11kV OUTDOOR SF6 SWITCHGEAR

1.0 SCOPE

This Specification details about requirements for design, manufacture, testing, transport,
packing, and delivery of 11KV Outdoor Switchgear units intended for use on public
electricity supply system in the State of Qatar. In general the switchgear units will be installed
in situations unprotected from the environment, and subject to solar exposure.

The switchgear shall comprise of any individual or combination of units mentioned below:

1. Extensible Ring main units.

2. Extensible Ring switches (Load-break cum earthing switches)

3. Extensible Circuit breaker units (including earthing switch) intended for local
transformer feeder/control.

4. Extensible Circuit breaker unit with metering.

5. Extensible Bus-section Unit with metering.

6. Various auxiliary devices, hereinafter described.

Note: Details of each switchgear unit are described in subsequent sections.

2.0 GENERAL DESIGN FEATURES

1. All switchgear units shall generally conform to the requirements of IEC 62271-1, IEC
62271-100, and IEC 62271-200. Other applicable standards are listed elsewhere in this
document.
2. The arc interruption medium shall be SF6 or vacuum, and insulating medium shall be
SF6.
3. Gas tightness of SF6 chamber of each switchgear unit shall conform to ‘sealed
pressure system’ as defined in clause 5-15-3 of IEC 62271-1. Facility to monitor the
gas pressure, through gauge shall be available without interfacing the gas medium.
Expected operating life of ‘sealed pressure system’ shall not be less than 20 years, and
the leakage rate shall not be more than 0.1% per year. No filing of gas required during
its life time. Further, the system shall facilitate replacement of gauge, when required,
without interfering with gas medium.
4. The SF6 gas containers shall be designed for automatic pressure relief in case of
pressure build-up due to internal arcing.
5. Each SF6 gas Insulated switchgear shall be provided with a gas pressure indicator. The
dial of gauge shall have graduated scale for indicating actual pressure, and colour

coding indicate operating & non-operating conditions. Gauge shall be fitted with alarm
contacts, as integral part, to facilitate local and remote indication of low pressure.
When pressure is normal the indicator shall show that the switchgear unit is ready for
use (operating zone).
6. The switchgear units shall be fully insulated & enclosed, including incoming and
outgoing cable boxes. No exposure to live parts. They shall be vandal & weather-proof
design.
7. The external housing shall be made of galvanized steel with highly durable protective
coating/painting for corrosion resistance. Expected life of protective coating/painting
shall be about 20 years.
8. All metal work, including screens/covers, doors, structural steel work shall be securely
bonded together to ensure firm metallic connection among its components, and no
rattling of individual components shall occur.
9. IP protection of individual switchgear units, its control boxes, metering cabinets, pilot
boxes, shall confirm to at least IP54
10. Enclosure bodies of switchgear units shall have sufficient Degree of protection against
external mechanical impacts. It shall not be less than IK08 (5J) as specified in IEC
62262
11. Protection for Internal arc shall conform to classification IAC – AFLR, 20KA for 1
sec, as per IEC-62271-200
12. All individual switchgear units shall be provided with operations counters.
13. All bus-bars shall be made of high purity electrolytic copper with electro-tin plating.

14. HV bushings shall have sufficient creepage distance, and its terminal connections shall
facilitate heat-shrink type cable terminations.
15. The design of switchgear units shall be such that they entail minimum maintenance
requirements. It shall provide easy access and sufficient clearances for easy operation,
maintenance, trouble shooting, repair of components, and cable testing.
16. Switchgear units of similar rating & types shall have the same dimensions, and its
components & devices shall have highest degree of uniformity and interchange-
ability.
17. Design & construction of Switchgear units shall be such that it provides highest safety
against all possible hazards to its internal components, as well as for operating
personnel. The materials used, as far as possible shall be non-hygroscopic, non-
flammable. All insulating materials shall have highest resistance to tracking.
18. All gaskets shall be of superior quality having long life, and capable of withstanding
severe climatic and operating conditions.
19. All hinges and locking elements shall be of heavy duty, stainless steel to prevent
corrosion, and be provided with stoppers.
20. Steel pockets shall be provided on the inner walls of each door for keeping drawings
and operating instructions.
21. All covers/doors of individual switchgear units shall have padlocking facilities, as
specified in respective sections.

22. Operation of the switchgear shall be smooth under normal & load conditions without
undue electrical and mechanical stresses. The operating mechanism design must
prevent inadvertent or accidental tripping due to fault current stress, vibrations or other
causes. All operating levers or devices shall be easily accessible to the operator from
the ground level without any additional stand or platform.
23. Switchgear Operation, or its thermal & electrical stresses during operation, shall not
affect performance of its components. Bearings used in operating mechanisms shall be
of dry type which does not require any lubrication.
24. The foot-prints, foundations fixtures, and cables dispositions of individual switchgear
units or combinations thereof, and their bus-bar coupling joints, shall require to be
dimensionally matched with KM standard plinth drawings, attached at the end of this
document.
25. There shall not be any additional electrical joints in the bus-bars, in extension trunking
kits (bus-bar coupling kits) used for inter-connecting the switchgear units. The steel
enclosure surrounding the bus-bar coupling kit shall be of single integral piece,
without any mechanical joints formed through nuts, bolts. Suitable gasket material
shall be used while connecting the flanges (of trunking kits) to the switchgear
enclosure bodies, to ensure highest degree of protection (IP65).

26. Any unused cable entry holes or openings existing in the switchgear units shall need to
be closed with temporary plugs/caps.

3.0 CLIMATIC CONDITIONS

The following conditions prevail generally in Qatar, and the switchgear is liable to be fully
exposed to them.

1. Altitude - Low lying, generally close to sea level, no point exceeding 100m above sea
level.

2. Maximum air temperature 50°C (46°C typical).

3. Minimum air temperature 0°C (10°C typical).

4. Mean maximum Summer air temperature - 45°C typical.

5. Mean maximum exposed sunlight temperature, 75°C.

6. Solar Radiation - Peak, 1030 W/Sq.m.

7. Humidity - 100% Humidity is common throughout the year, and may occur at air
temperatures in excess of 30°C.

8. Rainfall - Very low on average. The Winter Season may bring infrequent very heavy
rainfall.

9. General Atmospheric Conditions: A hot atmosphere containing very fine, highly


penetrating dust particles. In parts the atmosphere contains a highly corrosive salt

laden mist. Prevailing winds generally from the north-west mostly light but
occasionally gusting in excess of 30 knots.

10. Ground temperature at one metre depth in summer, 35°C.

4.0 SYSTEM CONDITIONS

5.0 APPLICABLE STANDARDS

Equipment for use on the Distribution System is generally to IEC Standards, and/or as
appropriate to British Standards.

The Specifications do however require deviations or variations to these standards in some


instances, notably in recognition of the arduous climatic conditions prevailing in Qatar.

These conditions are described in this Specification. Manufacturers are obliged to confirm that
their equipment will perform to the stated Specification in these conditions.

6.0 SWITCHGEAR - GENERIC TYPES

6.1 Extensible Ring Switch

1. The ring switch shall be free standing type, and extensible on both sides to connect
other switchgear and/or metering units as described in this Specification. Bus-bar
extensions on both the sides of the unit should be supplied closed at factory.
(Kahramaa will open the required end at site).
2. The ring switches are fault-making and load-breaking type in SF6 gas, with 3
operating positions: ON, OFF, and EARTH. The arc interruption medium shall be SF6
which shall also be the insulation medium within the tank.
3. Ring switches are capable of operated both manually, and electrically. Local operation
shall be possible both manually and electrically. But, remote operation is done
electrically.
4. Manual operations are made with the help of external operating handle through
independent spring assisted mechanism(s). The closing and opening speed of the
switches shall be independent of the speed with which operating handle is moving. All
operations need to be carried out with single operating handle.
5. Electrical operation is accomplished through linear motor actuators fitted to ring
switches. Supply voltage of electrical motors shall be 24VDC. Mounting position of
electric-motor/actuators should not become a hindrance for manual operation.
6. Two cam operated selector switches to be mounted on front panel for each ring switch
to select ‘LOCAL-OFF-REMOTE’, and ‘OPEN-OFF-CLOSE’ of electrical operation,
and connected through motor control circuit. Control circuit shall be capable of
operating on 24VDC.
7. A rectifier unit, capable of withstanding severe ambient conditions, and delivering
required power output, at 24VDC, to electric motor(s) and control circuit, shall be
connected in the LV control box. The input for the rectifier unit shall be from external
auxiliary power source of 240VAC, 50HZ.
8. All operations and test accesses shall be possible from front of the switchgear unit.
Mimic and position indicators (mechanical type) shall be provided for operator
guidance. Required interlocks need to be provided, with padlocking facilities, to
prohibit unintended operations.
9. Integral cable testing facility shall be provided with easy access. It should be possible
to make testing of the cable without its disconnection.
10. Neon lamps for live phase indication and test sockets for phase comparison, to be

11. The switchgear unit should be fitted with operations counter, gas pressure indicator
with alarm contacts, and earth fault relay with core-balance type CT [Note: see
relevant sections for more details]
12. Cable entry shall be from bottom, and the cable box is to be fitted with insulated brass
wiping gland of suitable size. Refer section 10.1 for more details.
13. A dedicated LV control box, prewired with all outputs/inputs for remote
indication/alarms/commands, alarm contacts of gas pressure gauge, electric motor
actuator supply wires, and rectifier unit, shall be mounted on the switchgear unit. All
terminals connections shall be clearly marked with proper identifications, and an
indelibly printed wiring diagram with all details, shall be permanently fixed inside the
box cover. Refer section 6.6 for more details on wiring for electric motor actuators

6.2 Extensible Circuit Breaker Unit.

1. This is an extensible circuit-breaker unit for transformer protection & control. It is


free-standing unit, extensible on both sides to connect other switchgear units. Bus-bar
extensions on both the sides of the unit should be supplied closed at factory.
(Kahramaa will open the required end at site).
2. The unit primarily consists of T-off circuit-breaker(C/B) supported with transformer
protection circuit, and T-Off cable box. The arc interruption medium shall be SF6 or
vacuum. The insulation medium with in the tank shall be SF6. The vacuum bottles
used should be from Europe, North American or Japan.
3. The C/B is capable of making and/or breaking rated short circuit currents specified.
The unit have 3 operating positions: ON, OFF, and EARTH.
4. The unit is manually operated with the help of operating handle, through independent
spring assisted mechanism. Its closing operation sequence shall be ‘TRIP/OFF-
RESET-ON’. The C/B opening shall be possible through a) manual ‘TRIP’ button, b)
through ‘SHUNT TRIP’ coil, and c) O/C & E/F trip coils of protection circuit.
5. The unit shall have O/C and E/F protection using CT operated trip coils with provision
for TLF fuse links, for transformers in the range of 500kVA to 1600KVA. For more
details refer section 8.1.
6. The unit shall be provided, on front of the panel, with ‘TLF fuse link
port/compartment’ for easy replacement of fuses, and a ‘CT ratio adjustable
port/compartment with shoring links’ for easy adjustment of CT ratio depending up on
the transformer capacity.
7. The C/B trip circuit shall be equipped with 30VDC/240VAC (dual rating) shunt trip
coil. There shall be a provision to connect alarm contacts from transformer
temperature indicator, auxiliary contacts of transformer PRV, and LV panel (if any) in
the shunt trip circuit, through inter-trip circuit.
8. Integral cable testing facility shall be provided with easy access. It should be possible
to make testing of the cable without its disconnection. It shall be possible to earth the
cable loop from transformer, through cable earth switch.
9. All operations and test accesses shall be possible from front of the unit. Mimic and
position indicators (mechanical type) shall be provided for operator guidance.
Required interlocks need to be provided, with padlocking facilities, to prohibit
unintended operations.

11. The switchgear unit should be fitted with operations counter, and gas pressure gauge
indicator with alarm contacts.
12. Cable entry shall be from bottom, and the cable box is to be fitted with insulated brass
wiping gland of suitable size. For more details see section 10.1
13. A dedicated LV terminal box, prewired with all outputs from auxiliary switches, limits
switches, and alarm contacts of gas pressure gauge, all meant for remote monitoring &
control, and shall be mounted on the switchgear unit. All terminal connections shall be
clearly marked with proper identifications, and an indelibly printed wiring diagram,
with all details, shall be permanently fixed inside the box cover.
14. A chart showing details of TLF fuse link rating to be used for each KVA rating of
transformer, to fixed on front of panel.

6.3 Extensible Ring main unit (RMU).

1. The unit comprising two ring switches (for feeder control) and one circuit breaker (for
transformer control) as integral parts, all stored in a common tank. The arc interruption
medium shall be SF6 or vacuum. The insulation medium with in the tank shall be SF6.
The vacuum bottles used should be from Europe, North American or Japan.
2. The RMU shall be free standing type, and extensible on both sides to connect with a
ring switch or a circuit-breaker or another RMU. Both the sides of Ring main unit
should be supplied closed at factory. (Kahramaa will open the required end at site).
However, the length of left side bus-bars shall be such that they are extended 150mm
longer, beyond the left side cable box. This shall ensure inter-connecting two RMUs,
side by side, without fouling their adjacent cable boxes.
3. The C/B is capable of making and/or breaking rated short circuit currents specified.
The ring switches are fault-making and load-breaking type. Each ring switch or C/B
shall have 3 operating positions: ON, OFF, and EARTH.
4. The C/B is manually operated with the help of operating handle, through independent
spring assisted mechanism. Its closing operation sequence shall be ‘TRIP/OFF-
RESET-ON’. The C/B opening shall be possible through a) manual ‘TRIP’ button, b)
through ‘SHUNT TRIP’ coil, and c) O/C & E/F trip coils of protection circuit
5. The Ring switches are capable of being operated both manually and electrically.
Manual operation is done with the help of operating handle, through independent
spring assisted mechanism. Local operation of Ring switches shall be possible both
manually and electrically. But, remote operation is done electrically.
6. Electrical operation of Ring Switches is accomplished through linear motor actuators
fitted to ring switches. Supply voltage of electrical motors shall be 24VDC. Mounting
position of electric-motor/actuators should not become a hindrance for manual
operation
7. Two cam operated selector switches to be mounted on front panel for each Ring
Switch to select ‘LOCAL-OFF-REMOTE’, and ‘OPEN-OFF-CLOSE’ of electrical
operation, and connected through motor control circuit. Control circuit shall be
capable of operating on 24VDC.

8. A rectifier unit, capable of withstanding severe ambient conditions, and delivering


required power output, at 24VDC, to electric motor(s) and control circuit, shall be
connected in the LV control box. The input for the rectifier unit shall be from external
auxiliary power source of 240VAC, 50HZ
9. The C/B unit shall have O/C and E/F protection using CT operated trip coils with
provision for TLF fuse links, for transformers in the range of 500kVA to 1600KVA.
For more details refer section 8.1.
10. The unit shall be provided, on front of the panel, with ‘TLF fuse link
port/compartment’ for easy replacement of fuses, and a ‘CT ratio adjustable

15. The switchgear unit shall be fitted with 3 operations counters (one for C/B, and two
for ring switches), gas pressure indicator with alarm contacts, and, earth fault relay
with core-balance type CT. Earth fault relay to be fitted in LHS Ring Switch.
16. All cable entries shall be from bottom, and the cable boxes are to be fitted with
insulated brass wiping gland of suitable size. Refer section 10.1 for more details.
17. A dedicated LV Control box prewired with all outputs/inputs for remote
indication/alarms/commands, alarm contact of gas pressure gauge, supply wires of
electrical motors, rectifier unit for 24VDC supply, shall be mounted on the switchgear
unit. All terminal connections shall be clearly marked with proper identifications. A
wiring diagram indelibly printed with all details of incoming/outgoing terminals, shall
be permanently fixed inside the box cover. Refer section 6.6 for more details on
wiring for electric motor actuators
18. A chart showing details of TLF fuse link rating to be used for each KVA rating of
transformer, to fixed on front of panel

6.4 Extensible Bus-section unit with metering.

1. This unit shall incorporate bus-section switch, CTs, VTs, and energy meters. The unit
is capable of being connected in the bus-bar circuit between any of the switchgear
units, and capable of measuring energy flowing through all downstream equipment.
CT, VT, and meter requirements are described in subsequent sections of this
specification.

2. It is a free standing unit, extensible on both sides. Both the sides of unit should be
supplied closed at factory. (Kahramaa will open the required end at site).

positions: ON, OFF, and EARTH. The arc interruption medium shall be SF6 which
shall also be the insulation medium within the tank

5. Integral RH side bus-bar testing facility shall be provided with easy access. It should
be possible to make testing of the bus-bar without its disconnection.
6. All operations and test accesses shall be possible from front of the unit. Mimic and
position indicators (mechanical type) shall be provided for operator guidance.
Required interlocks need to be provided, with padlocking facilities, to prohibit
unintended operations.

8. The switchgear unit should be fitted with operations counter, and gas pressure
indicator with alarm contacts.

6.5 Extensible Circuit Breaker Unit with metering.

1. All features described under section 6.2 (Extensible circuit breaker unit) are applicable
to this unit, with the addition of following.
2. This unit mainly consists of C/B, CTs, VT, Energy meter, and T-off cable box. This
unit shall be capable of measuring energy flowing through any individual feeder. CT,
VT, and meter requirements are described in subsequent sections in this specification.

6.6 Linear Motor Drive and Actuators

1. Each RMU Feeder switches, and Free Standing Ring switches shall be incorporated
with Motor Drive Actuators with Control Box to allow interfacing to the future Third
Party Remote Terminal Unit(RTU) for Distribution Automation.
2. Motor Drive Actuators will open and close the main switches only. Mounting
positions of electric-motor/actuators should not become a hindrance for manual
operation of ring switches, earth switches, or for fixing caution notices and safety
locks.
3. Motor drive actuators shall be designed as non intrusive installation. No access shall
be required to the internal working of RMU/Free Standing Ring Switches during
installation thereby maintaining the integrity of Electricity Supply.
4. Motor supply voltage shall be 24V DC, and both supply options from the future RTU,
or through the local rectifier unit shall be possible. The wiring in LV box to be made
in such a way that, we will be able to select supply for actuator motors either from
RTU or local rectifier output.
5. Motors shall be suitable to operate in the climatic conditions as mentioned in the
specification and especially at sun light temperature of 75 degree.

6. Each motor drive actuator shall have over drive and under drive protection using
relays in its control Box or Limit switches and to avoid damage to the main switch.
7. Control Box degree of protection shall be IP54. Provision shall be made to check the
operation of Motor drive actuators using portable 24V DC supply.
8. Details of Motor characteristic, arrangements of actuators, wiring diagrams of Motors
and Control Box shall be submitted to Kahramaa for prior approval.

6.7 Main Accessories (which need to be supplied as part of above switchgear units)

1. All accessories & tools required for normal operation shall be self contained with each
unit.
2. Every Stand alone Extensible Ring switch unit shall be supplied with two Busbar
Coupling Kits (Band Joint) and an end cover kit.
3. Every Stand alone Extensible C/B unit shall be supplied with two Busbar Coupling
Kits (Band Joint) and an end cover kit
4. Every Extensible RMU shall be supplied with two end cover kits.
5. Every Extensible C/B + metering unit shall be supplied with two bus-bar Coupling
Kits (Band Joint) and an end cover kit.
6. Every Extensible Bus-section + metering unit shall be supplied with two bus-bar
Coupling Kits (Band Joint) and an end cover kit
7. One Phase comparator, with all accessories and carrying case, are required to be

8.0 METERING, PROTECTION AND INDICATION

8.1 O/C & E/F Protection for C/Bs (for RMU or Free Standing C/B units)

1. The circuit breakers shall be equipped with an adjustable device that will result in
tripping in the event of an overload or fault on the transformer.
2. The protection device shall be CT operated (self-energising type) trip coils with
provision for TLF fuse links. Tripping energy will derive from the CTs, and no d.c.
supply will be required. The protection circuit shall include a minimum of 3 trip coils,
out of which one should be dedicated to earth fault protection.
3. The protection shall be such as to provide correct discrimination with fuses on the LV
side, these being 400A 'J' type to BS 88.
8.2 Earth Fault Indicator for Ring Switches & RMU Units
1. One through-earth-fault indicator with core balance CT shall be provided on each free
standing Ring Switch. On Ring Main Units the device shall be installed on the left
hand Ring Switch only.
2. It shall be of the type operated by a current transformer of the core balance type
situated either inside the cable box, or externally, near the base of the cable box, along
with clear installation instructions for each unit provided inside the cable box. The flag
should be mechanical type.
3. The unit shall function without integral battery power or external power source. It
shall be complete with all necessary components including cabling

4. The auxiliary supply to reset the indicator will be from the normal substation L.V.
supply (i.e. 240VAC nominal). Manual reset facility, without LV Supply, should also
be available. Both auto & manual reset options should be available in the unit.
5. Manufacturers shall provide full information concerning the proposed indicator
function and connection with CT location, which shall be of a type approved by the
British Electricity Boards Chief Engineers Conference, or have similar approval.
6. The indicator shall be automation compatible, and have provision for remote
indication, and remote resetting facility.
7. The indicator housing shall be well protected against prevailing weather conditions in
Qatar with (IP65 enclosure).

8.3 Capacitive Voltage Detectors, Neon lamp indicators & Phase comparators

1. Each ring switch bushing(RMU as well as independent ring switch) shall be


incorporated with capacitor coupling electrodes conforming to IEC 61243-5, a neon
indicator and standard socket as per VDE 0681 T7, HR system to be used for 11 kV
phase comparison between ring switches.
2. The 11KV Capacitive Voltage Detector system shall be equipped with three glow
discharge lamps for ‘LIVE’ phase indication, and suitable sockets to receive test jacks
(probes) of Phase comparator, for phase comparison purpose. The voltage detectors
(capacitor type) shall be connected to each phase on the circuit side. The glow
discharge lamps are to be located on the front of the panel.
3. One Phase comparator, with all accessories and carrying case, are required to be
supplied with every 10 numbers of Ring main units. Phase comparator shall be
‘Pfisterer’ make or equivalent.

8.4 Remote Monitoring & Control

Each switchgear unit need to be suitably wired to handle outgoing/incoming signals of


position indications & alarms, incoming commands, and 24VDC power input
(wherever applicable) from future RTUs. They shall include, but not limited to below
mentioned details.

7. Pilot Box:
A pilot box shall be provided and which shall be mounted on the side of the VT/CT
chamber. The pilot box shall be weather proof and suitable for outdoor installation
under the stated environmental conditions. The pilot box shall contain links for the
C.T. secondary circuits and 3 fuse-holders for the 3-phase voltage supply to the
meters, properly segregated. Visual neon indicators shall be provided to readily show
loss of voltage to the Meters. It shall be possible to pad-lock the cover of the pilot box
with the standard lock described in this specification.
5. Meter Cabinet:
This shall be suitable for installation in outdoors in the environmental conditions
stated in this specification. It shall have an un-breakable glass or polycarbonate
window to allow the meters to be read without opening the door. The cabinet shall be
integral part of metering units.
6. Energy Consumption and maximum demand meters:

The meters shall be manufactured in accordance with BS 5685 or IEC 62052-11.

The meters shall be matched and rated to the necessary degree of accuracy in
conjunction with the CTs and VTs specified.
The meters shall comprise:
- kWhr meter with maximum demand pointer reading to 10x10 6 kWh and
2500kW.
- kVAh meter with maximum demand pointer reading to 10x106
kVAh, and 2500kVA.

The energy meters shall have roller type dials with European style numbers
approximately 6mm high. They shall have facilities for accepting a wire seal on all
removable covers.
They shall have screw type terminals.

They shall give a direct reading with no multiplying factor being necessary. Meter
cases shall be insulated. Meters shall be suitable for unbalanced loads.
Maximum demand meters shall have facilities for a wire seal on the Reset pointer.
Solid state metering is acceptable, only if it is rated for an operating temperature of 70
deg. C. This should be supported by a type test certificate of a reputed independent
testing agency

9.0 OPERATIONAL FEATURES


9.1 Operations
General
Ring switches, whether free standing or part of a ring main unit shall incorporate a
switch or switches which enable the outgoing feeder to be : ON (connected to the bus-
bars), OFF (isolated in the tank) or EARTHED (connected to the earthing system of
the switchgear.

Circuit breakers, whether incorporated in a ring main unit or free standing, shall
incorporate a manually operated switch. This switch shall be capable of being
operated ‘ON’ position (switch connected to bus-bar) or ‘OPEN’ position (switch
isolated in the tank) or ‘EARTH’ position (cable connected to earth) and rating of the
isolating switch shall be 20kA 3 sec. Circuit breaker should be installed between bus-
bar and switch.

It shall not be possible to operate this isolator switch unless the circuit breaker is in the
‘OFF’ position. All switches shall be of the independent manual type i.e. a stored
energy operation where the energy originates from manual power, is stored and
released in one continuous operation, such that the speed and force of the operation are
independent of the action of the operator. It shall not be possible for the operating
mechanism(s) to be left in such a condition that any energy stored in the initial part of
an incorporate operation remains in the spring when the switch is in the 'ON', 'OFF' or
'EARTH ON' positions. In addition movement of an operating handle against an
interlock shall not charge any spring to any significant extent.

Lockable storage facilities shall be provided for removable operating handles in a


position readily accessible from the front of the equipment. It shall be possible to lock
the operating mechanisms in any operating position, and independently lock off the
'ON', 'OFF' and 'EARTH ON' positions. In Ring Switches it shall be necessary, before
it is possible to operate from 'OFF' to 'EARTH ON' to move a captive device which
can be padlocked and which shall be labelled 'MOVE BEFORE EARTHING'.

The same device must prevent operation from 'EARTH OFF' to 'ON' until the device is
moved.

Mechanical indication of the operating positions of the switches and circuit breaker
shall be provided. The indicators shall be positively driven in both directions so as to

show whether the switch circuit breaker contacts are in the 'ON', 'OFF', or 'EARTH
ON' positions. The positions shall be clearly indicated and the indicators shall be
inscribed:

The height of the letters shall be approximately 10mm. Indication of only one of these
three positions shall be visible at any one time. If the material of the indicators is such
that it may suffer from degradation by ultra-violet light, adequate protection measures
shall be taken. This may consist of the use of glass having a low transmission of U.V,
or the use of flap covers, hinged at the top, or rotatable in the vertical plane.

The direction of movement of any operating handle to attain any position shall be
readily apparent. A label for this purpose shall be provided on the fixed portion
positioned close to the midpoint of the operating stroke and shall incorporate arrows to
indicate the direction of movement to achieve the final handle position of the selected
operation.

It shall not be possible to operate a non fault breaking switch from 'ON' to 'OFF' or an
earth switch from 'EARTH ON' to 'EARTH OFF' for a minimum period of three
seconds subsequent to achievement of the 'ON' or 'EARTH ON' positions respectively.
The detachable handle concept is considered adequate for this purpose.

9.2 Interlocks

Interlocks be mechanical, positively driven and clearly labelled.

They shall be robust and designed and manufactured to minimise the possibility of
malfunction.

They shall prevent the following operations:

a) When testing entails the removal of an integral earth connection from built in
test bushings, by the action of opening the access cover.
1) Ring Switches:
i) The opening of the test access when the switch equipment is in any
other than the 'EARTH ON' position.

ii) Movement from the 'EARTH ON' position with the test access
open.

2) Circuit Breaker - Transformer Control :

i) Movement of the isolating switch from 'ON' to 'EARTH ON', or


from 'EARTH ON' to 'ON' with the circuit breaker closed.

ii) Movement of the isolating switch from 'EARTH ON' to 'ON'


with the test access open.

iii) Opening of the access cover with the isolating switch not set to
'EARTH ON' position.

b) For Ring Switches:

The operation of a switch from 'ON' to 'OFF' or an earth switch from 'EARTH
ON' to 'EARTH OFF' for a minimum period of three seconds subsequent to an
achievement of the 'ON' or 'EARTH ON' positions respectively. The
detachable handle concept meets this requirement.

9.3 Testing Facilities

Each ring switch and each circuit breaker section shall be provided with facilities,
which enable testing of cables after installation without cable removal in all
circumstances, for applying high voltage tests and current injection tests on the cable
connected to the circuit breaker. Test access cover shall be provided with locking
facilities.

The bushing shall be built in and no portable equipment shall be required.

The testing facilities shall be insulated to withstand 50 kV D.C. between phases with
the mid-point earthed and 32.5kV D.C. to earth for 1 minute and shall be capable of
carrying 200A continuously.

The contact resistance measured from the terminals for connection of the main
outgoing cables shall not be greater than 500 micro ohm.

Test access covers shall be provided with padlocking facilities. Screws or nuts used
for securing such covers shall be captive and have hexagonal faces for tightening only
with a spanner. They shall not be slotted.

Test access covers shall be fitted with seals to prevent ingress of water and wind-
blown dust.

10.0 CONSTRUCTIONAL REQUIREMENTS

10.1 Cable Boxes

1. Cable boxes on ring switch units shall be suitable for terminating cables of up to
300 sq. mm, and those for Circuit-breaker units up to70 sq.mm. They shall be
suitable for use of both of the following types of cables:

a) 3 core, circular stranded copper conductors, XLPE insulated, with tape and/or
wire screens, single steel wire armoured, PVC over-sheath. Generally to IEC
60502.

b) 3 core, shaped stranded copper conductors, paper insulated, lead sheath, single
steel wire armour, PVC over-sheath, generally to BS 6480.

2. All Cable box glands shall be insulated to allow for the use of earth fault indicators
3. The cable glands shall be of insulated brass wiping type with armour clamp. All
glands should be ‘y’ size as per BS 2562 figure 32 and shall be provided by the
manufacturer on all cable boxes.

4. Each cable gland to be supplied along with full fault rated copper earthing braid
and connected to equipment earth.

5. The distance from the gland plate to the terminations at bushings shall be
minimum 650mm.

6. The cable termination shall be arranged such that any externally mounted current
transformer, where fitted for earth fault indicator purposes, shall be sufficiently
clear of plinth/ground level to avoid the possibility of contamination/pollution and
shall allow ease of access for connection purposes.

7. Phasing of all primary terminals shall be positively marked on the main structure
and not on removable covers. The phasing shall be identified by characters of a
type, which cannot be obliterated.

8. Clearances from live parts shall be designed for testing of cables without
disconnection and Ring Main unit in energised condition.

9. Adequate clearance shall be provided between cable bushings and cable supports
for installation of Heat shrink terminations. Cable supports and cleats shall be
provided in the removable cable box.. Means should be provided to seal cable
entries.

10.2 Locking

Wherever padlocking facilities are required, it shall be possible to fit a padlock of the
following descriptions:
Body:
Height 33.5 ± 1mm
Width 34.0 ± 1mm
Thickness 15.5 ± 1mm

Shackle: Diameter to pass through a 5mm ring.

For Operational Locks: When closed the shackle should accommodate a bar of up to
19 mm diameter.

For Safety Locks: When closed should have minimum clearance dimension to
accommodate an elliptical bar having a major axis of 30 mm and a minor axis of
19 mm. The hole for the padlock shall be 8mm diameter.

10.3 Circuit Labels


Each switch shall be provided with a circuit label size 150 mm x 50 mm secured to the
front of the equipment by four non-rusting screws.

In addition each cable box shall have affixed in close proximity to it a label for the
purpose of circuit identification. These labels shall be easily removable for engraving.

Circuit labels shall not be positioned on movable covers and must be close to the
control point to which they refer.

All circuit labels shall be inscribed with black letters on a white back ground, they
shall be suitable for outdoor use and must have non-fading properties.

10.4 Earthing
Each equipment shall be provided with a main earth bar of not less than 40mm by
2.5mm hard drawn high conductivity copper strip. The earth bar shall be bolted to the
main frame and located so as to provide convenient facilities for earthing cable sheaths
and for use with any earthing leads in accordance with the Electricity Networks
Department Safety Rules. Earth connections to cable glands shall be provided. The
earth bar will be connected directly to the substation earth and a suitable connection
point on the earth bar must be provided. Two threaded studs of suitable size complete
with nuts and robust flat washers at suitable location shall be provided for connecting
the external cable earthing through 70 sq.mm cable.

Joints shall be brazed, welded or tinned and bolted to ensure that adequate electrical
continuity exists between all stationary metalwork.

10.5 Lifting Facilities & Weight Marking

Each unit of equipment shall be provided with proven lifting facilities and shall be
indelibly marked to indicate its weight.

The complete housing assembly shall be provided with four lifting lugs for easy lifting
and positioning of the whole unit at site by the use of crane. The housing should be
strong to withstand the transportation and handling stress.

10.6 Cleaning & Painting


The following represents the minimum acceptable quality:
The external surfaces of the units should be with Galvanized sheet metal.. External
surfaces shall be taken to refer to all surfaces outside weatherproof gasketed joints
whether or not they are directly exposed to sun or rain. Manufacturers may offer a
superior alternative at time of tender.
1. The definitive guideline document is BS EN ISO 12944 Parts #1 to 8, & BS EN ISO
14713
2. It is the responsibility of the manufacturer to select suitable paint system, in
accordance with above referred standards, to with stand the local climatic &
environmental conditions, specified elsewhere in the document, and to render a service
life of at least 20 years.

3. It is the responsibility of manufacturer to select proper environmental classifications,


surface preparation processes, protective paint systems, execution and supervision of
paint work to comply with above referred objectives.
4. The exact Specification & painting procedure offered by the manufacturer shall be
submitted at time of tender. It should clearly indicate its relationship to the
appropriate parts and tables of BS EN ISO 12944 and BS EN ISO 14713.
5. The final coat on the exterior shall be Dark Admiralty Grey, Colour 632 of BS 381C,
or a near equivalent.
6. The manufacturer shall submit his proposed method of protection, with justification.
7. The manufacturer should posses required laboratory testing equipment, in their
factory, to test the samples in accordance with BS EN ISO 12944-6. These test reports
should be submitted along with each consignment of delivery.

10.7 Foundation & Mounting


1. The foot-prints of the individual switchgear units, or combinations thereof, shall allow
them mounting on simple rectangular plinth(s) with a flat surface(s). Cables shall
preferably fall outside the area of the plinth. Foundation fixtures shall be suitable for
fixing with M12 foundation bolts (14mm holes).

2. The units should be provided with supporting angles made of galvanised steel at
bottom, if required, in order to match with KM standard plinth dimensions.

3. It should be suitable for mounting on the KM standard foundation layouts(s) for


different combinations of switchgear, including their cable dispositions and bus-bar
couplings. The drawings of standard layouts are attached in the document. (Drawings
# STD-SUB-OD-02 to STD-SUB-07).

10.8 Related To Environment


Design

The environment, in the context of this Clause, relates to climatic conditions and
vandalism. The following requirements shall be met:-

All top covers shall be provided with padlocking facilities.

Holes for cover or label fixings shall not communicate with any electrically stressed
chamber.

Any vertical maintenance access cover, if required by the inherent design of the
equipment, shall be provided with cup washers that shall be deep enough to allow only
the use of a box spanner for gaining access.

Due regard shall be paid to suitability of gasket materials used on any covers or doors
that are subject to disturbance during normal operations. Controlled compression
gasketing is preferred. Designs shall be arranged to avoid ingress of water as a result
of capillarity action.

It is preferred that interlocks on test access and fuse access covers shall function only
when a degree of gasket compression is ensured.

Due regard shall be paid to ease and safety of operations by the operator under all
conditions.

Where indicators have a window, the material of this window shall be such that its
transparency is not impaired by prolonged exposure to the sun.
OR
Each window will be covered by a simple HINGED FLAP which can rest in the open
or closed position.

10.10 Transport and Storage Provisions

1. Any equipment which is not rigid on its own supports shall be fitted, for transit and
storage only, with disposable or returnable stability supports.

2. Due regard shall be paid to the prevention of water ingress whilst any equipment is in
transit from the manufacturers works.
3. Manufacturers shall specify the conditions under which the switchgear should be
stored. Supplier/ Manufacturers are to be responsible for the necessary precautions
being taken during shipment and delivery to KAHRA MAA Stores.
4. Switchgear is likely to be stored in the open air, and subject to high temperatures, and
high solar exposure. Parts which in normal service are not exposed to the environment

shall be provided with temporary covers to safeguard against deterioration in storage.


This shall be taken to include bus-bar extension bushings..

11.0 INTERNAL ARC PROTECTION

All equipment shall be so designed and tested that an internal arc shall not result in risk of
injury to an operator. They shall be conforming to classification IAC – AFLR, internal arc
20KA for 1 sec, as per IEC-62271-200. The external housing must be so designed that exhaust
gases/ fumes generated due to internal arc faults are directed safely, preferably from top of
equipment.

The manufacturer shall provide third party certifications from internationally reputed
independent laboratories, to prove that tests have been performed to verify this capability.

12.0 QUALITY CONTROL

The manufacturer shall prove that it is independently accredited relevant IEC and ISO
Standards, including ISO 9001:2000, by an authority having the power to do so. Copy of
certificates shall be provided.

13.0 TESTS

13.1 Type Tests

The following tests need to be carried out, in the sequence as prescribed in respective
IEC standards, and copy of test certificates and reports shall be provided.

Relating to:
IEC 60060, 60265, 62271-100, 62271-200, 60420, 60265.

Verification of Insulation Level:


Lighting Impulse Voltage test
Power Frequency Voltage with-stand test
Partial Discharge - if appropriate

Temperature Rise Tests


Measurement of Resistance of Main Circuit
Short time withstand current and peak withstand current.
Verification of breaking and making capacities.
Mechanical Operating Test
Verification of Degree of Protection
Arcing due to internal fault.

Type tests have to be conducted at an internationally recognised laboratory (KEMA or


equivalent) acceptable to Kahramaa.
If the current test report is not acceptable to Kahramaa requirements, Kahramaa
reserves the right to demand for a new test report at no additional cost. Kahramaa also
reserves the right to witness such test.

13.2 Routine Tests


The following tests shall be performed on each unit as per relevant IEC.

Routine test certificates and reports should be submitted for Kahramaa review and
approval before shipment of switchgears.

Kahramaa reserves the right to witness the routine tests at the manufacturer's premises.

Power Frequency Voltage on the Main Circuit.


Dielectric tests on auxiliary and control circuits.
Resistance of Main Circuit
Mechanical Operating Test
Functional tests.
Tests of Auxiliary Devices
Verification of correct wiring
Gas tightness test.
Check of interlocks
Partial discharge measurements
Design & visual checks (List of check points considered need to be submitted)

14.0 TESTING, INSPECTION & DELIVERY

1. Before commencing the production/manufacturing of 1st lot, against KM tenders, the


manufacturer is obliged to produce samples of each type of switchgear unit and inform
Kahramaa for inspection and witnessing factory acceptance tests, including routine
tests, for acceptance.
2. For every subsequent lot, the manufacturer is obliged to inform Kahramaa, at least 20
days before dispatch, and obtain clearance for dispatch. KM Engineers have the option
of inspecting & witnessing all factory acceptance tests, including routine tests, at
manufacturer’s factory premises for each lot.
3. Acceptance by KM Engineer(s)/Representative(s) of any switchgear unit(s) shall not
relieve the manufacturer from any of their responsibilities, guarantees, or from other
obligations, to comply with product requirements.
4. Type tests are to be carried out on specimen switchgear unit, essentially of same
design and ratings, as being offered. Manufacturer is obliged to provide details of test
procedures being followed, to the KM inspection team before commencing factory
accepting tests.
5. Each switchgear unit need to be subjected to all routine tests at factory before delivery.
Further, each unit may be subjected to inspection on receiving them at DOHA to
verify its healthiness and its conformity with the guaranteed design data.
6. All tests should be performed in accordance with the latest issue of relevant IEC
standards
7. Three sets (copies) of routine tests & FAT reports to be prepared. One set to be
attached with the body of switchgear unit, in a strong water-proof envelope. Second
copy to be sent along with delivery note. Third copy to be sent to the end-user
department.

8. FAT report shall include copy of ‘quality control report’ containing ‘list of check
points’ verified/inspected at factory against each switchgear unit.
9. Each delivery note shall include the details of ‘serial number’ and ‘month/year’ of
production of each switchgear unit.
9. Both the manufacturing date (i.e month/year) and delivery date should be shown on
the rating plate of each transformer, and the time difference between these two
dates should not be more than 6-months.

15.0 INFORMATION/DOCUMENTS TO BE SUBMITTED BY BIDDERS/MFRS

Each manufacturer must supply the following information along with their offer:

1. Brief description of product(s) being offered along with details of name of


manufacturer, product type / model, country of origin, quantity being offered,
mobilization period/execution plan.
2. Detailed Data sheets containing rated values and characteristics of product being
offered.
3. Pictorial views of gas pressure system, explaining how the gas medium is isolated
with the gas pressure gauge, and its replacement procedure.
4. Full Electrical and Mechanical Specifications of the equipment need to be submitted
5. Single line diagrams, controls circuits, wiring diagrams, list of inputs/outputs for
remote monitoring & control (where applicable), for each switchgear unit described in
the specification, need to be submitted.
6. Full set of construction drawings showing all basic views of equipment, sectional
views, with dimensions, arrangement of external connections, mounting details, etc.
7. Linear Motor Drive Actuators: Details of Motor characteristic, arrangements of
actuators, wiring diagrams of Motors and Control Box shall be submitted to Kahramaa
for prior approval
8. O/C & E/F protection: Details of tripping mechanism, tripping characteristics and
applicable setting shall be submitted with the Bid.
9. Earth fault relay: Product technical details, catalogues, installation instructions &
manuals should be submitted.
10. Calibration certificates and Type test reports, belong to Energy meters, meeting the
requirements specified in relevant IEC standards, and issued from reputed independent
laboratories, shall need to be submitted with offers.
11. Type test reports, belong to all CTs & VTs, Vacuum bottles meeting the requirements
specified in relevant IEC standards, and issued from reputed independent laboratories,
shall need to be submitted with offers.
12. Sourcing details of all components like vacuum bottles, CTs, VTs, shall be furnished.
13. Set of installation instructions for each switchgear unit.
14. Set of operation & maintenance instructions for each switchgear unit.
15. Set of instructions for storage, transport.

16. Latest type test certificates and reports belong to switchgear units being offered,
issued from reputed independent laboratories, need to be submitted.
17. Copy of valid ISO 9001;2000 certificate to be submitted
18. Original Product catalogues (photo copies not acceptable)
19. Previous sales history related supplies made to the clients in GCC and other countries.
The details should include client name, equipment ratings, quantity delivered, year etc.
20. Compliance statement against each clause of this specification document.
21. List of Deviations from the KM technical specifications.

Note: The bidders are required to attach a separate deviation list to their Technical Offer and
include it in the Technical Package if the offered equipments do not meet the requirements of
any clause of the Specification.

Offers without any deviation list attached to the Technical Offer and included in the
Technical Package shall mean that the offer meets the requirements of the Specifications on
all the clauses.

Offers with deviations listed out shall mean that the offer meets the requirements of the
Specification on all the other clauses not included in the deviation list.

16.0 WARRANTY

Manufacturer need to provide a warranty of minimum 3 years from the date of delivery, or 2
years from the date of installation (whichever is earlier) against each unit supplied. They shall
provide 20 years guarantee against SF6 gas leaks

Any switchgear unit failed during service, with in the warranty period, need to be replaced
with new unit. Further, the faulty units(s) need (s) to be analyzed with reputed independent
agencies and fault-analysis reports to be submitted.

17.0 RESTRICTIONS ON OUT-SOURCING

Once the product is pre-qualified or short listed, based on the manufacturer’s technological
competences, know-how, manufacturing & testing facilities, practices, quality procedures
adopted, supply of outsourced switchgear units from other sources are not acceptable
