BACKGROUND OF THE STUDY


The cost of college is of concern to both students and taxpayers, and one

alternative tuition policy makes the conversation of rising tuition more complicated.

Charging a different tuition rate to students in major courses, which are a high cost to

the university, has generated much discussion including questions of fairness and how

policies might impact a student’s decision to select a major.

Zero tuition have asserted that zero tuition is necessary for aid to poorer

students, for the maintenance of our great system of higher education, for the

preservation of free and prosperous society, for achievement of great social benefits, for

educational opportunity for all, is a hallowed century-old tradition, and that tuition is a

tax on education.

Some proponents of tuition fees have argued, for example, that the university

and colleges are harboring delinquents who would not be there with full tuition, the poor

are aiding the rich, students should pay tuition to appreciate their education, taxes are

excessive, and low tuition requires exploitation of an underpaid faculty, to cite a few.

Education makes a person more productive, as a doctor, lawyer, merchant, or

engineer. Other people benefit from his greater productivity because more engineers

enable lower costs of engineering services for the rest of society.

Education is seen as a tool to expand one's chances of earning more money.

However, the cost of earning a degree has skyrocketed. Though "students from middle-

class and working-class families have been forced to borrow huge sums of money, in

recent years to pay for college, often saddling them with hefty loan payments long after

graduation" (Schworm & Wertheimer, 2007).

The escalating cost of higher education is causing many to question the value of

continuing education beyond high school. Many wonder whether the high cost of tuition,

the opportunity cost of choosing college over full-time employment, and the

accumulation of thousands of dollars of debt, is in the long run, worth the investment.

It’s going to college tuition free is an increasingly attractive option for students

who don't want to begin their working lives owing money on loans" (Brandon, 2006).

One of the best-kept secrets is a list of those institutions that offer free tuition for

attending their colleges and universities.

The study aims to provide information on the challenges and opportunities of

students towards free tuition. The data that will be obtained; hopefully, will be useful in

assessing the challenges, opportunities and increasing productive efficiency of the

students.

General Objective

A descriptive – correlative study on the challenges and opportunities of students

under the Republic Act No. 10391_Free Tuition of Capiz State University.

1. What is the demographic profile of the students of CapSU?

2. What are the challenges faced by students under Republic Act No. 10931_ Free

Tuition?

3. What are the opportunities perceived by the students under Republic Act No.

Republic Act No. 10931 when classified;

The significance of the Study

With this study, the researcher would be able to learn the challenges and

opportunities of Capiz State University students towards free tuition.

Students. The students who are enrolled will reinforce this change that will

effectively prepare the impact on them of free tuition on their personal growth as

students.

Teachers. To the teachers that will have a full understanding of the challenges

and opportunities of students towards free tuition. And through this study, it will also

provide information regarding the status of the students that would encourage them to

help the students by giving prompt, specific and helpful feedback.

Capiz State University. The finding of this study could help the Capiz State

University identifies the students in relation to their challenges and opportunities.

School Administration. To the Capiz State University, Campuses Administrators,

the study will help the institution to have an up to date data about challenges and

opportunities of the students help them formulate programs and activities that can

enhance their ability.

Parents. To the parents of the students who are enrolled will give them

awareness and knowledge about the challenges and opportunities of their children.

Future Researchers. This will benefit and help future researchers as their guide

in developing another different study and made this as one of their resources in

undertaking related field.

Scope and Limitation of the Study

This study will utilize Descriptive-Correlative. The participants of this study who

were enrolled in Capiz State University, Second (2nd) Semester, the Academic year

2018-2019.

This study measured the quality of students’ challenges, and opportunities under

the Republic Act No. 10931_Free Tuition.

Stratified random sampling technique is used and researcher-made

questionnaires will be distributed to the respondents.

Dependent variables are behavior as to challenges and opportunities; the

modified variable is Free Tuition Act, and while the independent variable is the socio-

demographic profile.

Research Design and Methodology

The main purpose of the study is to examine and determine the level of

challenges, and opportunities Capiz State University students under Republic Act No.

10931_Free Tuition Fee. The survey-correlation method of research was used in the

study. According to Fraenkel & Wallen (2005) survey is used as a descriptive method to

further analyze the quality and accuracy of the study objectives. Surveys can be useful

when research wants to collect data on phenomena that cannot be directly observed.

Surveys are used extensively in the library and information science to assess the

attitudes and characteristics of a wide range of subjects.

On the other hand, correlation research investigates relationships between two or

more sets of data. This design likewise helps determine the extent to which different

variables are related to each other (David, 2002).

The dependent variables of the study were the behavior as to challenges and

opportunities; the modified variable is Free Tuition Act while the independent variable

was the socio-demographic profile when classified their age, sex, course, family

income, and academic performance.

The statistical tools that were used in the analysis of data are the mean,

percentage, and standard deviation, for descriptive statistics, and ANOVA, and Pearson

r for inferential statistics. The alpha level of significance was set at 0.05.

Participants

The participants of the study were the students who enrolled in the second

semester of Capiz State University for School Year 2018 – 2019.
