Introduction

Infant Mental Health is the "developing capacity of the child from birth to
age three to: experience, regulate and express emotions; form close and
secure relationships; and explore the environment and learn all in the
context of family, community and cultural expectations for young children.
Infant mental health is synonymous with healthy social and emotional
development" (ZERO TO THREE, 2005).

The behaviors of young children (birth to age 5) can be challenging to families and
interfere with the child’s ability to reach their full potential. In compiling this list, the
Monroe County Early Intervention Program has attempted to identify resources in our
community that may provide support and assistance to families facing these
challenges. The list is intended for use by professionals working with young children to
aid families in identifying resources to:

• enhance understanding of early child development and behavior,

• strengthen parenting skills,
• engage support systems, and
• access mental health diagnostic and treatment services.
