CONDUCT COMPETENCY ASSESSMENT

PRE-ASSESSMENT ACTIVITIES

1. Inspection and Preparation


 The assessor must familiarize itself with qualification or unit of competencies to be
assessed
 Ensure that the assessment site complies with the relevant occupational health and
safety requirements
 Ensure that assessment resources are available
 The assessor must ensure that the tools, equipment, and facilities are ready and
available
 A checklist of tools, equipment and facilities must be on hand to help the assessor
monitor the availability and completeness of the tools and equipment and facilities
 The checklist of tools, equipment and facilities is included in the assessor’s guide

2. Receiving of assessment package composed of the following;


 1 copy of assessor’s guide
 Specific instruction to the candidate
 Competency Assessment Results Summary
 Written Report
 Written Test/ Answer Sheet
 Questioning Tool/ Rating Sheet
 Rating Sheets for Demonstration

3. Demonstration
3.1. Prepare the Candidates
a. Assessor self-introduction

(“Good morning everyone, my name is NEIL MARC R. BIRON and I am your competency
Assessor for Visual Graphic Design NC III”)
b. Acknowledge the present of the Processing Officer, AC Manager and TESDA
Representative

(“I would like to acknowledge the presence of Mr. Leonilio Ching our processing
officer, Mr. Rowel Castillo our Assessment Center Manager and Mr. Ronald Casuela a
representative from TESDA provincial office, Good morning sir.”
“You didn’t have to worry about their presence. They are here to oversee the conduct
of assessment and to check if the conduct is in accordance with the prescribed
competency assessment methodology and procedure.”)

c. Check attendance and identity of candidates and collect admission slips.


(“Before we start please submit your admission slip. Thank you!”)

d. Instruct the candidates to sign on the attendance sheet.


(“As I call your name please acknowledge by raising your hand and signed the
attendance sheet.”

Call the name of the candidates and let them sign.)

e. Present the candidates an accomplished application form with self-assessment guide


and explain its significance.
(“I have here with me your accomplished application form and self-assessment guide.
This is an indication that you know and can perform all the unit of competency
enumerated for Visual Graphic Design NC III

f. Conduct Orientation to the Candidates


F.1. Assessor must explain the context and purpose of the assessment
(“I would like to welcome all of you to Gordon College as our Assessment Center for
the Qualification Visual Graphic Design NC III. The purpose of our assessment for
Visual Graphic Design NC III is to determine the level of your competency.”)

F.2. Qualifications or units of competencies to be assessed


(“Today I am going to administer competency assessment for Visual Graphic Design
NC III. The qualification for Visual Graphic Design NC III is compose of basic, common
and core competencies. For the core competencies, we do have 1. Develop design for a
logo and print media, 2. Develop design for user experience and user interface, 3.
Develop design for product packaging and 4. Design booth and product
window/display.”)

F.3. Explain task to be performed and the evidence to be collected


(“The different tasks to be perform for Visual Graphic Design NC III are the following;
1. Create logo design and brochure, 2. Create a landing page with two functional links
for two different pages, 3. Create 3D mockup for product packing and 4. Create 3D
design booth and product window display.

I will collect evidences through written test, demonstration with observation, and oral
questioning.”)

F.4. Discuss assessment procedures to be undertaken.


(“To determine your knowledge and skills for Visual Graphic Design NC III, the
assessment method we will use will be written test, demonstration and oral
questioning. These assessment methods can help to measure your underpinning
knowledge and skills.”)

F.5. Tackle the needs of the candidates to be considered during the assessment.
(“For your personal need toilet and wash area is located at the end of the hallway. You
can take your meal at our canteen, which is located on the ground floor. However
during the assessment you are not allowed to leave the premises of the Assessment
Center.”)

F.6. Discuss allowable or reasonable adjustment when applicable.


(“If you have difficulty in understanding the instructions, please do not hesitate to
inform me because I am willing to translate it for you. Also, during the written
examination if you have dilemma in writing down your answers, don’t be shy because
we can accept your answers verbally.”)

F.7. Do’s and Don’ts during the assessment


(“If you have concerns, questions or any clarification to the conduct of the assessment
you may raise your hands because I am more than willing to assist you. But once the
assessment started, please refrain from asking questions because it will be no longer
allowed.

If you have physical or any form of difficulties do not hesitate to call my attention so
that we can address it immediately.”)

F.8. Rights and appeal System


(“In case you have any questions regarding the assessment result you have the right to
appeal. You can submit your appeal to the TESDA provincial office where the
assessment center and assessor are accredited”)

F.9. Issuance of the National Certificate or Certificate of Competency.

(“For those candidates who will complete the units of competency you may request
and claim your national certificate for Visual Graphic Design NC III at the TESDA
Provincial Office. For those candidates who complete certain unit of competency, you
can also request and claim your Certificate of Competency (CoC) to the provincial
Office of TESDA

Just bring with you your Competency Assessment Result Summary (CARS) issued by the
Assessment Center Manager.”)

F.10. Reassessment Procedure


(“After the assessment and you’re found to be not yet competent for the qualification
of Visual Graphic Design NC III. Do not worry about it because you can apply for re-
assessment any time at your own convenience.

In case the reassessment is full qualification you have to undergo the whole
assessment process. If you are found to be competent in some unit of competencies,
the reassessment shall focus in the unit of competency where you are found to be not
yet competent.
Take now that if you failed two consecutive assessments you will be advised or
undergo a refresher course before applying for reassessment.”)

F.11. Occupational Safety and Health Requirements


(“During the actual assessment please observe safety as you perform the different
tasks. Make sure to check on your computer unit, open necessary software accordingly
and always save your file from time to time. In case of technical issues you can raise
your hand and call the attention of our laboratory custodian to address it properly. In
case of accidents, please call my attention immediately so that we can provide you
with first aid.

If the there is a need, our first aid kit is available at the side of the laboratory. Right
beside the whiteboard.”)

F.12. Confidentiality of the Outcome


(“With regards to the result of your assessment, we observe strict confidentiality. This
is to ensure your integrity, the result is made available only to authorized personnel
and the institution where you had your actual training.

The assessment package is kept in a secured place to guarantee the integrity of the
assessment, in lieu above kindly refrain in giving the information about the
assessment today.”)

g. Provide each candidate a copy of specific instruction.


(“If you don’t have any questions or clarification then I am going to distribute the
specific instructions. Please read it carefully.”)

h. Distribute assigned numbers to the candidate.

4. Initiate Assessment by guiding the candidates to the assessment area. Explain the specific task
and ask them if they have any question about the instructions given.

5. Observe and take notes on the demonstration of the candidate. Implement the evidence
gathering process and ensure its validity, reliability, fairness and flexibility.

6. Take notes about the performance of the candidate. Collect appropriate information and match
it elements, performance criteria, range of variables and evidence guide.

7. Judge the evidence from the 4 dimension of competency, task skill, task management skill,
contingency management skills and job/role environment skills.

8. Judge the evidence in terms of validity, consistency, currency, recency, authenticity and
suffiency.
9. After the demonstration perform oral questioning.

10. Record and compete rating sheet.

11. Provide positive feedback on the assessment.

12. Summarize the performance of the candidate.
13. Inform the candidate on what area he/she needs to improve on.
14. Discuss the specific tasks done well by the candidate.
15. Let the candidate sign the CARS.
16. For negative feedback on the assessment.

17. Identify the parts needed for re-assessment or gaps.
18. Suggest further learning or practice to fix the gaps.
19. Emphasize and explain the results; “Which competency has been and has not been achieved?”
(“You are good in using graphic applications however I found out that you have difficulties in
conceptualizing design templates/formats as well as mixing and utilizing of colors. Another
important skills that you have not demonstrated is the proper used of fonts especially in logo
designing.”)
20. Arrange further opportunity for candidate to complete assessment requirement.
(“Based on the result of my observation in your demonstration, the result is “you are not yet
competent however you can be reassess anytime at your convenience”)

Record the Outcome of the result

Accomplished the Competency Result Summary

Submit the documents to the Assessment Manager the assessment reports.
