1 INTRODUCTION
Qatar Petroleum (QP) operates a number of offshore oil and gas production facilities in the
territorial waters of Qatar, in Arabian Gulf. The crude oil from Production Stations is supplied to
HALUL Island where it is stored and exported via ocean going tankers. The island is located
approximately 84 km off the cost to the north east of Doha and occupies an area of about 1.5
sq. kilometres.
The Island is home to eleven giant crude oil storage tanks, crude oil pumping stations, power
generation, maintenance workshops, fire station, gas and oil process plants, a heliport and staff
accommodation and support facilities.
It is a commercially important island serving as the receiving, dewatering, storage, and export
terminal for crude oil produced from the offshore fields of Eid Al Shergi (PS-1), Maidan Mazam
(PS-2), Bul Hannine (PS-3), Al Khaleej and Al Karkara. The monitoring, control and operation of
the whole facility in HALUL is carried out from an Integrated Control System (ICS) comprising, a
Distributed Control System (DCS), an Emergency Shutdown System (ESD) and a Fire & Gas
System (FGS) supplemented by other systems like, tank inventory monitoring (TIM), export
metering, power management system, CCTV/ PA/GA/ ACS, etc.
The ICS is a geographically distributed system having its equipment installed in different control
buildings spread across the island, such as, Local Equipment Room (LER), LER-2 near sub-
station-21, Power Station Control Room (PSCR) and Central Control Building (CCB), also known
as (NCB). These equipment are interconnected on two different networks (Control Network – a
Fault Tolerant Ethernet and a Safety Network) facilitating centralised operation of entire facilities
from CCB.
Due to the continued expansion of HALUL facilities to meet operational requirements, the ICS
has reached its maximum capacity particularly in LER leaving no spare or building space for any
future expansion. In addition, the existing LER is a 25 years old structure that has already
served its useful life, developed cracks and started experiencing water seepage during rainy
season including flooding during heavy rains.
In order to overcome the above problems, QP intends to build a new LER-1 building at a
different location and relocate/migrate the ICS equipment indicated above, along with all other
support systems located in the existing LER building to the new LER-1 building in the future.
The FEED stage of the project has been awarded to CEGELEC .The purpose of the project is to
design and engineer the new LER-1 building and migrate/ relocate the existing systems to new
LER, enhance the present DCS controller loading capacity and propose the present ICS
software version upgrade to latest available.

2 PROJECT OBJECTIVE
The objective of this project is to carry out Front-End Engineering Design (FEED) and related
design and engineering the new LER-1 building and migrate/ relocate the existing systems to
new LER, enhance the present DCS controller loading capacity and propose the present ICS
software version upgrade to latest available.

3 SCOPE
This Specification describes the minimum requirements for the design, manufacture, and
application of Fibre optic cables and accessories at LER-1 in HALUL Island. Also, this
specification is intended to define VENDOR’s scope of work from the commencement of the
detailed design phase through to commissioning, together with the responsibilities involved in
achieving the necessary satisfactory integration of the various components of the system.
All deviations from the requirements of the Specification shall be stated in the quotation. In the
absence of such a statement, it shall be understood that all requirements of this Specification
and associated data sheets are fulfilled without exception.

4 PURPOSE OF THIS DOCUMENT


The purpose of this specification, together with the referenced procedures, international
standards and project documentations, is to describe the functional and technical requirements
of the FIBRE OPTIC CABLE for the new LER-1 and to ensure consistency in selection, design,
and application in line with the existing FOC network at HALUL.
The Scope of Work includes the supply and delivery to site and site support services necessary
for the complete system complying international and state standards as described in this
specification.
All labour, materials, equipment, and services necessary and required to furnish and install a
complete and operating Data Network system shall be provided at the new LER-1. Any material
not specifically mentioned in this specification or shown on the applicable drawings, but required
for proper performance and operation shall be included.

4.1 Vendor Scope of Supply


VENDOR shall supply the complete Fibre Optic Cable, with all required components to provide a
working system, including but not limited to the following:
 All project required documentation
 Engineering
 Assembly
 Inspection
 Testing
 Test results and certifications
 Delivery to site
 Factory Acceptance Test (FAT)
 Delivery to site and/or other 3rd party locations
 Test results and certifications
Fibre Optic Cable shall be designed and suitably protected against environmental and weather
conditions in HALUL Island.

7 QUALITY ASSURANCE
Supply shall be under the Quality Assurance and Control System conforming to the QP Quality
requirements for projects, QP-STD-Q-004 in conjunction with ISO 9001 latest revision.

7.1 Fibre Optic Factory Test Plan


Prepare and provide the COMPANY for review a test plan for factory and field tests of the FO
media. Provide factory OTDR test data as part of the test report. Provide a list of factory test
equipment. Include a FO link performance test plan. Submit the plan at least 30 days prior to
tests for COMPANY approval. Refer to TIA-569-B for performance measurement criteria.
Conduct tests at all operating bandwidths. Provide calculations for optical power budget and
bandwidth using test method TIA-455-78-B or TIA/EIA-455-B.
Submit test plans and reports to the COMPANY for review and approval.

7.2 Fibre Optic Field Tests Plan


Prepare and provide technicians and test equipment for field tests of FO media. Conduct OTDR
reel tests at the job site prior to installation. Perform end-to-end OTDR and Power meter light
source tests of all installed media. Conduct tests on single mode fibre in accordance with TIA-
526-7 for single mode fibre.

8 STANDARD ENVIRONMENTAL CONDITIONS


8.1 Location of Worksite and Climate
The worksite is located within the boundaries of the State of Qatar in the Arabian Gulf.
Environment is hot, humid and salt laden atmosphere in general. Sand storms are quite
prevalent. The climatic conditions are those of coastal sub-tropical desert with high humidity and
a high saliferous atmosphere. H2S levels up to 10 ppm may be continuously present. High levels
of abrasive dust may be present periodically.
All Data Network equipment must be capable of operating satisfactorily, reliably and within
specified performance limits in the environment data specified under QP document
EFS.00.08.03.
In general, the surrounding environment of HALUL Island is humid, hot and with salt laden
atmosphere. Free H2S is also present in atmosphere in traces. All equipment & instruments shall
be taken into account the environmental conditions prevailing in the plant.
The following meteorological information is set out for general guidance. For further reference
refer QP’s Standard Offshore Environmental Conditions, Doc. No. EFS.00.08.03.

8.2 Temperatures and Humidity

8.2.1 OUTDOOR CONDITIONS


The general site environment shall be considered as typical offshore marine environment with
presence of H2S at corrosive levels, as specified in EFS.00.08.03 rev 1 “Standard Offshore

The office buildings are air conditioned and maintain to:
 Ambient temperature: up to +25º C
 Humidity: up to 60%
Though workshops and industrial buildings are locally air-conditioned, inside ambient
temperatures can exceed 25º C due to heat generated by machines and process.
Therefore, and in event of power failure, all indoor equipment shall be required to operate up to
ambient temperature of +50º C.

9 TECHNICAL REQUIREMENTS
9.1 General
FO media shall meet all performance requirements of TIA-568-C.1, TIA-568-C.3 and the
physical requirements of ICEA S-87-640 and TIA/EIA-598-C.
If aluminium material shall be used, it should be either marine grade aluminium or SS 316.
The high level objectives of the FOC are:
 High reliability and availability
 Sustainable and efficient operational management and maintenance philosophy
 Simple transition process from construction to operations
 Outdoor Fibre Optic Cable shall be capable for conduit or directly buried applications.

9.2 Fibre Optic Cable

9.2.1 Outdoor Fibre Optic Cable for Core and Secondary Network
Outdoor fibre optic telecommunication cable to be supplied shall have the following main
features:
1 All Outdoor Fibre Optic Cable shall be single-mode.
2 The cable shall be laid in (96.5 mm) pipes and shall be required to cross roads or any other
underground services such as: water pipes, oil and gas pipes, electrical and telephone
cables.
3 The cable shall have protection against damages from termite, rodent, chemicals such as oil
and gas (N2, CO2, H2S) and other petroleum products, moisture and saline water, over the
life time of the cable and in particular should have the following:
 Moisture Barrier: Polymer coated aluminium tape
 Armouring: Corrugated steel tape
 Outer Sheath: High Density Polyethylene
4 Single-mode fibres shall be laid up in Multi-Fibre Loose Tubes with Gel Filling around a
central strength member in a single polyethylene sheath. There shall be no more than 8
optical fibres within a single loose tube.
5 Each single-mode fibre shall be of the small-core, step-index type optimized for
transmission in the 1,310nm wavelength region, also workable in the 1,550nm wavelength
region and fully compliant with the provisions of ITU-T Recommendation G.652.D.
6 Media shall have a transmission window centered at 1300 and 1550 nanometer
wavelengths; attenuation of SM FOC at 1310 nanometers shall be less than 0.4 dB/Km and
at 1550 nanometers shall be less than 0.3 dB/Km. FO media shall comply with ITU-G.652D.
7 All single mode fibre optic specifications shall be applicable over the temperature as
specified in EFS.00.08.03 rev 1 (Standard Offshore Environmental Conditions).
8 A color-coded loose tube identification scheme shall be adopted as per EIA/TIA 598.
9 Individual fibres shall also be color coded. Additional ring markings shall also be used, if
necessary.

10 The central strength member shall be FRP (Fibre Reinforced Plastic).


11 The installed cable shall not be pressurized. Accordingly sufficient moisture protection, such
as jelly filling, shall be incorporated in the cable make up. The cable shall meet water
penetration test requirements as specified in TIA/EIA-455-82B.
12 PE sheath shall be durably marked at intervals not exceeding one (1) meter with the
following information:
 The Manufacturer name
 Type number & count
 Legend containing Fibre Optic mark and Laser symbol
 Cable ID number
 Year of manufacture
 Manufacturer Batch ID or Job Number
 Country of Origin
 Sequentially numbered metric length marks
13 The sheath shall be made of polyethylene having a minimum breaking strength of 150 N,
laid under the moisture barrier.
14 The cable shall comply with the following mechanical specifications:
 Crush Resistance (EIA-FOTP-41A): 600 N/cm
 Impact Resistance (EIA-FOTP-25B): 100 impacts
 Flexing (EIA-FOTP-104A): 100 cycles
 Maximum Pulling Load (EIA-FOTP-33A): 2700 Newton

 FOC Minimum Bend Radius under force: 20 x cable outside diameter

15 After installation and splicing, each single fibre shall be tested for compliance with the
appropriate provisions of this specification.
16 Fibre optic cable shall be procured from manufacturers listed under QP Preferred Vendor
List.

9.2.2 Outdoor Fibre Optic Cable for CCTV Camera


Outdoor fibre optic telecommunication cable to be supplied shall have the following main
features:
1 All Outdoor Fibre Optic Cable shall be single-mode.
2 The cable shall be direct buried and in cases of cross roads or any other underground
services such as: water pipes, oil and gas pipes, electrical and telephone cables shall be
laid in 96.5 mm pipes.
3 The cable shall have protection against damages from termite, rodent, chemicals such as oil
and gas (N2, CO2, H2S) and other petroleum products, moisture and saline water, over the
life time of the cable and in particular should have the following:

15 After installation and splicing, each single fibre shall be tested for compliance with the
appropriate provisions of this specification.
16 A complete underground fibre optic cable splicing/repair kit shall be provided as an integral
part of the Scope of Work.
17 Fibre optic cable shall be procured from manufacturers listed under QP Preferred Vendor
List.

9.2.3 Indoor Fibre Optic Patch Cord, Pigtails, and Enclosures


1 Fibre optic patch cord and pigtails shall be single-mode.
2 FO Patch Cords and Pigtails shall be provided with LC connectors. TIA/EIA-568-B.3-1.
3 FO Patch Cords and Pigtails shall be provided with LC-SC connectors required to connect
to Core Switches (Cisco Catalyst 6506E) at 10 Gbps link speed. The fibre connectors shall
be FOCIS compliant or compatible, and exceed the requirements of TIA/EIA-455-21A for
500 mating cycles.
4 FO Patch Cords and Pigtails are tested per IEEE 802.3ae 10 GbE to support network
transmission speeds up to 10 Gb/s for link lengths up to 300m at 850nm to assure high
performance and reliability.
5 Pre-terminated enclosures shall have pre-installed LC connectors that are terminated with
fibre pigtails.
6 Fibre optic splices shall have Fusion Splice Protection.
7 Before finalizing the pre-terminated enclosure, material sample to be submitted for
COMPANY approval.
8 Enclosure shall be selected such that it is possible to carry out maintenance on any
core/connector without disturbing other operational cores, etc. (ease of maintenance access
should be available).

9.3 Fibre Optic Splices


Provide FO splices and splicing materials for fusion method. The splice insertion loss shall be
less than 0.1 dB mean, (0.3 dB max) when measured in accordance with TIA-455-78-B using an
Optical Time Domain Reflectometer (OTDR). Splices shall be designed for a return loss of 40.0
db max for single mode fibre when tested in accordance with TIA-455- 107A.

9.3.1 Accessories
1 Fibre Optic Splice Tray: Fibre Optic Splice Tray shall have following characteristics:
Splice capacity: Min. 24 fibre optic cables

9.3.2 Wiring and Termination


1 Cable management shall be designed in order to allow access to terminations for
maintenance.
2 All FOC termination and transmission shall be done with fibre splicing closures.
3 VENDOR shall supply FOC patch cords to facilitate internal connections with the System
inside equipment racks. The FOC shall comply with latest IEC standards.

4 All termination/interface details required to complete a fully functioning system including


connector types shall be supplied by VENDOR.

9.4 Labelling
Equipment and cabling shall be identified in accordance with the COMPANY project numbering
scheme. This guideline defines the formal system for tag numbering and identification of all
equipment to be installed, and is specified in ES.0.07.0026
PE Jacket shall have following information printed, not exceeding one meter along the length:
 The manufacturer name
 Type number and count
 Year of Manufacture
Fibre optic cable shall be supplied in non-returnable wooden drums as per lengths indicated in
requisition. The label shall be secured inside a waterproof but transparent plastic pocket. The
pocket shall be nailed or screwed to the face of drum at a place where it can be easily seen. The
language to be used on label shall be English (U.K). At least the following information shall be
printed on the label:
 Drum number
 Manufacturer name
 Purchase order number
 Fibre optic cable type
 Length of Fibre optic cable wound in the drum

9.5 Units of Measurement and Language


SI system of units in accordance with Shell’s DEP 00.00.20.10-Gen shall be followed for
measurement and shall be used in all the engineering data (drawings & documents) accordingly.
Language to be use for the project documentation and other purposes shall be English (UK).

10 IDENTIFICATION AND TRACEABILITY


10.1 Requirements of Applicable Documents
All materials / equipment to be supplied shall be designed, manufactured, and tested in
accordance with the technical specifications and all codes, standards, material specifications,
and other documents referenced in the applicable sections of the technical specifications.
Documentation shall be considered an essential part of the cables supplied.
VENDOR shall submit data sheets, manuals, and other documents as required to adequately
operate, adjust and maintain the FOC for the period of its design life of 25 years. All specified
manufacturer’s certifications shall be included with the data package.
All literature, documentation, correspondence and other printed matter pertaining to the system
shall be in English Language (U.K) and dimensions shall be in metric SI-units.
VENDOR shall provide a point-to-point compliance statement to this specification.

10.2 Document Standards / Numbering System


All drawings and documents shall comply with COMPANY standard data coding system. (Refer
to ES.0.07.0014 Rev D). All drawings, specifications and documents generated by VENDOR
shall be produced in accordance project requirements and delivered in hardcopy as well as
electronically.

10.3 Engineering Design Documentation


VENDOR shall provide complete operations, and maintenance manuals, checklists and all other
applicable documentation for installed FOC.
VENDOR shall state the following of proposed system by:
 FOC Link Budget calculations
 FOC datasheets
 Unavailability calculation (q), where q = MTTR / MTBF

10.4 Other Documentation Requirements


 Manufacturer’s Data – the data package shall include manufacturer’s data for all materials
provided under this specification.
 Certifications – all specified manufacturer’s certification shall be included with the data
package.

10.5 System Manuals


After completion of the testing procedures, VENDOR shall issue a complete set of updated
documents incorporating all modifications, additions, or other changes that occurred during
testing. VENDOR shall provide,

11 MATERIAL REQUIREMENTS
All relevant material samples shall be submitted and subject to COMPANY approval prior to
order placement.
All necessary precautions shall be taken for adequate protection of equipment during shipment
and storage at their destination. Painting of the equipment support and equipment enclosure, if
applicable, shall be in accordance with QP specification QPSPC-L-002.

12 PACKAGE AND SHIPMENT


12.1 DOCUMENTATION
The VENDOR shall prepare the equipment for export shipment. Documents, including
unloading, unpacking and lifting instructions, a description of the reassembly steps required for
installation and pre-commissioning and start up instructions shall be included with the package.
The number of copies of documents to be provided shall be as stated in the Requisition.
VENDOR shall provide all necessary documentation for import of equipment into State of Qatar.

12.2 CABLE PRESERVATION & PACKING


VENDOR shall be responsible for the design, supply, assembly and application of all
preservation and packaging required for safe transportation, handling and storage of the FOC
supplied under the order to its final destination in Qatar. VENDOR shall ensure the equipment is
suitably supported and braced for transport. The VENDOR shall be sole judge of adequacy of
export preparation.
The preservation and packaging shall comprise all that is necessary to permit the safe
transportation by land and sea and additionally storage of equipment.
Equipment shall be suitably packed including any dismantling, transit fastening and bracing
necessary to prevent distortion or damage during shipment.
The VENDOR shall be entirely responsible for any claim arising, which is attributable to
defective and/or insufficient packing.
All packing shall be suitable for transport from factories to the port of embarkation, sea/air
freight, and rough handling at the port of destination and movement to and on the Site.
VENDOR shall observe and implement strict packaging and shipping guidelines on each
component and items of the system, giving much consideration on the prevailing harsh
environment condition offshore. Proper packing and other suitable methods shall be made to
ensure protection against ingress of dirt and transportation hazards. Easily damageable parts
shall be properly protected. Machined or threaded surfaces exposed to the atmosphere in
shipment or storage shall be coated with rust preventive.
Prior to shipment, all instrumentation and other equipment vulnerable to damage shall be
disassembled and boxed separately for shipment.
The VENDOR shall inspect and approve the packaging to ensure that no damage occurs to the
shipment during transit and shall submit test results to CONTRACTOR.
The vendor will be entirely responsible for any claim arising which is attributable to defective
and/or insufficient packing.
The VENDOR shall recommend preservation requirements for idle periods of non-operation up
to 6 months for protection against rain, moisture, dirt, blasting grit etc.

12.3 CABLE DRUMS


Cable shall be supplied in non-returnable wooden drums as per lengths indicated in requisition.
Cables on drums shall be seaworthy.
The drums for the FO cable shall be protected both radially and peripherally. At Least 1 m of
inner end of FO cable wound on drums shall be reserved for testing and shall be sealed to
prevent ingress of moisture. The drums of cables shall be sized as per CONTRACTOR
requirements.
The VENDOR shall deliver the cables in wooden drums. Each wooden drum shall be in very
good condition before the cable is wound onto it.
Each end of a cable shall be sealed hermetically before shipment. The drum shall be lagged
with strong closely fitting battens, which shall be securely fixed to prevent damage to the cable.
The reels and lagging shall be sufficiently strong to withstand the conditions of shipment. All
wooden parts shall be appropriately treated for protection against vermin.
The cable drums shall be arranged to take a round spindle and shall have smooth internal
flanges to accommodate an equal number of turns per layer.
Any cable end, which is left projecting from the drum, shall be protected against damage.
The ends of cable shall be suitably sealed to prevent the ingress of moisture.
The drums shall be of good quality and care must be taken to ensure that cables are not
damaged during shipping, storage etc.
Provide 2 meters pigtails on each end of media accessible for testing. Reel drum shall comply
with manufacturers recommended bend radius for the media. Wind media on reel so that
unreeling can be done without kinking the media. Attach a permanent waterproof label with
indelible text on reel showing the length, media type, bandwidth, attenuation, and date of
manufacture.

12.4 CABLE DRUM MARKING


Each individual carton or box shall be marked with Tag No. on the top and side of the carton.
The VENDOR shall mark the drums with at least one indelible label. The label shall be secured
inside a waterproof but transparent plastic pocket. The pocket shall be nailed or screwed to the
face of the drum at a place where it can be easily seen.
Each individual carton, crate or box shall be marked with the Project Name & Code, Purchase
Order (P.O.) No. And Tag No. on the top and side of the carton/crate also, Purchaser's Name
and Address.
Initial spares shall be packed separately from the main equipment. The box or carton shall be
clearly marked 'INITIAL SPARES', the Project Name & Code, Purchase Order (P.O.) No. And
Tag No. on the top and side of the carton. Furthermore, each spare part shall have its part
number clearly identified and attached.
The language to be used on the label shall be English. At least the following information shall be
printed on the label:

13 INSPECTION AND TESTING


The ITP provided below is for guidance only and a separate ITP shall be submitted during the
EPIC containing the minimum requirements which is mentioned in the below ITP.
The FAT shall be witnessed by PURCHASER. COMPANY personnel shall, at COMPANY’S sole
discretion, attend the FAT.
VENDOR shall provide all necessary test equipment required to carry out the FAT associated
with his equipment.
VENDOR is responsible for inspection and testing. CONTRACTOR / COMPANY reserves the
right to inspect the items at any time during fabrication to ensure the materials and workmanship
are in accordance with the specifications and reference drawings.
VENDOR shall submit for review and approval, an Inspection and Test Plan (ITP) covering all
relevant components, completed equipment and systems.
Access to the VENDOR fabrication premises for an inspection prior to order placement shall be
considered.
VENDOR shall meet the inspection and testing requirement, provide documentation (test report)
and certification shall comply with applicable international codes and standards, shall be
submitted to CONTRACTOR.
Tests of Fibre Optic Cables shall comprise Factory acceptance tests (FAT) and Site acceptance
tests (SAT)
 VENDOR shall complete all the internal shop tests for all the instruments and then request
for final inspection call to the COMPANY / CONTRACTOR.
 VENDOR shall notify to at least fifteen (15) calendar days in advance for each scheduled
witness inspection.
 VENDOR shall provide adequate facilities for the COMPANY / CONTRACTOR inspector to
verify each instrument in compliance with the specification and datasheets.
 VENDOR shall provide all testing and simulation material and equipment required during
inspection. Acceptance of test shall be shall not constitute a waiver of requirements to meet
field test under specified conditions and final guarantee for material design, workmanship
and performance.
The approval of any work by CONTRACTOR / COMPANY and/or his release of the unit for
shipment shall in no way release VENDOR of any responsibility for carrying out all provisions of
these specifications.
Criticality level has according to Equipment Criticality Rating Criteria (3903-HGE-0-12-0010).
Inspection / Certification levels and third party involvement will assigned as per the criticality
rating and this will be reflected also in the relevant ITP.

13.1 Factory Inspection & Testing


All Fibre Optic Cables shall be inspected at MANUFACTURER’s premises by CONTRACTOR /
COMPANY designated inspector before despatch. The FAT shall be witnessed by
CONTRACTOR. COMPANY personnel shall, at COMPANY’S sole discretion, attend the FAT.

Testing and Factory acceptance tests of the Fibre Optic Cables shall be performed in line with
this specification and in accordance with the relevant project documents and international
standards (as minimum requirement) and other Standards as may be approved by the
VENDOR.
VENDOR shall submit a test procedure relevant to his own item for CONTRACTOR and
COMPANY review and approval. These procedures shall include provisions for assuring that the
pre-requisites for a given test have been met and that the test is performed under suitable
environmental conditions by appropriately trained personnel using recently-calibrated test
equipment.
The VENDOR shall submit FAT procedures for review and approval 4 weeks prior to the system
testing / witnessing. Testing shall demonstrate system compliance / performance in accordance
with project documents and specifications.
The VENDOR reserves the right to perform checks during manufacturing process at any time or
all the times. 100% test of all equipment and functions are required for witness.
The VENDOR is fully responsible for inspection and quality assurance of the materials and
standard of workmanship and to perform a complete functionality test of FOC
The VENDOR shall carry out factory testing of the FOC submit the internal test report prior to
witnessing by concerned parties.
Inspection by the CONTRACTOR / COMPANY inspector shall be restricted to the following:
 Visual examination and dimensional check
 Complete BOM checks
 Response tests with simulated at worst loading conditions
 RFI and EMI testing
 Verification of Testing
 Verification of “Type of protection” certificate (Material test, Calibration) or declaration.
 All certificates shall be approved by competent QC authority, not assigned with production in
VENDORS organization.

13.1.1 Factory Reel Test


Conduct factory quality tests of FO media as required by TIA-472D000-B.
Test 100 percent OTDR test of FO media at the factory prior to shipment in accordance with TIA-
568-C.1 and TIA-568-C.3. Use TIA-526-7 for single mode fibre measurements. Calibrate OTDR
to show anomalies of 0.2 dB minimum. Provide digitized or photographic traces to the
PURCHASER.
The manufacturer shall carry out the type and routine site tests to confirm that the equipment is
fully functional and meets the requirements of this specification.
Type test shall be performed on each type and rating of the specified equipment with the
purpose of proving its properties, or type test certificate from the independent laboratory should
be provided.
Routine tests shall be performed on each piece of equipment to be supplied for the purpose of

13.2 Site Acceptance Test


CONTRACTOR shall provide a Site Acceptance Test (SAT) procedure which shall be signed
and witnessed both by COMPANY and CONTRACTOR upon the completion of installation,
testing and commissioning.
The Site Acceptance Tests (SAT) starts after installation of FOC at LER-1. The VENDOR shall
perform the site acceptance test at Job site in accordance with an approved SAT plan. The
VENDOR shall provide all the personnel, test facilities, equipment and tools to assist with this.
The SAT plan shall be prepared by the CONTRACTOR and submitted for approval at least 2
months prior to carry out SAT.
The testing shall demonstrate that the system satisfies all the requirements as stated in the
project documents. 100% testing of all component equipment functions are required. The
CONTRACTOR shall prepare the test report in accordance with approved SAT plan for review
and approval of the end user.

13.2.1 Field Reel Tests


Perform the following tests on FO media at the job site before it is removed from the cable reel.
For cables with factory installed pulling eyes, these tests shall be performed at the factory and
certified test results shall accompany the media. Perform OTDR tests with media on reels and
compare factory and field test data.

13.2.1.1 Reel Test Results


Provide results of reel tests to the PURCHASER at least 5 working days before installation is to
commence. Results shall indicate reel number of the media, manufacturer, type and number of
fibre tested, and recorded readings. When reel tests indicate that the media does not comply
with factory reel test results remove the media from the job site and replace with compliant
media.

13.2.1.2 Final Acceptance Tests


Perform end-to-end tests including power meter light source and OTDR tests. Perform OTDR
measurements as required by TIA-568-C.1 and TIA-568-C.3. Single mode fibre shall be tested
in accordance with TIA-526-7 (Optical Power Loss). Multi-mode fibre shall be tested in
accordance with TIA-526-14-A (Optical Power Loss).

13.2.1.2.1 Test Results


Provide results of final acceptance tests (attenuation tests, OTDR traces, etc.), to the
COMPANY at least 5 working days after completion of tests.
Splicing Test Result Sheets (as per COMPANY approved format) shall be included as part of
field test results.

13.3 Certification
Fibre Optic Cables shall receive VENDOR’s standard testing certification prior to shipment.
The VENDOR shall supply a works certificate issued and signed by the Manufacturers inspector,
laboratory personnel or other appropriate responsible personnel. The inspector or other
employee signing the certificate must be independent of the Manufacturer.
The works certificate shall contain a Material Test certificate and numerical results of chemical
and mechanical tests. MANUFACTURER serial number shall be quoted on all certificates.

The type and extent of tests shall be as prescribed by the specification for the particular material
involved.
In addition, the works certificate shall include all information regarding customer, number of
order, works number, type and quantity of materials. The production process heat treatment and
other relevant features, if not limited or prescribed by the material specification, shall also be
included.
Manufacturer’s serial number shall be quoted on all certificates related to the assembly.
The Certificate shall indicate the method of marking. The material shall be marked in such a
manner that it can be traced back to the certificate and tests relevant to it.
