RFQ CONSIDERATION

Bid Analysis Exercise


The design process usually begins with a bidder’s conference with a customer. At which time,
a specification is furnished to all of the potential wiring vendors. A response specifying the
proposed price based on the customer’s specification is then presented to the customer.

It is very important to know exactly what is necessary to meet the list of requirements in the
bid specification. A seemingly small point may turn into a major expose. NEVER ASSUME
ANYTHING!

The following Request for Quote (RFQ) is for a school named NUEVA ECIJA
UNIVERSITY OF SCIENCE AND TECHNOLOGY, Building prints and additional
information as necessary to complete the proposal is provided.

This school has a very tight budget for this project and will probably award it to a low bidder.
However, they are willing to spend a little extra if they have enhanced flexibility or other
value-added features
Based on the information contained in the RFQ, complete the bid checklist on the following
page.

SECTION 1 – INTRODUCTION, GENERAL, INFORMATION AND


INSTRUCTIONS

1.1 NUEVA ECIJA UNIVERSITY OF SCIENCE AND TECHNOLOGY, (NEUST) is


requesting a quote on the design and installation of a wiring distribution system for its new
Building.
1.2 All questions regarding ambiguities, errors, conflicts or interpretations of this document
shall be directed to: Benz Velayo, Michael Sanchez

Who will, at his directions, send written corrections, instructions, or interpretations in the form
addenda to all vendors?

1.3 To be considered, vendor responses must be received by the last day of class. Vendor
responses shall be delivered to the above stated person.

1.4 RESPONSE FORMAT


1.4.1. Six (6) copies of all text materials comprising of the entire vendor response shall be
submitted.

1.4.2. The vendor is free to submit wiring options and alternatives with pricing information
at the end his response to the required sections.

1.4.3. Company brochures may be included on an optional basis, but not be substituted for
the requested herein.

1.4.4. The responses should be formatted and numbered in the same manner as used in this
Request for Quote (RFQ). It is not necessary for the vendor to restate each point in this
RFQ, simply precede every response with its corresponding numerical reference.

1.5 NEUST, reserves the right to reject or accept, in whole or in part, any or all responses
received if such action is considered to be in the best interest of NEUST, NEUST is not
under any obligation to make an award to the lowest priced response.

1.6 This request does not obligate NEUST to pay any cost incurred by companies related to the
submission of proposals in response to request.

1.7 This request for quote and all other data appended or related to it is the property of NEUST
and is delivered only for the purpose of enabling each potential vendor to prepare and
submit a response. The information contained or referred to in this Request for Quote or
appended to it is not to be disclosed or released to any third party for any purpose and must
be returned to NEUST if requested.

1.8 PROPOSED SCHEDULE


1.8.1 Listed below is a summary of the key dates and activities.

 05-8-17 NEUST submits letter of intent to selected vendor.

1.9 COMMENTS
This RFQ covers the design and installation required to wire the new NEUST. A
separate RFQ for wire maintenance (moves and changes) will be sent out during the
first quarter of 2017.

SECTION 2 – GENERAL REQUIREMENTS


2.1 ISO/IEC 11801 & ANSI TIA/EIA 568B complaint components shall be used in
all cases except where the vendor has documented exceptions and NEUST has
agreed that said components are acceptable. Some examples of
telecommunications products include, but are not limited to, fiber connectors, wall
plates, cross-connects frames and blocks
2.2 Cable Labels

All cables shall be labeled at both ends, on the termination blocks, and entered
into a wiring management system. The ANSI EIA/TIA -606 (EN50174-1 Europe)
recommendations shall be followed regarding label colors and stamping. Vendors
shall describe their system for labeling cables and entering the data into an
Automated Wire Management System.

2.3 Cables Types

All cables must be 100ohm inside wire. The horizontal distribution will utilize a
cable tray in the ceiling. Cables choice shall meet the appropriate fire rating
depending upon Country (Plenum USA & LSZH elsewhere)

Work Area (WA) Wiring

Three modular jack outlets that meet or exceed the CAT6 standard

All outlets will be mounted in white flush mount faceplates.

The box configurations, cable colors, TO colors and termination hardware


shall be as follows:

Number of TO is dependent on the nature of the room usage.

Backbone Writing

This will consist of one cable per floor containing 3 pairs per WA across the
complex connecting together the telecommunications rooms. This allows for
Voice and BMS systems. The vendor will include all necessary passive
components. NEUST will supply the necessary bridges, NICs, Hubs, and other
active equipment.

Fiber Optic Cable System

The fiber shall meet at minimum the ISO 11801 OMI specifications. The fiber
distribution system will hub in the main Equipment Room (ER) and terminate in
each Telecommunication Room (TR). Twelve fibers in each room will be
terminated. The distribution boxes and connectors must be standards compliant
equipment. A campus fiber optic cable connecting buildings CICT and ADMIN
shall contain 24 guaranteed fibers.

2.4 LAN/WIRING
2.4.1 LAN Requirements

-IEEE 802.3 10BASE-T to each WA must be certified for 20 years.

2.4.2 Building Wiring


 For a Campus wide LAN optical fiber is required. This will be fiber cable
LAN run between the buildings Engineering and High School.
 Fiber will connect all TR’s to the equipment room.
 Category 3 Telephone UTP cables will connect all TR’s to the ER.
 The TR’s will contain voice, data and LAN network equipment and will be
secured. Applications equipment, such as file servers, will be located in
departmental areas.
2.4.3 Campus backbone cables between the building Engineering and building High
School shall be equipped with electrical protectors. Size the campus backbone
cables at 2.5 pair per WA.

2.5 TELECOMMUNICATIONS SYSTEM

The phone system will be ISDN compatible to each WA. This will be provided by
the switch vendor. In the equipment room, provide terminations for a PBX with
300 2-pairports.

The wiring and phones at NEUST site will be owned by NEUST. Installation and
maintenance of the wire, cross-connects and phones will be done after a vendor is
selected.

A 8-fiber riser cable shall be provided to each floor in building Engineering and
High School. The PBX in building Engineering ER must also serve the phones in
building High School using a campus backbone cable.

SECTION 3 – BUILDING DESCRIPTION AND POPULATION


ESTIMATES

3.1 The Buildings Engineering and High School will house approximately 1056
personnel.

3.2 The Entrance conduits into building Engineering and High School will be
located ground floor TR. The size and quantity of these conduits shall be
provided to NEUST.

3.3 The entrance cables will extended from the entrance facility to the PBX. The size
and quantity of these conduits shall be provided to NEUST.

SECTION 5 – SCOPE OF WORK


5.1 WORK DEFINITIONS AND WORK RESPONSIBILITIES FOR

5.1.1 Building Backbone Cable


5.1.2 Fiber Cable

5.1.5 Horizontal Cable

The Work includes providing equipment, materials, transportation,


erection, construction, and services as specified herein. Whenever in these
specifications the terms “provide,” “furnish,” “supply,” “furnish and/or
install,” etc., are used, it is intended that the contractor shall install the
equipment and systems unless specific notations are made that the
equipment, device, or system or is to be installed by others.

The Work includes Contractor’s and Contractor’s Vendors technical


directions as required for placing all equipment and material furnished
under this Contract into successful operation.

The Work includes accepting, uploading, inspecting, and keeping


inventory and turning over to NEUST all spare parts and equipment.

5.1.1 BUILDING BACKBONE

The Work responsibilities include, but are not limited to the following terms of work:

1. Installation of cable, (Including anchoring – subject to the approval of


NEUST).
2. Splicing and/or terminating.
3. Termination hardware.
4. Providing records of house counts cross-connect information as required by
NEUST.
5. Provide as constructed drawing.
6. Labeling and marking of termination hardware.
7. Contractor will return marked-up text and riser schematics.

Material to be supplied by the Contractor:

1. Cable
2. All spicing material including closures and connectors.
3. Material to restore any damaged walls, ceilings, and floors.
4. Wire distribution rings and/or troughs.
5. All fire stop material.
6. All incidental material, i.e., screws, tie raps, anchors, support hardware for
splices, ground clamps, labeling equipment and riser cable anchoring
equipment.
7. All other material required to perform the placement of riser cables not
supplied by NEUST.

5.1.2 FIBER CABLE

The Work responsibilities include, but are not limited to, the following items of work:

Installation of Fiber System

1. Fiber cable
2. Splicing (Multimode Fusion is the preferred method)
3. Testing
4. As constructed drawing and shop drawing
5. Tagging, nameplates and labels
6. Placing building backbone cables
7. Provide a test results list to NEUST

Material to be supplied by Contractor:

1. Splice closures
2. Termination hardware
3. Encapsulate
4. Connectors
5. Cable
6. Ground wire
7. All incidental material; i.e., screws, tie raps, anchors, support hardware for
splices in buildings, ground clamps, etc.
8. All other materials required to perform and test the installation of the Fiber
System per the specifications of this Contract Document not supplied by
NEUST.

5.1.3 TELECOMMUNACATIONS ROOMS

The Work responsibilities include, but are not limited to, the following items of work:
1. Installation of frames and associated equipment.
2. Terminating cables.
3. Labelling and marking of termination hardware.
4. Providing records of house counts and cross-connect information as required
by NEUST.

1. Frames
2. Termination Hardware
3. Protection – including protectors, protector unit frames, etc.
4. Backboards
5. Jumper troughs and distribution rings

5.1.4 MAIN EQUIPMENT ROOM

The Work responsibilities include, but are not limited to, the following items of work:

1. Installation of frames and associated equipment


2. Terminating cables
3. Labeling and marking of termination hardware
4. Providing records of house counts and cross-connect information as required
by NEUST.

Material to be supplies by the Contractor:

1. Frames
2. Termination hardware
3. Backboards
4. Jumper troughs and distribution rings
5. All incidental material, i.e., screws, tie-wraps, anchors, support hardware and
ground clamps.

5.1.5 HORIZONTAL CABLE


The Work responsibilities include, but are not limited to the following items of work:

Installation of horizontal cable:

1. Cable
2. Termination hardware
3. Terminating

4. Placing cross-connects at the Floor Distribution (FD), Building Distributor


(BD), and Campus Distributor (CD).
5. Providing records of jack locations, cross-connect information at HC, IC, and
MC locations as required NEUST.
6. As constructed drawings and shop drawings.
7. Name plates, labels and marking termination hardware.
8.
The successful vendor will be given a set of building drawings as needed.

Contractor will return marked-up text schematics with any labels he proposes to use.

Material to be supplied by Contractor is as follows:

1. Telecommunications outlets
2. Termination hardware
3. Backboards
4. Horizontal, Backbone, and fiber optic cables
5. Wire distribution rings
6. Material required restoring damaged walls, ceilings and floor.
7. All fire stop material
8. All incidental material, i.e., screws, tie raps, anchors, support hardware for
splices, ground clamps, nameplates and label, etc.
9. All other material required to perform the placement of cabling per the
specifications of this Contract Document not supplied by NEUST.

SECTION – 6

SECTION 6 – CABLE TESTING


The Contractor shall test all cables placed for overall sheath continuity and proper
bonding.

The Contractor shall test all cable pairs after they have been terminated and spliced.
This is to be an overall end-to-end test for continuity and a/b (tip/ring) reversals. The
Contractor shall turn over 100% working cable pairs.

Final fiber optic testing to include:


 End-to-end attenuation with termination in place.
 Provide list of test equipment used, including light source wavelengths,
calibration data of the optical test equipment.

It is likely that the NEUST will discuss additional copper testing at a later stage in the
contract negotiation.
