1) General  Introduction
Description The urbanizing cities in Punjab need to revisit and revitalize their
strategic planning processes to address their future economic, social and
environmental needs. The Government of the Punjab intends to develop
the cities of the Province as sustainable, livable and well managed
engines of economic growth. The cities are not only confronted with the
task of managing unprecedented population growth, but are also under
tremendous pressure to adequately cope with the resultant demands on
urban land and infrastructure services

Bahawalpur is an intermediate city located on southeastern side of


Punjab province, almost five kilometers on the south of Sutlej River,
with an estimated population of 666,000. Today, the city is estimated to
be the 11th largest in Pakistan and is rapidly growing. It has a steady
industrial base, mostly derived from agriculture in surrounding areas.

Despite its past cultural prominence, and huge economic potential,


Bahawalpur has lagged behind in development. The city needs to
reclaim its relevance and capitalize on the abundant opportunities that
exist in the region for diversified economic growth. In order to
reconsider the existing socio-economic development in a better and
more sustainable way, the Bahawalpur Municipal Corporation and the
Bahawalpur Development Authority is looking forward to put forth the
development of the Bahawalpur City Master Plan 2040.
 Background
The Bahawalpur Municipal Corporation and Bahawalpur Development
Authority intend to develop the Bahawalpur City Master Plan 2040.
The Master Planning exercise will be initiated with a comprehensive
visioning exercise, “Imagine Bahawalpur 2040”, which includes
identifying key stakeholders and conducting consultation sessions in the
form of brainstorming sessions, focus group discussions, interviews,
seminars, workshops and presentations. The consultation sessions will
be held with the prime purpose of determining the needs of the citizens
of Bahawalpur and incorporate their vision of what the city might look
like in 2040 and what it might offer the generations to come.

The master plan for 2040 will seek to integrate the existing governance
structure into an efficient and workable plan that can feed into a
program for sustainable development. It will focus on an overall
strategy for development of the city which in turn will guide the
development of action plans for each individual identified sector. These
action plans will be augmented by a monitoring and evaluation
framework which will enable the city to develop in an integrated and
holistic way.

 Project Area
The study area includes the existing built up area of Bahawalpur as well
as the peri-urban area likely to become part of the urban area in the next
25 years. The Master planning areaa will focus on an overall strategy
for development of the city which in turn will guide and manage the
development of Bahawalpur City including both its urban and peri-
urban and fringe rural settlements. The total area of Bahawalpur City is
96 sq km shown in Fig. 1 below.

b) Justification Bahawalpur is currently facing significant stress due to the constraints
on its finance, governance and service delivery structure which is
leading to the erosion of the city fabric and future development
prospects. The Sector-wise major issues which are needed to be catered
at the earliest are as follows:

d. Implementation Period The estimated time required to complete the Project Activities will be
12 months with some activities being carried out simultaneously, while
the other activities would be started after the completion of the
preceding activities.

A work plan for the project is attached in Annex B.

e. Cost Estimate The total estimated cost for 12 months is PKR 37 million.

f. Manpower a) Mobilization of PMU team


Requirement The Bahawalpur Development Authority shall be the sponsoring agency
for this project. The Urban Unit, as the PMU, will plan and execute the
Master Plan and provide in-house technical expertise for designing and
conducting surveys, consolidating and analyzing data and drafting the
final master plan. The team of technical experts of Urban Unit for the

b) Hiring of Consultants
Review of the Master Planning activities will be done by qualified
international consultants. The Urban Unit will provide its services for
Consultants’ selection, hiring, and management as per the applicable
criteria of P&D Consultants Selection Guidelines and PPRA Rules.
The Consultants shall be hired to perform the specialized tasks and
assignments according to the need of the Project. The Consultants for
the following designations would be hired to work in a continuous or
intermittent manner as per the requirements for the completion of this
project in a timely manner. The team of Experts needed for the project
specific activities will be as follows:

g. Financial Plan The budget will be released by the Bahawalpur Development Authority
to the Urban Unit. The Urban Unit will be responsible for the release of
task specific finances according to the implementation of the project.

4. Expected Outcomes The Master planning exercise is intended to achieve the following
outcomes;
 A consensus for the course of development through a common
vision for the future of the city and its citizens
 Well defined policies for achieving sustainable development and a
livable city

Terms of Reference
Project: Development of Master Plan for Bahawalpur City 2040
Client: Bahawalpur Development Authority

BACKGROUND:

Bahawalpur is an intermediate city located on southeastern side of Punjab province, almost


five kilometers on the south of Sutlej River. According to 1998 census, Bahawalpur City’s
estimated population is 666,000. City with a rich culture, heritage and prominent natural
setting in Cholistan Desert attracts historians, archeologists and a large number of domestic
and international tourists. It is known for its cotton, silk, embroidery, carpets, and
extraordinarily delicate pottery.

Today, the city is estimated to be the 11th largest in Pakistan and is rapidly growing. It has a
steady industrial base, mostly derived from agriculture in surrounding areas. These
industries primarily comprise soap making and cotton spinning factories, as well as
enterprises producing silk and cotton textiles, carpets, pottery and sugar.

Despite its past prominence, and huge economic potential, Bahawalpur has lagged behind in
development. The city faces a number of challenges both socially and economically as the
provision of basic urban services remains low and the city increasingly faces problems of
pollution and unplanned growth. The only planning documents formulated for the city were
the Outline Development Plan of 1974 and the Feasibility Study of Ten Cities in Punjab (an
intervention related to Urban Development) was carried out in 1996. Unfortunately, these
plans could not be effectively implemented due to the lack of a legal framework, dearth of
professional human resources and a sound vision. The city needs to reclaim its relevance
and capitalize on the abundant opportunities that exist in the region for diversified economic
development and spur the growth of a better and more sustainable city. The complexity of
emerging dynamic urban systems and growing challenges of urbanization, pollution, climate
change and phenomenal urban growth, all call for pragmatic governance and an informed
approach to urban policy making linking primarily sectors such as integrating land uses with
transportation networks and economic generators. Crucial will be the involvement and
active participation of the citizens and professional who can contribute toward
understanding and planning for the multitude of urban problems.

The Bahawalpur Development Authority is looking forward to hire services of a reputed


firm having vast experience in strategic, and urban and regional planning.

STUDY AREA

The Project area for this study, broadly includes Bahawalpur City / Municipal limits,
dependent peri-urban area and the rural fringe areas of the city of the Bahawalpur City,
however, it is desired to mark tentative planning study boundary and city boundary viz. a
viz. for Master Plan based on preliminary technical assessments, assumptions and analyzing
past growth trends and these tentative boundaries shall be shared at inception phase. These
boundaries will be refined, consolidated and finalized through a process of stakeholder
consultation and data analysis during plan finalization phase. The Study area is shown
below:

PROJECT OBJECTIVES

This project has been conceived and designed to benefit this historic abode of while
developing a long term holistic planning vision through a collaborative process which is
essentially expected to take the form of a strategic planning framework i.e. “Master Plan” to
shape city’s physical future form as desired by its residents.

The objectives of the master plan project are;

1) To create a long term shared “Planning and Development Vision” for city while
taking all stakeholders on board through a collaborative process. This vision is
suggested to be titled as “Imagine Bahawalpur 2040”
2) Identify and delineate a comprehensive and common city boundary which will be
adopted by the Bahawalpur Development Authority for integrated spatial
planning, urban development, resource management and service delivery.
3) Strategies to provide affordable, diverse and environmentally sustainable housing
to cater for the demands arising from all income groups and classes from society.
Plan must focus on provision of a variety of housing including vertical condos,
mixed use, vertically shared 2-3 storied residences, low income housing and the
in-demand suburban housing.
4) Identification of areas/corridors for the future spatial growth of the city while
addressing environmental sustainable & equitable opportunities, disaster
resilience and enhanced mobility & accessibility.
5) Propose comprehensive strategies for the promotion of sustainable local
economic growth, a diversified local & regional economy and enhancing
investment climate for the region to be competitive and economically robust in
the long run.
6) Revitalizing the marred urban form of Bahawalpur City by employing
contemporary urban planning and design concepts like Mixed Use Development,
Vertical Development, Transit Oriented Development, Walkable Communities
and Robust Spaces in Public realm. Planning interventions must focus on
strategies towards social equity and inclusion by reducing social and spatial
friction.
7) Regeneration strategies for old city areas to conserve and sustain its heritage
character.
8) Formulation of plans and strategies including projects to protect the physical
environment and bio-diversity in the regional urban, agricultural & desert eco-
systems.
9) Formulation of strategies to conserve, maintain and promote the built heritage of
the Bahawalpur City and planning for conservation of built heritage while
promoting tourism to enhance livelihood opportunities.
10) Enhancing accessibility and mobility facilitated through planned growth of the
city augmented by ancillary road infrastructure. This augmentation and
enhancement should be primarily focused on pedestrian infrastructure and public
modes of commuting.
11) Strategies for the provision of improved and environmentally sustainable
infrastructure to extend essential urban municipal services at affordable price
including water, electricity, gas, sewerage, drainage and telecommunication
across the city limits to enhance quality of life.
12) Strategies to enhance urban security and resilience against natural disasters.

13) Strategies for Institutional re-structuring/reforms and capital Improvement
Planning to support effective plan implementation.
14) Devising Action Plans for different areas of plan implementation and projects
development. These plans should assign implementation responsibilities, phasing
for different plan tiers and financing options.
15) Assessing the feasibilities for development of workable framework for plan
implementation and projects development through public private partnerships
(PPP), joint ventures, BOT and through standalone public interventions.
16) Further, strategies to establish an improved system of urban governance to
enhance livability, improved service delivery and financial sustainability.

RATIONALE FOR THE STUDY


City of Bahawalpur with a rich historical and cultural background, is facing various urban
issues of increased urbanization, urban sprawl, decreased natural beauty & historical
character and ineffective regulatory framework. Physical infrastructure presenting a gloomy
view as there is no integration between water supply, sewerage and solid waste disposal.
Moreover, urban transport with no traffic signals, encroachments, increasing motorization,
dilapidated road network and absence of public transport adds to the dilemma. Development
Plans prepared in the past comprised Bureaucratic and project centric approach largely
affected the urban fabric of the Bahawalpur. The only planning documents formulated for
the city were the Outline Development Plan of 1974 and the Feasibility Study of Ten Cities
in Punjab carried out in 1996. In the Outline Development Plan 1974, No polices and plan
had been given to overcome these issue of water supply and sanitation. Similarly, solid
waste management and sewerage were ignored in Outline development plan 1974 as well.
Other proposals related to land use, transportation were not comprehensive and thus could
not be fully implemented as well. Similar is the case with the policies and proposals of
“Feasibility and Urban Master Planning of Ten Cities in Punjab 1996” which cannot be
brought to realization. These plans and studies kept narrow focus on land use planning and
lacked strategic vision and focus on economic development, environmental conditions,
financial and implementation arrangements. So, it is quite evident that there is a desperate
need to prepare a master plan that would regulate the development of city in a planned
manner, comprising set of statutory polices and guiding principles setting out local
authorities’ policies, programs and proposals for manageable development and use of land in
their respected areas.

SCOPE OF THE PROJECT

The scope of the project is explained below but not limited to the following;

a) A comprehensive city vision will be developed to depict making Bahawalpur


City, a sustainable one.
b) Planning and city boundaries will be delineated at inception phase which
shall be refined in later stages after situational analysis.
c) Detailed field surveys and studies will be conducted and situational analysis
will be performed for the existing conditions of urban structure and all

sectoral profiles of the Bahawalpur City will be prepared to suggest further
proposals.
d) A Land use classification/re-classification map of existing built up area as per
Punjab Land use Rules 2009 (Amendments 2013) will be prepared.
e) A Peri-Urban Structure Plan under Punjab Land Use Classification and
Reclassification Rules 2009 will be prepared.

f) A comprehensive land use zoning plan of Bahawalpur City will be done to


shape and direct physical growth of the city in future.
g) Strategies to conserve, maintain and promote the historic heritage of the
Bahawalpur City and making built heritage and tourism plan leading to
economic productivity will be formulated.
h) A comprehensive plan shall be developed to address the issues and demand
of transportation, housing, tourism, physical and social infrastructure, making
use of sectoral profiles as mentioned above and through forecasting of
services required till the year 2040
i) A comprehensive regulatory and implementation framework will be
suggested for the implementation of the plan including financing options.
j) Detailed regulation, by-laws and design guidelines will be formulated to
facilitate plan implementation.

PROJECT DELIVERABLES

a) Project Inception Report /Document


The document will detail out the project objectives, expected timelines, detailed
work plan, etc.
b) Vision Document
The vision document will detail the visioning process, its results and conclusions,
along with the branding and slogan for the Bahawalpur Master Plan 2040.
c) Land Use Classification Map
A detailed land use classification map including existing land-uses, road networks,
transportation connectivity and clear cut boundaries of the municipal facilities will
be prepared.
d) Peri-Urban Structure Plan
A Peri-Urban structure plan will be developed to describe the scope of development
in peri-urban areas. This spatial plan will outline development in these areas to
define clearly the growth that will take place over the next 25 years.
e) Situational Analysis Reports & Maps
This will detail the methodology and results of the surveys, analysis, capacity
assessments and policy recommendations. Maps for zoning, land-use classifications,
municipal services, vulnerability and hazard etc will strengthen sector situational
profile development.
f) Master Plan (Strategic Framework & Action Plans)

The Master Plan Document will provide the overall framework for the master plan
implementation and the overall development of the city through to 2040. This will be
divided into different phases and project milestones. This document will also carry
the overall timeline for individual sector action plans, detail the overlaps and define
the financial, institutional and coordination mechanisms. Prior to the finalization of
the Master Plan, Scenario maps will be presented to the committee for selection and
approval. The Master Plan will be accompanied by a Strategic Framework
document which will detail the institutional framework, cross-cutting themes along
with the technical requirements for each sector.

Action Area plans detail the phased development of each sector and cross-cutting
theme. This will show the overall delineation of the sector implementation plans and
will reflect the milestones from the Master Plan document. The action plans will also
provide plans for sector capacity development, human resource and technical
requirements, detail sector overlaps and define the institutional and coordination
mechanisms. Additionally, the vision, objectives, good practices, reporting
procedures, policies and guidelines for that particular sector will be laid out.

g) Complimentary Documents (Regulations/Bylaws and Design


Guidelines), and GIS Based Decision Support Applications
These regulation and design guidelines are to be prepared to facilitate plan
implementation through zoning, building by laws and guidelines to improve city-
scape as envisioned in the plan.
Existing by-law and regulations will be updated and improved upon following the
situation analysis. New by-laws and regulations will then be designed to fill in the
gaps of existing regulation. Standards and Guidelines for each Land Use Zone will
be drafted by the Urban Unit team. These Design Standards and Guidelines shall set
general and detailed guidelines and restrictions to be followed by the
developer(s)/locator(s) on each block/lot parcel of the study area. The Design
Standards and Guidelines shall provide details such as, but not limited to:
Floor Area Ratios (FAR) and Gross Floor Area (GFA) for each development type;
Building heights, easements, setback controls and other development standards such
as building coverage, building line, basement line, etc.;
Greening requirement, Tree plantation, cutting and preservation
Transport plan support through parking requirements, plan and bylaws, installation of
signage and road marking, promotion of non-motorized infrastructure
Development and management of public spaces including upgrading of Landmarks and
public amenities
Urban design guidelines for various zones
System for bill boards, signage and antennas/towers
A GIS based web-map interface providing support to the District Government in
deciding future facilities development will also be drafted to facilitate the
District/Tehsil Government in planning and management of facilities.

The study deliverables will be written documents containing the study findings with
supporting diagrams/maps, charts and analytical summaries and recommendations with
respect to policy direction. All deliverables will be submitted to the Bahawalpur
Development Authority, (Client).

TASK A: VISIONING AND CONSULTATION

To ensure public participation (including line/plan implementation departments) at


all stages of the planning process, conduct public informational meeting shall be conducted
to introduce the project intent, mixed-use development components, and to seek guidance on
the identification of goals/vision, objectives, issues, concerns, opportunities, etc.

1. Meetings will be held with all public sector departments, stakeholders, general public,
and academia and business community to have their voice on “How do they want
their city to be” and share the outputs of the planning process in seminars as well as
public hearing.
2. Focus Group Discussion (FGD), seminars and open forums will be conducted to
develop a shared city’s Planning and Development Vision.

The inputs provided by all stakeholders will be incorporated in the final version of
the plan. Public hearing is a necessary part of this exercise to ensure general public
participation in the plan making.

TASK B: STUDIES, INVESTIGATIONS, PROFILING & ANALYSES

The existing situation will be studied in detail through field investigations/studies,
best practice knowledge, and background studies/analysis and shall essentially, project and
develop profiles for these components of urban structure and same shall be used to analyze
to assess opportunities and constraints which will be helpful to develop land use zoning and
strategic framework. Existing situational profile essentially required mapping of each
component on appropriate scale as desired by the client. All primary data to be collected for
the Master plan has to be collected over electronic devices through android based
applications which can later be used for developing GIS based decision support applications.

2 Land Use:
A GIS/MIS based detail land use Base Map will be prepared for the quantification of
built up, infilling, brown fields and open land available for future development for the
projected city boundary till 2040. A detailed land use map for the city will also be prepared.
Land uses shall be registered separately for both built-up area and peri-urban area (within
the agreed planning boundary).
The satellite imageries (0.6 m resolution) will be acquired from authentic source and
shall to develop an updated base map of the city including surrounding areas in order to
support suitability analysis of existing and proposed land uses for urban development and
other ancillary uses. Land use survey of each type is a necessary prerequisite of this study. A
GIS based digital Land use map which can be reproduced at various scales according to the
need will be developed accordingly. Following layers and attributes (but not limited to)
should be included in the base map:
1. Boundaries (Municipal, District, Tehsil, City, Neighborhood, UC, Ward, Mauzas)
2. All major and minor streets, roads, railway lines and airports (Roads and Streets to
include Right-of-Ways Information
3. Water supply, sanitation, sewer, SNGPL and telephone networks
4. Water bodies (spring, streams, river and other water bodies)
5. All land parcels with attribute information on their land uses, planned/unplanned
status, building heights and pictures etc.
6. Amenities (education, health, religious, banks, police stations, libraries, and
community halls etc.)
7. Parks and playgrounds
8. Brown fields and Greenfields
9. Open spaces (agriculture all types, vacant, parks, play areas, green spaces both
planned/unplanned and graveyards etc.)

3 Land Cover Analysis


A land cover classification of the city shall be performed by acquiring at least 5 raster
images (having min 7 bands) in last 30 years. The results of the land cover classification will
further be used for various tasks under this assignment such as employing GIS-based Land
Suitability and spatio-temporal growth analysis.

4 Topographic/Terrain Survey
A detailed topographical survey of the whole peri-urban and agriculture areas (within
agreed planning boundary) as well as along the riverfront of River Sutlej acting as one of the

boundary on the NW-side will be carried out. The survey shall be adequate to develop a
topographic contour map with at least 2-meter contour intervals.

5 Regional Accessibility
The existing regional accessibility and its potential to accommodate the future
commuting requirements etc. shall be evaluated in relation to the proposed zoning and
development opportunities. A Regional Accessibility Map showing settlements in 100 km
radius, with volume of traffic and commuting requirement in phases will be produced with
narrative analysis.

A sample based household surveys will be conducted to obtain the following but not
limited to:

b. Condition of house, type of structure, age
c. Number of people living in each household

g. Rent in relation to the income of the family

The infrastructure surveys of existing infrastructure within and surrounding the study
area will be conducted to determine the consistency and accessibility of infrastructure.
Such surveys would include the social and physical infrastructure survey. Physical
Infrastructure surveys would include the survey of transportation, water supply, waste
water, sewerage, solid waste management and telecommunication infrastructure. Social
infrastructure would include the educational, civic and utilities, health care, recreation
infrastructure etc.

9 Transportation:
Comprehensive transportation surveys will be conducted to comprehend the
transport network and movement of commuters in the city. It would include following
surveys as well.
1) Inventory of road network
1. To identify the physical characteristics of the identified road network
in terms of right-of-way, carriage way, number of access points,
surface type, abutting land use.
2. To identify physical constraints and bottleneck points along the
identified road network.
3. To assess the capacity potential of the identified road network etc.

To find the vehicular flows, junction movements, peak hour volume
and volume to capacity ratio

To find the Availability of Parking Space, Type of Parking,

and Local Conditions.

5) Cordon Line Survey


To find the Incoming and Outgoing traffic flow rates, External-
Internal, External-External and Internal-External Trips Information

To find the Route Choice, Travel Time, Mode Choice,

10 Historical Resources Including Tourist Sites


A survey will be conducted within the Study Area for any cultural, historical or
archaeological resources (i.e. areas, landscapes, sites, structures or buildings) having
local, regional or provincial significance or potential future significance. A report
shall be furnished regarding its assessment on preservation, conservation and
integration of such resources within the overall master plan of the Bahawalpur City.

11 Urban Economy (Industry, Trade & Local Commerce)


A detailed profiling of industry and commerce sector of Bahawalpur City will be
prepared including but not limited to the following:

1. A sectoral profile of commerce and industry of Bahawalpur City in terms of type of


activities, spatial growth, employment and share to the city’s economy.
2. Past and present development interventions in commerce and industrial sector
3. Local, provincial and national level polices of commerce and industrial sector
4. Collecting information from available secondary sources like PDS, MICS, Bureau of
Statistics, Survey of Pakistan etc.
5. Information about the adequacy of facilities and infrastructure that support these
activities.

12 Housing and informal Settlements


A comprehensive profile will be prepared for the housing situation of
Bahawalpur City focusing on following:
 Mapping of existing housing areas
 Inventory of housing institutions and their services
 Inventory of existing government and privately developed housing areas
 Inventory of katchi Abadis
 Inventory of government and privately owned land banks for housing, if
any
 Assessment of housing shortage and potential housing need in year 2040
 Past and present development interventions in housing sector
 Local, provincial and national level polices of housing sector
 Collecting other relevant information from available secondary sources
like PDS, MICS, Bureau of Statistics, Survey of Pakistan etc.

13 Social Infrastructure
1. A profile of social infrastructure situation that heavily contributes towards a
quality life.

2. It would include the profiling of infrastructure like education facilities, health care
facilities, socio cultural facilities, recreational facilities, sports facilities and police
services etc.
3. Collecting relevant information from available secondary sources like PDS,
MICS, Bureau of Statistics, Survey of Pakistan etc.
4. Primary data to include mapping of all physical assets of all departments within
the District Bahawalpur, inventorying them and developing a GIS based database
for future use and updation.

14 Water Supply, Sanitation and Waste Management


Following studies will be conducted in this sector:

a) Profiling of all Municipal Services including the identification of new and existing
sources water supply (depletion rates of water and sub-soil aquifer data) & their
mapping, sanitation and solid waste management along with existing conditions of
(sources of water and their depletion rates as sub-soil aquifer data and surface run off
calculation), Sewage flows and their mean calculation, solid waste tonnage
calculation, methods of collection and disposal (landfills capacity and locations) etc.
b) Identification of the depressed areas in term of services and facilities. Policy
directions and action plan is required to generate funds for construction, maintenance
and operation of public amenities at feasible locations.
c) Collecting relevant information from available secondary sources like PDS, MICS,
Bureau of Statistics, Survey of Pakistan etc.

15 Environment Profile
1. Urban environment will be analyzed in order to safeguard and improve through
SEA the likely negative environmental impacts of the proposed new
developments. Study of various resources responsible for environmental pollution
(air and water) is necessary and remedial measures are required through this
study. For the task, the following surveys within the agreed planning boundary for
both urban and peri-urban components will be conducted:
a. Air quality survey at various points of the city
b. Water quality analysis (drinking water supply and water courses)
c. Soil contamination surveys
d. Soil and geological survey/data
e. Analysis of Noise level at various points of the city
f. Identification of environmental sensitive areas
g. Reviewing Local, provincial and national level polices of environment sector

16 Urban Design and Public Realm Profiling


1.1. The existing building lines, public spaces, vistas, sidewalks, street
lighting, monuments, parks etc., for improvements will be analyzed to identify
opportunities for creating new such sites.

1.2. Urban beatification and design aspects for the existing and new development
will be proposed using the historical buildings and structures’ vocabulary
within the city on the basis of these studies in plan stage

17 Governance and Institutions


1. The institutional capacity will be analyzed and assessed to implement and
monitor the Master Plan and relevant laws/bye-laws. They may suggest
improvements in the structure
2. Reviewing local, provincial and national level polices of governance sector

18 Historical/Social/Culture Heritage
All existing historical monuments/places, socio-cultural heritage of the city and suburbs
(within 100 km radius) will be studied and mapped in order to propose appropriate
guidelines for the development of these localities.

The strategies will be formulated to capitalize the cityscape to create social, cultural hubs
and identify opportunities within and of the city. Reviewing local, provincial and national
level polices of archaeological sector.

19 Tourism Potential Assessment


An analysis to determine the existing tourism potential of the region will be performed.
This will be in relation to the existing tourism spots around and within the city such as
Cholistan Desert and Heritage located within the city area and others. Further, the The
potential impact of this intervention which is likely to attract local, national and regional
tourism in to this City and areas around in planning phase will be analyzed. Based on the
assessment and criteria for ranking proposed a Map of potential Tourism sites, spots shall
be produced.

20 Review of Land-use Regulations and Plans


All existing urban planning, development and environment related national, provincial laws
and regulation (bye laws) as well as the previous and existing plans will be studied and
analyzed to propose a viable solution for various issues of society in a proper manner in
local context. A city level planning and development standards and down ward regulations,
intensification, vertical development or increased Floor Area Ratio (FAR) guidelines will
also be devised.

21 Urban Security
Natural hazard confronting the community of Bahawalpur City will be assessed. Elements
of built environment at a risk from natural hazards will also be taken in due consideration.
Analysis of Current and projected needs in terms of enabling policies, support
infrastructure, etc. will be carried out

1. Floor Area Ratios (FAR) and Gross Floor Area (GFA) for each development
type;
2. Building heights, easements, setback controls and other development
standards such as building coverage, building line, basement line, etc.;
3. Greening requirement, Tree plantation, cutting and preservation

installation of signage and road marking, promotion of non-motorized

Development Authority, (Client). A minimum of 5 hard copies of each deliverable at each

DETAILED TORs FOR PMU URBAN UNIT MANPOWER REQUIREMENT

Following is a set of TORs for the Human Capital required for the Master Planning project. The functions and duties for each role are
described below.

Urban Planning Specialist

The Urban Planning Specialist will work closely with the Urban Unit and in close consultation with officials from the Development
Authorities, Municipalities, Public entities and other relevant stakeholders. Specifically, the Urban Planning Specialist will be responsible
for the following:
 Provide sound technical guidance ensuring the quality of the cities’ master plans, in coordination with relevant stakeholders and
public entities.
 Supervise the process of Development Planning as per the main components of the strategic master plans proposed for each city.
 Provide solutions to problems specifically related to urban development planning and management.
 Suggest processes for capacity building of the Municipal staff, and for taking them on board during the preparation of the master
plans.
 Facilitate the integration of the “sustainable development goals” and ensure that the preparation of master plans is in accordance
with existing needs and future vision.
 Review existing Urban/Planning regulations and advise on appropriate amendments for the same according to the existing socio-
economic situation of each city.
 Initial conceptualization for the development of Strategic Master Planning and Recommendations for each city.
 Identify potential risks to any of the components and to the delivery of the results in high quality standards.
 Initial conceptualization for a roadmap for the development of a pro-poor development strategy to address urbanization in cities.
 Advise on human settlements and urban development issues, for effective implementation of the Master Plan.

 Review and suggest amendments in the existing policies and laws to control haphazard development and regularize the development
pattern of the cities.
 Advise the cities’ administrators on revision of policy regulations related to urban planning and development control to harmonize
the cities’ growth and built environment with long-term strategic planning.
 Suggest initiation, formulation and implementation of physical planning, urban development and urban renewal policies.
 Devise strategies to incorporate the preparation of Master plans and city development strategies with the overall uplift of regional
development.
 Suggest frameworks for evaluation, relocation and regularization of Urban based Developments and Activities.

Ecological/Environmental Specialist

The responsibilities of Ecological/Environmental Specialist include, but are not limited to, the following:

 Conduct researches and examine sources of environmental pollution in the cities under consideration.
 Assist and supervise the preparation of Environmental Management plans, EIA and SEA or any other study related to the
environmental impact study.
 Create and propose ways to eradicate potential sources of pollution and environmental hazards.
 Incorporate the different disciplines of environmental studies such as ecology and natural sciences to researches.
 Carry out analysis relating to land suitability, land use compatibility, environmental conservation and degradation.
 Maintain and update the collection of natural and physical resources pertaining to environmental resource management

GIS Specialist

The GIS Specialist will be responsible to carry out the following activities:
 Create tests and enhance GIS analysis tools for land suitability, land use, urban sprawl, population density, building conditions etc.
 Develop a Geospatial Database and Base Maps of all cities and their respective peri-urban areas.
 Provide technical support for the execution and application of GIS based analysis.
 Maintain database reports and solutions to GIS-based queries.
 Performs GIS analysis, modeling and reporting to support decision making using GIS tools.
 Assist in acquiring satellite images for the preparation of the base maps for cities.
 Collate spatial and non-spatial information with respect to city boundaries, and network of basic infrastructure such as roads,
sewerage, storm drainage and water lines, etc.
 Work closely with the urban planners in the team and guide in the development of plans;
 Any other related tasks that may be entrusted upon by the Team Lead

Urban Finance/Revenue Generation Expert

The Revenue Specialist will be responsible to carry out the following activities:

 Built liaison with stakeholders and public entities to identify and analyze areas of revenue generation.
 Work cross-functionally between various departments to help measure, analyze and enhance the performance of revenue generation
in the cities.
 Identify and analyze areas of revenue generation opportunities for products and/or services in support of doing businesses in cities
under consideration.
 Review details of each city’s revenue raising procedures by making reference to the expenditure analysis estimated by using inflows
and outflows of the municipal entities.
 Examine the revenue mobilization procedures and collection strategies of the cities’ entities.
 Review relevant documentations, particularly the legal and policy frameworks, within which the municipal authorities are
empowered to mobilize revenues. This will require making a set of recommendations on the revision of the relevant laws that govern
major revenue sources and taxes.
 Review the best international revenue mobilization strategies to validate the local relevance of the best international practices.

Urban Infrastructure (WATSAN) Specialist

The scope of work for the Urban WATSAN Specialist will include the following:

 Plan and design urban infrastructure projects in the cities.


 Manage Urban Infrastructure Development activities related to the preparation of Master Plans.
 Conduct review of available documents such as city development plans /strategy plans, sanitation plans, mobility plans etc.
 Desk review of the existing WASH situation in the cities.
 Develop assessment instruments to determine the number of affected communities, households per communities, and population due
to poor water and sanitation conditions.
 Work closely with government partners in determining the water and sanitation needs and estimate the cost for
rehabilitation/construction of water facilities and institutional sanitation facilities, where required.
 Prepare a detailed cost of quantities for new feasible water and sanitation (institutional) facilities.
 Develop the action plan along with strategies needed to implement the identified activities.

Transport Planning Specialist


The Transport Planning Specialist will be responsible for carrying out the following activities;
 Review the current situation of transport in cities during the past 3-5 years using numerical indicators.
 Prepare a study on the long term vision for the transport sector in conjunction with the social and economic development projects.
 Carry out scenario assessment for transportation sector including prospective diagnosis and demand projections.
 Devise strategies for transport institutional development.
 Devise transport planning and management guidelines to better understand the regulatory context.
 Lead the detailed mapping of a specific problematic area within the targeted zone, including existing mobility networks, patterns of
movement, existing densities, quality of spaces and diversity of functions, to help determine mobility and accessibility solutions.

The Statistical Data Analyst will be responsible for carrying out the following activities:
 Execute data analysis and projections.

economic data.
 Maintain a database of economic, social and environmental indicators for master planning of cities.

The Sr. Research Analysts with academic and professional backgrounds in Economics, Urban Planning, Transport, Environment and SWM
respectively will perform the following activities:

 Oversee day-to-day operations of evaluation projects.


 Manage the collection of quantitative and qualitative data.
 Summarize and analyze data.
 Write evaluation reports.
 Summarize and explain research findings and their implications.
 Track, monitor, analyze and report progress of the implementation of projects.
 Provide technical reports and recommendations for master planning initiatives.
 Undertake daily and weekly collection of data on progress and delivery, and carry out analysis as required.
 Analyze changes, progress and emerging trends in relevant sector.
 Provide succinct interpretation of data analysis and recommended actions.
 Prepare regular analytical reports.
 Prepare daily, weekly and monthly reports on progress of the implementation of project related activities and present to concerned
team members.
 Identify implementation problems and propose solutions.
 Recommend required safeguards to ensure mitigation of possible implementation risks.

Research Associate (Economics, Urban Planning, Transport, Environment & SWM)

Research Associates will be responsible for the following:

 Collect data and compare cities in the same category.


 Perform background and secondary research.
 Perform a variety of duties related to the collection, analysis, interoperation and presentation of technical materials, and help
coordinate with teams.

Graphic Designer

The Graphic Designer will be responsible for the following:

 Develop graphics for product illustrations, logos, and websites.

 Create visual concepts, by hand or using computer software, to communicate ideas that inspire, inform, or captivate consumers.

INTERNATIONAL CONSULTANTS’ PROFILE & QUALIFICATIONS

The International Consultants are expected to be very familiar with development plan/strategic plan preparation with considerable
experience in taking up/completion of strategic development plans. The consultants will be hired to provide guidance to and review and
validate the work done by the Urban Unit. Specifically, the consultants will guide the development of sectoral action plans and provide
feedback on all master planning activities. The consultants must have the capacity to use different analytical techniques and software; and
must demonstrate past experience of conducting similar studies for large cities locally and/or internationally. The consultants having past
working experience in similar areas shall be preferred.
The Consultant must have the following experts with 10-15 years or above experience as core members. In all positions, higher
qualifications and experience would be preferred:

Planning/Transportation Engineering or equivalent with Bachelor’s
Degree in Civil Engineering/Transportation Engineering.
3 Intermittent
Higher education will be preferred
Experience
Minimum 10 years of relevant experience including 7 years of
international experience in projects related to transportation planning and
management.
3. Urban Infrastructure (WATSAN) Specialist
Qualification
Minimum 18 years of foreign qualification in Civil Engineering,
Environmental Engineering/ Structural Engineering or equivalent with
Bachelor’s degree preferably in Civil Engineering.

Higher education will be preferred
Experience
Minimum 10 years of relevant experience including 7 years of
international experience in projects related to service delivery, physical
infrastructure related to water & sanitation
