PART ONE: CODE OF CONDUCT SAME OLD IDEA

A code of conduct, if anything, is not a bad thing. But this particular draft needs a lot of rework- and no
need to rush! A lot of rework is needed because the person who designed it (give them thanks, though)
has a different reality sense. LAONA is not going anywhere, so let’s go slowly but surely with revising
these documents [but let’s get started]. Adwong Lango me awora acel me Canada obin miyo tam ni,
“Otino, logu momot!”

Let me discuss.

1. The Chair and his crew must once and for all understand that the members/volunteers/people
[on this list] are Lango passionate people who have American dreams just like him and/or his
child(ren) or relatives. And they are smart, or smarter – if anything. So, don’t waste people’s
time with irrelevant documents – as if it is only your own who deserves to be reading sense and
others deserve to be reading nonsense! Seriously!

2. The content of the proposed draft of code of conduct is not a new idea. It is this same old
idea (since Task Force Committee protocol) now expressed in superfluous, ambiguous and
contradictory fluff! This attempt to dumb down people, by feeding them trash or partial
information, and coercing (psychologically manipulating) them into silence and
submission/withdrawal – with the intent to exploit them in various ways (as described in the so-
called draft of code of conduct) started with this “protocol” [in Feb 2013], and the good thing is
that this document is now spread far and wide. The silent majority, even the Board majority are
aware that they are being targeted (and being affected negatively) by this same strategy- usually
one at a time (covertly, if not overtly)! The original designer(s) of that strategy must understand
once and for all that many people (including the silent majority) are far smarter than them. They
tried me, but I don’t tolerate bullshit from anyone on this planet.

3. Then came the Constitution and Bylaws. The draft that was given to people prior to
adoption/ratification did not incorporate the feedback from the few members. The “final” copy
was very different from the ones distributed to members, and now we have seen what came out
of it. Dishonesty. It attempted to control people, but it failed. Anyone who dreams of controlling
other people in this age is not aware that people have advanced a lot, perhaps more than them.
We do not need to condone such artificial superiority. Every Lango, in NA or anywhere is a
Great Lango, period!

4. So now, this draft of “code of conduct” is not even worth time of reading through- not
because we don’t need one some day- but because the content is deliberately ambiguated and
developed based on personalities. It needs a complete overhaul by the people/members
themselves who know what they want- and how they want their future generations to live their
lives. That means the BoD is not doing its job if it’s trick is to throw garbage to people and
expect people to tussle with it and turn it into gold. We are not too much in a hurry to adopt it, so
the closing date of Friday this week (or whenever, soon) is very unrealistic. Why did it take you
forever to found LAONA since 1960’s, and now in 2013/2014 you are behaving as if the world
is ending next week?! Let members take their time (for LAONA is not their full time
obligation), even if through next year, to draft/revise documents [Constitution/Bylaws – and
code of conduct, if necessary) works for them. This talk of “Board” must stop making
headlines, It’s just not worth members’ time, for God’s sake.

Let me give just an example why I think this draft is contradictory, assuming members don’t
have brains:

The draft of code of conduct says:

“ Values: LAONA members shall share the core values of Honesty and Respect for
individual and diversity regardless of social status, age, educational level or gender;
Professionalism in all interactions; Responsibility; Transparency and Integrity in
decision-making; and Pride in the Association.”

And let’s see what the Chair (then Facilitator wrote in response to my suggestion that members
had to be given ample opportunity to speak at the Phillie Convention”, and so the moderator had
to be someone different from the speaker himself

With all due respect to you, I do not want to turn this into an academic exercise. I do that for a
living. I have been doing it for the all of my professional career!
However, let me respond to you briefly, anyway.
Ours is NOT, repeat, NOT a “panel discussion”. A panel discussion is “a discussion of a subject
of public interest by a group of persons forming a panel, often before an audience.”
Ours is an “OPEN FORUM”, repeat “OPEN FORUM”, implying the open exchange of ideas and
information, usually to better the common good. It depends on who is speaking and in what
context. “The term is also used to refer to a specific meeting or event. In this instance, an open
forum is intended to be a venue in which people can gather to find out about a specific issue, reach
a resolution on a controversial subject, or interact with members of their communities. Often,
officials and representatives are present to answer questions from the public, facilitate the
discussion, and provide information which people may find valuable or useful.”
You don’t have to consult hard to find the above information. It’s all over the internet.

Caesar. such is the nature of some of the decisions the Facilitator is expected to make. We can
assume that he is making decisions that are in the best interests of the group. I have seen panels
with two moderators a few times. Especially when a panel discussion is expected to be highly
charged, emotional, or in the event that a professional /expert facilitator cannot be secured for the
event. I don't know if any of the above applies in our case, for now it is the Facilitator’s call.

I also would like to believe that the open forum will be much more than just the speech that will
precede it.

And a part of the proposed code of conduct reads:

“All members are expected to strictly observe this Code, which is also in line with the Lango
culture, where maximum respect is generally, not only accorded to gender, age and political
differences, but

also highly encouraged.”

Read this again:

“…. where maximum respect is generally, not only accorded to gender, age and political
differences, but also highly encouraged”

This idea of respect accorded to:

 Age
 Gender

Is utter nonsense, given our experience where time has shown that age/gender is not wisdom.
Political differences, OK! So, with the Chair writing convoluted sentences like that, he is making
a grave mistake—as if trying to exploit the younger people, but they should be mindful that this
is very dangerous as some people don’t express their anger openly but they are understanding
your motives full well! And they are taking notes. That’s all I can say about these covert tricks!
PEOPLE ARE TAKING NOTE OF THEM! RESPECT IS ACCORDED ON MERIT,
NOT AGE, GENDER!

 Who thinks he is more learned/experienced than others to think for others – and others should
follow blindly – without public criticism? In USA? It should not be happening anywhere at all!
Not even in Uganda. That’s what makes our Lango politicians somewhat unfit to lead LAONA
(unless they change) – that I am not afraid to say it. When it comes to public discourse such as
this, they keep quiet and when it comes to presiding over functions/events, they start ironing
their coats one month in advance! They don’t prove to us that they can think and solve tough
problems yet they want to impose/preempt, and distract on some occasions. “Point number
one…”

5. No one can dictate to us how to lead our lives. One can only advise! We have gone through
many tough situations (including hard times), some - through many world renown professors,
wise and educated elders and cultural leaders (Lango inclusive). So it is wishful thinking for
another person to try to impose on another simply because of the deficiencies (whatever they are)
on their side- or trying to hide such embarrassing episodes (self-inflicted wounds). Everyone
has erred in one way or the other, so let’s get over it instead of taking it to writing code of
conduct that don’t make sense in this age. Education is enough is a more effective approach
compared to mind control.

6. Fundamental flaw in reasoning, dishonesty or lack of integrity. This is an inherent problem


in Lango culture that we must correct. Read this! (especially the parts that I underlined in red).

7. And finally, to fellow members, let’s not keep wasting time. Let’s recall some of these
incompetent Board members. They can still be ordinary members; we won’t excommunicate
them.

That draft, whether or not it passes, will not work! The good thing this time round is that we
now all understand the motive. And members have more than enough substance between their
ears!
PART TWO: THE QUESTIONS WE SHOULD BE
ASKING
The question we should be focusing on is: Should we legalize incest as the Chair once
suggested? (see email below). And if one has not lived in the USA, how can one can one be very
familiar with the three cities: Washington, Chicago, New York? These are questions that an
investigator would ask (from my recent and working experience). Then the campaign for venue
in 2013 was misleading and sheer pretense! But one is inclined to think otherwise! Is that why
we now need a code of conduct? To silence people to cover up some of these past deeds? Isn’t it
illegal? Of course it is illegal to mislead people!

Hey Hudson, it is a small world; even yours truly is from Aboke, which, for your
information, is now one of the five sub-counties of the new Kole District, an
offshoot of the old Apac District. The other four sub-counties of Kole District

I won't speak for Adam but I must say this is a task that is beyond the Canadians! The cities that I am
very familiar with- New York, Chicago, and Washington DC all have advantages and disadvantages- with
the disadvantages almost out-weighing the advantages. I am not familiar with enough cities in the US to
make a suggestion. I am therefore going to leave this for the Americans to decide but here is my
thinking:

I agree with accessibility, hastle free, appeal etc., as deciding factors however the number of people
attending the conference from a city should not be one of those factors. It would be embarrassing for a
host city to have only residents at the conference and a handful or no one from out of town as a result
of members boycotting. We have to acknowledge that some cities will become a lightning rod and may
create more divisions within the community. It would be nice if the choice of city ends up uniting us than
dividing us. I think that logistics for the conference organizers and affordability and accessibility for out
of towners should be on top of the list of deciding factors.

I also hope that the choice of city won't be just to accommodate diplomats and government
representatives as was suggested by a member a week ago.
Yes to the suggestion that we nominate three and put it to a vote.

Dear Caesar Ogole,

I do not do not mind you or anyone else criticizing me as much they like for anything I have
written, said, or done in my capacity as a member or as the Chair of the Lango Association of
North America (LAONA). I know that comes with the territory. However, I find it very
offensive for you to knowingly distort what I have said, written or done in the name of the
Association. I know this is what characterizes you in our Lango community. I cannot and will
not just let you get away with it, much as I would rather not pay attention to you.

You like to exaggerate your contributions to LAONA too much. Your record in LAONA speaks
for itself. Your record in LAONA will never change with an exaggeration as exemplified by
your habitual, convenient cut –and-paste of what others have written or said in LAONA. You
pick what others have said and present them out of context to defame their characters. You
conveniently and most selectively leave out the worst of what you have said or done under the

Caesar, you have covered everything I had thought of adding. Thank you for your viewpoints.
They are on point. We can only expect ancient leaders serving us at a modern time to elevate (be
updated)) themselves to the current social attitude of sane people in 2014. Dictatorship will not
prevail in a free society like the U.S.A. Enough of this hypocritical nonsense aimed at bulling
individuals with the so called "code of conduct". The person drafting the so called "code of
conduct" needs to put its own conduct in check! I feel offended to be reading such a document
coming from an individual who has been acting like crying baby, calling hotels to cancel
reservations simply because Lango people are using Lango name. Writing to embassies to stop
any Lango from coming to this country. How selfish! It is madness driven by
desperation. Does this person own the name "Lango"? How about threatening members with a
legal action? Do leaders act this way. All I can say is we have all failed at picking a leader
for LAONA! As we can see, the BOD is only in place to VOTE and not come up with ideas to
develop the association. Its leader has the nerve to call it the majority. Majority to do what?
Cancel convention and do nothing there after? What a waste! Disrespectful leaders have no
authority to make/ mandate/ draft any kind of conduct rules for anyone. I need to be lead by
example before I can accept such a document, later on participate in the voting process.
I struck the same revised document last year because it was copied and paste from UNNA
website, word for word and it was unacceptable. The person later called me a fool for pointing it
out because he claimed that it was a draft. When you copy and paste, it is not called a draft! I call
it laziness.

Dear all,

Why are we still hearing all this divisive and nefarious noise from a known fringe group who
have always endeavored to scuttle and obstruct the progress of LAONA. These are the same
voices who had falsely predicted and was celebrating, in advance, their misleading verdict that
LAONA won't even last a year.

It's very obvious the current loud push against a properly originated and santioned transparent
BOD proceeding is not justified in any way by the latest excuses which have so far been given
by these prophets of doom. Nevertheless, should anyone have a legitimate concern about the
draft for the Code of Conduct, please feel free to send in your comments. Personally, I encourage
any interested member to participate in this open process without distorting or fabricating any
record.

As has been pointed out, the ultimate objective is the cohesion and the stability of LAONA.

1. There is time for everything- jokes and seriousness, but I am one person who will not
resort to using such words as "very offensive", "very outrageous", "very disgusting",
"nauseating", yet behind closed doors we are doing the opposite. Rather
than communicating to appeal to other people's emotions, I will explain why something
makes me feel that way, and I will ask for it to change. This type of communication (that
skips rational thinking) is doing damage, even to the very people whom you portray to
be caring for [i.e. creating envy, paranoia, or other unnatural feelings]. I will not learn
such, but I will be mindful of it. [Some people who started as critical thinkers back in the
days now write things that are completely out of place. Hopefully in mocking/imitation,
but continued/repeated exercise becomes a habit and kills natural communication. "Let
be the adults we are". "I share your sentiments..", etc]. I need clear thinking.

2. You said that I ask people not to communicate to me in private about about LAONA.
Yes, that came out of experience where one person says one thing to Ogole and turns
to Omara and says the opposite.. making Omara and Ogole baseless "enemies". If that
person had said the thing to both of them on public square, there would have a mutual
understanding. You know the examples, some of which I made available in the
Reference Material. That’s what we call memory, and I am glad this is one of my Living
Contributions. No member has short member because of that great document! Even
new members! When I talk with them privately, we talk non-Laona stuff.

3. You said I am exaggerating my contributions. No, I am not exaggerating my


contributions. . Rather, I am insisting on truth. If anything, I am the person who went on
expressing appreciation for other people's contributions, while the officials continued to
play the trick of making the contributors/volunteer feel inadequate- so that people keep
contributing (that is exploitation):

- I announced publicly when Ben resigned from the Board that Ben was very
instrumental in creating association in the early stages than any other person. Later Ben
co-authored Open Forum report. When I reminded people of Ben's contribution, a Board
member merely said, "Thank you for reminding us of Ben's contribution."
- I publicly made clear that Alex's contributions (of credit card for telecon) was
appreciated instead of him being cast as "tricked" by Voice&Text Co.
-I made mention of the potential great Simpson donation that Edisa made us aware of.
- I publicly wondered out loud why Betty (Hon Vice) was not recognized publicly for her
great contribution in building the association not only by mobilizing the masses, but by
hosting people at her Philly residence.
-I publicly thanked Sarah for staging a great debate (during Bank account debacle) that
enlightened most of us. Some people thought being a co-signatory to a bank account
meant being a co-treasurer.
-I publicly thanked Florence (in the beginning) for exhibiting modesty the time that I
mentored her during the formative period.
-I thanked the Chair numerous times, and I still remember his first words when I sent
him the first "software progress report". He called me on phone two hours after I sent
him the report via email, and his first words were, .."Ole, you are somebody..!"
- Hudson was my favorite buddy although I am not the type to adopt/copy his type of
language/communications, though I understand it for the most part. During the formative
period, he would call me on phone when there some conflict (turbulence), and he would
ask me to "write something". If for some reason I didn't answer him, he would send an
email with the subject line "Urgent" - "write something!" This is funny because if you are
not careful, you will take sides in some "artificially created turbulence. When pressued
by Hudson to respond in a very delicate matter, I went on to tell people to teach people
how to grow malakwang, amiable people to bait new members, and so on. (See page
- I publicly thanked Patrick's brilliant proposal for a leadership structure where leaders
do not only sit to cast vote. How did Lousville pass the smell test as a venue yet in the
end it received only one vote, for example?
