FIRST ACTIONS

Teachers

□ “Duck and Cover”, wait for tremors/danger to pass or “all


clear/evacuate” command.
□ Evacuate when safe – do not wait for announcement as system may
be down!
□ If possible, gather the following before evacuating:
o Phone, purse, jackets
o Lunches, backpacks
o Keys, disaster bags
□ Leave door closed and unlocked.
□ Assemble class at student area (blacktop)
o Any and all students who can be moved should be taken
outside. Severely injured students, who cannot be moved
safely, should be left in place, and command post notified of
location and condition.
□ Use Attendance Report form to report attendance to student area
coordinator (Student Runners to Student Release Area)
□ ALL AVAILABLE ADULTS REPORT TO DISASTER SHED
FOR ASSIGNMENT.
o Incident Commander
o Search and Rescue
o Utilities
o Triage/First Aid

Office Staff
□ “Duck and Cover”, wait for tremors/danger to pass or “all
clear/evacuate” command.
□ Evacuate when safe – do not wait for announcement as system may
be down!
□ If possible, gather the following before evacuating:
o Phone, purse, jackets
o Lunches, backpacks
o Keys, disaster bags
□ Gather the following items and put in disaster crate:
o bullhorn, district radio, and all NDS radios
o Student medications
o Early out forms and attendance folders
o All parents and students in the office
□ Evacuate, closing any open doors along the evacuation route
□ Report to disaster shed for assignment.

Custodial Staff

□ Evacuate when safe – do not wait for announcement as system may
be down!
□ If possible, gather the following before evacuating:
o Custodial District Radio
o Phone, purse, jackets
o Lunches, backpacks
o Keys, disaster bags
□ Report to disaster shed to assist with search and rescue.

Command Post
(Report to disaster shed)

Pre-Emergency
□ Become familiar with emergency shut-offs – gas, water, electricity
□ Develop and post evacuation route and assembly area for each room and
use area.
□ Designate the location of the command post, assembly areas, and morgue.
□ Assign staff to emergency teams.
□ Review and update emergency plan.
□ Conduct drills putting emergency team into full operation.
□ Survey school on an annual basis for potential hazards.

During Emergency
The command post is responsible for the overall management of all incident activities.

□ Activate emergency alarms/calls.


□ Activate all teams.
o First Aid
o Search and Rescue
o Communications/Recorder
o Student Runners ( Badges)
o Student sign out and release

□ Coordinate teams and command post.


o Appoint individuals based on staffing for required positions
activated as needed.
o Brief team leaders and teams that report to command post and
provide initial instructions
o Ensure communication with teams is working and functional.
o Allocate and re-assign resources as may be required according to
current conditions.
□ When possible, report school status to district office.
o Keep Emergency Situation Report Board updated.
o Keep master student list updated.

Student Release Team
(Report to disaster shed)

Pre-Emergency
□ Become familiar with school emergency plan and procedure for student
release.
□ Establish procedures for evacuating essential school records during an
emergency.
□ Know and understand team functions and prepare to assist other teams, if
necessary.
□ Establish proper procedure for handling student emergency information
during an emergency.

During Emergency
Student release will be responsible for the orderly release of student to responsible adults.

□ Properly respond to emergency plan and procedures.


□ Evacuate with student emergency information and district radio.
□ Set up parent check-in/student release area.
o Need highlighters, pens, and student release information.
□ Collect Attendance Report forms from Student Area (Student Runners)
□ Student release team will obtain name of student, locate and remove
emergency release forms, and ensure the adult is authorized to receive
child(ren) by checking for their name on the form. If adult is NOT on
form, advise them that parents have not authorized Galileo to release the
children to them.
□ Send runners to bring students to gate.
□ Calm parents as much as possible. Try to keep them out of the student
area. If parents become irate and cannot be controlled, allow them to
find their children after signing them out. Do not become involved in
serious confrontation.
□ Record student release information – when and to whom children are
released.
□ Record location of students who are NOT in Student Area (first aid,
morgue, Lomitas campus, etc.).
□ Advise Command Post of release operation.

Search and Rescue Team
(Report to disaster shed)

Pre-Emergency
□ Become familiar with school emergency plan and procedure for student
release.
□ Survey school building to identify and correct non-structural hazards.
□ Maintain inventory of emergency equipment.
□ Know and understand team functions and prepare to assist other teams, if
necessary.
o Locate and become familiar with utility shut-off procedure
o Locate and become familiar with water storage and proper
preservation in emergency situation.

During Emergency
Search and Rescue will be responsible for searching campus, rescuing injured students/adults,
and reporting findings to incident commander.

□ Properly respond to emergency plan and procedures.


□ Evacuate with students to Student Release area and take attendance.
□ Report to Disaster Shed for necessary equipment/tools for search and
rescue.
□ Team 1 - East Wing Red Team 2 - East Wing Yellow
o Survey inside building (Classrooms + Office and Teacher Workroom)
to identify and correct non-structural hazards.
o Survey building for trapped students/staff and report injuries and
fatalities to command post.
o Report all findings to Command Post.
o After all areas have been checked, proceed with rescuing injured.
□ Team 1 - West Wing Green Team 2 - West Wing Purple
o Survey inside building (Classrooms + Cafeteria, Library, and Project
Room).
o Search Perimeter and outside buildings – outside bathrooms.
o Report all findings to command post.
o Secure school grounds from unauthorized entry or exit.
o After all areas have been checked, proceed with rescuing injured.

Triage/First Aid Team
(Report to disaster shed)

Pre-Emergency
□ Become familiar with school emergency plan and procedures for caring for
the injured.
□ Regularly inventory all first aid supplies.
□ Plan for special medical needs of students and staff.
□ Conduct first aid and medical self-help course for students and staff.

During Emergency
Triage/First Aid will be responsible for assessing injuries and reporting to command center.

□ Properly respond to emergency plan and procedures.


□ Evacuate school buildings with first aid supplies.
□ Report to Disaster Shed.
□ Set up Triage/First Aid area.
□ Locate and remove all the walking wounded to Triage area.
□ Use Triage form to record injury assessment.
o Use color code to assess injured
▪ Red – Immediate
▪ Yellow – Delayed
▪ Green – Ambulatory (minor)
▪ Black - Deceased
□ Communicate with Command Center the status of injuries/fatalities.
□ First Aid Leader
o Organize distribution and use of first aid supplies.
o Supervise administration of first aid by those trained by it.
o Administer first aid as needed.
□ Assist local emergency service personnel with injured.

Student Area
(Report to Galileo Blacktop)

Pre-Emergency
□ Become familiar with school emergency
□ Know and understand team functions and prepare to assist other teams, if
necessary.
□ Establish proper procedure for handling student area.

During Emergency
Triage/First Aid will be responsible for assessing injuries and reporting to command center.

□ Properly respond to emergency plan and procedures.


□ Evacuate with students to Student Release area and take attendance.
When safe, take students to Galileo student area.
□ Help to keep students in assigned area.
□ Monitor student behavior and calm students.
□ Find ways to keep students occupied.
□ Student Area Leaders
o Collects attendance from each classroom
o Keeps in direct communication with Command Post and Student
Release Area via radio
o Assign Student Runners to assist with Student Release area and rescue
as needed.
□ Student runners take attendance forms to Student Release Area.
o Do not release a student without letting Student Area Leader know
and having the student signed out from Student Release Area.
□ For those of you who need to go to another area, you will leave your
students with your assigned buddy teacher. See list below.

Sanitation
Pre-Emergency
□ Predetermine where pits are to be dug.

□ Keep in mind gender separation and have divider tarp or other material
available.
□ Know where to obtain shovels and other digging equipment.
□ If possible, have lime available.
□ Know where to find tissue/toilet paper.

During Emergency
□ After it is determined that personnel will be retained as school site, dig
the pits as follows: 3-4 feet long, 24-30 inches deep, as narrow as
possible.
□ Leave dirt piled nearby. After use, throw in a small amount of dirt.
□ If lime is available, throw in 1-2 shovels per day.
□ Small children will need assistance and assurance.

Morgue
Pre-Emergency
□ Pre-designate area for placement of potential fatalities. This should be
far removed from the central area.
□ Prepare covering. This may be large plastic bags, either intact or cut
open for tarps.
□ Have available 3x5 index cards and pins for identification.

During Emergency
□ Should fatalities occur, all bodies should be removed immediately to the
morgue area.
□ Identify and pin card with name of victim and date to front of the
clothing.
□ Cover victim completely and weigh down covering.
□ Keep all unauthorized persons away from area.
Water
If water mains are broken at any point from the source of supply to the point of
delivery, the water is contaminated. Water purification material should be stored
along with other emergency supplies. The Red Cross suggests a minimum of 1
quart of water as a minimum need per person per day. Careful use of this water,
even rationing, must be considered.

Food
Supervise the use of food limiting amounts used in order to spread supplies over
several days if necessary.

Helicopter Area
(The Day Custodian – from Lomitas will be in charge of this area – track)
Each school site should identify a CLEAR area for helicopter landing, measuring
100 x 100 feet. The must be clear of trees, buildings, wires, poles, or an
obstruction for landing. The area must be marked with an “X” which can be made
from any white material (paint, flour, lime, toilet paper).

Distressed Signal
The national distress signal is an American flag flown upside down.
