Access and Privacy Analyst

The Access and Privacy Analyst provides corporate advice and instruction to the City regarding access and privacy, and the
application of the ​Freedom of Information and Protection of Privacy (FOIP) Act.

Reporting to the Supervisor, Information Access, this position will be accountable for:
● Processing Access to Information
○ Requests Process requests for access to records held by the City of Edmonton
○ Understand the principles of FOIP to administer requests for access to information
○ Appropriately apply the exceptions to disclosure
○ Clarify requests with applicants, develop fee estimates, and respond to fee waiver requests
○ Consult with third parties, staff, and other public bodies as required
○ Identify issues and make recommendations regarding disclosure in accordance with the City’s FOIP delegation
order Respond to consultations from other public bodies regarding disclosure of records in the custody of the City
of Edmonton
● Respond to Privacy Matters
○ Understanding the principles of FOIP to provide advice and recommendations regarding privacy matters including
collection notification statements
○ Identify issues and make recommendations on privacy compliance as required
● Liaising with the Office of the Information and Privacy Commissioner (OIPC)
○ Prepare and send submissions to the OIPC during the mediation of OIPC files when an applicant has requested a
review of an access request
○ Provide support to the FOIP Supervisor and Manager on inquiries
○ Communicate with applicants to gather information necessary to resolve concerns
● Policy and Procedure Development and Research
○ Develop and review policies, procedures, and forms related to access and privacy for use by the City
○ Prepare and action implementation plans to support policy and procedure changes
○ Perform research on current standards, policies, and practices on access and privacy
○ Champion change and best practices related to access and privacy
○ Write reports and briefings to support the FOIP Head in making decisions under the FOIP Act

Qualifications​​:

● University Degree where writing skills, communication, research, analysis, and synthesis have been key areas of study
● 2 years of experience working in access to information and privacy, including processing access to information requests
under Alberta's FOIP Act (or equivalent legislation) and performing, reviewing, and facilitating privacy impact assessments
● Information Access and Privacy Protection certificate from the University of Alberta or access and privacy training from the
Government of Alberta or equivalent is an asset
● Experience developing and applying policies and procedures
● Experience performing research, analysis, and synthesis of written materials
● Excellent written and verbal communication skills
● Ability to meet deadlines, and handle situations requiring diplomacy and tact
● High attention to detail
● Experience using electronic resources, systems, and applications
● Mediation experience

Hours of Work​​: 33.75 hours per week, Monday - Friday

Salary​​: $38.705 - $48.357 (Hourly); $68,188.530 - $85,192.940 (Annually)
