CONSULTANCY SERVICES ON IMPLEMENTATION OF SAP TREASURY


MANAGEMENT (TRM) AND THE CASH AND LIQUIDITY

Background

The African Union (AU) was established as a unique Pan African continental body,
charged with spearheading Africa’s rapid integration and sustainable development by
promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and
African States as well as developing a New Partnership worldwide. Its Headquarters is
located in Addis Ababa, capital city of Ethiopia.

The African Union Commission (AUC) is the secretariat of the AU and is the key organ
playing a central role in the day-to-day management of the AU.

The AU is funded from assessed contribution from the 55 Member states and funds
from Institutional Partners for specific projects in line with its Strategic Plan and agreed
priorities with the partners.

Africa Union has been undergoing through significant reforms for at least 5 years. Some
of the reforms have largely affected Systems, Structure, Staffing and many other areas.
The Directorate of Finance among others has largely devoted its effort and energies in
migrating from its legacy systems to SAP platforms. Due to the limited resources, rolling
out other modules like the SAP Treasury Management (TRM) and the Cash and
Liquidity management (CLM) modules were temporarily put on hold.

Project Background

The African Union Commission (AUC) has implemented SAP ERP ECC 6 currently at
Enhancement Package Level 7 (EHP7) system that consists of the following key
modules;
a) Financial and Controlling (FI/CO) including Fund Management.
b) Human Resource (Payroll, Time management, Personnel Administration,
Organization Management, Learning Solution, Personnel Development & SAP E-
Recruiting)
c) Material Management (Purchasing and Inventory Management)
d) Travel Management
e) Employee and Manager Self Service
f) Electronic Document Workflow (SAP Document Access solution) which is
integrated with Open Text 10 for Document Archival
AUC has continuously carried out improvements in the ERP system by addition of new
modules as well as customizations of existing functionality to suit its needs.

So far the SAP ERP has been deployed to AUC Headquarters, two Organs and eight
Regional and Liaison offices. There are plans to roll out SAP to over thirty remote
offices under Headquarters all under one company code.

With the recent Decision of the Heads of State to roll out the alternative sources of
funding for Africa Union, It has become imperative that SAP Treasury Management
(TRM) and the Cash and Liquidity management (CLM) modules be implemented and
operationalized within the current SAP set up of the AUC.

Objective of the Assignment

The objective of the assignment is to implement SAP Treasury Management (TRM) and
the Cash and Liquidity management (CLM) modules. To achieve the stated objective,
AUC wishes to engage the services of an individual competent consultant to work with
the commission to implement and operationalize the usage of the TRM and CLM in the
commission.

Scope of the Assignment

The expected scope of services and tasks are as follows:-


• Conduct Blueprint Sessions to collect and understand Business requirements.
• Implement SAP Treasury Management (TRM) and the Cash and Liquidity
Management (CLM) modules based on requirements as per signed off Blueprint.
• Ensure seamless integration to existing enhancements and standard SAP FI,
Cash Management and Treasury modules already in use for FI, Cash
Management and Treasury process.
• Transport the developed applications from the Development platform to the
Quality Assurance platform in the SAP landscape.
• Preparation of Test scripts for Unit and Integration Testing.
• Lead Business users in Unit and Integration Testing.
• Preparation of User Guides, Test Scripts (Unit/Integration), Configuration and
Technical documentation.
• Conduct and coordinate Super Users and business users training.
• Conduct Training / Knowledge transfer / Hand Over to the in-house SAP
Technical Team.

Deliverables for the Assignment

The deliverables for this engagement will include:


a) Signed off Business Blueprint (BB)
b) Fully working SAP Treasury Management (TRM) and the Cash and Liquidity
Management (CLM) Functionality as per Business Requirements.
c) User Guides / Business Process Procedures.
d) Signed off Test Scripts for Unit/Integration Testing.
e) Signed off Training Attendance for Super Users and Business users Training.
f) Technical Configuration documentation of the steps followed to setup TRM and
the CLM Functionality. List of transport requests for all changes done should be
included in configuration document.
g) Signed off Knowledge Transfer/Hand Over to SAP Technical Team.
h) Implementation support / Go-live Support where necessary.

Duration of the Assignment and Remuneration

The duration of the assignment is for five (5) months and the intended commencement
date is from mid of November.

Africa Union shall pay the Consultant an amount not exceeding a Fixed Sum of $50,000.
This amount includes all of the Consultant's fees, reimbursable, and profits as well as any
tax obligation that may be imposed on the Consultant.

Any travel necessary for the successful completion of the assignment, duly authorised in
advance by the Client in writing will be paid for at the rate of the most direct economy
return flight. The payment schedule will be in accordance with the below schedule:

Final Report

Qualification and Experience


The Consultant shall be selected based on the following minimum educational and
experience criteria:

Education & Experience

• SAP Certified FICO Consultant with at least 5 years’ post certification FICO
experience. Experience in SAP Fund Management is essential.
• Have completed at least 2 (Two) full cycle SAP ERP FICO implementations
preferably in Public Sector
• At least 5 years' Experience in configuration of core FICO Modules.
• At least 3 years' Experience in implementation of Treasury Management
(TRM) and the Cash and Liquidity Management (CLM) Functionality. Must
have completed at least Two TRM/ CLM implementations.
• Integration knowledge with SAP Modules

Required Skills

• Good communication / interpersonal skills


The African Union Commission now invites eligible Individual Consultants to indicate
their interest in providing the Services. Interested candidate must provide information
demonstrating that he/she has the required qualifications and relevant experience to
perform the Services. Consulting firms may propose individual consultants, but only the
experience and qualifications of individuals shall be used in the selection process, and
that his or her corporate experience shall not be taken into account, and the contract
would be signed with the proposed individual.

Evaluation and qualification criteria

For evaluation of the expressions of interest the following criteria will be applied:

A. Education Qualification and Relevant Certification (20 Points)


B. Experience related to the Assignment(50 Points)
C. Methodology and Work Plan (30 Points)

• Understanding and interpretation of the TOR
• Methodology to be used in undertaking the assignment
