February 11, 2019 HADDEN HALL PETITION Resolution Number: Draft Resolution to Align all Sections of McKay's Mill within the Williamson County Schools Whereas the McKay's Mill development in Franklin, Tennessee has 1,335 homes composed of condominiums, town homes, and single-family structures; Whereas of those 1,335, only 95 homes which are in the Hadden Hall section are zoned outside of Williamson County Schools (WCS); Whereas Hadden Hall section students are zoned for Franklin Special School District (FSSD) schools, the remaining 1,240 homes in McKay's Mill are zoned for WCS; Whereas the attached map provides the current FSSD boundary in dark, the McKay's Mill area in green, and the Hadden Hall section area in yellow; Whereas the overwhelming majority of McKay's Mill students are zoned to attend Clovercroft Elementary School, which was ranked 3'° of 997 elementary schools in the state of TN for school year 2017-2018, the Hadden Hall section students are zoned to attend Liberty Elementary School, which was ranked 128" the same school year; Whereas Hadden Hall section students are required to be transported up to 2 hours a day to attend FSSD schools which are markedly farther from Hadden Hall than adjacent WCS; Whereas Hadden Hall section students are provided very limited opportunities to meet, interact, and develop current and lifelong relationships within their neighborhood resulting from being, zoned to a different school system than the rest of the Mickay’s Mill neighborhood, specifically children do not share academic and extracurricular activities with their neighbors; ‘Whereas FSSD began in 1906 and the Tennessee Legislature established the current boundary for the FSSD in 1968 and at that time much of the land within this boundary was farm land but is now residential developments; Whereas the boundaries set fifty years ago have resulted in the unforeseen splitting of the Mckay’s Mill subdivision and students within that neighborhood into two different public school systems; and Whereas these outdated boundaries have resulted in unnecessarily redundant school buses coming in and out of the same three block radius morning and afternoon creating unnecessary traffic and safety risks in the Mckay's Mill neighborhood; now, therefore, bResolved, That the undersigned property owners of the Hadden Hall section of McKay's Mill, Franklin, TN. 37067: ask, as a means to remedy the issues delineated above, the Tennessee Legislature to change the outdated boundary of the FSSD to align the Hadden Hall section within the WCS along with the rest of the Mckay’s Mill neighborhood.
