SPM SIBUMA: Thank you, Mr. Presiding Officer, I would like to proposed a resolution of
Congratulations to Mr. Fernando Dacanay, Mr. Guillermo William Balcita, Jr. , and Mr. John
Oliver Abiang, our athletes who won in the Ayala Philippines National Championship and also of
course the corresponding incentives so, I so move your honor.

SPM MOSUELA: Thank you, Mr. Presiding Officer, May I move that the subject of my short
privilege speech be referred to the Committee on Education and Culture and Committee on
Public Works your honor.

VICE GOV: Okay, the matter rising from the privilege speech of the Honorable Reynaldo
Mosuela is hereby referred to the Committee on Education and Committee on Public Works and
both Chair takes note of the matter for the Committees consideration and recommendation.

of the bereaved family of the late Atty. Mauro C. Cabading, Jr. former Provincial Assessor of the
Provincial Government of La Union who passed away only rest and __. I so move your honor.

urging both Houses of converse to immediately past a legislative measure creating the
Department of Water and Management and Conservation. I so move your Honor.

CREATING A DEPARTMENT OF WATER MANAGEMENT AND CONSERVATION

WHEREAS, one of the most pressing concerns and issues in the country today is the
scarcity of water brought about by pollution and inefficient use by most people, agencies,
establishments and industries;

WHEREAS, the National Economic Development Authority identified some causes or


problems which include the poor enforcement or weak regulations on water use, which is partly
attributable to a lack of government resources to properly investigate and process water permit
applications; inefficient water use, and waste due to poorly-maintained supply and drainage
systems; excessive groundwater extraction due to unlicensed wells, which can cause ground
subsidence and sea water intrusion into water tables in coastal areas; and fragmented
management, with too many government agencies having conflicting or overlapping
responsibilities for monitoring and managing water resources;

WHEREAS, creating a strong and powerful department that will be able to implement
laws, policies and programs in the management and conservation of water sources will not only
protect the water of the country but also the life of its people;

WHREREAS, it is in this light that the province of La Union is earnestly urge the
Congress of the Philippines to pass a legislative measure creating a Department of Water and
Management Conservation responsible in managing wisely our water resources and as one of
the effective means of addressing and mitigating the problems on water shortage in the country;

NOW THEREFORE, on motion of Hon. Bellarmin A. Flores II, unanimously seconded;

THE SANGGUNIANG PANLALAWIGAN IN SESSION DULY ASSEMBLED:

RESOLVED, as it is hereby resolved, to urge the Congress of the Philippines to pass a


legislative measure creating a Department of Water and Management Conservation, in view of
the cogent reasons mentioned above;

RESOLVED FURTHER, to forward a copy of this resolution to the House of


Representatives and the Senate of the Philippines for their information, guidance and kind
consideration.

SPM FLORES II: Another Resolution addressed to all Municipal Mayor’s to cause the street
enforcement of the mandate of the law for the construction of the (STP) in hotels and
restaurants other establishments in jurisdictions especially those required by law it has a facility.

URGING ALL LOCAL BUILDING OFFICIALS OF THE LOCAL GOVERNMENT UNITS (LGUs)
IN THE PROVINCE TO EARNESTLY IMPLEMENT AND ENFORCE STRICT COMPLIANCE
WITH THE PROVISIONS OF THE PHILIPPINE GREEN BUILDING CODE THAT PERTAINS
TO WATER CONSERVATION

WHEREAS, one of the most pressing concerns and issues in the country today is the
scarcity of water brought about by inefficient use by most people, agencies, establishments and
industries;

WHEREAS, the Philippine Green Building Code seeks to improve the efficiency of
building performance through a framework of acceptable set of standards that will
enhance sound environmental and resource management that will counter the harmful
gases responsible for the adverse effects of climate change, throughout the building’s life-
cycle including efficient use of resources, site selection, planning, design, construction, use,
occupancy, operation and maintenance, without significant increase in cost;

WHEREAS, the Code also provides, among others, the construction of overhead or
elevated water storage in buildings which will facilitate the efficient water distribution of potable
water and/or non-potable water into the building that will also reduce energy consumptions and
provide a fire-reserve;

WHEREAS, the Code likewise mandates the collection of rainwater from roofs and
hardscape and the recycling of water from Sewage Treatment Plants or STP must be reused for
non-potable purposes;

WHEREAS, the Sangguniang Panlalawigan believes that the strict adherence to the
provisions of the Code will not only protect/conserve the water of the province but also the life of
its people;

NOW THEREFORE, on motion of Hon. Bellarmin A. Flores II, unanimously seconded;

THE SANGGUNIANG PANLALAWIGAN IN SESSION DULY ASSEMBLED:

RESOLVED, as it is hereby resolved, to urge all local building officials of the Local
Government Units (LGUs) in the province of La Union to earnestly implement and enforce strict
compliance with the provisions of the Philippine Green Building Code that pertains to water
conservation;

RESOLVED FURTHER, to furnish a copy of this resolution to all component LGUs of the
Province of La Union through the Honorable Mayors for their information and guidance.

Governor the Honorable August Body to join our PGLU Department Heads and
employees to this year’s Peoples Grand Parade on March 15 that would be tomorrow
your honors, Buri Hats will be provided to the marchers. Details of the Parade Assembly

VICE GOV: So, those who are joining to the parade coordinate it with Mr. Donato Rimando our
Provincial Secretary I encourage the First District Board Member’s to join the parade
please invite also Carlo Concepcion and our friends who are willing to contribute, if we
have a float we coordinate Apo Donato if we hava a float.

Mr. RIMANDO : Yes your honor we will do that.

VICE GOV: They will be happy to join the float with the Miss La Union.

VICE GOV: Everybody’s encouraged to join the parade especially this is election period. I

that Senatorial Candidate Serge Osmeña who arrived today in our session, I talk to him
personally this morning that he will be here at 4:00 so I said would you want to join us in
our session and he said yes, because when he called me just informed me that can I
met you in the Capitol, because I’m going to the to the Capitol in La Union, but I know
the Governor is not around so can I met you I said, yes I gladly met you but it is our
session if you arrived 4 we will be glad if you can have us the pleasure of your presence,
he said that first I would appreciate if I could just have a merienda with you, I said you
better join us in session but seemingly our session is almost over so there is nothing to
talk about anymore, no we will go in merienda and he will talk to us privately instead
because to’y empleyado ditoy our fellows public service you can meet Senator Serge
Osmeña at the lobby I think the Governor has also arranged a welcoming Party at the
lobby so for that Are there any matters the Members of this August Body would to take
up in session? The Honorable Ruperto Rillera is recognized.

SPM RILLERA: Thank you Mr. Chairman, well this is not an other matters this is would regards
just recently approved resolution requiring the Municipal Mayor’s Chief executive to
require establishment for the STP Apo Larry if we can first refer that to the committee Mr.
Chairman considering that I think having an STP plan of Hotel and establishment need a
lot of budget.

SPM FLORES: Your honor, I did not ask in my resolution to specifically required the Municipal
Mayor’s to ask or implement this mandate of the law, I think what I have said is they
have to inspect all the business establishments hotels and restaurants in their area and
if it’s required by law those establishments to be constructing STP they must have to
enforced because that is the law that’s what I have said. Thank you sir.

SPM RILLERA: So that is the content of the Resolution I agree with that Mr. Chairman.
