PROMULGATION

Pursuant to Republic Act No. 9485 or Anti-Red Tape Act (ARTA) of 2007 entitled “An
Act to Improve Efficiency in the Delivery of Government Service to the Public by Reducing
Bureaucratic Red Tape, Preventing Graft and Corruption, and Providing Penalties Thereof” of
June 2, 2007, the undersigned has adopted the recommendation of the Citizen’s Charter Team
(CCT) which has been reconstituted as per NWRB Office Order No. 10, Series of 2013 and
hereby promulgates the Amended Citizen’s Charter for the NWRB.

NWRB MANDATE

The NWRB is the government agency that is responsible for all the water resources in the
Philippines. It coordinates and regulates all water-related activities in the country that has
impact on the physical environment and the economy.

VISION
Water for all.

MISSION

The NWRB has the following mission:

 To ensure access to safe, adequate water supply and sanitation at acceptable rates and
levels of service;

 To allocate sufficient water that will ensure food security and spur economic
development of the country; and

 To protect the water environment in order to preserve flow regimes, biodiversity and
cultural heritage as well as to mitigate water-related hazards.

FEEDBACK AND REDRESS MECHANISMS

1. Email NWRB – clients are encouraged to e-mail NWRB at nwrbphil@gmail.com regarding


any irregularities or slow delivery of frontline services.

2. Suggestions/Complaints Box – clients are encouraged to write (either in English or Filipino


or even in major dialects) their complaints, suggestions and comments regarding any
observed irregularities or slow delivery of frontline services.

3. Public Assistance and Complaint Desk – clients are encouraged to go to the desk regarding
any irregularities or slow delivery of frontline services.

If you are not satisfied with our service, your written/verbal complaints shall
immediately be attended to by the Officer of the Day at the Public Assistance and Complaints
Desk.

ISSUANCE OF WATER PERMIT

Schedule of Availability of Service :

8:00 AM – 5:00 PM (Monday to Friday)

Who May Avail of the Service:

All Filipino citizens; associations, duly registered cooperatives or corporations organized


under the laws of the Philippines, at least 60% of the capital of which is owned by citizens of
the Philippines; government entities and instrumentalities, including government-owned and
controlled corporations.

Documentary Requirements:

General:
A. Duly accomplished Water Permit Application (WPA) and Notices
B. Proof of land ownership of, legal title to, or right to use, the property on which the water
source is situated
C. List of beneficiaries with corresponding hectarage and tax declaration certified by
Municipal/Provincial Assessor
D. Location plan and vicinity map showing:
1. Point of diversion of water source
2. Delineation of service area indicating hectarage for which water will be used
3. Nature of diversion works whether temporary or permanent
4. In case of groundwater, location and spacing of proposed drilling sites
E. CORPORATION/PARTNERSHIPS – Securities and Exchange Commission (SEC)
Registration with Articles of Incorporation & By-Laws and Certificate of latest Corporate
Financial Structure issued by the Corporate Secretary; COOPERATIVE – Certificate of
Registration from Cooperative Development Authority (CDA); SINGLE
PROPRIETORSHIP – Certificate of Registration from Department of Trade and Industry
(DTI); WATER DISTRICT – Certificate of Conformance from Local Water Utilities
Administration (LWUA); BARANGAY WATERWORKS ASSOCIATION – Certificate of
Registration
F. Environmental Compliance Certificate or Certificate of Non-Coverage (Department of
Environment and Natural Resources-Environmental Management Bureau (DENR – EMB)

G. Bacteriological Test (if found negative, attached duly notarized manifestation letter
indicating water treatment process)
H. Clearance from Bureau of Food and Drugs (BFAD) or any agency accredited with BFAD
(for Bottled Water)
I. Subdivision Plan
J. Brief description of the project which includes:
1. how water will be used
2. amount of water needed
3. power expected to be generated
4. amount of water to be discharged back to the source
5. measures to be taken to avoid water pollution
6. population and area to be served
7. area of water surface needed for the purpose
8. scheme of development
K. Well drilling data (Pumping Test, Well Log Data, Water Analysis) in case of existing
groundwater source. NOTE: Well Driller must have a valid NWRB Certificate of
Registration
L. Other requirement as deemed necessary by the Board

with corresponding coordinates; d) feasibility study (hydrology part); and environmental/
ecological study of possible effect or impact of the hydropower project on the river ecosystem

Individuals who are engaged in either manual or mechanized well drilling operations;
corporations who are engaged in mechanized well drilling operations.

Documentary Requirements:

Individual/Sole Proprietorship
1. Duly accomplished well driller’s registration form with one (1) 2 x 2 picture
2. Name/s of personnel with three (3) years experience in mechanized well drilling work as
certified by duly registered mechanized well driller; holder of a bachelor’s degree in geology,
civil, mechanical, or other related engineering courses with one (1) year experience in actual
drilling work.
3. Certificate of Registration of Business Name issued by the Department of Trade and Industry
(DTI)
4. Contractor’s license issued by Philippine Contractor’s Accreditation Board (PCAB), if
available.
5. Audited Financial Statement
6. List of Drilling and other Equipment
7. List of Completed and On-going Projects, indicating the following:
