutral disbalance current for four-wire system.
Tt Normally instantaneous setting (Tt=0s) is used
UV1 UM Set equal to the minimum accepted level of positive sequence voltage. Note, that UM is set as a
multiple of rated phase to earth voltage (which represents a setting of measurement element).
Tt Coordinate with tripping time of phase overcurrent elements and duration of transient voltage dips.
UV2 UM Set equal to the minimum accepted level of voltage for single phase line to line loads. Note, that UM
is set as a multiple of rated voltage (which represents a setting of measurement element).
Tt Coordinate with tripping time of phase and earth overcurrent elements and duration of transient
voltage dips.
UV3 Tt For default reclosers 3,4 set above total duration of reclosing sequence (sum of all reclosing and
tripping times) of the nearest upstream recloser.

6.2.4 Connection of PC
Connect external PC with TELUS02.03 software downloaded using RS232 port in the front panel of the cubicle.

6.2.5 Downloading of settings


Apply AC power supply (refer to section 6.3.7 and
Fig. 6-28 (left figure)).
Note: Power On must be made not less than five seconds after AC power supply application.
Switch PC into “On line mode” and download preliminary configured system and protection settings into main
processing module using TELUS software (refer also to TELUS software description).

6.2.6 Preliminary tests


The following preliminary test procedure is recommended for assembly of outdoor switching module, control
cubicle with built in battery, I/O modules (where applicable), RTU (where applicable) and external PC connected
to the cubicle and switched into “On line mode”.

6.2.6.1 MMI testing


Switch power on by pressing “On/Off” pushbutton. Light diodes “Local”, “Open”, “Group1” and LCD shall
light on.
Press “On/Off” pushbutton continuously. All light diodes shall start blinking. Running “TEST” letters appear at
LCD.
If any of the abovementioned features does not appear main processing module is damaged and shall be
replaced (refer to section 6.4.2 for replacement details).
Note: In order to check operability of all other MMI pushbuttons follow procedure described in section
“OPERATION”.

6.2.6.2 UPS testing


Stop holding “On/Off” pushbutton. “SYSTEM STATUS” menu shall appear on LCD. Check that there is no
malfunction or warning signals appeared. Otherwise refer to section 6.4.1.
Select “UPS” title in the screen and press “Enter”. “UPS STATUS” menu shall appear. Check presence of
both AC input voltages, battery (dis)charging current, battery voltage and residual charge with the aid of MMI

and PC. All parameters shall meet requirements described in section “UPS operation”. Otherwise connect
proper AC supply or replace the battery.

6.2.6.3 Testing OSM operability


Provide several Close-Open operations using PC, MMI pushbuttons, SCADA or I/O (when applicable). Check
that OSM position is correctly reflected by “Closed” and “Open” light diodes, MMI “SYSTEM STATUS” menu,
PC and SCADA or I/O (when applicable).
Note that closing by MMI and PC is possible only with control mode turned Local. Note that closing and tripping
by SCADA and I/O is possible only when control mode is turned Remote.
Switch appropriate control mode before testing control functions.
Note: Connections with OSM and power supply are described in items 6.3.6, 6.3.7.

6.2.6.4 Protection status control testing


Adjust required protection status using PC, MMI, SCADA (when applicable), I/O (when applicable). Check that
status is identically reflected by fast keys light diodes, MMI “Protection status” menu, PC, SCADA or I/O
(when applicable).
Note that protection status control by MMI and PC is possible only with control mode turned Local. Note that
protection status control by SCADA and I/O is possible only with control mode turned Remote.
Switch appropriate control mode before testing control functions.

6.2.6.5 Preliminary testing of I/O indication


When indication by I/O is used it is recommended to test operability of digital outputs before executing tests
described in items 6.2.6.3, 6.2.6.4. To do this I/O modules shall be set into Test mode. Then operability of digital
outputs can be tested by changing their statuses from MMI “I/O status” menu or PC.
Also refer to section “DESIGN (I/O modules)”.

6.2.6.6 Test completion


When preliminary tests are successfully completed do the following operations:
q make sure that current settings are the ones you want to be installed
q switch PC into Off line mode and disconnect it afterward (refer also to TELUS description for details)
q turn power supply off using Off (Power) control signal on MMI Main menu
q disconnect umbilical from the cubicle
q disconnect RTU control cable
q disconnect I/O control cable
q close external and internal doors of the cubicle.

6.2.7 Communication port

6.2.7.1 Features
RS232 (EIA/TIA 232) in full duplex and half duplex modes.
RS485 (EIA/TIA485) full duplex and half duplex modes. (Four wire and two wire modes).
Support different kinds of communication devices:
q modems;
q radio-modems;
q GSM-modems;
q direct connection (with external isolations).
Protocols - Modbus and DNP3.
Hayes Compatible, Data Radio and GSM Modem applications see in Appendix 2, Appendix 3 and Appendix 4
accordingly.

6.2.7.2 Hardware Specification


Communication device can be connected to one of the two connectors XS1 RS485 (EIA/TIA485) connector and

RS485 devices
This port dedicated to use inside RC/TEL only. This port does not have any galvanic isolation from MPM. It is
communication device obligation to isolate RC/TEL from communication line (optically or by transformers or
what ever). Due to this approach, RS485 interface has some hardware – implemented restrictions. It is
assumed, that RS485 line has one end in MPM connector, and the other end in Communication device. Since
every RS485 line has to be terminated in both end of the line, in one end termination resistor is implemented in
MPM board. So, you do not need install this resistor somewhere in RC/TEL. Part of schematic of RC/TEL

This port is dedicated to use inside RC/TEL only. This port does not have any isolation from MPM. It is
communication device obligation to isolate RC/TEL from communication line (optically or by transformers or
what ever).

6.2.7.3 Firmware Specification


Both connectors XS1, and X9 are used one communication port of MPM – the “SCADA” port. Only one of them
can be used at the same time. Port Type setting - RS232 or RS485, designates which port is used. Choose
appropriate setting from MMI or TELUS program. Chosen port activated internally in MPM.
Communication settings - refer to "Recloser Control Cubicle RC/TEL-01E(S). Technical Manual - Operation
(section 4.9.3)"

Service mode

Service mode is designated for using by technical personal and allows obtaining extended information about
MPM working state and performing of adjustment works in the field.
Service mode is achievable through MPM serial port used for MPM - TELUS connection.
Service mode is symbol control mode, i.e. ASCII codes are used to send commands and retrieve replies from
MPM. To control MPM in service mode can be used any terminal program running on PC.
To switch on MPM in service mode it is necessary:
q provide 5 sec inactivity on MPM serial port;
q send string “/SERVICE”.
After that MPM replies with message “Service mode is activated”.
To exit service mode the command “/EXIT” is used. MPM replies with message “Service mode is finished”
Service mode is automatically completed after 10 minutes inactivity on serial port with message “Service mode
is terminated due to inactivity timeout”.
In the basic version functionality of the service mode is limited by modem control mode capabilities. In this mode
all data sending to MPM are transmitted to PC serial port, which is used for modem control, and all data
received from modem are transmitted to PC serial port. The mode is used for direct control of a modem through
MPM without necessity of reconnection the modem from MPM to PC.

6.3 FIELD ACTIVITY

6.3.1 Transportation to the place of installation


As cubicle is normally transported to the place of installation with the battery. Make sure that the cubicle is
properly fixed in the vehicle to avoid any damage. It is recommended make Power Off to avoid discharging of
the battery while in shipment.

6.3.2 Pole mounting


Installation
1. Drill two mounting holes in the pole (Æ22, 673 mm apart, Fig. 6-26).
2. Insert upper fixing bolt in the relevant hole.
3. Convey strips of the lifting device through RC/TEL lifting holes (Fig. 6-26).
4. Lift RC/TEL and hang it on the upper bolt.
5. Coincide lower RC/TEL hole with the relevant hole in the pole.
6. Insert lower bolt through the coincident holes.
7. Tighten both bolts.
8. Remove lifting device strips.
9. Connect RC/TEL earthing wire and tighten earthing bolt.
ATTENTION:
EARTHING WIRE SHALL HAVE TERMINALS MADE FROM ALUMINIUM ALLOY.

6.3.7 Connection of power supply cable


1. Connect power supply cable as shown in Fig. 6-33.
2. Install protective cover back in its regular position (Fig. 6-31).
3. Fix four captive screws inside the housing (Fig. 6-30).
Note: Power supply cable shall be assembled before installation as shown in Fig. 6-34. At this connector
contacts shall be either soldered or crimped to the wires (using crimping tool for contacts HanE 09 99 000 0021
HARTING). Make sure that wires used for connection comply with the following requirements:
- wire gauge is 0.5 sq. mm,
- insulation stripping length is (8±1) mm.

6.3.8 Commissioning tests


These tests are conducted on the assembly including OSM and control cubicle connected to each other and all
auxiliary equipment described in sections 6.3.1 - 6.3.7. Follow test procedure based on local regulations. Make
sure that this procedure at least covers the following tests.

6.3.8.1 UPS testing


As defined in section 6.2.6.2.
Note: Power On must be made not less than five seconds after AC power supply application.
Testing OSM operability
As defined in section 6.2.6.3.

6.3.8.2 Protection status control testing


As defined in section 6.2.6.4.
Make sure that at the end of this test status is adjusted to the required one!

6.3.8.3 Testing of measurement operability


Apply primary voltage to open recloser. Check that measured parameters presented in MMI “Measurement”
menu comply with reasonable expectations.
Close recloser. Check that measured parameters presented in MMI “Measurement” menu comply with
reasonable expectations.

6.4 MAINTENANCE
RC/TEL-01E control cubicle is inherently maintenance free. So, it does not need any maintenance during the
entire lifetime.
At the same time the cubicle provides self-diagnostic and generates relevant malfunction and warning signals
(refer also to section “OPERATION - Indication signals conditioner”.

6.4.1 Malfunction tracing

6.4.2 Replacement of modules


ATTENTION:
REPLACEMENT OF PSM, WA01 AND WA04 MUST BE CARRIED OUT AT DISCONNECTED EXTERNAL

REPLACEMENT OF RC/TEL, MB AND WA03 MUST BE CARRIED OUT AT DISCONNECTED UMBILICAL

To disconnect external power supply cable and umbilical cable:
1. Unscrew four captive screws inside the housing (see section 6.3.6, Fig. 6-30).
2. Remove protective cover (see section 6.3.6, Fig. 6-31).
3. Disconnect external power supply cable and umbilical cable (see sections 6.3.6, 6.3.7, Fig. 6-32, Fig. 6-
33).

6.4.2.1 Replacement of Recloser Control Cubicle (RC/TEL)


Dismounting
1. Unscrew RC/TEL earthing bolt and disconnect earthing wire (see section 6.3.2, Fig. 6-26).
2. Convey strips of the lifting device through lifting holes (section 6.3.2, Fig. 6-26).

4. Loosen upper fixing bolt.

1. Install WA03 in its regular position conducting its branches through X1 mounting hole. Make sure that X1

Dismounting
ATTENTION:
MAKE SURE THAT AC POWER SUPPLY IS SWITCHED OFF BEFORE STARTING THIS PROCEDURE!
1. Release WA04 XS1 connector wires from relevant PSM connector (see Fig. 6-14). At this it is
recommended not to disconnect WA04 XS1 from PSM.
2. Unscrew the nut holding XT5 earthing clamp (see Fig. 6-46).
3. Remove ties fixing WA04 EMI cable shield (see Fig. 6-30) and remove it.
4. Unscrew the nut holding WA04 X2 (see Fig. 6-30).
5. Pull X2 downward and remove WA04 conducting its branches through X2 mounting hole.

Installation
1. Install WA04 in its regular position (see Fig. 6-14) conducting its branches through X2 mounting hole
(Fig. 6-46).
2. Install L-shape holder and fix it with the WA04 X2 holding nut. Make sure that X2 is oriented as shown in
Fig. 6-46.
3. Install EMI cable shield and fix it with two cable ties as shown in Fig. 6-46.
4. Reconnect earthing wire (Fig. 6-14) and fix it by the nut with simple and spring washers.

6.5 DISPOSAL
The cubicle does not contain any materials that are hazardous for environment or personnel. No special
methods of disposal are required.

6.6 WARRANTIES
The expected lifetime of RC/TEL is 10 years.
The warranty period is 3 years starting from the routine tests date.
In the case of failure during the warranty period, Manufacturer will refund all financial losses related to
replacement/repair and transportation of the failed module providing the application conditions specified in the
current MANUAL have been met.
Under no circumstances is Tavrida Electric responsible for indirect losses associated with the failure of the
products mentioned in section “PRODUCT RANGE”.

6.7 ORDERING
Delivery of the products mentioned in section “PRODUCT RANGE” is provided for the switchgear
manufacturing companies, which developed installation projects approved by the Franchise Department of
Tavrida Electric.

philosophy. Based on the minimum melting curve for 25T fuse and time grading step one can deduct that critical

Setting procedure
In accordance with recommendations provided in Application Guide we use default recloser 1 for R1 and default
recloser 2 for R2, R3.

Additionally for R1 two high set trips to lockout are set to reduce number of reclosing attempts at
higher currents.
As it follows from Table 2 for phase faults fuse saving is applicable only for R3 and partly for R2.
Standard IIDD reclosing sequence is applied for these reclosers. DD reclosing sequence is applied
for R1. For R1 single high set trip to lockout is also applied to provide protection against bolted faults
(for R2 and R3 this protection is not applied to avoid conflict with operation of instantaneous OC2+
elements). Reasons for reduction of number of trips to lockout for upstream reclosers are the same
as applied for earth faults.

Reclose times Following recommendations provided in Application Guide and assuming customers being insensitive
to outages with duration less that 1s, Tr1 is set to 0.8 s for all reclosers (assuming that closing time
after first trip in sequence never exceeds 0.2s; refer also to Tt settings). For subsequent reclose
times the following values are accepted: Tr2=10s, Tr3=30s. Herewith we assume that local
regulations count as a permanent outage with duration in excess of 90s. So, total duration of
reclosing sequence has been adopted to be less than this value. Another limitation is associated with
the necessity to apply zone sequence coordination leading to the increase of reset time for upstream
reclosers (refer to Zone sequence coordination setting for details).
Zone sequence Enabled for R2, R1 because fuse saving philosophy is applied. Not required for downstream recloser
coordination (R3).

Reset time 15s is applied for R3 to exceed maximum tripping time (Refer also to R3 OC1+ settings for details).

TCC is then modified for currents exceeding 349A (110% of R3 maximum short circuit current) to
provide lower tripping times as shown in Fig.2.
R1: UD1 library maximum clearing TCC for 25T fuse is taken. The following modifications are
provided
- current multiplier 1.3
- time adder 0.3s
- minimum operating current I(1): 119A (to provide required current grade with R2)
- maximum short circuit current I(7): 1000A (at higher currents instantaneous high set element
shall provide tripping).
TCC is then modified for currents exceeding 380A (120% of R3 maximum short circuit current) to
provide lower tripping times as shown in Fig.2. It could be further modified for currents exceeding
589A (110% of the R2 maximum short circuit current), however in this case it has been dropped off in
order to avoid conflict with operation of high set instantaneous element.
Default reset time 0.05s is left intact for all reclosers as coordination with electromechanical relays is
not required
EF2+ TCC type TD TCC is used for R3, UD2 – for R2 (to attain better coordination with R3, refer also to Fig.2). For
R1 this element is not applied.

UV1 Pickup voltage This feeder is assumed as not having voltage regulators. So, overloading is considered as a main
reason for balanced undervoltage condition. Therefore, UM is set equal to 0.85 for R3 and R2 to
exceed minimum voltage at maximum loading (~0.88 and ~0.92 Urated respectively). Coordination
between R3 and R2 will be provided due to the natural difference of voltage drop for R3 and R2 at
overloading.
Tripping time 16s is set for R3 to exceed SEF tripping time. 17s is set for R2 to provide coordination with R3.
UV2 Pickup voltage UM is set 0.8 for R2 and R3 to discriminate between balanced and unbalanced undervoltage
conditions.
Tripping time This element mainly provides protection against broken wire conditions. Hence R3 tripping time shall
exceed R2 tripping time (recloser closest to the upstream fault shall trip first). 16s is set for R2 to fit
UV1 tripping time. 17s is set for R1 to provide coordination with R2.
OCLL Pickup current Is set equal to minimum operating current of relevant OC1+ elements (94A, 189A and 283A for R3,
R2 and R1 respectively).
Tripping time Default (0s) setting is used

As it follows from Fig. 2, 3 and Tables 4, 5 application of the present setting procedure in conjunction with the
unique features of RC/TEL allowed expansion of the fuse saving zones and reduction of nuisance tripping.

CASE 2. NORMALLY OPEN RING LINE

Fig. 1 illustrates the structure of the line under consideration. The line has two feeder reclosers (R1/1 and R1/2),
two middle-point reclosers (R2/1 and R2/2) and one normally open recloser. For branch 1 that includes both
R1/1 and R2/1 normally open point looks like NO/1 and line end of the branch 1. Short-circuit currents for NO/1
are predefined by parameters of this branch.
On the other hand, the branch 2 includes R1/2 and R2/2 and normally open point shall be considered as NO/2.

For protection settings it is also necessary to determine critical current determining applicability of fuse saving
philosophy. Based on the minimum melting curve for 25T fuse and time grading step (0.1s) one can deduct that

respectively (refer also to Fig.4).
Reset time As coordination with electromechanical relays is not applicable default setting (0.05s) is left intact
SEF1- Pickup current As three-wire system is used pickup current of maximum possible sensitivity (4A) is applied for NO/2.
Consequently pickup currents are set 5A and 6A for R2/2 and R1/2 respectively to provide

AR UV Reclosing map Assuming that sections 2 and 3 have substantial percentage of motor load, undervoltage unbalanced
and balanced protection is applied for R2/1, NO/1(NO/2) and R2/2. We also assume that reclosing
policy is not applied for undervoltage protection. Besides, R2/1 and R2/2 must be provided with loss
of supply (UV3) protection as middle point reclosers in accordance with the default settings. These

UV1 Pickup voltage This line is assumed as not having voltage regulators. So, overloading is considered as a main
reason for balanced undervoltage condition. Therefore, UM is set equal to 0.85 for NO/1(NO/2), R2/1
and R2/2 to exceed minimum voltage at maximum loading (~0.88 and ~0.92 Urated respectively).
Coordination between NO/1 and R2/1, on the one hand, and between NO/2 and R2/2, on the other,
will be provided due to the natural difference of voltage drop for NO/1 and R2/1, for NO/2 and R2/2 at

Tripping time 14s is set for NO/1(NO/2) to exceed maximum SEF tripping time. 15s is set for R2/2 and R2/1 to

Tripping time This element mainly provides protection against broken wire conditions. Hence NO/1(NO/2) tripping
time shall exceed R2/2 and R2/1 tripping time (recloser closest to the upstream fault shall trip first).
15s is set for NO/1(NO/2) to fit UV1 tripping time.
OCLL Pickup current Is set equal to minimum operating current of either OC1+ or OC1- elements for NO/1(NO/2), i.e. 64A
for NO/1(NO/2). Is set equal to minimum operating current for relevant OC1+ or OC1- elements

Conclusion

As it follows from Fig. 4 - 7 and Tables 6 - 9 application of the present setting procedure in conjunction with the
unique features of RC/TEL allowed expansion of the fuse saving zones and reduction of nuisance tripping.
As it follows from Fig. 5 and Table 7 the fuse saving policy is not effective for R2/1 (when coordination between
NO/1 and R2/1 is provided with 10% current grade step). Besides fuse saving policy is not applicable for R2/2
(see Fig. 7 and Table 9) because this recloser cannot be coordinated with minimum melting curve of the fuse
(taking into account that 0.1s is required for tripping at even critical current 620A). To widen fuse saving policy
for RThe alternative approach could be as follows.
The pickup current for OC2+ and OC2- of R2/1 and R2/2 could be chosen as minimum operating current for
OC1+ and OC1- respectively, i.e. 157A. In this case, for normally open line two situations are possible.
For positive direction of power flow, when the section 3 is short circuited and, besides, short circuit current
occurs between 157A and 620A, the both reclosers NO/1 and R2/1 are tripped by OC2+. After the first reclose
time (Tr1=0.8.s) the R2/1 closes and provides the section 2 with power supply. NO/1 becomes closed for faulty
feeder and R2/1 and NO/1 will be tripped again. After the second reclosing (Tr2=10s) both R2/1 and NO/1 has
been controlled by well co-ordinated OC1+, and therefore NO/1 becomes open, but R2/1 closed. The section 2
will be again power supplied after interruption during near 11s that is required for two reclosings.
For negative direction of power flow, if phase fault occurs in the section 2, the consequence of reclosing of NO/2
and R2/2 is the same. The only difference is zones where fusing is applicable (see Tables 10 and 11).

The customer should compromise between fuse saving of R2/1 and R2/2, on the one hand, and possible
nuisance tripping of pairs NO/1-R2/1 and NO/2-R2/2 with duration of 11s, that occurs in the range of phase
short-circuit currents 157A-620A, on the other. Taking into account, that sections 2 and 3 in normally open ring
network are protected by R2/1 and R2/2, and nuisance tripping occurs just in the case when sections 1 or 4 are
faulty, the alternative approach could be acceptable.

Appendix 2 - Hayes Compatible Modem application


Installation
Refer to section 6.2.2.2 (“Installation of RTU”).
Attach modem to RC/TEL with DTE-DCE cable. Choose 9-9 or 9-25 cable, according your modem connector.
Please, consult with yore modem manual.
Attach power connector to modem with two-wire cable:
Check possible power supply for your modem. It must be compatible with power supply 10,2-16 V.

Settings
Hayes compatible modems with dial out support can be used to effect remote communications. A conceptual
description follows; implementation may vary according to factors arising during development.
All setting in MPM and modem must be set consistently. It is strongly recommended to set modem to factory
setting before using.
Example command for set modem to factory default for some different modems is:

After those commands, you can set additional parameters for modem. You can store it as default profile to

Recommend settings describe below.
Port Type - RS232 for most modems.
Duplex Type - Full for most modems.
Parity - None. Most modems use this setting by default.
Baud – set appropriate baud rate according your modem specification. More baud rate is more preferable.
Note: MPM support maximum 19200 bps. Most modems determine baud rate by receiving first AT chars. Check
your modem specification for baud rates settings.
Check flow control settings. Avoid software flow control whenever it is possible. Where a specific modem
support RTS / CTS handshaking, the CTS parameter should be set to Monitor. In this mode, the MPM requires
the modem to set CTS high in response to the MPM setting RTS high prior to proceeding. CTS monitoring are
active for the entire duration of the call. CTS are used by your modem for DTE flow control. When the modem
turns CTS off, the buffer inside the modem is full and cannot accept any more data. The computer should send
data only when CTS is ON.
Your modem and communications software may be configured for different flow control methods. Be sure your
modem and MPM software are both using hardware (RTS/CTS) flow controls. MPM does not support software
flow control now.

Where a specific modem support DTR / DSR handshaking, the DSR parameter should be set to Monitor. In this
mode, the MPM requires the modem to set DSR high in response to the MPM setting DTR high prior to
continuing call initiation. Once a call has been initiated, the status of DSR is no longer monitored.

Modem Settings:
In most cases the modem must be setup to auto answer any call.
Set modem to auto answer:
Set register S0 to at last 1. If you decide, that modem should not go off hook at first ring, set this to desired
value (1-255).
To do this enter command: ATS0=1;
Line Type. Distinguish type of line with modem is connected. In Leased line mode MPM do not attempt
disconnect modem after inactivity time is expired.
Dial Out. Set it to Yes if you choose, that MPM can make call to master.
Autodial Interval. Set this to appropriate value. Default is 3 s. Optimal value depend from many factors – how
much devices try to connect with master, how average lasts one call, etc.
Dial Numbers. Set here dialing numbers where master can be reached. Do not include here AT prefix or DP,
DT prefix, only numbers.
Init String. Fill this with appropriate string for your modem.
Pre dial string. Here should be characters, which goes before dialing number. In most cases, it is DP or DT. If
you wanted to set the modem to ignore the dial tone and send a zero before the telephone number to get an
outside line, you could use ATX3DT.
Modem Hangup Inactivity Time. This value depends from many factors. It is maximum time for reaction
master and MPM. Default value is 10s.
Hang Up Command. For most modem, it is “ATH”. It will be used by MPM, if DTR control setting not allowed.
Off Hook Command. For most modem, it is “ATH1”. If Modem do not need special attention to go off hook
(most modem do not) leave this field blank.

Connect Time. This parameter is 60 s by default and it is enough for most modems. However, for long
distances or slow equipment may be needed to increase this parameter.
Response Time. In most cases 3 s is adequate. With some modem may be needed to increase this parameter.
Check your modem specification.
Auto Answer On. In most cases this is “ATS0=2”.
Auto Answer Off. In most cases it is “ATS0=0
Comm Device. For current case, it is Modem.
Tx Delay. For current case has no meaning. Set to 0. If your modem works in half duplex mode – set this to
appropriate value. Consult with your modem specification.
Char Time Out. For most application adequate is two char length.

Leased (dedicated) line
With leased line, modem should not dialing phone number. Wires already connect them.
In most cases modems can be configured to connect automatically by reset / power up. In this mode modems

should be configured consistently. One of them must be configured in originate mode, and the other – in answer
mode.

Appendix 5 – RS485 outside RC/TEL connection application guide


Built - in RS485 interface is not intended for use outside of RC/TEL. Therefore for RC/TEL connection with
external devices it is required galvanically-isolated repeater, same as 485OPDR or 485OPB, produced by B&B
Electronics or similar.
